Cody Decker had waited his entire life to say those five words. So when his dream came true, he felt compelled to type in all caps.
“I AM A BIG LEAGUER,” the Santa Monica native wrote on Twitter last week, sharing the news that he had been called up by the San Diego Padres after toiling for years in baseball’s minor leagues. Decker, who was added to the Padres’ 40man roster, made his MLB debut Sept. 14
against the Arizona Diamondbacks as a pinch-hitter. With his deep-blue No. 28 jersey tucked into bright white pants, the Santa Monica High alumnus twisted his torso and stretched his legs as he held his bat in the ondeck circle. He then walked calmly to the plate to face pitcher David Hernandez with the Padres leading by nine runs in the top of the ninth inning of an eventual 10-3 road victory. Entering the batter’s box, he tightened the straps on his gloves and swiped the dirt with his foot. Friends and family watched intently. Fans chanted his name from the stands. After adjusting his helmet, Decker turned his head toward Hernandez and awaited his first pitch. A low 94-mph fastball whizzed past him for a ball. An 80-mph curveball was called a strike. Another curveball missed the strike zone. On the 2-1 pitch, Decker made contact on a 94-mph fastball but popped out to Diamondbacks first baseman for the third out. Just like that, the 28-year-old who had played 761 games over seven seasons in the minor leagues was in the books. It marked a major turning point in the career of the 5-foot-11, 225-pound Decker, who had struggled to crack the bigs despite compiling gaudy statistics in high school, college and the minor

It started as a routine agenda item as the Santa Monica-Malibu Board of Education prepared to hear from district advisory committee representatives about their goals for the school year.

But it quickly turned into a prolonged philosophical debate as school board members discussed the role the committees should play in shaping policy for the school district. What sparked the conversation at the school board’s first September meeting was a presentation by Alan Kapen, who stood before the governing body to share the goals of the district’s

leagues. As a senior at Samohi, Decker hit .490 with 11 home runs and 40 RBI while leading the Vikings to a 20-10 record, according to Daily Press archives. Decker’s reputation as a power hitter grew at UCLA, where he smacked 47 home runs to finish his career in seventh on the Bruins’ all-time list. He belted a conferenceleading 21 home runs while hitting a careerbest .322 during his standout senior season in Westwood. Decker had been playing for Triple-A El Paso when he was called up, logging team highs in home runs (21) and RBI (75) while hitting .252 this past season. Decker’s 154 home runs in the Padres’ farm system are the most by any MLB-affiliated minor league player since he was drafted in the 22nd round in 2009. An attempt to reach Decker was not successful. A self-described anti-hero, Decker has made a name for himself with his affinity for pranks, off-field antics and active social media accounts. Before his first game in the bigs, Decker shared a photo of his new Padres jersey with his 20,000-plus followers on Twitter. “No matter how surreal this feels... New wildfire in Northern California kills 1 ASSOCIATED PRESS MIDDLETOWN A new wildfire in Northern California has killed one person and destroyed or damaged 10 homes in Monterey County, a week after two other blazes killed five people and destroyed at least 1,400 homes, fire officials said Sunday.

Green Prize for Sustainable Literature The Santa Monica Public Library celebrates the 9th Annual Green Prize for Sustainable Literature with the program Paul & Anna Cummins: A Father and Daughter in Conversation on Thursday, Sept. 24, at 7 p.m., in the Martin Luther King Jr. Auditorium at the Main Library, 601 Santa Monica Blvd. Santa Monica’s own educator and author Paul Cummins and emerging environmental leader Anna Cummins discuss how we can envision ourselves as leaders for social justice and a sustainable planet. Paul Cummins is the lead founder of Crossroads School and the founder/CEO of the Coalition for Engaged Education (formerly New Visions Foundation). He is the author of four books on education and two volumes of original poetry. Anna
Cummins, Paul’s daughter, is the cofounder and executive director of The 5 Gyres Institute, whose goal is to empower citizens to become leaders in combatting the global health crisis of plastic pollution. This year, the library has awarded Prizes to nine titles. The 2015 Green Prize Pioneer Award, which honors a writer who has paved the way for discourse on sustainable issues, goes to E.O. and ugly apartment building was approved by the planning commission Wednesday night. 1601 Lincoln Boulevard, formerly the location of Norm’s Coffee Shop at Lincoln Boulevard and Colorado Avenue, is a 77,608 square foot mixed-use project consisting of two buildings: a four-story (47-feet) and a five-story (57-feet) structure with 90 residential units; 10,617 sq. ft. of ground floor commercial space and an inadequate 168 space, two-level subterranean garage. Fifield Co. Ltd. (FSTART 1601 LLC) is developing. It’s the first of seven similar projects in the pipeline for this short stretch of Lincoln. Fifield was rewarded with height and density bonuses for a plethora of so-called “Community benefits.” The on-site affordable housing Fifield proposed was double the minimum 10 percent on-site unit requirement (for 50 percent income households) pursuant to the City’s Affordable Housing Production Program, yet the commission voted to add another affordable unit for a total of 19. Additional community benefits include a monetary contribution of $820,000 towards transportation programs, $595,000 for parks and recreation programs, $175,000 for additional affordable housing in the city, $150,000 for early childhood initiatives, $50,000 towards historic preservation, $80,000 for Big Blue Bus transit improvements and $50,000 for transportation management association programs. All this is supposed to make up for a massive, mundane two-building development that we’ll be stuck with for decades? Fifield expects to make a profit on this development, so the costs of all those community benefits will be passed on to future tenants making their non-income restricted units more expensive and further out of reach for the middle class. “Diversity” is a big buzzword in this community. This is another in a growing list of proposed developments that eliminates housing opportunities for middle, and even upper middle-income, households. We’ll never achieve real diversity when we build housing only for the very wealthy and extremely poor. Next step: city council.

I’m not sure a shortage of PR is a problem were facing.” Laura Wilson-Hausle posted. “Another Dept. to pour out propaganda from the City’s pro-development Staff intended to silence and over shadow the voices of residents?” And Rebecca Katz posted, “$10,270 per month for multiple new positions in the SM PR pro-development department? You gotta be [omitted] joking. It’s a joke, right?” Liz Victoria’s post made me chuckle, “Cole said, “The city needs to embrace new communications technologies; Twitter, Tumblr, Pinterest, Facebook. I disagree…. It’s a smoke and mirrors non-solution. While I don’t dispute that the city needs more effective, transparent, fool-proof means of collecting resident input and responding to that input, I very much dispute that developing an internally-staffed solution is the way to go… We should probably anticipate that we will probably see the electronic equivalent of the BBB toadstool debacle - ill-conceived apps, worthless Tumblr fluff (OMG, LOL) and lots of digital obfuscation vs. clarification.” Danielle Charney called it “The Great Wall of Santa Monica…” Reinhard Kargl added, “The Municipal Propaganda Ministry ... Employees must be politically vetted to reflect the views of SMRR (Santa Monicans for Renters’ Rights), the City Council, Downtown Santa Monica Inc. and the various lobbying groups.” The only somewhat positive post was from Phil Brock who wrote, “I think Rick Cole has the right idea. He needs to remind our staff forcefully that they work for the stakeholders of our city. Those are not just the people with money and access. They need to work for all of us.”
CITY HALL’S NEW PR MACHINE PANNED
My column last week about City Hall’s new department of communications generated a lot of response from readers. My Gmail box has been filled with remarks ranging from “How much money?” to “… This development has been in the works since before the last election, when the former mayor argued that we needed new forms of citizen-city communication to offset the prejudicial interventions of a small minority of aging civic activists.” My favorite was a comment from a neighborhood leader, and echoed by other emailers, along the lines of, “My guess is that after Cole spent time visiting the community groups and speaking to a bunch of people, he discovered that residents are ANGRY... Cole is strategic. The best way to avoid a res-

Wednesday, Residocracy announced an online e-petition dubbed LUVE (Land Use Voter Empowerment) aimed at mandating voter approval for major aspects of the development process. FRANCISCO Female employees in California are poised to get new tools to challenge gender-based wage gaps and receive protection from discrimination and retaliation if they ask questions about how much other people earn. A bill recently passed by the Legislature and that Gov. Jerry Brown has indicated he will sign won’t suddenly put all women’s salaries on par with men’s or prod employers to freely disclose what every employee makes, which could make it easier for workers to mount pay discrimination claims. But the legislation expands what supporters call an outdated state equal pay law and goes further than federal law, placing the burden on the employer to prove a man’s higher pay is based on factors other than gender and allowing workers to sue if they are paid less than someone with a different job title who does “substantially similar” work. So, a supermarket clerk could challenge her pay based on what a male clerk might earn at the same supermarket 10 miles away. Or housekeepers at a hotel could challenge their pay based on what janitors make at the same hotel, arguing that they do similar work. The pending legislation allows them to learn pay details from asking clerks or janitors at other locations, again, without fear of blowback from management. “The requirement that they be in jobs that are identical has really hindered women from bringing suits and has failed to provide appropriate incentive for employers to make sure they’re not engaged in subtle discrimination,” said Deborah Rhode, a law professor at Stanford Law School and expert on gender discrimination. California’s labor commissioner, for example, has received only a handful of complaints in recent years alleging violation of the state’s equal pay provision, said Jennifer Reisch, legal director of Equal Rights Advocate, which lobbied on the bill: Eight in 2012, 7 in 2011, and 6 in 2010. That’s tiny, she said, when compared to other pay-related complaints. The goal, however, isn’t to clog the courts with new lawsuits, she said, although the newer standards should make it easier to prevail on a lawsuit. “What it’s designed to do is to make the enforcement more attainable and to remove barriers to effectuating the purposes of the law, which is to make sure that women and men are being paid equally for doing substantially similar work,” she said. Starting Jan. 1, women can file these expanded claims in court or through the state labor commissioner’s office. California’s pending Fair Pay Act stipu-

lates employers can justify higher wages for men only if the pay is based on seniority, a merit system, quantity or quality of production, or any other “bona fide factor other than sex.” It cleared the Legislature with bipartisan support and the backing of the state Chamber of Commerce. The legislation would also make California one of a several states to prohibit employers from discriminating or retaliating against a worker for asking how much her counterparts earn, said state Sen. HannahBeth Jackson, D-Santa Barbara, who sponsored the bill. A similar provision in Congress has stalled for years. “This is a very specific and explicit provision,” she said, “that there can be no retaliation.” But there’s no obligation that employers provide salary information, leaving some questioning how effective the provision might be in promoting pay equity. Also, California has long had a law prohibiting employers from requiring employees to keep quiet on their own wages. The new law “arguably goes a little bit further than current state law but I don’t think employers were drawing that fine a distinction,” said Michael Kalt, an employment lawyer and lobbyist for CalSHRM, the state chapter of the Society for Human Resource Management. Supporters of the bill cite studies showing that on average, full-time female workers in California earn 84 cents for every dollar that a man makes, losing out on roughly $33 billion a year. That’s a collective figure and doesn’t mean, for example, that all female workers at a company earn less than their male colleagues who do the same work. It does mean that women as a group earn less than men for a variety of reasons — because they may have taken time out to raise children or they’re overrepresented in lowerpaying jobs or perhaps they weren’t as aggressive as their male counterparts in seeking a raise. State lawmakers say they were motivated by heartfelt pleas for equal pay from high-profile Hollywood actresses at this year’s Academy Awards. Lawyer Ellen Pao also made national waves when she filed a gender discrimination lawsuit against a prestigious venture capital firm in Silicon Valley. While she lost, the publicity prompted embarrassed soul-searching in an industry dominated by male managers. Elizabeth Ames, vice president at the Palo Alto-based Anita Borg Institute, said legislation alone can’t reverse decades of wage discrimination, but gaps going forward also can’t continue in an age where women are taking home a majority of the advanced education degrees. “They represent a huge percentage of our intellectual capital, and for them to be under-rewarded, under-promoted and under-represented is a problem,” Ames said.

Shuttle to the Hollywood Bowl Editor: Since years I have chosen to take the shuttle from Santa Monica to the Bowl for concerts. Last night I did so again. On the ticket it says the ride takes 40 minutes. With our traffic nowadays this is a joke, in fact it took 1 hour and 40 minutes. The bus gets there so late that one can hardly reach the seats in time for the start of the music. Why does the first bus only leave at 6 p.m.?? After getting there so late, the young lady comes on the bus and distributes little paper tickets and announces that without this passengers will have to pay $12, in cash! For several passengers on the bus, including myself this was unbelievable!! After all we paid in advance. If they want to be sure the same people who entered the bus from S.M. are returning on that bus, why do not let these people just keep the initial tickets?? It certainly would save time.

I just wonder what’s really viable for our DAC to do.” The district currently has advisory committees on child development, as well as English language learners, health and safety, intercultural equity, special education, and visual and performing arts. The groups typically meet monthly to discuss ongoing issues and provide insight for board members and administrators. Each committee has board representation and a staff liaison. The board reviews committee goals annually. “It is not the intention that advisory committees become policy-making bodies or that they manage or direct staff,” board policy reads. “Committees are advisory in nature only; that is, they inform, suggest, and recommend to the Board of Education.” Board member Ralph Mechur said the work of the committees should be aligned with what the board and district are doing. The child development group’s work on a preschool plan, for example, should follow guidance from Superintendent Sandra Lyon, he said. “We’re looking at charges or objectives being brought to us by our DACs and then we’re in a position to green-light or red-light and without having done the substantive work of mapping [objectives],” board member Richard Tahvildaran-Jesswein said. “We’ve got to commit ourselves to a retreat where we sit down and say, ‘OK, what do we need from this DAC and that DAC?’” Maria Leon-Vazquez, who has participat-
ed on several district advisory committees, said the groups should be allowed to move forward with their plans for 2015-2016. She said it’s up to the board and staff representatives to keep the committees on task. “It feels like the committees are moving further than what’s happening on staff or what the district is doing,” she said. “As liaisons, we have to make sure we keep abreast of what’s going on, and if they’re straying from what the district is doing we have to bring them back.” Lieberman said it’s not always clear how the advisory committees are supposed to function. “There’s a lack of clarity overall about how the parts fit together,” she said. “The ones that work the best function, in a way, as a support system for the staff person, which is not what they were created for. I don’t have a solution for all of this, but if they work with their staff then there’s more likely to be alignment.” Tahvildaran-Jesswein said the committees should aim to work within the parameters of PERCS, a district acronym for overarching themes with which Kapen was not familiar: professional learning communities; equity and access; response to instruction and intervention; Common Core state standards; and science, technology, engineering and math (STEM). “We have to move forward in a definitive way as a board ... where we’re having a conversation about what [we want to see] from our DACs,” Tahvildaran-Jesswein said. Members of other advisory committees were planning to present to the board Thursday, but those dialogues were put on hold. ON SEPTEMBER 8 AT ABOUT 12:20 P.M. Officers responded to a call of an attempted theft at Haggen, 2627 Lincoln Blvd. They met with the store manager who told them a woman attempted to steal a bottle of vodka. Employees confronted the woman at the door and she responded by swinging the bottle at them and threatening them. The woman then opened the bottle and began to pour out its contents, which rendered it unable to be sold. The woman was placed under citizen’s arrest for vandalism and assault by officers at the request of the store manager. Chantel Bemis, 47, of Topanga, had bail set at $20,000.
ON SEPTEMBER 10, AT APPROXIMATELY 9 P.M. An officer was dispatched to the 1200 block of Wilshire Boulevard in reference to an arson call. Upon arriving, the officer noticed a male sitting right next to a planter box that was on fire. The male subject, later identified as Matthew Levy, 38 of Rancho Park, stated that he was cold and was just trying to stay warm. Levy put out the flame with his boot and told the officer he had used his shirt to start the fire. Levy was arrested for arson. Bail was set at $50,000.

Farther north, two wildfires have destroyed 1,400 homes and continue to threaten thousands more, fire officials said. Damage assessment teams have counted 888 homes burned in Lake County, many of them in the town of Middletown, California Department of Forestry and Fire Protection spokesman Daniel Berlant said. Berlant said teams are getting access to affected areas as firefighters make progress but that the count is far from over. The fire, which killed at least three people and charred 117 square miles was 53 percent contained. Another 6,400 homes remain under threat. “Our damage assessment team continues to go in and count home by home, structure by structure but they still have a ways to go the new bridge and roadway. Another 535 homes were destroyed by a separate blaze that killed at least two people and that has burned 110 square miles in the Sierra Nevada foothills, about 170 miles southeast. That blaze was 70 percent contained Sunday but continued to threaten thousands of structures. Residents of Middletown, the area hardest hit by the massive wildfire in Lake County, were allowed to return home Saturday afternoon. Evacuation orders for other areas in Lake County remained. The Lake County fire tore through 62 square miles in 12 hours, causing thousands of residents to flee after it ignited a week ago. About 19,000 people were ordered to evacuate. A weekend of heat had descended on the wildfires after several favorable days, raising fears that major gains could be undone. That makes it essential that the smoldering remains of the two giant blazes be dealt with as quickly and thoroughly as possible, Scott Mclean, a battalion chief with the California Department of Forestry and Fire Protection, said.

■ In September, Tennessee Attorney General Herbert Slatery concluded that records of an investigation need not be released to the Memphis City Council -- because there was no comma. The law requires the records’ release “only in compliance with a subpoena or an order of a court.” Slatery said if there had been a comma after “subpoena,” a council subpoena would get the records, but without the comma, only court subpoenas. And in July, Andrea Cammelleri prevailed on her parking ticket challenge because there was no comma. A West Jefferson, Ohio, ordinance banned parking of any “motor vehicle camper, trailer.” A state appeals judge ruled that, with a comma after “vehicle,” Cammelleri’s truck would have been
