activity for the women, a way for them to put their artistic sensibilities to use. It’s become a source of pride and even a little income. Clients at OPCC’s transitional Daybreak facility, who have mental illnesses and have experienced homelessness, make crafts through the nonprofit social service agency’s Daybreak Designs program. Their work will be on display and for sale during an event Aug. 28-29 at the OPCC Cloverfield Services Center, 1751 Cloverfield Ave., between Olympic Boulevard and 26th Street in Santa Monica. The group holds about five of these sales each year, usually around holidays like Valentine’s Day and Mother’s Day. The women also have a permanent store that is open to the public from 11 a.m. to 2 p.m. Tuesdays and Thursdays and by appointment. The member-run art business,
“empowers women recovering from homelessness to rebuild their lives through creative, personal and financial growth,” OPCC officials said. Some of the Daybreak Designs members have art backgrounds. Many do not. But nonprofit officials tout the program as key to helping women who have schizophrenia, bipolar disorder, depression and other mental illnesses. Through their participation in the collective, they boost self-esteem, develop life skills and interact with others. “The program is set up so that women who have been participants can mentor new women,” OPCC executive director John Maceri said. “That’s built into the design. ... Women themselves are teachers and instructors and they’ll teach the new women skills. They really create a community. It’s a very purposeful part of how the program is structured. It’s meant to be peer-run and peer-supported.” Program alumni occasionally return to mentor new members. Several have had their artwork on consignment or in retail stores, and at least one former Daybreak Designs artist has her own website and sells her work privately. Daybreak Designs was born in 1999
as an informal gathering of artists, but it morphed into something more as staff encouraged them to sell their crafts. The women design and make paintings, portraits, jewelry, greeting cards, crochet and pottery items, even candles and soaps. The clients also operate the business with the guidance of OPCC staff. They have a president, a secretary and a treasurer. They decide sale dates, wrap gifts and collect patrons’ money. Seventy percent of the proceeds go back to the artists and 30 percent covers the costs of supplies,administration and promotion. OPCC officials note that the income is supplementary but that it provides the artists with concrete achievements. During sales and community events, the artists set up their own tables and display their crafts. They enjoy interacting with the public, sharing their stories and revealing the inspirations behind their work. Ultimately, the collective fits into the Daybreak program’s goal of transitioning women into permanent housing as quickly as possible. “It’s really a bridge,” Maceri said. JEFF@smdp.com

The bill, co-authored by Santa Monica High alumnus and former SMMUSD board member Ben Allen and signed by Governor Jerry Brown in June, repeals California’s personalbelief exemption for vaccines. The law, which takes effect in 2016,

A delegation of local officials traveled to Santa Monica’s sister city, Fujinomiya, Japan last week as part of a goodwill mission to mark the 40th Anniversary of the sister-city agreement. Mayor Kevin McKeown, Santa Monica Sister City Association President Jeff Jarow and former Santa Monica Mayor Nat Trives, who initiated the sister city bond in 1975, were part of the trip. Santa Monica has a sister-city named street “Fujinomiya Douri” on the north side of town. Fujinomiya has “Santa Monica Park,” which was the location for an anniversary banquet. After a ritual Kagami-Biraki (sake cask cracking) and toast, Mayor McKeown greeted past Santa Monica visitors and addressed the host committee and Fujinomiya Mayor. “I have enjoyed meeting your students who visited Santa Monica,” said McKeown. “It is a strong and supportive community in Fujinomiya that has raised such excellent young people. We appreciate your hospitality as we celebrate together our 40th anniversary as sister cities. We in Santa Monica value with gratitude the strong ties we have created in the arts, sports, music, education, and cultural exchanges.”

Stingrays Spotted at Los Angeles County Beaches Warm ocean temperatures and calm seas are attracting more stingrays than usual to Los Angeles County beaches. On Thursday and Friday alone, Los Angeles County lifeguards treated more than a dozen people who were stung by stingrays. “We have seen countless stingrays throughout the Santa Monica Bay, with several causing stingray hits,” said Lifeguard Captain Kenichi Haskett of the Los Angeles County Fire Department Lifeguard Division. “When going into the ocean, shuffle your feet.” Often found partially buried in shallow, sandy waters, stingrays are flat fish with eyes and nostrils on the top side of their bodies and mouths and gills on the underside. Their long tail has barbed spines that contain venom. A stingray will lash its tail upwards when provoked. This action can puncture the skin and release venom into the victim. Victims say the pain is intense and radiates up the leg. If you’re stung, notify a lifeguard immediately. A lifeguard will treat the sting with

School District is again ramping up efforts to get students vaccinated. “We continue to encourage families to have their kids vaccinated, as we aggressively did last spring following the measles outbreak that did come close to home at SMMUSD,” district spokeswoman Gail Pinsker said. District officials will be discussing implementation of the new law and will follow directions from the state and county education departments, she said. Venice Family Clinic and Westside Family Health Center provide free or lowcost vaccinations to children under 18. “Parents should put vaccinations on their back-to-school checklists,” said Karen Smith, director of the state Department of Public Health. “Vaccinations are the best way to ensure that students are protected and to stop the spread of measles and other serious diseases.”

Santa Monica doubles luxury home sales in July Sotheby’s International Realty recently released its July 2015 Greater Los Angeles Market Update that revealed Santa Monica, up 107 percent from 2014, had the highest single-family home sales increase in the luxury sector ($3M and higher) in 2015 across the leading 33 markets. The report also showed that despite being down six percent from 2014, Pacific Palisades remained the top market for the most single-family luxury home sales in 2015.

In seventh grade at area public schools last year, the rate of students with personalbelief exemptions was 12 percent at Santa Monica Alternative School House, 5 percent at Lincoln Middle School and 2 percent at Malibu and John Adams middle schools. Meanwhile, a staggering 57 percent of seventh-grade students at New Roads and 9 percent of seventh-graders at Crossroads had personal-belief exemptions in 2014-2015. The percentage of students with personal-belief exemptions at the kindergarten level last year was 29 at SMASH; 16 at Juan Cabrillo, Point Dume, Roosevelt and Will Rogers; 13 at Webster and Franklin; 8 at Grant and John Muir; and 5 at McKinley. The rate topped 30 percent at PS1 Pluralistic School and New Roads.

shows varying degrees of inoculation at local public schools. At the kindergarten level, less than 90 percent of students were properly vaccinated at nine SMMUSD elementary schools in 2014-2015, including SMASH (67 percent), Webster (72), McKinley (75), Roosevelt (75) and Juan Cabrillo (76). Edison Language Academy reported the highest vaccination rate (99 percent) of SMMUSD sites that serve kindergartners. Meanwhile, kindergarten vaccination rates differed greatly at Santa Monica private schools in 2014-2015, according to the data. Crossroads (92 percent) and Carlthorp (88) had the highest inoculation rates, while figures slumped dramatically at PS1 Pluralistic School (55), New Roads (63) and Garden of Angels (67). The state also tracks vaccination rates in seventh grade, and the four main SMMUSD sites with seventh-grade students (John Adams, Lincoln, Malibu and SMASH) all reported rates at 88 percent or higher. In local private schools, seventh-grade vaccination rates ranged from 100 percent at St. Monica Catholic to 43 percent at New Roads.

soon join The Bicycle and Pedestrian Action Plans, Michigan Avenue Neighborhood Greenway (MANGo), Downtown Transit Mall and the new Big Blue Bus stops on Santa Monica’s ever growing list of transportation planning misfiles. The Lincoln Neighborhood Corridor Plan or “The Linc” promises both “short- and long-term enhancements” to the public right of way on Lincoln Boulevard between the I-10 Freeway and the city limits at Ozone Avenue. Check out this verbiage from the Planning Department’s Linc webpage. “Utilizing a strategy that balances tactical urbanism and the desire for ‘Pop-Up Placemaking’ with long-range capital improvements, the Plan also incorporates a layer of policy and program level recommendations for creating a more functional, aesthetically pleasing pedestrian experience that is supported and/or managed by the local business community and property owners.” Sheeez! Lincoln needs work. The street is a drab and unexciting collection of auto repair shops, filling stations, used car lots, utilitarian retail stores, inexpensive motels, a school, a couple of fast-food outlets and open strip malls, one with a struggling supermarket. The street could use some gussying up. Residents formed a task force and initiated a street art project that has brightened many of the drab buildings and created an exciting visual element. They’re advocating for landscaping, sidewalk and walking improvements, new street lighting and street furniture. However, the potential to muck up traffic flow on Lincoln should have everybody worried. Lincoln is the primary artery between the freeway and Santa Monica’s downtown with all points south. Nearly a decade ago, City council approved exclusive peak use bicycle lanes on Lincoln. They were never implemented pending the installation of similar lanes in Venice and Marina del Rey. Aside from eight to ten Number 3/Rapid 3 buses an hour, the lanes will sit empty, except for a couple dozen bicycle riders, while forty to fifty thou-
sand vehicles daily would crowd into the remaining two traffic lanes. In addition, city planners want physical medians down the center of Lincoln. Whether they be landscaped planters or traffic barriers at crosswalks has yet to be determined. Planners are studying four new crosswalks at currently unsignalized side streets, which, if implemented, will further impede already poor traffic flow. A clue on how planners operate is perfectly exemplified by this poll on their Linc webpage: “Which of these options for medians on Lincoln Blvd do you prefer? Minimal medians (about 1000 feet) with most left turn opportunities preserved, maximized medians (about 2000 feet) with some left turns restricted at Cedar, Maple, Hill, Pier and Wilson Streets, Something in between?” So, what option is missing? How about, “No medians?” Their poll is classic planning manipulation. They eliminate obvious options so the process serves what “they” want, not the public’s preference. You just know at the public scoping meetings, when queried, the planner in charge will step away from his/her drawing board and announce to the assembly that nobody said they didn’t want medians. In 2005, Pico area neighbors requested street enhancements on 20th Street and Cloverfield Boulevard between Pico Boulevard and the I-10 Freeway. They asked for shade trees, improved sidewalks and new street lighting. City Hall returned with a series of proposals for removing scarce parking spots on Cloverfield Boulevard for tree wells, a crosswalk on 20th Street at Virginia Avenue, removal of traffic lanes on 20th to be replaced by dedicated bicycle lanes, planted medians, islands and other impairments as requested by those sitting on City Council at the time. Neighbors worried that impeding the traffic flow on the heavily traveled 20th and Cloverfield thoroughfares (which are gateways to Santa Monica College and the freeway) would cause drivers to divert onto adjoining residential side streets to avoid gridlock. When I inquired what staff ’s traffic studies revealed about the extent of
the diversion, I was told that the transportation planners didn’t know because it wasn’t researched! After eight years of fighting and fussing with City Hall, Pico residents finally got what they wanted without all the traffic reforms proposed by politicians and the rainbow chasers in transportation planning. Flawed traffic pattern alterations on Lincoln will likely cause motorists to shortcut through residential streets, looking for a route with less congestion. Once again, will the planners throw the bullpucky and say, “It shouldn’t be a problem” like they told Pico residents during the 20th/Cloverfield redo or will they do their jobs and do the research? Back on Lincoln planners hope to, “weave together phased physical design improvements to the streetscape and right-of-way with policy and program level recommendations for balancing vehicle flow and demand” says Linc’s webpage. Good. Transportation planners envision “a mixedmode and livable street environment for pedestrians, transit and vehicles, the ability for bicycles to coexist with other modes on this busy boulevard has also been explored.” Enhancing transit ridership and efficiency is another goal. Peak hour dedicated bus lanes will,” planners say, “increase Big Blue Bus ridership, as well as corridor travel times for transit users.” Yep, all this to save one minute of bus travel time by forcing more cars into less space. Brilliant! Planners hope to “eliminate conflicts between vehicles, bicycles and pedestrians. Increase the number of crossings to promote pedestrian and bicycle movements across the boulevard and into the neighborhoods.” How can they accomplish all of this and still “maintain and improve vehicle flow for the 40,000-50,000 motorists who use Lincoln Blvd. as the city’s primary north/south commuting corridor?” Sounds like a load to me.

You can do many things to control your diabetes. Talk with your doctor about what, how much, and when you eat. Also talk with him or her about how much you should weigh, and the different ways you can reach your weight goal. If your doctor thinks you’re at risk for diabetes, Medicare covers screening tests for it. And, if you develop the disease, Medicare covers a wide variety of medications, home testing equipment, supplies, and self-management training to help you cope with it. Screening tests are used to detect diabetes early. Some of the conditions that may qualify you as being at risk for diabetes include: High blood pressure; Dyslipidermia (a history of abnormal cholesterol and triglycleride levels); Obesity (with certain conditions); Impaired glucose (blood sugar) tolerance; High fasting glucose (blood sugar). Medicare will pay for two diabetes screening tests in a 12-month period. After the initial screening, your doctor will determine when to do the second test. You and your doctor can discuss diabetes and any other health concerns you have during a “Welcome to Medicare” visit. Medicare covers this one-time review of your health, including counseling on any screenings, shots, or other care you may need. (You must have this visit within the first 12 months you’re enrolled in Medicare Part B.) In addition, Medicare covers an annual wellness visit with your doctor, during which you can develop or update a personalized prevention plan, based on your current health and risk factors. If you do develop diabetes, Medicare pays for self-management training to help you learn how to successfully manage the disease. Your doctor must prescribe this training for Medicare to cover it. The training covers a variety of topics, including the risks of poor blood sugar control; nutrition and how to manage your diet; options to improve blood sugar control; exercise and why it’s important to your health; and how to take your medications properly. drone or “unmanned aerial systems” (UAS) technology to gather highly detailed imagery and other environmental data that is traditionally challenging to obtain. Wildlife biologist John Takekawa and his team at the U.S. Geological Survey’s Western Ecological Research Center (WERC), for example, are using drones to obtain aerial images of San Francisco Bay marshlands. “It’s very hard to get some of the data sets in some of these areas that are remote or hard to reach in the marshes,” Takekawa explains. “If you have something that can fly over and get sensors that can report back to your computer, that’s what we’re looking for in exploring these types of technologies.” Dr. Amy Woodget, a post-doctoral researcher at the University of Worcester in the UK, uses her small Draganflyer X6 UAS to collect high-resolution imagery of river channels. The images map the physical conditions within the rivers, including the channel topography, water depth and surface flow patterns, data all crucial for gauging river health and habitat conditions essential to the survival of local wildlife. “The results obtained using UAS technologies provide unprecedented levels of detail concerning these physical river habitat parameters, with high levels of accuracy and precision,” Woodget said. Drones are also helping preserve the Peruvian Amazon forest, where illegal gold mining and logging has cleared mahogany, Spanish cedar and other old-growth trees. Carlos Castaneda, coordinator of the Amazon Basin Conservation Association’s Los Amigos Conservation Concession, monitors the 550-square-mile Los Amigos reserve in southeastern Peru, home to a large diversity of plant and animal species, including palm swamps, bamboo thickets, giant otters, harpy eagles, spider monkeys and jaguars. Small drones weighing less than five
pounds enable detection of any deforestation within the area. Considering that more and more drones are being launched for conservation research, Linda Rothschild, an evolutionary biologist at NASA’s Ames Research Center, was concerned when she found out that UAVs sometimes get lost in coral reefs or other sensitive habitats. “As I started to hear about this, I thought, ‘Well, wouldn’t it be useful if the UAV was biodegradable, so if it crashed somewhere that was sensitive, it wouldn’t matter if it dissolved,’” Rothschild says. So Rothschild created a biodegradable drone with a team of students in the 2014 International Genetically Engineered Machine (iGEM) competition. The team’s prototype took its first short flight in November 2014 at the iGEM competition in Boston. The drone, which resembles a cardboard cup holder, is made primarily of mycelium grown by New York-based Ecovative Design. The team grew cellulose leather-like sheets to coat the mycelium body and then covered the sheets with proteins sourced from the saliva of paper wasps, a water resistant material that the insects use to cover their nests. The biodegradable drone body is certainly a step forward, though the drone still uses a standard battery, motor and propellers. ON AUGUST 6 AT ABOUT 3:54 A.M. Patrol officers responded to a citizen call of two suspects spray painting the side of a large moving truck near the intersection of Ocean Avenue and Bay Street. The male suspect was still actively tagging the truck when the officers arrived. The suspects, identified as Azusa residents Luis Arizmendi and Destiny Martinez, were in possession of spray paint cans. Martinez had fresh paint on her hands. Both suspects showed signs of intoxication. Arizmendi was in possession of medication without a prescription. The suspects were arrested for vandalism and transported to the Santa Monica Jail for booking. Luis Manuel Arizmendi, 22, of Azusa, had bail set at $50,000. Destiny Rachelle Martinez, 19, of Azusa, had bail set at $20,000.

The trains are now operated on their own power. Testing will be ongoing along the entire alignment in Los Angeles and Santa Monica. The testing activity will test train clearances, the Overhead Catenary System which powers the trains, the crossing gates and traffic signals, and all related systems before the project is turned over to Metro for pre-revenue operations.
