The issue centers on an administrative proceeding triggered by national aviation associations and individuals claiming the disputed end date of an agreement between the City and the FAA expires in 2023, years later that City Hall had asserted. Regulators had promised a decision on the issue and City staff was expecting a formal response by the end of last week. Instead, they received a brief paragraph.

NOVICA when he was a senior at Stanford. “I was in a Portuguese class at Stanford University and the professor was telling the class how traditional artists around the world had a hard time making a living off their craft, and it was often because they were dealing with middlemen. This bothered me so much. And the professor said someone should do something about it and I actually thought they were looking at me,” Milk said. Milk told his girlfriend, now wife, Mina Olivera, about how he wanted to do something about the problems these artisans faced. Olivera told him that he should contact her mother, Armenia Nercessian de Olivera, a United Nations Peacekeeper who worked to resolve conflicts in war-torn countries. “I hadn't even met Armenia yet! But Mina said she would be a good person to talk to so I called her up. And she had a career dealing with refugees in all of these countries where the artisans I was talking about were located. And she said she would be interested in going back to many of those same communities that were in a fragile state and helping them, especially women.” Nercessian de Olivera is quoted as saying, “If Rob gets it started, I'll consider leaving the UN to help launch NOVICA.” Milk became an investment banker after leaving Stanford to raise funds to fulfill his dream. And when he left to start the company, Nercessian de Olivera was there with him. “Rob is brilliant and shares the same social concern I do,” said Nercessian de Olivera, now president of NOVICA. “Investors and journalists were always surprised to see our partnership, especially when they knew that I was his mother-inlaw. In 2004, we both were invited to attend the World Economic Forum in Davos after being nominated as Outstanding Entrepreneurs of the Year by the Schwab Foundation and there a journalist approached me to certify that we were inlaws!” Since 1999, NOVICA has raised more than $20 million in financing from National Geographic (a 20 percent owner of the company), Scripps Ventures, World Bank and the Grassroots Business Fund, and over $60 million has been distributed to artists in Africa, Asia and the Americas. Milk stated that by the numbers, NOVI-

CA has about 2,500 groups of artisans around the world, which represent almost 20,000 artisans total. They also employee 140 workers globally, and 15 in their Santa Monica headquarters. NOVICA is continually trying to support their artisans, so in 2010 the company launched an Artisan Loan Program. “This platform allows the internet community to fund small, zero-interest loans for artisans. These loans, ranging between $150 and $2,900, are repaid to lenders, who can then re-lend as many times as they want. To date, through NOVICA and our partner Kiva, customers and supporters have funded over $1,000,000 in artisan loans,” Nercessian de Olivera said. Milk, who has four children with his wife, says one of the most exciting things about being a part of NOVICA is going out and finding the artisans, which he does often with his family. “It's part of the adventure,” Milk said. “It can get a little dangerous at times … Normally the middlemen don't let artisans sign their work and it is hard to find them. And this is so unfortunate because some of our artists have pieces in museums and may not even know it or made little to no money for [the piece] … So we will find a piece and ask someone in the market who made it and they will take us to the next person and the next, till we find the artist. And once we find them it is great because we can finally give them the respect they deserve.” For Nercessian de Olivera, a lot of her pride in NOVICA comes from seeing how it changes the lives of their artisans. “There is a pride that comes from seeing artisans building new houses, sending their children to the university, buying cars. But more important than their economic growth, is the recognition for a work that is not just a good item, but the creation of an individual that has a face, a story, dreams.” Nercessian de Olivera would rather refer to the company's customers as “NOVICA supporters,” and she hopes they feel connected to the people they buy from. “The appreciation for other cultures is the base for tolerance and understanding, and so important for world peace.” Every piece on NOVICA's website is 100 percent approved and authenticated by the company. WISE & Healthy Aging hosts free art workshop WISE & Healthy Aging, in collaboration with A Window Between Worlds, is hosting a free art workshop entitled “Pearls of Wisdom: End the Violence” on Tuesday, Aug. 25, 10 - 11 a.m., at 1527 4th Street, Santa Monica. Individuals throughout the community who have experienced domestic violence later in life are invited to participate. No artistic experience is necessary. Using art as a healing tool, workshop participants will take time to notice what “pearl of wisdom” they would like to share to create awareness about domestic violence later in life. Sharing stories and experiences as survivors, from pain to wisdom, can empower and inspire others to help end the violence. Artwork created at the workshop will be on display in the Los Angeles City Hall Rotunda during Domestic Violence Awareness Month in October. SMMUSD Administrative Appointments for the New School Year One current administrator has a new position and two long-time educators have joined the ranks of the administrative team at Santa Monica-Malibu Unified School District for the start of the 2015-2016 school year. Tristan Komlos has been appointed new “H” House principal for Samohi; Barry Yates will be the interim principal at John Muir Elementary School and Debbie Stern will be the new assistant principal at McKinley Elementary School. All appointments have been approved by the SMMUSD board of directors. Tristan Komlos - House Principal, Santa Monica High School Komlos has worked in the District since 2004, where she was a Samohi house principal for two years. She then served as principal of Lincoln Middle School from 2006-2008 and most recently as the principal of John Muir Elementary School since 2008. Komlos is excited to get back to her roots as a secondary-level educator. “I have enjoyed the close relationships formed at Muir, and will miss the students and staff,” Komlos said. “I look forward to seeing Muir students at Samohi in the future!” Prior to SMMUSD, Komlos was a teacher and assistant principal in Texas where she began her career in education in 1994. She holds a Bachelor of Arts in English from the University of Texas at Austin and a Masters of Education in administration and supervision from the University of Houston. Barry Yates - Interim Principal, John

Muir Elementary School Yates has a long history with SMMUSD, having worked in the district for 41 years in several capacities. He was principal at Juan Cabrillo Elementary School from 2005-2012, and the interim principal in 2013. He began his career as a teacher at Cabrillo where he taught grades 4-6 for 28 years. He served as assistant principal at Franklin Elementary School from 19992005. Yates retired in 2012, but currently mentors intern principals for the SMMUSD PTA Summer Adventure program, and has served as the vice chair of the special education district advisory committee since 2012. “I appreciate the opportunity to return to Santa Monica and join the John Muir Elementary community,” Yates said. “As a teacher and administrator with SMMUSD for many years, I look forward to working closely with the teachers and staff, getting to know and support the children and being a resource for families. John Muir maintains high standards, is a great place for kids and I'm excited to be a part of that.” Debbie Stern - Assistant Principal (50 percent position), McKinley Elementary School Stern comes to SMMUSD with more than 25 years teaching and administrative experience in the Los Angeles area. She has been a 4th grade teacher at Westside Neighborhood School in Playa Vista; principal at Arts in Action Community Charter School in Los Angeles; lead teacher at Citizens of the World Charter School; teacher at Santa Monica Boulevard Community Charter School; Adjunct professor or professor at Pepperdine University, Cal State Dominguez Hills and UCLA teacher education graduate program. She has previously held other teaching and leadership positions in the Los Angeles area. Stern holds a Bachelor of Arts in psychology from Pitzer College, a Master of Arts in education from Pepperdine University and a Master of Arts in school leadership from Cal State Northridge. "I am thrilled to be a part of SMMUSD, and could not be more delighted to join the McKinley team!” Stern said. “I look forward to getting to know staff, students and families. announced a sweeping reform of LA's transportation policies a couple weeks ago. The motoring public took a big hit. His Mobility Plan 2035 hopes to make Angelenos give up or reduce their use of private vehicles. It involves the installation of hundreds of miles of exclusive bus lanes, pedestrian enhancements, dedicated bicycle lanes and related amenities on LA streets and highways over the next few years to achieve “Great Streets.” Sound familiar? It should. Santa Monica has had its own homebrew version of Garcetti's Mobility Plan for the past 30 years. We started with traffic calming; slowing traffic via physical impediments such as stop signs, phased traffic lights and extending curbing into intersections, speed bumps and went on from there. More recently, Santa Monica's traffic misplanners added center traffic medians, islands, narrowed traffic lanes and outright removal of congested traffic lanes and left turn pockets to their bag of tricks. It's made it more inconvenient and stressful to drive here and growing ranks of angry frustrated motorists have added significantly to our congestion. Knowledgeable opponents of Garcetti's Mobility Plan predict that removing traffic lanes on many of LA's major boulevards will lead to traffic chaos. But, he's a hip (if not a practical) mayor, so who cares if people find it harder to get to jobs, schools, shops or just go out? Those opposed to Garcetti's “Great Streets” program state that the resulting traffic on gridlocked streets will seriously impair police, fire and paramedic/ambulance response times too. So what if Los Angeles has hundreds of thousands of potholes that need filling (a situation that will get worse if we have the wet “El Nino”

An extension of time is necessary and appropriate for a fair and complete determination in this case.” The letter is signed by Randall S. Fiertz, Director of Airport Compliance and Management Analysis. A ruling on the hearing would have clarified the City's ability to control land on the Western Parcel of the airport. Local officials have repeatedly requested infor-

More people would ride public buses if they were more reliable and convenient. Forcing people out of cars by making streets impassable doesn't work here and won't work in LA. If Garcetti wants to make alternative transportation modes more inviting to the public, he should start with the basics: safe sidewalks and streets. But, that isn't fashionable or hip. Imageconscious Garcetti, like our own policy makers, prefers idealism over reality. Venice Boulevard in Mar Vista, between Inglewood Boulevard and Beethoven Street, is one of the first projects. This corridor is facing a loss of traffic of two of its present six traffic lanes, replaced by protected bike lanes. Four new midblock pedestrian crossings with pedestrian activated signal lights and beautifying features such as planter medians, furniture and parklets are included to make the street more welcoming. The only thing I see happening on this heavilytraveled thoroughfare is more congestion. And, don't forget the “let's cut through the quiet residential neighborhoods to get around the gridlock” phenomenon that boulevard-adjacent neighbors face as a result. WE GET LETTERS

Thanks to Roger Swanson, chair of the Lincoln Boulevard Task Force for his letter (Aug. 18, Pg. 6) mation from the Federal government. City leaders went to Washington, D.C. in July to plead their case in person and Congressman Ted Lieu has issued statements specifically critical of the FAA's slow decision-making process. “This unexplained further delay has no apparent excuse, and just underscores the difficulty we have had in getting the FAA to work with us in good faith to determine when Santa Monica can take back legitimate control of land we unarguably own,” said Mayor Kevin McKeown in a statement. “The City Council is fully aware of and totally honors the direction given us by voters last year with Measure LC. We will seek legal advice and, when the Council as a whole can meet on this matter, determine if and how this changes our committed course of action toward control and potential closure. The bald-facedly unexcused FAA inaction is extremely disappointing.” The City has several other legal issues pending. Santa Monica is awaiting the results of an appeal

in the Daily Press. He responded to my comments last Monday about his organization's wish list for enhancing Lincoln from the freeway to the Venice border. Swanson's letter, which I hope will prompt more community dialog about the thoroughfare's future, started off a bit rough though. He implied I was uninformed because in part, I've “never walked Lincoln.” Truth is I've walked it many times and drive Lincoln frequently. We differed on peak hour, bus/bicycle only curb lanes currently used for parking. With ten Rapid 3 and regular No. 3 buses an hour and a projected few dozen bicyclists, the unused lanes will sit unused most of the time. Better to keep the parking for Lincoln businesses or prohibit rush hours parking all together and use the space to increase vehicular capacity during rush hour traffic. Sitting empty is the worst use for this resource. Swanson suggested using residential side streets for business-related rush hour parking instead of Lincoln. However, many side streets already have parking restrictions and neighbors will be begging for more if that happens. Claims that implementing curb-adjacent bus/bike lanes in Venice and the Marina area would ease congestion in Santa Monica don't make sense. Congestion on Lincoln here is mostly a result of inadequate street capacity and traffic signals. Some of his task force's recommendations will make things worse on Lincoln if they're not carefully thought out. I wrote that additional crosswalks and center medians would obstruct traffic and eventually contribute to commuters short-cutting through quiet residential neighborhoods. It's a risk I wouldn't want to take if I were in Swanson's shoes.

before the Ninth Circuit court. The City filed the suit against the FAA in 2013, lost the first round and then appealed. There is an ongoing lawsuit over the legality of charging aircrafts for entering SMO's airspace when those planes do not land. The City has been named in a lawsuit related to a 2013 crash at SMO. The family of passenger killed when a plane went off the runway and into a hanger also sued the pilot. The City has also filed a suit over the crash seeking repayment for property damage and associated expenses. The City recently prevailed in a lawsuit filed by anti-aviation activists over the defeated Measure D that was part of the 2014 election. Measure D was soundly defeated at the polls, but two lawsuits were filed against the City and the backers of Measure D arguing that the proposal should have never made it to the ballot. developing the technology the group will start testing next year. He has envisioned using long-distance floating barriers that will attach to the seabed and will target swirling ocean currents full of waste and skim garbage from the surface while aquatic life and the currents themselves pass underneath. After a 2012 Ted Talk about his idea was viewed more than 2 million times, Slat decided to launch a kick starter campaign and raised $2 million euros (about $ 2.27 million) that helped to start his organization. Soon, his innovative solution got the attention of major philanthropists in Europe and Silicon Valley, including Salesforce.com CEO Marc Benioff, who are helping pay for the data-gathering efforts and the technology's development. The Pacific expedition, which will end in mid-September, will gather data that will be more extensive than what has been collected in the past 40 years. It also will give a better estimate of the how much plastic waste is in the Pacific Ocean, Slat said. The boaters are using GPS and a smartphone app to search for and record the plastic. They take samples and ship them to the Netherlands, where the plastics are counted and recorded. The Great Pacific Garbage Patch was discovered by Charles J. Moore in 1997 as he returned home from the Transpacific Yacht Race, which starts in Los Angeles and ends in Honolulu.

A 171-foot mother ship carrying fishing nets, buckets, buoys and bottles, among other items, and two sailing boats with volunteers who helped collect the garbage samples arrived in San Francisco's Piers 30-32. The boats went on a 30-day voyage as part of the "Mega Expedition," a major step in an effort to eventually clean up what's known as the Great Pacific Garbage Patch. The expedition was sponsored by The Ocean Cleanup, an organization founded by Slat, a 21year-old innovator from the Netherlands. Slat said the group will publish a report of its findings by mid-2016 and after that they hope to test out a 1-mile barrier to collect garbage near Japan. The ultimate goal is construction of a 60-mile barrier in the middle of the Pacific. He first became passionate about cleaning the oceans of plastic while diving in the Mediterranean Sea five years ago. "I was diving in Greece and realized that there were more plastic bags than fish, and I wondered why can't we clean this up," Slat said. “Vertical farms” vs. traditional gardens and farms Dear Earthtalk: What advantages do so-called “vertical farms” have over traditional gardens and farms?

When Dickson Despommier's book “The Vertical Farm: Feeding the World in the 21st Century” was first published, there were no vertical farms. Now, it's an exciting movement in U.S. food production, providing pesticide-free leafy greens and herbs to a fast-growing population. Indoor vertical farms use LED (light emitting diode) lighting for efficient photosynthesis in place of sunlight, and can grow plants year round, in half the time and with far less water compared to outdoor, open-field farms. There's also no risk of genetically modified (GMO) seed contamination or crop failure due to weather conditions like drought. “On average, we're growing in 16 days what otherwise takes 30 days in a field, using 95 percent less water, about 50 percent less fertilizers, zero pesticides, herbicides and fungicides,” says David Rosenberg, chief executive and co-founder of AeroFarms. “People don't want chemicals on their food. And we're able to offer them a residue-free product with no pesticides.” Aerofarms is currently constructing what will be the world's largest indoor vertical farm. The $30 million, 69,000 square-foot complex in a former steel mill in Newark, New Jersey's Ironbound District will grow up to two million pounds of kale, arugula and other greens annually. At the groundbreaking ceremony in July 2015, New Jersey Acting Governor Kim Guadagno said: “By 2050, there will be nine billion people who need to eat every day. And the solution is right here on the property you're standing on.” Vertical Harvest's three story, 13,500 square-foot vertical farm is also now under construction in Jackson Hole, Wyoming. With an average annual snowfall of 450 inches, one might not equate the mountainous region

with year-round local food, but Vertical Harvest's tiny 1/10 acre lot next to a parking garage aims to grow up to 100,000 pounds of tomatoes, herbs and greens annually. It would take a traditional outdoor farm five acres, or 50 times the land area, to grow that much food.“We're replacing food that's being grown in Mexico or California and shipped in,” explains Penny McBride, a Vertical Harvest co-founder. “We feel like the community's really ready for a project like this. Everybody's so much more aware of the need to reduce transportation, and people like to know their farmer and where food's coming from.” In 2013, FarmedHere opened its vertical farm in an abandoned warehouse in the industrial Chicago suburb of Bedford Park. The farm, which was the first of its kind to receive USDA national organic certification, has been successfully distributing its produce to an extensive array of grocers within the Greater Chicago area, including Whole Foods, Mariano's, Shop & Save and Pete's Fresh Market. ON AUGUST 14 AT ABOUT 5:30 P.M. Officers assigned to Beach Patrol were called to assist a victim who said he was detaining an alleged suspect who had stolen the victim's truck one week prior. When they arrived, the victim and suspect were waiting in the 1600 block of Appian Way. The victim said he left his truck unattended and unlocked in the 1550 beach parking lot. When he returned, his truck was gone. About one week later he saw his truck at 11th Street and Broadway. He took possession of his truck, and noticed the suspect had not only cleaned his truck, but cleaned all his tools as well. The victim explained these events to his neighbor and learned there was a man who would randomly wash people's cars in the 1500 beach lot. The victim found the man his neighbor was talking about and he admitted to taking the truck. The victim called the police and the suspect was arrested. Jason Marshall, homeless, had bail set at $25,000.

KNOW BEFORE YOU GO EXPO LIGHT RAIL LINE: The Expo Light Rail Line extension from Culver City to Santa Monica is scheduled for train testing activities in Santa Monica this week and will continue for several months. The trains are now operated on their own power. Testing will be ongoing along the entire alignment in Los Angeles and Santa Monica. The testing activity will test train clearances, the Overhead Catenary System which powers the trains, the crossing gates and traffic signals, and all related systems before the project is turned over to Metro for pre-revenue operations.
