Downtown development projects up for council approval BY MATTHEW HALL Daily Press Editor

Two development agreements for new, mixed-use projects by prolific development company NMS Properties are up for debate at Tuesday’s City Council meeting. Both projects, one on 5th Street and the other a potential replacement for Denny’s on Lincoln Boulevard, were previously discussed and approved by the Planning Commission. Tuesday’s meeting is council’s first opportunity to weigh in on the projects. The first project, located at 1415 5th St. is a 6-story (84 feet) building consisting of approx-

imately 52,545 total square feet: 6,345 squarefeet of ground floor commercial space, 64 residential units and 105 parking spaces within a 3level subterranean parking garage. The Planning Commission approved the project on July 22 with several conditions including the addition of an additional affordable unit, additional solar panels, efficient irrigation systems, increase the percentage of EV charging stations, a guarantee of “active” retail uses, additional study by the ARB, and establishment of a system for allowing a seventh story if allowed by the future Downtown Specific plan. Staff said the applicant agreed to all conditions.

The Planning Commission has also approved the project at 1560 Lincoln Boulevard, the current site of Denny’s restaurant. The project is a 5-story, 102,500 squarefoot mixed-use project consisting of 100 residential units, 13,800 square feet of ground floor commercial space, and 232 parking spaces within a 3-level subterranean parking garage. The commission asked for additional solar energy panels, edible landscaping, active commercial uses, even distribution of affordable units, shade for necessary units, flexibility in the ARB review, onsite public restrooms and out-

Leadership students at Santa Monica High School were trying to figure out how to raise breast cancer awareness on campus. They knew that their peers had mobilized in droves for basketball games when asked to pack the gymnasium for “white-out” or “black-out” events, where they showed unity by wearing the same colored clothing. Why not try something similar, they thought, to bring attention to an important cause? That’s how Samohi settled on a “pink-out” promotion for Friday’s football game, where players, students, school officials and community members will wear pink clothing or accessories to show solidarity and support for breast cancer treatment, research and awareness. The stylistic statement will be the culmination of Think Pink Week at the high school, which comes amid Breast Cancer Awareness Month campaigns across the country. There were nearly 3 million women in the United States living with breast cancer as of 2012, according to the National Cancer Institute. More than 231,000 women will be diagnosed with invasive breast cancer in 2015, according to the American Cancer Society, and more than 40,000 women are projected to die from the disease this year.

Relationships between the various groups manifest in concrete ways through the Westside Coalition, which is holding its 20th annual celebration breakfast Thursday, Oct. 29, from 7:30 to 9:30 a.m. at the Loews hotel, 1700 Ocean Ave., in Santa Monica. The event recognizes formerly homeless people who have transitioned into permanent housing with the help of the coalition, which includes several dozen social service organizations, public agencies and other charity groups. The coalition also functions as a vehicle for education and political advocacy. “We have come to realize that we are much stronger working together than any one organization is alone,” Niva said. “Although individual agencies have the ability to provide separate services for people in need, the efforts of the coalition help coordinate all services on the Westside in order to provide a true continuum of service care for the community.” Santa Monica-based groups play major roles in the alliance. Homelessness remains an issue in the area and cannot be solved by the City of Santa Monica alone, said OPCC’s Maceri, whose organization was a founding member of the

There were 738 people tallied in the City’s homeless count in January, including more than 400 people on the streets. “The City should continue to invest in homeless services and work with the City and County of LA to leverage and expand resources, particularly housing resources, so we can move more people off the streets and into permanent housing,” Maceri said. Meanwhile, Westside Food Bank and Meals on Wheels West strive to address hunger in and around Santa Monica. The food bank distributes some 4.5 million pounds of food annually to roughly 105,000 people, including tens of thousands of children, through more than 70 local social service agencies. The local Meals on Wheels, meanwhile, has seen increased demand for its food delivery services in recent months. “When you get people into transitional housing, we bring them food and check up on them,” said Ellen Rabin, community relations director for Meals on Wheels West.

I’m back from London where I had a wonderful 12 days. I apologize for the missing two columns. Columns for Sept. 28 and Oct. 5 had been written. I was planning to “final polish” them before my Dell desktop crashed during incompetent attempts at repair of a printer connectivity issue by iYogi, an independent service contractor remotely controlling it from Mumbai, India. You’ve heard of the dreaded “blue screen of doom”? I got the “black screen of death.” Everything shut down and the Dell wouldn’t even reboot. I called “warranty service” and they suggested I disconnect and reconnect all cables and, push buttons on and off. “What do you see on your monitor,” the Dell technician asked? “Nothing… eternal darkness.” Of course, recovery of any files including the two pending My Writes was impossible. It’s the first time my columns have not run as scheduled. Dell tells me repair would require new hardware, but they couldn’t schedule a technician to install new parts before I was departing for England. I advised my editor of the situation. He said, “No problem. Enjoy.” So, I climbed on my Air New Zealand flight to London-Heathrow. I’m now using a new HP laptop purchased from Staples immediately before I departed for London. While I’m able to read email and write my columns, I won’t know if all old files are permanently lost, until my old Dell desktop is fully serviced and evaluated. So much for life in the computer age. Some key developments are coming before the City Council in the next few weeks. 1301 4th Street, “The Plaza at Santa Monica” will go before City Council, Tuesday night, Oct. 20, for review. This massive development is particularly controversial because developer Metropolitan Pacific Capital (MPC) wants to build 148 ft. or 12 floors high! 12 floors? Seriously? When this project went before council before review a few months ago, an alternate plan for an 84 foot version on the development (which is also too tall, by the way) was unanimously rejected. Council told MPC’s John Warfel to plan for the larger, more massive development he originally proposed for the 2.5 acre site - mainly because it offered twice as much “affordable” housing as the smaller version. The developer’s proposal is for a 12-story project with 195 hotel rooms, 206,800 sq. ft. of office space, 40,000 sq. ft. of retail space, 48 “affordable” or income subsidized apartments, approximately 12,000 sq. ft. of cultural space, 51,000 sq. ft. of public open space and a 4-level subterranean garage with 1,100 parking spots. The project’s star architect-generated zigzag design features cantilevered floor plates set in angled clusters soaring to 148 ft. high. It’s a highly conspicuous design, totally out of scale with downtown Santa Monica. Its massive size and shape will dominate the skyline and open doors for equally

over-sized, if not more massive, developments in the future. Worst of all, this is being considered before an updated Downtown Specific Plan has been publicly reviewed and implemented. Giving this behemoth the “go ahead” now would be putting the cart before the horse and be the worst planning mistake since the “transit mall.” In an era where most folks want serious height and massing restrictions citywide, this is a slap in the face, no matter how many low-income apartments MPC’s Warfel dangles like a carrot in front of our housingobsessed city council. It’s developments like this that have locals angry and frustrated. This “Plaza” must be dramatically scaled back. If City Council doesn’t have the courage to rein it in, LUVE, a Residocracy-initiated ballot measure restricting heights and density citywide, will surely become the law of the land, thus taking the politics and social engineering out of the planning process where it doesn’t belong to begin with. Two NMS projects -- 1560 Lincoln and 1415 4th St. are before council tomorrow evening (Oct. 13) for approval of development agreements. If approved, prolific Santa Monica apartment developer NMS Properties, Inc. (NMS1550LINCOLN, LLC) will build a new 5-floor (60 ft. tall), 102,500 sq. ft. mixed-use project consisting of 100 residential units, 13,800 sq. ft. of ground floor commercial space, and 232 parking spaces within a 3-level subterranean parking garage at 1560 Lincoln Boulevard (Denny’s). Done deal, my friends. A second development agreement to allow construction of a new 6-floor (84 feet high), 52,545 sq. ft. mixed-use/apartment project consisting of 64 rental units, 6,345 sq. ft. of ground floor commercial space, and 105 parking spaces within a 3-level subterranean parking garage at 1415 5th Street is also going before council tomorrow evening. The applicant is NMS Properties, LLC, again (1415NMS, LLC). At 84 ft., this is also too tall and it’s another big brick in the expanding 80 ft.-plus tall wall of new downtown apartment buildings recently built, under construction and awaiting official approval. Finally, the draft Environmental Impact Report for the huge, 84-foot high, mixeduse/apartment project on the Fred Segal site is available for review. Proposed for 500 Broadway, it would consist of the development of a 316,653 sq. ft. building with 262 residential units and 68,093 sq. ft. of commercial space. TRAFFIC PLANNING FAUX-PAS CONTINUE

waiting. I’m too old. If the Dodgers are fortunate enough to get past the Mets they would likely play the St. Louis Cardinals in the League Championship Series. But maybe the curse of the goat will be over and the Cubs will beat the Cards. It’s a long shot but I’m praying for it; and I’m an atheist. If not, it would seem bleak because for forever the Cardinals have had the Dodgers number. The Dodgers did beat the Cards in the 2009 Division Series, but they’ve lost in the post-season to the Redbirds four times going back to 1985. That ‘85 Series was the worst. At Dodger Stadium, the Dodgers were leading 5-4 in the 9th inning. Lasorda could have had Jack Clark walked, as there was an open base, but to quote Steve Martin, “Nooooooo!” Then, in one of the darkest days in Dodger lore, Clark hit a towering home run off Dave Niedenfuer. That sent the Cardinals to the World Series and Tommy Lasorda screaming into the night. And me about to throw a brick through the TV screen. Speaking of Tommy screaming, go to YouTube and type “Lasorda rant on Dave Kingman.” You’ll hear audio of a very young sports writer, (the late Joe McDonnell), innocently asking Tommy, “What did you think of Dave Kingman’s performance?” Within seconds Joe was very sorry that he did. Sit back and listen to Tommy’s less than diplomatic answer. Just make sure no children are in the room at the time. Back to the World Series. It might just be indigestion, but I have a gut feeling the Dodgers just might win it all this year. Then again, some die-hard Cub fans have been saying that since 1908. (Which would make them 107 and at that age, you can say anything you want.) If the Cubs get to the World Series, even if they beat the Dodgers to get there, I’d still have to root for them. I would only have one reservation. I know Dodger Stadium allows service dogs, I just hope they don’t ever allow service goats.

Personally, it feels like we’re living in an Al Gore movie. Meanwhile, the drought the Dodgers want so desperately to end has nothing to do with weather. As I write this, the Dodgers are 1-game all with the Mets in the Division Series with game 3 tonight in New York. Keep in mind, it’s been 26 years between appearances for the Dodgers in the World Series, the longest stretch going back to 1895 and the Brooklyn Trolley Dodgers. That puts the Dodgers at 7th in MLB on a list they’d rather not be on, most years since appearing in the World Series. (But the Chicago Cubs haven’t been in a World Series since 1945 and haven’t won one since 1908!) In that 1945 Series it seems a tavern owner was asked to leave Wrigley Field because his pet goat’s odor was bothering other fans. (No offense, but people in Chicago take goats to baseball games?) The goat owner was so offended he declared, “Them Cubs, they ain’t gonna win no more.” And they haven’t. Perhaps equally as strange, in the 1989 movie “Back to the Future 2,” a headline from a paper in 2015 read “Cubs Win World Series!” So, could “Back to the Future 2” actually have predicted the actual future? Going from “Back to the Future 2” back to the Dodgers, and the seemingly eternal question, what will it take to end their drought? Hopefully, $300,000,000 will help. That’s the Dodger payroll. LA can afford it because they get $280,000,000 each year from Time Warner for local TV rights (I know it’s a crazy world.) Actually, Time Warner is estimated to lose at least $1 billion this season. And much of the LA area still doesn’t get Dodger TV coverage! Go figure. But, even having such a colossal payroll unequaled in baseball history, doesn’t guarantee a World Series ring. If, high power forbid, they lose tonight in New York, then they’d be one game from elimination and another “wait until next year.” I’m tired of

“It’s an important cause,” Samohi athletic director Timothy Ballaret said. “A lot of people have experienced it with a loved one or someone close to them. I have seen it in the past, and I have friends who have dealt with breast cancer. It’s something that’s near and dear to me, and I know there are a lot of people out there who have the same kind of support for it. It’s a great cause. To get the awareness out there in our community, it’s important.” In meetings of the Associated Student Body, what started as an idea to organize a “pink-out” blossomed into a full week of activities to educate students about breast cancer and encourage them to get involved. The student government regularly coordinates events to raise awareness about breast cancer, activities director Bryn Boyd said, but dedicating an entire week is a new strategy. Boyd’s leadership class includes a health and community committee that works to develop programming for a variety of medical causes, including children’s cancer in September and prostate cancer in

Organizers made “Think Pink” T-shirts that students and staffers will wear to Friday’s football game against Lawndale at Santa Monica College. According to Boyd, football players will wear pink athletic tape during the game and cheerleaders plan to sport pink pompoms and pink ribbons in their hair. “I’m glad to see the athletic teams willing to support it,” Ballaret said. “They can help elevate it in that way. ... For us, it’s making sure that we know about it in our community. It’s always good to have it here in your own backyard and have the community raise awareness about it.” Organizers had not established a fundraising goal as of last week, but proceeds from ribbon sales will be donated to support breast cancer research and treatment. “They’ve already thought of ways to make it better for next year,” Boyd said of the weeklong campaign. “I’m hoping this becomes a format that we can build on.”

Documentary on Samohi teacher to play in Beverly Hills

The SMMUSD Board of Education approved the hiring of Massetti Consulting, LLC, as the new bond program manager consulting firm at its July 15 regular meeting. The contract became effective on Sept. 1. The district conducted an exhaustive search and interview process for this position in the spring with support from Heery International, an international professional services firm specializing in architecture, engineering and construction management. SMMUSD received more than 30 proposals for this position. The bond manager contract is through Aug. 31, 2018 with two one-year optional extensions. The contract, paid from ES bond funds, is for $420,000 for the first year, with the subsequent years to be determined. Steven Massetti brings more than 17 years of professional experience in civil engineering, construction and program and project management, construction claims resolution and construction project litigation and claims mitigation to his new role at SMMUSD. Massetti has extensive experience managing public works facilities construction and improvement programs, including most recently serving as program manager for the San Bernardino City Unified School District, Facilities Capital Improvement Program since 2012. He served as program manager, Measure V Bond Construction Program, Santa Barbara City College, from 20092012; program manager, Measure A Bond Construction Program, Rio Hondo College, in Whittier, from 2007-2009 and has held several other positions in the legal and the construction management industries. Massetti is a member of the Construction Management Association of America, American Society of Civil Engineers and the United States Green Building Council. Additionally, Massetti has presented, guest lectured and authored articles on construction topics and sustainable building issues. “I’m very excited to join the SMMUSD team,” Massetti said. “I look forward to working with the board, district staff, and the community to complete these important projects over the next several years.” Massetti earned a Bachelor of Science in civil engineering from Loyola Marymount University, a Juris Doctorate from Loyola Law School and is working on a Master of Science degree in civil engineering / construction at USC. He is a civil engineer, an LEED accredited professional and formerly worked as a licensed attorney in California. “Steve brings a wealth of knowledge and experience to our district team as we move forward with finalizing Measure BB projects, and planning and initiating Measure ES projects,” Superintendent Sandra Lyon said. “We are grateful to the Santa Monica and Malibu communities for approving these two bond measures benefitting all of our students, staff and the communities we serve.”

“Big Voice” the new musical feature documentary that follows a year in the life of a demanding high school choir teacher who pushes his students to become “one big voice,” will make it’s hometown festival debut at the 11th Annual LA Femme International Film Festival on Saturday, Oct. 17 at 10 a.m. at the Laemmle Music Hall Theater in Beverly Hills. The official world premiere will be the following day at the Heartland Film Festival. “Big Voice,” directed by award-winning filmmaker Varda Bar-Kar, chronicles a year in the life of Santa Monica High School choir director, Jeffe Huls, as he strives to create his dream ensemble. Following a series of competitive auditions, Huls assembles what seems to be the most ideal combination of voices he’s ever had but he soon discovers that these 32 talented teenagers are also the most unwieldy group he has ever taught. Huls must convince his students to set aside their egos, conflicting styles, and teenage angst to achieve the artistry he knows they are capable of. When Varda Bar-Kar first attended Samohi’s Winter Concert she was moved to tears by the beauty of the choir’s voice. “I wanted to find out how Mr. Huls did it. And I realized that ‘Big Voice’could be an opportunity to tell the story of a dedicated teacher who makes a profound difference in his students’ lives and to reveal how valuable arts education can be,” said BarKar. Concrete’s effects on the environment Dear Earthtalk: I’ve heard that making and installing concrete takes a big toll on the environment. What’s being done to clean up this industry?

produced around the world annually account for an estimated five to 10 percent of global carbon dioxide (CO2) emissions. Concrete is one of the most widely used materials in the world, and the energy-intensive process to create it is the third largest source of planet warming CO2. According to a 2012 study from Scotland’s University of Aberdeen, making a ton of concrete releases about a ton of CO2 into the atmosphere. While the concrete industry has actually reduced its carbon emissions by a third over the last few decades, it still has a long way to go before becoming part of the solution to our collective climate woes. Part of the reason concrete is so energyand CO2-intensive to make is that it requires heating the mineral feedstock, alite, to 1,500 degrees Celsius in order to make it malleable. Researchers are working to develop mixtures using alternatives to alite that do not require such high temperatures during processing. The leading contender, belite, has a much lower temperature threshold while maintaining similar strength. But belite takes months to set completely, while alite sets in just a few hours. Concrete makers continue to tinker with the mix as well as with other chemicals and additives in search of greener alternatives to alite. Dust pollution generated by concrete’s manufacture and disposal is another big concern. Quarrying entire mountainsides worth of rock for the aggregate that makes up the majority of concrete’s material sends massive amounts of rock dust into the atmosphere. The back end of concrete’s lifecycle is similar as demolition of buildings emits large amounts of concrete dust into the air. New technologies that trap and reduce dust emissions are making inroads,

According to the U.S. Environmental Protection Agency (EPA), some are using waste ash products from other industries to create an entirely new, greener concrete mix. Others are focusing on collecting concrete chunks from demolition sites and crushing them to re-use in new construction projects. Such efforts require less energy and less water and as a result can reduce the carbon footprint of manufacturing concrete significantly. Of course, all that finished concrete around us not only inhibits biodiversitywildlife doesn’t find paved-over areas particularly hospitable-it also leads to pollution, erosion and flooding as torrents of run-off can’t naturally percolate through soils as they make their way downstream. So-called permeable concrete seeks to address this issue by absorbing much more water than traditional concrete, slowing down and significantly reducing urban run-off. Yet another concern is that concrete absorbs much more heat than does soil, so cities are often significantly warmer than rural areas, exacerbating the greenhouse effect. One solution to this so-called “urban heat island effect” may be lighter-colored concrete, which has been shown to reflect up to 50 percent more light than its more traditional darker counterparts. While there is much innovation afoot within the concrete industry, the vast majority of concrete produced still isn’t particularly green. Until some of these forward-thinking techniques and technologies become more mainstream, the pavement beneath our feet will continue to be a thorn in the side of those working to fight climate change and clean up our environment. ON OCTOBER 2, AT APPROXIMATELY 11:10 P.M. An officer was dispatched to the 600 block of Pico Boulevard in regards to a battery. Upon arriving, the officer was met by the victim and she stated that for the past year she and the subject, later identified as Marcie Monroe, 50 of Santa Monica, have had an ongoing dispute. Monroe and the victim both live in the same apartment complex, and on this particular day Monroe was inside of the laundry room when the victim attempted to enter the room. The door was locked and when the victim asked Monroe to unlock the door, she refused. After multiple requests were made, an argument ensued. After the argument, Monroe walked up to her apartment and stood in the doorway as the victim walked towards her screaming and yelling. In what Monroe described as self-defense, she sprayed dog repellent in the victim’s eyes. When the officer contacted the victim, he noticed that the left side of her face was red and swollen and she complained of pain to her eyes and face. Monroe was arrested for assault with a dangerous weapon. Bail was set at $50,000.

■ The bold, shameless leering of David Zaitzeff is legendary around Seattle’s parks, and more so since he filed a civil complaint against the city in September challenging its antivoyeurism law for placing a “chilling effect” on his photography of immodestly dressed women in public. Though he has never been charged with a crime, he roams freely (and apparently joyously) around shortskirted and swimsuit-clad “gals” while himself often wearing only a thong and bearing a “Free Hugs and Kisses” sign. Some things take a lot of chutzpah. Things like revealing on national television you were raped as a child. Which is exactly what 20-year-old actress Zoe Bleu Sidel (The Bling Ring) did last Sunday at the Rape Foundation’s annual brunch in Beverly Hills.

Sidel was at the brunch with her mother, actress Rosanna Arquette, when she dropped the highly personal news during an interview with “Access Hollywood”. Even though she was raped between the ages of 11 and 13, Sidel didn’t tell her mom until two years ago. Sidel said during the interview she felt she hadn’t been very vocal about it, which was not a good thing.
