‘Near drowning’ cases increase BY JENNIFER MAAS Daily Press Staff Writer

This year the Santa Monica Fire Department reported its highest number of “near drownings” since 2012. And with a total of four reported this year, including two over Labor Day weekend, the number of incidents has doubled since 2014. According to the Santa Monica Fire Department’s deputy chief of operations, Jeff Furrows, a near drowning “could be a person who has a little bit of water in their lungs and they are gonna get checked on and released, all the way to a person in critical condition, where perhaps CPR was performed and that person could have expired in the hospital at a later time, but they were delivered to the hospital … But in our interaction with them they were still in the category of a near drowning.”

Furrows said a drowning on the other hand implies a fatality. The fire department records only “near drownings,” and Furrows said it isn’t always easy for the department to get information about what happens to the victims after they leave the paramedics’ care. “It’s sometimes very difficult for us even to get the final disposition of the patients,” he said. There were no “near drownings” reported in Santa Monica in 2009. In 2010 there were four incidents recorded: two women and one man in the ocean, and one female in a pool. In 2011 four incidents were again reported, all from the ocean, with two men and two women involved. In 2012 the number spiked to five, all in the ocean and all male victims. In 2013 there were two “near drownings” report-

Things have changed since Frank Cruz was an athlete at St. Monica Catholic High School. The current athletic director remembers a time before so much emphasis was placed on diet, exercise and health, a time when food was taboo in baseball dugouts. “Back in the day, it was, ‘Suck on an orange,’” he said. “There’s so much going on with physical fitness and nutrition and refueling.” Developments in science and technology have significantly altered the way athletes, coaches and administrators approach, prepare for and participate in sports. And St. Monica is making upgrades of its own, as evidenced by forthcoming renovations to its athletic facilities that are part of longterm infrastructure improvements

at the Santa Monica private school. A major piece of the project will be the reconfiguration of the lower level of St. Monica’s gymnasium to include new boys and girls locker rooms and updated athletic training space. The school’s sports programming for girls has grown dramatically since the locker rooms were built some 70 years ago, school president Thom Gasper said. “It’s taking one of our oldest facilities and really trying to make it appropriate for today’s student-athlete,” he said. “We’re trying to make sure things are laid out in a way that supports male and female students.” Plans include revamped weightlifting areas with space for stretching and high-intensity training. St. Monica officials are working with consultants and strength-training experts who have

“Best chocolate in the world!” the president of Ghana, John Dramani Mahama, announced to onlookers in Main Street’s Espresso Cielo, as he took a bite out of a piece of Omanhene chocolate. Mahama visited the café Thursday night specifically to try products made with Omanhene cocoa, a brand of chocolate manufactured locally in Ghana using only Ghanagrown cocoa beans. Espresso Cielo is one of the only cafés on the West Coast that exclusively uses the Milwaukee-based company’s cocoa. “Read to the Rhythm” summer reading program rocks In Santa Monica, kids and teens read. At the Santa Monica Public Library, the “Read to the Rhythm” (for kids) and “Play, Dance, Read!” (for teens) summer reading themes kept the reading stats rocking. Despite the temporary closure of the Fairview Branch, participation continued to be strong. The library’s 2015 summer reading program for babies through teenagers saw an increase in participation at the Main and Pico Branch libraries, with 4,601 children and teens participating system wide, and just over 2 million minutes read. The Friends of the Santa Monica Public Library sponsored printed materials, programs and prizes for the 10-week program, which is designed to help children and teens maintain and increase literacy skills during the summer months while on their school break. The library offered 352 story times and reading-related programs during the summer, with 13,178 in attendance. Kids and teens also wrote even more book reviews than last summer (644) which were posted for other students to read and get recommendations on what to read next. This summer’s reading program once again included the “Baby & Me” club, which engages parents and their babies by providing them with a free board book to add to their baby’s library and get a

head start on literacy. Teen participation was strong, and those who completed the program (reading 30 hours or more) attended an end-ofthe-summer pizza party to celebrate their achievements. Other teen programs included a Teen Writers’ Workshop, in which teen writers - one workshop for middle school students and one for high school students - met for three sessions with local YA authors. In addition, 354 free copies of Ernest Cline’s “Ready Player One,” the SAMOHI summer reading book selection, were given out to SAMOHI students. This book giveaway was sponsored by the Santa Monica Kiwanis Club. According to the American Library Association, numerous studies show that summer reading programs help ensure that children retain reading and learning skills over the summer. Most of all, however, summer reading programs are geared for reading for the fun of it. Study after study has shown that reading for pleasure (not assigned reading) is the best incentive to encourage lifelong learning. Literacy increases when kids and teens read whatever they choose. After 10 weeks, with 4,601 kids and teens participating, it’s safe to say the Santa Monica Public Library is helping increase the literacy of our community’s kids and teens! Tribute lawn bowl tournament to be held in Douglas Park Jack Beckley, an avid and enthusiastic lawn bowler, passed away in 2002, but his legacy lives on in the Jack Beckley Friendship Tournament that was started that same year by his family and friends. As someone who cares about the environment but also needs to drive I feel like the labeling will be ineffective. I know that gasoline causes climate change and being reminded about it won’t help, especially when I’m already at the pump and in need of gas. But even if I were reminded about the bad effects of gas more often, I wouldn’t even consider not getting gas since cars have become such an important way of transportation. Maybe I would try and drive more efficiently, or think about getting a more efficient car later on, or maybe even try and carpool when it’s convenient. But when someone’s at the pump they most likely are just trying to get in and out, going through the routine of getting their gas and going on to their next obligation. A better way to help climate change would be reminding people more often before they get in their car in hopes that they find another way to get around or to do something more environmentally friendly. Making labels that would have to be placed in multiple places at every gas station would cost money and time but wouldn’t necessarily help anything since it’s pretty common knowledge that cars are bad for the environment. Maybe the city council could make the stoplights or stop signs more efficient so cars don’t have to accelerate and decelerate so much. If time and energy is going to be put into helping the environment it should be used at something that will do more to help.

Last year there were two “near drownings” in total, one male in a pool and one male in the ocean. “What’s interesting is the ocean patients that we’re interacting with are typically adults. About the youngest in these numbers is a 14-year-old female, but with the exception of that all of them are over the age 18. But on the pool side, our data is consistent. In 2010 the female was a 3-year-old. 2013 the female in the pool was 9-years-old. In 2014 one was a 2-year-old male,” Furrows said. According to a press release put out by the Los Angeles County Fire Department in early August, almost 70 percent of all drowning accidents occur in backyard swimming pools. “It only takes a few seconds for a person to drown, and drowning accidents are the leading cause of death for children one to four years of age,” the press release reads. The LAFD has also seen an increase in the number of emergency responses related to drownings and near deaths this year. In 2014, 14 drowning deaths were reported in Los Angeles County, and since January of this year 13 drowning deaths have been reported, the release states. Furrows said the reason for the spike in both the SMFD and LAFD numbers could

assisted USC and the Los Angeles Lakers, Gasper said. To maximize space on the lower level, St. Monica will move athletic administration offices to another classroom building. Also to be relocated is a multipurpose room with audio and video technology that will be used by teams for reviewing game film, students for tutoring sessions and church members for evening meetings. “Taking that out of our locker room facility will give us space to do it better,” Gasper said. St. Monica has been fundraising for about 15 months and has pooled well over half of the $4.5 million needed for the assorted projects, Gasper said. The new lower level will complement the upper gym, which was rededicated three years ago after a $1.2-million renovation. St. Monica was still fundraising as of last month, and officials are hoping to have approval to begin the project as early as January. The renovations would be complete by the start of the 2016-17 school year “in a perfect world,” Gasper said. Officials said the improvements will benefit all students at the Lincoln Boulevard

■ Never allow children to be alone when near water; make sure an adult is always present. ■ Make sure that the pool is secure at all times. ■ Keep toys out of the pool area when not in use. ■ Mount approved floatation devices near the pool. Many toy floatation devices are thought to be lifesaving devices; they are not. They are toys! ■ Never dive into an aboveground pool. Know the depth of the water before you attempt to dive. ■ Keep a telephone outside near the pool. DO NOT leave children unattended to talk on the telephone. ■ Post the 911 emergency number on the telephone. For decades, St. Monica’s library has functioned as a classic information center with stacks of books and reference materials. But the arrival of new technology is influencing how the school envisions its library of the future. The space to the north of the gymnasium will be converted into a modern learning center with wireless Internet access and more digital resources, including access to Santa Monica Public Library archives. There’s no longer a need for desktop computers, Gasper said, because all students have MacBook Air laptops. The new library will also feature comfortable furniture and areas for study groups. Students will still have access to physical books, which Gasper said are particularly important for literacy-oriented learning at the elementary school level. “But it’s going to look more like students learn today,” he said. jeff@smdp.com

greenhouse gas emissions is a must given the rapid warming of the planet; just how to do it best is another question entirely. The two leading market strategies are a carbon tax, whereby polluters are simply taxed for the carbon dioxide and other greenhouse gases they spew, and “cap-and-trade,” whereby government sets an overall cap on the amount of greenhouse gases that each industry or sector can emit without penalty and issues permits or allowances accordingly that companies can buy and sell to each other based on their own business and sustainability priorities. Each approach been shown to effectively cut down emissions, but many nations are now weighing which way to go as they prepare to make new commitments as part of the potentially decisive international climate talks (COP21) coming up in Paris in December 2015. Cap-and-trade allows affected businesses to choose how much pollution reduction they can tolerate and then leverage market forces to buy or sell allowances accordingly. Such systems effectively penalize polluters who exceed allowable limits (those who therefore must “buy” credits) while rewarding those who not just meet emissions target levels but get down below them (the difference being what they can then “sell”). Capand-trade markets are designed to encourage flexibility in allowing companies to decide how they want to meet emissions reduction targets. Of course, cap-and-trade isn’t a new concept. The first national cap-and-trade market limited emissions of sulfur dioxide and nitrogen oxide that were causing acid rain in 1990s. The European Union later launched the first major market in greenhouse gas emissions trading in 2005 in order to meet commitments made under the Kyoto Protocol, the first international treaty to limit carbon emissions. In North America, three regional carbon cap-and-trade plans have been in place since the mid-2000s (the Regional Greenhouse Gas Initiative, Midwest Greenhouse Gas Reduction Accord,

and Western Climate Initiative), but there hasn’t been enough political will at the federal level yet to support a nationwide carbon emissions market. Not everyone thinks cap-and-trade is the way to go to reduce emissions. Carbon tax proponents argue that cap-and-trade scenarios can cause unnecessary price volatility to energy prices, are overly complicated, and are easily manipulated by those that learn to game such systems to their advantage without reducing greenhouse gas output. “Carbon taxes will lend predictability to energy prices, whereas cap-and-trade systems will aggravate the price volatility that historically has discouraged investments in less carbon-intensive electricity generation, carbon-reducing energy efficiency and carbon-replacing renewable energy,” reports the Carbon Tax Center. Critics counter, however, that it’s easier for companies to pass the costs of a carbon tax onto consumers by raising prices-and that lower income households bear a disproportionate amount of those economic costs. Perhaps the world’s biggest experiment in carbon taxation ended last year when Australians voted to repeal their carbon tax due to rising costs of living, saving the average household more than $500 a year. Meanwhile, a recent analysis of Norway’s carbon tax-the highest in the world on a percentage basis-found that emissions reductions there were negligible over the first decade of implementation. While both systems have their pros and cons, either can be effective in reducing emissions if there is enough political will behind it. A key component to the upcoming COP21 Paris climate talks is flexibility in allowing participating nations to choose how they want to reduce emissions. Environmental leaders are keeping their fingers crossed that whether through cap-andtrade or taxation, the nations of the world will finally agree on enough greenhouse gas cuts to finally stem the still surging tide of global warming.

Mahama’s primary focus while in Los Angeles was to promote the new “Made in Ghana” initiative by showing the global impact of Ghanaian products, people and services. So in addition to visiting USC, UC Riverside and attending a dinner hosted by the World Affairs Council, Mahama stopped into Espresso Cielo. President and founder of Omanhene, Steve Wallace, was in attendance for Mahama’s visit to the shop and was very honored to be part of the trip. “I am thrilled to have him here,” Wallace said. Wallace explained his love for Ghana began when he was a teenager on an exchange program. His host father had three wives and 21 children and he “stepped right in as number 22.” He thought a lot about Ghana after that trip and knew he wanted a career that would allow him to stay close to the country. “I knew food, loved the food business and I knew [Ghana] grew the finest cocoa beans … When you ask people where the best chocolate comes from they will say Switzerland, Belgium, France. But how many cocoa trees have you seen in Zurich? None. So I thought we should have a competitive advantage by producing in the country of origin. It prevents those beans from being fumigated. And those beans from other countries lose a lot of their magic in the trip to their manufacturing destination.” Wallace stands firmly behind the reputa-

tion of Ghana’s chocolate. “It’s the finest chocolate in the world. It has a very good flavor. It is very disease-resistant naturally. It’s the secret sauce that makes our hot cocoa and other cocoa items so great.” Wallace was especially pleased to be at Espresso Cielo, as he believes it to be the company’s “archetypal perfect customer.” “It’s just as exciting as it could be. It’s right here by the beach. And Diane is a wonderful entrepreneur. Couldn’t be more pleased to have her be our introduction to the coffee world here in Santa Monica.” Wallace said that places like Espresso Cielo care a lot about the quality of their coffee, “so when drinks like mochas, that are basically hot chocolate with a shot of espresso, are made, you should care as much about that hot chocolate as the espresso.” Omanhene is a small company that does not do a lot of advertising, so they really depend on word of mouth to get their name out. “And in this case one of the baristas [at Espresso Cielo] worked in New York at a café that used our hot cocoa mix and brought it out here … It’s usually the baristas who are the ones that pour the shots, make the drinks, who know our product.” Wallace said those baristas can be some of the most demanding customers in the world. “They have very high standards and I love them for that. An officer responded to OPCC on the 500 block of Olympic Boulevard regarding a disturbance of the peace radio call. Upon arrival, staff from the community center stated that a female, later identified as Alejandra Everett, 52, of Santa Monica, was threatening another client, and he wanted her removed. According to staff, Everett had been constantly harassing and threatening several of their staff and clients. On this particular night, Everett came up to the victim and threatened to beat him up; this made him fear for his safety and life. The victim told the officer that he believed that she would follow through with her threats and get someone to hurt him. Everett was arrested for disturbance of the peace. Bail was set at $500.
