CITYWIDE Church services are expanding in Santa Monica with new projects focused on alternative ways to bring residents into the fold. Mt. Olive Lutheran Church has added several new services to its weekly schedule and an entirely new church, Resonate, is

opening at Bergamot Station. Rev. Eric C. Shafer recently took the helm at Mt. Olive and he is increasing the worship options at the church with a Saturday service, Recovery service, revised Jazz Vespers and a Blessing of the Animals ceremony in October. The 45-minute Saturday service is an informal ceremony that is designed to appeal to residents who can’t make Sunday

mornings. Shafer said families with kids are often booked on Sundays with sports so the Saturday service provides an opportunity for them to participate. The new service, at 5 p.m., has also drawn seniors for whom the morning service is difficult and travelers. numerous regional news outlets a few months ago, you might think that City Council already outlawed e-cigarettes. In fact, the ordinance regulating e-cigarettes in the city by the sea will be considered by council on Tuesday. The ordinance is fairly simple in that it essentially - with a few exceptions - treats the electronic smoking devices like traditional tobacco cigarettes, which are already heavily regulated in the city. It would also include the vaporizers under the definition of tobacco products for the purpose of City Hall’s tobacco retail license. The battery-powered e-cigs, which deliver a form of nicotine and can mimic the feel of traditional cigarettes, are being marketed as a healthier, less difficult way to kick the tobacco habit. Currently “vaping” is allowed anywhere in the city, including inside bars and restaurants. The ordinance, as proposed, would ban smoking in vaping lounges, with the exception of the two already in existence - Fix Vapor on Main Street and Vapor Delight on Lincoln Boulevard. They’ll be required to have proper ventilation systems so they don’t bother the neighboring businesses. “This standard is intentionally general since to date, the state Occupational Safety and Health Administration has not adopted standards for ventilation to regulate the

SMC’s Fall 2014 Distinguished Scientists Lecture Series Starts Sept. 23 Methods for protecting precious antiquities from earthquakes, and the latest developments in solar energy are just two of the topics of the Santa Monica College Fall 2014 Distinguished Scientists Lecture Series. Airport Boom Editor:

Some people actually believe that if the Santa Monica City Council manages to close Santa Monica Airport, it will be able to resist the pressure to develop intensely this last piece of open land in Santa Monica. Even if you believe this (I do not and their track record supports my disbelief) here are two things to consider: #1) loss of the airport also means loss of the protective altitude dome over the entire region that now prohibits LAX jet traffic from flying lower over Malibu, Pacific Palisades, West L.A. and Santa Monica, and #2) loss of that protective altitude dome would eliminate the current and long-standing prohibition against high-rise buildings in West L.A. and Santa Monica. If you think there is too much development (and traffic) in the area now, just imagine what a boom in high-rise construction would do to all our neighborhoods. I say let us, the voters and residents of Santa Monica, decide how the airport should be used and that’s why I will vote yes on Measure D and no on Measure LC. Let’s take back control of our city.

Bad News Editor:

I hate to be the bearer of bad news, but even if the ballot measure to allow the city council to shut down SMO passes, don’t start partying yet. If the city council decides to immediately close SMO, they will loose a quarter of a billion dollars a year. Now if you thing the council is just going to cut programs to handle the lost income, think again. They most like will raise fee on every possible thing from home and business taxes to fines and so on. But if they close SMO immediately, what ever they decide to do with the SMO property won’t happen for 10-15 years. First, they have to fight all the lawsuits. Then they need to clear all the airport property and that includes all the hazardous chemicals from over 75 years of airport operations. Then they have to develop a plan. Then it’s back to court to fight all the new lawsuits. Then they start designing the buildings and getting them through plan check. They than have to find tenants for the new businesses and then they can start construction. If you think the airport is noisy now, wait until you have five years of non-stop destruction and construction plus all the truck traffic and road construction. Now beside the loss of 3-4 billion in lost revenue plus the billions spent on legal fees and site cleanup and preparation you get some idea of what we can look forward to as whatever they plan won’t generate income for many years or the city can just turn the site into a park and its back to raising every fee the city can find.

Measure H: tax increase for more development CITY HALL POLITICIANS ARE ON THE

hunt for new tax revenues. So, hold onto your hat, Martha, you’re going to be soaked and it’s not the ALS ice bucket challenge. City Council has placed two measures an ordinance and a resolution -- on the November, 2014 ballot. The first, Measure (H), would set a real estate transfer tax at $9 per thousand dollars of the sales price for all real estate transfers over $1 million. This tax is “in perpetuam.” Voter approval of the transfer tax measure is expected to increase general fund revenues by $4 million to $10.2 million per year, depending on the number and value of real estate transfers. The tax, if approved by voters, would be the highest tax of its type in the state. It is also three times the current Santa Monica real estate transfer tax. With the dissolution of all redevelopment agencies, including the Santa Monica Redevelopment Agency (RDA) by the State of California a couple of years ago, a major source of funding for the construction of affordable housing and affordable (low income) housing rent subsidies dried up. The RDA funding provided about $15-million annually. Another roughly equal amount from private and other governmental sources was leveraged from the RDA contribution. Well over 90 percent of the development these days in Santa Monica is housing - and that includes private, market rate, mostly apartment construction as well as subsidized or non-profit funded public housing. Voting “yes” on Measure H is literally voting for more development - and it may not even be used for housing, let alone low income housing. The City Attorney points out, “The City Council could decide to use the transfer tax revenue for any lawful City purpose that best serves the City’s needs” - like a trophy project, say another $46-million dollar civic park or a $60-million Civic Auditorium renovation. Affordable housing in Santa Monica means “rental” as City Hall has no program involving low interest loans or subsidies for home ownership. The dominant political power - Santa Monicans for Renters’ Rights (SMRR) - and City Hall itself has placed a priority on affordable housing to insure an economically and culturally diverse resident population. Unfortunately, it’s resulted in more segregation and isolation of those in the lower incomes, but that’s another issue. According to a July 8, 2014 staff report, “Since 1994, approximately 38 percent of all new housing built in Santa Monica has been affordable to low- and moderate-income households, totaling nearly 1,600 residences...” During 2014, over 250 new affordable apartments have gone online and another 32 affordable apartments are expected to be completed in early 2015. The report doesn’t tell us that most lowincome housing has gone to people recruited from outside Santa Monica. Very little goes to long term Santa Monicans, especially seniors. In fact, Santa Monica builds so much housing it exceeds the Southern

California Association of Governments (SCAG) recommended amount of low income housing for Beverly Hills and Culver City, too To insure that the level of funding to nonprofit housing providers in general and Community Corporation of Santa Monica (the city-affiliated developer and operator of the majority of low income apartments in the city) continued unabated, City Council proposed this tax under the guise of “it’s for housing” not “development.” Excuse me? The second measure (HH) is advisory and non-binding. It allows voters to recommend using Measure H’s revenues for affordable housing. Even if Measure H were to pass in November (it needs a simple majority to win), its backers readily admit that additional tax measures will be needed as they are determined to meet and exceed the total of some $40-million in annual RDA revenues reclaimed by the State. City Hall can cut back on the development of housing but it obviously doesn’t want to do so. Politicians and SMRR power brokers know that adding renters to the voter base is one sure way to stay in power. More renters means more housing - market rate and affordable - the better it is for everyone, so they say. What does their obsession with building more and more housing do for us? Thirty plus apartment house projects are in the pipeline. They will add nearly 4,000 new rental units and an estimated 6,000 new residents (assuming one and one-half persons per apartment. City Council approved zoning ordinances a few years ago that declared a housing emergency and put public housing on a fasttrack. They allowed low income housing projects to benefit from a whole raft of bonuses - no public review, greater height and density and lower parking requirements. A year or two from now, there could be another 20 or 30 apartment buildings with additional thousands of apartments awaiting city approval. What affect will they have on traffic, parking and consumption use of natural resources such as water? Think of the cost of additional infrastructure - road improvements, power, solid waste and sewers, police and fire personnel to handle this tidal wave of development in one of the most crowded and densest cities in the country. New Federal mandates say that public housing be built throughout the community, not just in lower income neighborhoods such as the Pico corridor. Residents north of Wilshire Boulevard and Montana Avenue could find oversized, public housing next door or across the street, courtesy of Measure H. The choice is obvious. applaud efforts by processed food producers, restaurants and fast food chains to get rid of so-called “trans fats” - partially hydrogenated oils added to foods to improve texture and extend shelf life but which can aggravate heart disease. In 2013 the U.S. Food & Drug Administration (FDA) proposed eliminating trans fats altogether, but it is unclear if and when such a change will take effect. In anticipation, many big trans fat buyers have switched to palm oil, much of which comes from former tropical rainforest lands cleared for agricultural production across Southeast Asia. “The concern is that a lot of companies will switch to palm oil in order to reduce trans fats without thinking more broadly about the health and environmental implications of that,” says Bill Barclay, Policy and Research Director at the non-profit Rainforest Action Network (RAN). Palm oil may be a good substitute for trans fats in that it stays solid at room temperature and is therefore useful as a food additive in things like snack bars. But it isn’t much healthier: A 2009 study by the federal Agricultural Research Service found that palm oil “would not be a good substitute for trans fats by the food industry” because consuming either type of fat results in similar spikes in artery-clogging LDL (“bad”) cholesterol and a protein (apolipoprotein B) that distributes it throughout the bloodstream. Meanwhile, the explosion in palm oil use over the past few decades for biofuels and as a food ingredient and additive has wreaked havoc on tropical rainforest ecosystems across Southeast Asia. Environmental leaders are concerned that even more demand for palm oil could push some endangered

species-including orangutans, Sumatran tigers and pygmy elephants-over the brink. “They’re losing critical habitat that threatens their survival and that’s largely driven by palm oil expansion,” says RAN’s Barclay. Higher carbon emissions are another down side. According to the Union of Concerned Scientists (UCS), the tropical peat soils that predominate in Southeast Asia rainforests store huge amounts of carbon. Clearing and draining these fields to create palm oil plantations releases this carbon into the atmosphere. Green groups continue to work with palm oil producers and the governments that regulate them to promote more sustainable production and processing and toughen standards for conversion of land to agricultural use, but progress has been slow. A recent commitment by five of the world’s largest producers and traders of palm oil to stop clearing “critical forest areas” for one year during a study is a step in the right direction, but there’s no telling whether other producers will step up their own expansion efforts to fill the void, let alone what kind of ramped up production will happen when the study is complete. And while food scientists are working on other alternatives to trans fats that could be greener and healthier, none are as a cheapto-produce and easy-to-process as palm oil, at least for applications requiring a food product to sit on store shelves at room temperature. The best thing we as consumers can do to keep our arteries and our consciences clear is to dial back our consumption of foods that include palm oil or any other trans fat alternatives. Indeed, there’s never been a better time to put down those packaged baked goods and processed snacks altogether.

LOS ANGELES (AP) Kentucky Sen. Rand Paul urged California Republicans on Saturday to attract new voters by trying tactics typically associated with Democrats: pushing for expanded voting rights, reforming criminal drug sentences and talking to minorities. “Let’s be the party that actually wants to extend the right to vote,” Paul said. “Some people say, well these people are going to be Democrats, more of them are going to be Democrats. Let’s be the party for voting rights, let’s be the party for restoring more voting rights, then more people will come to our party.” Paul spoke to about 400 delegates in a lunchtime address to the state party’s convention at the Los Angeles Airport Marriott. He said when the Republican Party “looks like the rest of America” it will win again nationally. Paul has been aggressively touring the country this year as he considers a possible 2016 presidential bid, including several stops to Democratic California. His libertarian approach to expanding the GOP base has not always been favorably received by fellow Republicans nationally, such as those who criticized him for meeting with students at the liberal University of California, Berkeley, this spring, but California Republicans were enthusiastic. Nowhere has the effort to attract a new generation of Republicans been more fraught than in left-leaning California, where the GOP’s registration has slid to 28.5 percent - just a few percentage points above the 21 percent of registered voters who are unaffiliated with any party. “When I went to Berkeley I had a pretty simple message: What you say or do on your cellphone is none of the government’s damn business,” he said.

Paul, an ophthalmologist and the son of former Texas Rep. Ron Paul, has used the civil liberties issue to appeal to millennials. Most of his address Saturday covered familiar turf. He criticized the growth of federal spending, slammed former Secretary of State Hillary Rodham Clinton for her handling of the deadly Sept. 11, 2012, attack in Benghazi, Libya. He did not touch on his vote this week against President Barack Obama’s legislation authorizing the military to arm and train moderate Syrian rebels fighting Islamic State militants in the Middle East or the criticism he received for falsely claiming that Sen. John McCain of Arizona once met with the militants. On domestic issues, Paul urged Republicans to “show our compassion for people,” particularly young AfricanAmericans and Hispanics who have been disproportionately affected by America’s war on drugs. “If you look at surveys, it’s not that they’re using drugs more than your kids are using drugs, it’s because they’re getting caught because they live in an urban environment with more patrols, they have less good attorneys, they don’t have the resources, and some of the laws are still frankly wrong,” he said. Paul is trying to build on the small but passionate coalition assembled by his father and has also emerged as a leading voice on foreign and domestic policy. He said Republicans need to convert voters in urban areas that are typically controlled by Democrats, which is why he visited Detroit this year, where he said Republicans enjoy just 3 percent support. “When we look like the rest of America white, black, brown - we’re going to win again,” he said. “But we’re not going to win with what we’re doing. You see, we’ve got to go out, and we’ve got to broaden our party. When we do, we’ll be the national party again.”

In addition, we have a portfolio of businesses right here in Santa Monica, like HomeHero (elderly care) or HelloSociety (that also provides a world of growth services). We look for young entrepreneurs to work with and provide them with capital and a lot of structured resources. I think we’re good at building strong, long lasting businesses. E: What made you choose Santa Monica? M: I’ve been operating companies in Santa Monica for probably the last five or ten years. I love operating in Santa Monica. I think it provides a great community and environment for the staff and for me. I live on the Westside along with most of the founders of Science, so this is a great, convenient place to house us all. E: What do you think of the Silicon Beach scene? M: I think it’s great to have a community formed around entrepreneurship, it also makes it much easier for investors when they can come to one part of town and spend a lot of time meeting up with different companies. Since we’re still fairly light here on local venture capital, we really rely on San Francisco-based funds to spend a lot of time in Santa Monica. If I can make it easier on them to meet with four or five different companies within a few block radius, that’s all benefit for us.

This might be hard, city officials said, because many different retail stores sell e-cigs. One of the primary arguments against the electronic cigarettes is that they contain nicotine and may appeal to children - a combination that might lead kids to smoking traditional tobacco cigarettes. E: How is Science changing the world? M: We’re certainly changing it by starting locally. Our goal right now is building multiple companies in Santa Monica that will become long-term sustainable businesses and hopefully support up to thousands of jobs. For us right now, we’d like to see some pioneering businesses here based in Los Angeles and headquartered in Santa Monica, that are really leading the frontier of whatever markets we go after. From there will be expanding. We recently did a big acquisition of a company in San Francisco - the first time we’ve bought a company in San Francisco - and it’s nice for me to look at a Santa Monica based entity buying companies in the Valley versus the opposite, which is more typical. E: Do you have one piece of advice for an entrepreneur starting their own business? M: To be an entrepreneur, you have to be a really strong self-starter. You have to accept no excuses you give yourself to prevent you from going after whatever you’re going after. Great entrepreneurs find a way to start. They don’t let anyone’s feedback prohibit them from trying their vision. My biggest suggestion to an entrepreneur is just start going, start talking to people about what you’re doing, start trying and testing it. Find what works and put everything you have into it. It’s definitely a game of passion and dedication. E: What’s something you’d like to share with Santa Monica? M: Although we recognize there’s a scene here, if you’re an inhabitant of Santa Monica there’s a lot of really neat startups here you may not be aware of. Companies that are making products and services that you use every day that happen to be based right here in Santa Monica. I think it’s a neat time for the Santa Monica market to have exciting startups to connect with. I think if we can find a way connect those startups with the local community here, it’s even better to get that local community support behind what we’re all trying to do. Association meta-study that combined the results from 84 peer-reviewed papers, looked at the impacts of e-cigs earlier this year and found the data to be inconclusive. “There is not conclusive evidence that electronic cigarettes are an effective device for quitting smoking though there are certainly examples,” City Attorney Adam Radinsky told council at the time. Still, Radinsky continued, there are advantages to the vaporizers. “There are a lot of unanswered questions about safety,” he said. “The one thing that does seem clear, that all parties can agree on: Electronic cigarettes are safer than cigarettes by a long-shot both for the user and others in the vicinity.” Residents on both sides of the issue came out to speak at that meeting. FOXBOROUGH, Mass. A holding penalty on Raiders offensive lineman Gabe Jackson took an Oakland touchdown off the scoreboard and allowed the New England Patriots to escape with a victory yet again. Not far from where the “Tuck Rule” knocked the Raiders out of the 2002 playoffs and cleared the way for New England’s first Super Bowl title, Jackson was flagged for holding on what would have been the gametying - or go-ahead, with a 2-point conversion - touchdown with 62 seconds left. “I thought it was a touchdown,” said Darren McFadden, whose 6-yard scoring run was erased by the penalty. “When I turned around and everybody wasn’t coming to celebrate with me, I knew something wasn’t right.” Instead, Derek Carr’s pass on the next play was deflected by intended receiver Denarius Moore into the hands of 325pound defensive lineman Vince Wilfork, and the Patriots ran out the clock in a 16-9 victory. Raiders coach Dennis Allen disagreed with the holding call. “I saw it up on the big screen,” he said. “My opinion is that it was not a hold.” The Patriots and Raiders were charter members of the AFL, but two games stand out in the 50-year-old rivalry: In a 1976 playoff game, the Patriots were called for roughing the passer on Ken Stabler with less than 90 seconds left - a penalty New England fans still dispute - and the Raiders went on to win the game and the Super Bowl. In 2002, the Raiders stripped the ball from Tom Brady late in a snowy playoff game at the old Foxboro Stadium before the little-known tuck rule was invoked, turning a fumble into an incomplete pass. The Patriots went on to win the game in overtime, and then their first of three Super Bowls in four seasons. There was less on the line Sunday, but a victory would have snapped the Raiders’ losing streak that is now at nine games. “We went out to try to win a football

game,” Allen said. “That’s all we can focus on. That’s all we will focus on.” Brady was 24 of 37 for 234 yards and a touchdown, and Stephen Gostkowski kicked three field goals for New England (2-1). Carr was 21 of 34 for 174 yards, Sebastian Janikowski had three field goals and McFadden ran 18 times for 59 yards for the Raiders (0-3). McFadden, who started in place of the injured Maurice Jones-Drew, broke through the line and into the end zone with 1:02 left for a score that would have made it 16-15. Allen said he considered going for 2 points and the win, but he would not tell reporters what his decision was because it became moot because of the holding call. “I thought it was a clean block,” Jackson said. “The call is what it was, so I don’t have too much to say about it. Maybe they saw something that looked different from a different angle.” The Patriots won their 12th home opener in 13 seasons, while the Raiders lost their 15th straight game in the Eastern time zone. Brady became the third quarterback with 150 regular-season wins behind Brett Favre (186) and Peyton Manning, who came into Sunday with 169. Brady is 57-5 in his last 62 home games, including the playoffs. The Patriots scored 10 points in the last 4:14 of the second quarter to take a 10-3 lead. Brady capped a 15-play, 84-yard drive with a 6-yard touchdown pass to Rob Gronkowski, who shook off linebacker Kaluka Maiava and caught the ball as he went over the middle. The Patriots had a chance for another touchdown when they reached the 2-yard line with 8 seconds left in the half. But Dan Connolly’s snap was low and Brady picked it up and quickly threw an incompletion, stopping the clock with 3 seconds remaining. Gostkowski then kicked a 21-yard field goal. With Jones-Drew sidelined for the second straight week with a right hand injury, Carr remained winless as a pro. The Raiders planned to leave after the game for London, where they face the Miami Dolphins next Sunday.

wells in California’s drought-parched Central Valley farming region have run dry, leaving many residents to rely on donated bottles of drinking water to get by. Girl Scouts have set up collection points while local charities are searching for money to install tanks next to homes. Officials truck in water for families in greatest need and put a large tank in front of the local firehouse for residents to fill up with water for bathing and flushing toilets. About 290 families in East Porterville - a poor, largely Hispanic town of about 7,000 residents nestled against the Sierra Nevada foothills - have said their shallow wells are depleted. Officials say the rest of Tulare County has many more empty wells, but nobody has a precise count. Other Central Valley counties also report pockets of homes with wells gone dry and no alternative water service. “When you have water running in your house, everything is OK,” said East Porterville resident Yolanda Serrato. “Once you don’t have water, oh my goodness.” With California locked in its third year of drought and groundwater levels dropping, residents and farmers have been forced to drill deeper and deeper to find water. Lawmakers in Sacramento passed legislation to regulate groundwater pumping, which Gov. Jerry Brown signed into law this past week. Three days later, Brown signed an executive order that provides money to buy drinking water for residents statewide whose wells have dried up, while also directing key state officials to work with counties and local agencies to find solutions for the shortages. The State Water Resources Control Board had already allotted $500,000 to buy bottled water for East Porterville residents, said Bruce Burton of the board’s Drinking Water Program. But many East Porterville residents, like Serrato, say all they want is to get a glass of water from the kitchen sink. Her well dried up nearly two months ago, she said, making life challenging for her husband and three children. To bathe, they each have to fill a bucket from a 300-gallon tank in the front yard, carry it inside and pour water over their heads with a cup. They’ve lived in their home for 21 years, she said. “It’s not that easy to say, ‘Let’s go someplace else.’ “ East Porterville sits along the Tule River,

which starts high in the mountains and runs through the unincorporated town. Typically, river water permeates the sandy soil under the community, filling up wells as shallow as 30 feet deep. Not this year. Drought has caused the river to run dry, along with the wells. Tulare County spokeswoman Denise England said East Porterville needs to get connected to the nearest water main in neighboring Porterville. That could cost more than $20 million and take up to five years, if the project didn’t hit political snags, she said. England said counting the number of dry wells is difficult because people don’t come forward fearing their children will be taken away if their home lacks a safe water source, or they believe that their home would be condemned, making them homeless. Officials have had to combat these rumors, she said, adding, “We’re blindly feeling our way through this.” In the meantime, charities have stepped up. Local schools, businesses and a religious group in Cincinnati, Ohio, donated water to the community. Elva Beltran’s Porterville Area Coordinating Council has provided 46 homes with 300-gallon tanks, which are filled each week. The group has pallets of donated bottled water and stacks of blue buckets waiting to be distributed. Beltran said every day a new family comes in seeking help. “They’re hurting,” she said. “We need water like we need air.” A local bank donated $50,000 to SelfHelp Enterprise, so the housing nonprofit can provide more homes with water tanks. Community development program director Paul Boyer said people have been creative, using solar bags to heat water for bathing and putting tanks in trees to increase water pressure. Boyer said it will be more difficult when it turns cold this winter. “Families every night dream about water,” Boyer said. “Every day they’re thinking about how they’re going to deal with water.” The well belonging to Vickie Yorba, 94, dried up in February. She now relies on a donated water tank in front of her small home that she and her late husband bought 66 years ago. A neighbor with a deeper well ran a garden hose to Yorba’s home. She is proud of how sparingly she uses water, likening it to the little used during trips she and her husband took years ago to the mountains. “It isn’t hard,” she said. “Not if you know how to camp.”

While many recovery programs are not overtly “Christian” they often incorporate concepts of spirituality and a higher power so Shafer said the service will be a non-threatening, inclusive, informal and approachable way for anyone, in recovery or not, to participate in the church. “It will be as approachable and informal as we can make it,” he said. “It’s open to all.” The recovery worship will be in the Parish Hall rather than the main church. Shafer will hold a Blessing of the Animals on Oct. 4 (St. Francis Day) at 5 p.m. He said residents are welcome to bring their animals to the service but he will also bless photos of pets that can’t make it in person or even stuffed animals for children who lack an actual pet. Mt. Olive has hosted a Jazz Vespers for years but the Sunday evening service has been retooled. While still music heavy, it has a little more structure and includes a prayer, homily and quiet meditation. Mt. Olive’s regular 9 a.m. and 11 a.m. Sunday service will remain as usual. ices, and Pastor David Cobia said creativity will be a cornerstone of the new church. “Each church I’ve worked with has become known for its artistic focus,” he said. “We have hosted art galleries, have birthed music groups and CDs and stuff like that because we think that’s a key element of interconnecting with people in this postmodern and post-creative world.” Resonate is part of the Los Angeles Church Planting Movement, a region wide project with the goal of establishing 119 new churches, one in each of the area’s major neighborhoods. Resonate will be based in Santa Monica but will hopefully draw from all over the Westside.
