Samohi wind ensemble tapped for special concert STUDENTS TO PLAY AT STATE MUSIC CONFERENCE IN SAN JOSE

SAMOHI The Santa Monica High wind ensemble seized the

opportunity of a lifetime when it was chosen to play at Carnegie Hall this past April as part of an international music festival. And that performance is still resonating. The group was recently chosen to give a concert in February in San Jose during the California All-State Music Education Conference, and it’s thanks in part to a live recording of the New York show that Samohi band director Kevin McKeown entered for consideration. “I submitted it and thought, ‘What if?’” said McKeown, who shares a name with Santa Monica’s mayor. “I had no

expectations. Now I’ve gone from excitement for our kids to, ‘Oh my god, we have a lot of work ahead of us.’ But that’s what we do. Whether it’s Carnegie Hall or Chicago Symphony Center, we have to put our program on the map.” McKeown said he was humbled by the selection of Samohi’s wind ensemble, which won the prestigious San Jose gig through a competitive application process administered by the California Music Educators Association. His students have been asked to demonstrate the potential of a high school music program for an audience of music teachers from around the state, who will listen to them play music from Leonard Bernstein’s “Mass” and Mason Bates’ “Mothership.” “[The educators] want to see what it sounds like when you have a really fun ensemble,” McKeown said. “What’s capable? What’s possible? We have that responsibility to show other communities and other teachers in the state of

California what we have in Santa Monica and why it needs to be supported in the community. It’s pretty awesome.” The Samohi musicians will have the help of McKeown and several guest conductors, including Thomas Lee, Travis Cross and Michael Stone. Lee was a longtime faculty member in UCLA’s music department, Cross has served as a professor and vice chair in the same department and Stone is currently the president of the state music educators association. McKeown, who graduated from Samohi in 1992, developed his music skills under Stone when the latter was a student teacher at the local high school. replaced with drought tolerant alternatives, Andy Lauer’s plush green lawn stands out. The front yard has flourished despite being untouched by a hose or a sprinkler for over a decade. The secret behind its healthy appearance? The entire lawn is grown in sand. This may surprise any passersby because the grass is indistinguishable from a traditional yard. Looking closely, a thin rubber liner separating the grass from the surrounding concrete can be seen. This liner is one of the only visible components of an underground greywater recycling system that supports all of Lauer’s landscaping through a technique known as sand hydroponics. With proponents claiming it uses 75 percent less water than conventional watering practices, this systems represents the future of water conservation and redemption for lawn-lovers in the face of a worsening drought. The impetus for this innovative system came from Lauer’s wife Melisa who wanted a big backyard for their young children. At the time, their own yard was full of dirt and rocks, so Lauer began to look for help to salvage his yard and avoid moving. He discovered grants available in Santa Monica for those willing to employ stringent water saving techniques. Lauer hired Kevin Poffenbarger, an engineer at EPD Consultants/Construction, who proposed a system that used recycled water. This proposal was initially met with opposition from city and county officials due to safety concerns. “In the 70s and 80s people were recycling their

water in unsafe ways,” said Lauer, who remembered that, “there was quite a bit of opposition based only on the city codes.” However, the officials “weren’t opposed to it as an idea,” recalled Lauer, whose plan finally gained approval at a meeting between Santa Monica City, Los Angeles City, and LA County officials. Lauer worked over the next two years to install the greywater system, which recycled water from showers, sinks and the laundry machine. “Everything except toilet and kitchen sinks is diverted to a holding tank, and when the garden is ready for water it signals the holding tank to send water down,” explained Lauer, who expanded the system soon after. “It was working so well that ... three years later I installed the same system in the front yard,” Lauer said. “It turned out there was so much good usable greywater being sent right back to the sewer system.” With the installation complete, Lauer’s home became the site of the first legally permitted greywater system in Santa Monica. This system was developed by Tomas Sapilla and his father Jonas Sapilla, who install sand hydroponics on residential and commercial properties through their company ECS. Sand hydroponic systems reduce significant amounts of water by combining innovative infrastructure with the ingenious natural properties of sand, plants and gravity. Water from rainwater spouts, greywater or other sources is mixed with nutrients and piped into a series of underground holding plastic troughs that are placed upside down. Acting like schoolyard bullies NOTHING ILLUSTRATES THE DISCONNECT

between City Hall and Santa Monica residents like the agenda for city council’s retreat, held Sunday, August 23 at the Ken Edwards Center. The only discussion item was staff ’s recommendation that council establish three to five priority strategic goals for the city with measurable three to five year outcomes. The goal: “Identify game changing priorities that will make a difference in community safety, wellbeing, prosperity, quality of life and sustainability.” What are City Hall’s top priorities? 1. Providing world-class customer service to the community. 2. Establishing a new model for mobility. 3. Addressing homelessness. 4. Maintaining an inclusive and diverse community. 5. Securing local control of the City land occupied by the Santa Monica Airport. 6. Achieving water, energy and climate change sustainability goals. 7. Safeguard Bergamot and the Civic Auditorium assets as cultural hubs. 8. Providing affordable community-wide gigabit speed fiber and Wi-Fi connectivity. 9. Strengthening downtown as a community hometown, with local-serving and cultural amenities. 10. Expanding and improving the resilience of community infrastructure. 11. Taking community civic engagement to the next level. 12. Building on the partnership with SMMUSD and SMC to emphasize Santa Monica as “a learning community” from Cradle to Career and beyond. The real issue with the city’s goals is that they’re not the same goals desired by many residents. As a follow up to its Sunday retreat, council discussed affordable housing and its funding at its regular Tuesday meeting, Aug. 25. Tricia Crane, chair of the Northeast Neighbors (NN) neighborhood group told the dais that a neighborhood survey conducted in March 2015 revealed different priorities identified by some 400 neighbors who responded to a city-sponsored mailer. They named five concerns: overdevelopment, traffic, parking, water and crime.

Most of the locals I run into support NN’s priorities to a much greater degree than City Hall’s. While I’ve heard complaints about government not doing enough about exorbitant rents, I’ve never, ever had someone say, “We need more affordable housing so low-income people from outside the city can move here.” But, what was really appalling about Tuesday’s council meeting was the badgering of Crane by councilpersons Tony Vazquez, Sue Himmelrich, and even Mayor Kevin McKeown. Vazquez stated the city hadn’t grown over the last forty years. Vazquez was wrong. US Census Bureau figures show our estimated 2014 population at 92,987; 86,643 ten years ago; 84,084 in 2000; but 88,314 in 1980. Since 2000, our population has grown a steady and orderly 10 percent. After Vazquez, Himmelrich, challenged Crane about her statement that “affordable housing” wasn’t really a major resident priority. This council doesn’t seem to understand that most of the housing advocates they usually hear from are housing zealots, and people with a stake in the affordable housing industry who show up “en masse” at meetings to push their social agenda. Crane told the dais that many residents feel intimidated and fear being called elitists, racists and “against poor people” by fanatical housing supporters. Sympathetic council members hear only one side of this issue, because they constantly surround themselves with sycophants who share their liberal political agenda. No wonder they’re so delusional on the topic. Yet, Vazquez, Himmelrich and McKeown stood by their guns by implying that NN was antiaffordable housing. Most councilmembers see those questioning City Hall’s deeply flawed housing policy (which includes no low-income ownership provisions and doesn’t protect existing tenants from speculators who are scooping up older rental properties and buying or forcing long term renters out before renovating and tripling rents) as the enemy. The middle class has also been eliminated as a result of failed policies that only benefit the wealthy and the poor and don’t promote diversity. I wonder is this what “Taking community civic engagement to the next level” is all about?

A staff report (Item 4A) submitted by Housing and Economic Development Director Andy Agle was eye-opening on a number of issues. The City currently has 4,436 deed restricted residencies. A little over 1,000 units have been acquired and rehabilitated by the city, mostly through Community Corporation of Santa Monica (CCSM). Nearly 1,000 units are inclusionary units, meaning they were built into mixed use/market rate projects by private developers. They’re a “community benefit,” that enables developers to build bigger, higher and denser projects. 1,845 units are a result of new construction, with its funding subsidized by the City, primarily through CCSM. Another 529 units have been federally funded through Housing and Urban Development (HUD) without City money. HUD assigns tenants from its own lists, which includes political refugees. Agle revealed that, “the City has exceeded the goals of (1990) Proposition R, with 40 percent of all new housing built over the past 20 years being deed-restricted for occupancy by low- and moderate-income households.” Prop R called for “30 percent of all new multifamily housing be affordable to low- and moderate-income households.” A number of remedies for continued funding of low income housing to replace monies lost when the State of California dissolved redevelopment agencies a few years ago were presented. Among Agle’s suggestions: cutting city services and diverting general fund monies and/or seeking grants and housing programs from state, county and Federal funding sources. He suggested increasing the hotel tax, floating general obligation bonds, raising the current sales tax, floating a $344 parcel tax or raising the 10 percent utility users tax (on phone service, cable, gas and electricity.) Increasing the real property transfer tax (a similar measure was defeated in last year’s election) and implementing a new parking tax were also mentioned. Chances are one of these funding opportunities will appear on the ballot come next election. Council should expect a hornet’s nest of opposition. BILL can be reached at mr.bilbau@gmail.com

Uber and Lyft LAX Bound: “Only In America” Editor: Only in America land of the almighty dollar could you witness what has occurred this past week in Los Angeles. Last Wednesday The District Attorneys of Los Angeles and San Francisco updated their lawsuit against Uber for having useless background checks and for giving the public a false sense of security when in their cars. They say they can prove Uber has had murderers, registered sex offenders, identity thieves and drivers with recent DUI’s working. Less than a week later the Los Angeles City Council approves LAX pickups for these people? I was shocked until I learned that Joshua Perttula a member of Mayor Garcetti’s transition team is a “paid lobbyist” for Lyft and that Mr. Garcetti’s legal counsel is married to an attorney that represents Lyft. Don King was right, “Only In America”.

the water to exit. Jonas’ innovation was covering the holes with a small plastic awning and using a combination of gravel and sand so that water could access the sand without clogging the holes. The water seeps out into a layer of gravel, and then meets 13-15 inches of sand (on top of which is a layer of soil). The water is then pulled up through the sand to meet the roots of the plants above through a process called capillary action. “Much like water can travel upwards when absorbed by a paper towel, sand has the ability to draw water upwards and spread laterally,� explained Jonas, “the constant and even movement and distribution of water and nutrients throughout the sand is ... termed as sand hydroponics.� According to Jonas, a 60-80 percent water savings means that every square foot of this system saves 50 gallons a year over conventional watering. Such a system is capable of sustaining any plants, said Jonas in a statement; because it provides everything a plant needs, from high oxygen content in the root zone to excellent drainage. Plants are able to draw as much water as they need, without any water being absorbed to the soil and lost. Sand is also capable of draining very quickly so the system absorbs rainwater efficiently and is capable of capturing up to 0.62 gallons per square foot for every one inch of rainfall. Lauer’s system can legally use greywater because the recycled water is stored sub-surface, with no possibility for human contact. A 45-millimeter thick rubber liner covers the bottom of the entire system, preventing water loss to the ground below the system. Unfortunately, these systems have high startup costs. Lauer spent about $40,000 for his backyard system, an amount that covered the primary infrastructure of the system, such as the holding tank, and the necessary changes to his home’s plumbing. Initial expenses for these systems vary from installation to installation, with the largest costs associated with preparing the area to hold sand and construct the initial infrastructure. “For the homeowner considering their lawn or garden, the average cost below 10,000 square feet is $10-12 per square foot installed,� said Tomas. Projects for fields or parks range from $6.00-$8.00 per square foot. However, the system is much easier to expand. Lauer’s front yard cost only a third of what the backyard cost because the exterior components of the system were already in place. “The infrastructure was already laid out, and all the pipes had been diverted, “said Lauer. “I just had to tap into the holding tank.� In addition, low maintenance costs help alleviate initial costs over time. According to Jonas, the underground system is nonpressurized and has no moving parts,

meaning less resources needed to maintain it. With few mechanical parts the system needs less downtime for repairs. The system is also permanent; once installed, “it will not decompose or degrade and all parts are totally reusable if relocated to another property,� Jonas said. With high initial costs, this water recycling system is a long-term investment. “I know I’ve saved almost that in water since I’ve set it up,� said Lauer, whose system reduced not only his overall water usage, but the amount of sewage leaving his property. Lauer said he noticed the water savings immediately, but the city was slower to act. “One part of the bill is the water that comes in, the intake, and another part of the bill is sewage, what goes back out, and [the City] just assumes what goes in is coming out,� said Lauer. However, his new system was reusing a significant portion of his water. The city installed a measuring device on the outtake at his home, found out he was indeed using about 60 percent of the water, and backdated his water bill to the lower rate. “My water bill was taken down about 60%,� said Lauer. Innovative water conservation techniques are salient at a time when business owners and homeowners are being asked, required or incentivized to cut down their water usage. Many properties have turned to zeroscaping, replacing their lawns with drought tolerant plants, while others simply let their lawns go brown. According to Jonas, however, this practice hurts drought conditions instead of helping. “Zeroscaping is an ill advised knee jerk reaction to water savings,� said Jonas, who explained that removing lawns increases air temperature, the need for air conditioning and electrical consumption. “The production of electricity is directly related to water use which ... often exceeds water use that would have been used in landscaping,� Jonas said. When Lauer began, his goal was simple. “I wish that I could say that I set out to save water, I’m really not all that heroic,� said Lauer. “I just thought I could save a few bucks by recycling water.� In the current climate of water conservation, however, Lauer feels great about his lawn and champions his practices like a proud parent. “It’s a win in so many ways - it’s beautiful, it works, it’s good for the environment,� he added. “Does it make me feel good? Absolutely. I hear my kids bragging about it.� For over a decade, Lauer’s family has grown up with their futuristic lawn. ON AUGUST 23 AT ABOUT 1:16 A.M. An officer was driving down the Pier ramp when he was flagged down by someone reporting their car window had just been broken. The person told the officer he was driving his car out of the Pier parking lot and towards the Pier ramp. As he approached the stop sign, he observed a group of two men and two women standing by the sign. When he got closer, one of the men became upset, accused him of driving too fast, and punched the driver side window of his vehicle causing it to break. The suspect then fled when told he needed to pay for the damages. The officer later located the suspect who had injuries to his hand, walking back down the Pier ramp. KNOW BEFORE YOU GO Week of August 31, 2015 EXPO LIGHT RAIL LINE: The Expo Light Rail Line extension from Culver City to Santa Monica is scheduled for train testing activities in Santa Monica this week and will continue for several months. The trains are now operated on their own power. Testing will be ongoing along the entire alignment in Los Angeles and Santa Monica. The testing activity will test train clearances, the Overhead Catenary System which powers the trains, the crossing gates and traffic signals, and all related systems before the project is turned over to Metro for pre-revenue operations.

Effects of the drought on California redwoods Dear Earthtalk: Are the California redwoods in danger because of the drought?

three redwood tree species: coast redwoods and giant sequoias. The coast redwood is the Earth’s tallest tree, growing more than 360 feet tall, with a trunk that can extend to 24 feet wide. The “General Sherman” giant sequoia tree at Sequoia National Park in California’s southern Sierra Nevada mountain range is the “undisputed King of the Forest,” being not only the largest living tree in the world, but the largest living organism, by volume, on the planet. General Sherman is 2,100 years old, 2.7 million pounds, 275 feet tall and 100 feet wide at its trunk. Redwood forests offer shelter to many animals, including mountain lions, American black bears, Roosevelt elks and mountain beavers. According to the National Park Service, approximately 280 species of birds have been recorded within the boundaries of redwood national and state parks. Just over 800 bird species occur in all of the United States, so that equates to approximately one third of the country’s birds. “Redwoods are an iconic key species,” said Anthony Ambrose, a postdoctoral researcher with the Department of Integrative Biology at the University of California (UC), Berkeley. “They’re the tallest, oldest, and largest trees in the world. Everybody around the world knows about them. People love them, even if they’ve never visited them. They’re beautiful forests and beautiful trees.” For the past four years, California has been suffering a grueling drought. Agricultural economists at UC Davis recently calculated that the drought will cost the state $2.74 billion in 2015. Drought can reduce tree growth rates and may even lead to tree death. 40 percent of their water supply from fog, which is created from warm, moist air rising from the cold surface waters of the Pacific. Giant sequoias grow in mountain habitats where an abundant winter snowpack recharges the groundwater they depend upon and use in the summer. However, during the past two winters, much of the giant sequoia range had little to no snowpack. As a result, groundwater levels have dropped, sometimes below the roots of immense giant sequoias that are greater than 1,000 years old, says Todd Dawson, a UC Berkeley Professor of Integrative Biology who’s been studying redwood ecology and physiology for over 25 years. For the coast redwood, the drought impacts are not as severe as they seem to be for the giant sequoia. Trees at the edges of the coast redwood range, including the southern end of the range in the Santa Lucia Mountains south of Big Sur, seem to be the most affected. Here, young trees have lost a lot of their leaves, and have not grown very much, if at all, Dawson said. “Many trees are experiencing the highest levels of water stress we’ve ever measured. We’ve not seen much tree mortality, but many trees have thin crowns and do not look healthy,” Dawson said. “Our biggest question is just how far can these trees be pushed? If the winter does not bring good rainfall and a normal snowpack throughout the state I am not sure how our state trees will do. We are likely to see some mortality as we are seeing in some of the pines and firs in California.
