It is time for the fundraiser that brings smiles, laughter and toys to the iconic Santa Monica Pier. Stars will come out to show their support for the 17th Annual Mattel Party on the Pier on September 25 at 10 a.m. to 2 p.m. at Pacific Park on the Pier. The party brings families together for fun activities while benefiting a phenomenal cause. Party on the Pier started back in 1999-2000 with the same mission in sight; raise money to provide resources for research to help patients of UCLA. For the past 17 years, Mattel Party on the Pier has provided unrestricted funding to launch high-priority programs and support innovative research discoveries that benefit children being treated at UCLA and around the world. Recent support has been directed towards clinical trials for teen and young adult patients in the pediatric hematology and oncology division. Funds also go to the development of new therapies for pediatric patients suffering from leukemia and lymphomas, and to support research in pediatric cancer predisposition and precision medicine. According to the press release, “Last year, Mattel Party on the Pier netted over $800,000 for the hospital and helped launch high-priority programs that benefit boys and girls being treated at Mattel Children’s Hospital UCLA and around the world.” Danielle Dietz, Assistant Director of Development, Mattel Children’s Hospital UCLA, said, “We love working with Pacific
It’s official: Santa Monica College has students who are actively pursuing bachelor’s degrees. After months of intensive planning and preparation, the local community college this term launched its inaugural set of upperdivision courses as part of the new interaction design pathway. The 21 students who are enrolled in the program are trailblazers for the college as it attempts to align its
educational offerings with opportunities in the ever-changing, technology-driven workforce. “They are moving through as a cohort, and I think they’ve already kind of bonded,” said Jennifer Merlic, the SMC dean of instructional services. “They’re the first group to take junior-level courses. It’s exciting. We’re all very excited.” The college was hoping to attract a second IxD section for a total of about 40 or 50 students, Merlic said, but it didn’t have much time to groom lower-divi-
sion students for the new program. SMC is already anticipating a new session to start in spring 2017, the priority admissions deadline for which was last week. Applications will be accepted on a rolling basis through Dec. 15. Students are eligible if they have the appropriate units by the end of the fall, have already completed a graphic design program or have work experience in the field. The college expects to have two active IxD sessions at all times, Merlic said.
“If someone didn’t finish a course, we didn’t want them to have to wait a year for another cohort,” said Merlic, who noted that many current students are working professionals. “If they drop a class, they can take it again in the spring.” About 100 students with freshman or sophomore status have expressed interest in applying to the program. It’s well-known among Santa Monica politicians and community members that homelessness remains a major problem in the city. Local leaders have identified it as a priority issue. Residents see it on a daily basis. So do tourists. The annual count this past January tallied 728 homeless people in Santa Monica, more than half of which were living on the street. But their backgrounds and problems vary greatly. “Homeless people are not a homogenous group,” said OPCC executive director John Maceri, whose organization provides housing and other services to homeless people in the area. “Homeless people as diverse as all the rest of us.” The Daily Press spoke with Maceri about homelessness and efforts to address the issue locally. service calls to Southern California Gas for help with lighting pilot lights and getting their gas turned on in preparation for winter’s cold weather will begin to ramp up. Those of us dealing directly with those customers at call enters and community branch offices know the feeling of quiet desperation that customers in Southern California feel when they are told that it will take two weeks or more for gas turn-on, reconnections, high bill investigations, and there is no one to explain or help. Prompt and effective customer service for residential users of natural gas has not been a priority for SoCalGas and the California PUC in recent years. Some of those chickens have come home to roost in the Aliso Canyon customer service debacle, which has eroded public confidence in both SoCalGas and the CPUC. Unfortunately, the PUC has recently decided to give up on long-established policy principles of customer service, aggravating rather than improving SoCalGas’ customer service challenges. About a month ago, acting on a three-year old application filed by SoCalGas, the CPUC approved closing branch offices in Santa Monica, Palm Springs, Bellflower and Monrovia, denying tens of thousands of vulnerable customers an opportunity for in-person interaction with Gas Company service representatives. In permitting the closures, the CPUC rejected the principle that each customer should have a reasonable opportunity to communicate with the utility using the mode that is best suited to him or her, including in-person service. Justifying the closure with the de minimus savings (less than a penny per
month), the CPUC rejected the principle that customers with different needs may have different costs to serve. The Commission did not even determine whether customers directly impacted by the closures have public transportation options to go to other branch offices remaining open, a distance of 21 miles in the case of Palm Springs. The Commission ignored testimony about the deficiencies of the call centers and on-line customer service modes for vulnerable customers and rejected appeals to develop a comprehensive plan to provide effective communication modes that do not minimize in-person interactions. These principles were established over twenty-five years ago in a landmark CPUC decision by the Pete Wilson-era CPUC, following a Utility Worker Union “Save Our Services” campaign led by a very young Fabian Nunez. The members of the Utility Workers Union have defended these principles in numerous cases at the CPUC over the years and have appealed this latest erosion of customer service. As the CPUC Commissioners said many years ago, closing these offices “whittles away” at the basic right of utility customers to receive an essential service. This should not be the legacy of the latest group of CPUC Commissioners. They should reconsider this decision and preserve traditional principles of customer service for our neighbors in Southern California. JAVIER A. The governing boards of the Santa Monica Community College District (SMCCD) and the Santa Monica-Malibu Unified School District (SMMUSD) will hold a second annual special joint meeting at 6 p.m. on Tuesday, Sept. 20. The meeting will take place at the SMC Bundy Campus (Room 121), 3171 S. Bundy Drive, Los Angeles, CA, 90066. The SMMUSD Board of Education will also consider a memorandum of understanding between the two institutions that, under the College and Career Access Pathways Act, expands access to concurrent enrollment opportunities for high school students. Additionally, SMC will provide an update on the development of the new SMC Malibu campus as well as a report on potential new joint use facility projects. “We are thrilled to have a collaborative partnership with SMC, which benefits all students in our community,” said Laurie Lieberman, President of the SMMUSD Board of Education. “SMMUSD students are fortunate to have such a wonderful institution of higher learning close by to attend concurrently and after graduation.” In 2007, the two districts signed a Memorandum of Understanding (MOU) and partnered in executing the objectives. The Young Collegians program was born out of this collaborative, allowing an increasing number of SMMUSD students to get a head start on SMC classes and accrue up to 14 college units. Nine years ago, the program started with 15 students; in the last academic year, over 65 students participated. In early 2015, the SMC Board of Trustees also waived enrollment fees for high school students, and those who qualify now take classes at SMC for free. SMC also offers media and computer science classes at Santa Monica High School and Malibu High School under the LA HI-TECH grant to bring interested high school students into a higher education pathway at SMC that will lead to tech jobs. ON SEPTEMBER 7, 2016 AT ABOUT 3:40 P.M. Officers responded to a radio call for service at TJ Maxx – 1251 4th Street regarding a petty theft suspect in custody. An investigation revealed the store’s Loss Prevention observed the suspect enter the store with several large shopping bags. The suspect selected merchandise from the sales floor and placed them in her bag. The suspect exited the store without paying for any of the merchandise. The suspect exited the store and was detained by a Loss Prevention Agent until police arrival. All items totaling approximately $129.00 were recovered. The suspect was taken into custody without incident. Tonnie Jones, 47, from Los Angeles was arrested for shoplifting. Bail was set at $5,000.

The forthcoming Center for Media and Design is expected to open by next summer. “The new facility is going to be really sharp,” Merlic said. The creation of a bachelor’s degree at SMC followed approval from the California Community Colleges Board of Governors as part of a pilot program authorized by Gov. Jerry Brown. The local college was selected for its ability to offer a career-oriented path-

Representatives from the Accrediting Commission for Community and Junior Colleges were already scheduled to visit the campus for a general assessment, which takes place every seven years. ly visit upper-division courses and meet with students, faculty members and administrator as well as members of the curriculum committee and the IxD degree task force. Meanwhile, representatives from Silicon Beach companies who are part of an SMC advisory board will meet this fall as they continue guiding the new program and ensure that it’s relevant to the needs of the region’s tech industry. They will be asked to help SMC connect students with internship placements, industry-sponsored projects and career networking opportunities. “It’s a little bit new because we don’t usually have graduating seniors,” Merlic said. “We want to have the same services for a graduating student that a four-year school would provide, and the advisory board will be extremely helpful with that.”

been edited for length and clarity. Daily Press: What trends has OPCC seen in homelessness this year? John Maceri: We always see a spike in the summertime. When the weather’s warmer, people are moving around more, people are coming to the beach, and we see more movement up and down the coast between Malibu and the Palisades and Santa Monica and Venice. That’s fairly consistent. It’ll be interesting, as the weather gets cooler, to see if patterns are changing. We all want to see the numbers going down. Santa Monica has done an extraordinary job in being able to maintain a level, whereas you see significant spikes [in other parts of the region]. That’s thanks to the groundwork that’s been done over the last many years with the police and fire departments. There was concern [about a possible spike in homelessness] when the Expo Line project was finished, but we
DP: To what extent does OPCC collaborate with police and other first responders? JM: We work a lot with the [police department’s Homeless Liaison Program] team. The HLP officers are at our Access Center [on Olympic Boulevard] several times a week, working with individuals they’re encountering on the streets and helping to connect them with services. We also work with the HLP team if they encounter homeless people who need services; our teams will go out and convene. We’ve had that relationship for a long time. We work with the Santa Monica Fire Department as it pertains to homeless people who are in interim housing programs. Our nurse and the fire nurse have developed protocols for when we need to call paramedics for medical emergencies. There are times that’s not necessary, and we’ve done training for our non-medical staff on what constitutes an actual emergency where 911 needs to be called. We work with chronically homeless
folks, so we see a lot of heart disease, hypertension and diabetes, and there are times when we need first-responder assistance. We try to be very sensitive to the fact that first responders are busy, and that’s an expensive intervention that should only be used when necessary. DP: How does OPCC get homeless people off the street and into housing? JM: It usually starts with something as simple as access to restrooms and showers. The ultimate goal is to move people into permanent housing. We have an on-site medical clinic with primary healthcare, mental health services, domestic violence counseling, substance abuse treatment and referrals. It’s a range of services. Sometimes it’s making people aware of what’s available to them. It’s building a relationship with them and getting them to understand what’s available. DP: What about the homeless people who don’t want services or don’t trust the agencies providing them? JM: Building trust takes a long time.

There are a lot of homeless people who are struggling with mental illness or addiction, or they’ve been in and out of the system in foster care or jail, or they’ve been in and out of treatment. They may not have been on medication for a long time, so it’s hard for people to make rational decisions. A lot of our work is about building that trust and finding people in a moment of clarity. There is a lot of mistrust. They’ve been disappointed if they’ve been in and out of the system. It’s hard to get them to trust that something’s going to be different. You can’t physically force someone into treatment. Our ability to serve people is based on our ability to persuade them. “Yesterday you weren’t quite ready, but how about today?” It usually happens when health deteriorates, where you get tired of being tired, or after a bad episode where they feel threatened. That’s when we can intervene. We don’t give up. We do whatever it takes for as long as it takes, but that can be a very long time. jeff@smdp.com
