The Santa Monica Daily Press will host its annual candidate forum, Squirm Night, tonight, Oct. 13 at the Broad Stage in partnership with Procon.org and Santa Monica College. Today’s event is the seventh event hosted by the paper and it’s come along way since the first debate. The first Squirm Night was held in 2002.
Abby Arnold and Matt Dinolfo were challenging incumbents Pam O’Connor, Kevin McKeown and Bob Holbrook. The newspaper had always held candidate interviews for the purposes of picking potential endorsements and in covering many of the forums up to that point, we realized the kinds of questions we wanted answered were not
being asked in a public venue. As a newspaper dedicated to providing the public with information, we thought it would be beneficial to open up our discussions to the public and the idea of Squirm Night was born. Squirm Night 1.0 was held in a bar on SEE SQUIRM PAGE 13

School Board facing several Malibu issues The Santa Monica-Malibu Unified School District, overseen by the Board of Education, facilitates the education of more than 11,000 students from the 2 cities. There are 17 schools within the district — 5 in Malibu and 12 in Santa Monica, including 3 high schools: one for Malibu students, one for Santa Monica students as well as Olympic High School, a continuing education school. There are 11,274 students in the district this year and enrollment totals have fallen slowly but steadily since the early 2000s. Enrollment is expected to rise next year. Santa Monica High School, at 3,000 students, has the largest enrollment in the district. As of the last Census, the district covers nearly 109,000 residents in Santa Monica and Malibu. It also allows students from outside of the district to attend schools through waivers. The district’s graduation rate was
96.5 percent last year, 13 percent higher than the state average and 16 percent higher than the national average. The district controls a budget of about $94 million annually. It also receives cash through local bonds approved by voters through measures like ES and BB. It’s been six years since a Malibu resident has served as one of the district’s seven board members and Malibu continues to be a focus area for the District. A growing number of Malibu residents want to split the district. Whoever sits on the board is going to have to address continued questions about a potential split, whether it should be done and if so, how and under what kind of timetable? Malibu is also home to a group of parents that question the safety of their local schools. Testing results by the EPA and the school's response based on those results, are disputed by
some parents who want to see more resources put towards the issue. Superintendent Sandra Lyon took over the district’s top job in May of 2011, in the midst of a statewide budget crisis that resulted — at the time — in a 20 percent funding decrease from the state. Now the district is adapting to a new statewide funding formula, which provides extra cash for students from low-income backgrounds and students for whom English is not their first language. The District has also implemented a new centralized fund raising model that funnels charitable contributions into the District's non-profit education fund. The system is newly established and is still a subject of discussion, especially in Malibu where parents want to do more to contribute directly to their schools. Like all districts, SMMUSD is adapt-
ing to the Common Core requirements that are radically changing the way students are evaluated and therefore the way teachers prepare students. With the passage of several bonds, the district has been able to undertake several construction projects at multiple locations and oversight of that money is a direct responsibility of the Board. While some residents might not consider themselves connected to the schools, everyone is paying taxes towards those bonds and everyone should care how the money is spent. The SMMUSD board has a full plate between the ongoing funding issues, constant evaluation of curriculum, managing Malibu’s concerns, while maintaining quality education for all students. Voters will get to choose three members this November and they need to select dedicated, intelligent and creative thinkers who can balance the competing priorities.

College brings culture and education to the city Santa Monica College is a twoyear community college founded in 1929. Back then, it only had 153 students, according to the college’s website, but today there about 34,000 students enrolled. About 3,300 of the students are from other countries, according to SMC’s website, hailing from more than 100 countries. The public college offers classes in more than 80 fields of study, sports programs, vocational training, arts, music, and much more. It is the #1 community college in the nation for transferring students to four year colleges. Its 38-acre main campus is located on Pico Blvd from 16th St to 19th St, Pico Blvd to Pearl St. Other satellite campuses include the Emeritus College at 2nd and Santa Monica
Blvd, the Broad Stage and The Edye Performing Arts Center at 11th and Santa Monica, Airport Arts Campus and Bundy Campus by the Santa Monica Airport, the SMC Academy on Stewart St, and an Administration building at Pico Blvd and 27th St. The College also offers a significant amount of online courses in nearly every class category. The Emeritus College, founded in 1974, offers classes free or at very low cost, primarily to seniors. The popular public radio station KCRW broadcasts from the main campus and was co-founded by the college. Last year, a shooting spree started in the Pico Neighborhood and ended with a shootout in the college library, made national headlines. John Zawahri, 23, killed five people

Dr. Chui Tsang took over the position of president and superintendent in February of 2006. SMC is governed by a seven member Board of Trustees, elected by the voters of Santa Monica. performing arts to Santa Monica, providing three state-of-the-art stages open to the public. The college has a massive impact on the local economy and its facilities provide year-round benefits for local residents. The people overseeing the college administer a huge budget, sit at the top of a good sized bureaucracy and are managers of some of the largest pieces of publicly accessible property in the City. It’s an organization funded at least in part by a district wide tax paid by residents in Santa Monica and Malibu. The decisions about how many students to bring in, how to bring them in, what they should learn and where they should learn it have significant repercussions on all residents, regardless of their personal connection to the school.

CITY COUNCIL
The one and only issue The 2014 City Council election is one of the most interesting in municipal history. There are thirteen people vying for three seats and for the first time in thirty years, the race isn’t being decided solely on the back of one endorsement. For most of its history, Santa Monicans for Renters Rights has run the table in local elections. Their endorsement has been seen as a golden ticket straight to election, but this year has been different. For the first time, the organization’s membership failed to agree on any candidates for endorsement. SMRR’s leadership committee eventually chose to back three candidates but the lack of a membership mandate emboldened those who might have withdrawn had they lost at the convention. Not only have more candidates stayed in the race, they’ve carved out new alliances, fracturing the progressive alliance that was so dominant for so many years. We now have slates endorsed by various special interest groups from labor to slow growth. There’s certainly some overlap in those lists, but there's also vast diversity. Several candidates have a path to victory that doesn’t go through SMRR and that’s going to be exciting to watch. As for the issues, it’s really one issue. Development. Every other topic, whether it’s the airport, traffic, drought, homelessness, education, jobs or public safety, it's all being discussed as a subset of development. Even affordable housing, once so important to the people of Santa Monica that they enshrined the creation of affordable housing into the City’s Charter, has become a divisive topic due to development. Exactly what development, if any, should be allowed is one of the most nuanced and important positions held by these candidates and it will shape the future of the city. From new hotels along Ocean to office space downtown to a park at the airport, every issue of discussion this year centers on something being built (or preventing something from being built). For proof, consider two issues that shouldn’t necessarily be development
focused, SMO and the drought. The original anti-airport advocates want the airport shut down due to quality of life issues. They claim it’s noisy, dirty, unsafe and a detriment to the neighborhood. Supporters claim it’s a regional economic engine that is vital in case of an emergency. However, the debate has rapidly refocused on development with arguments less and less about what is there now and focusing on what will be there in the future. Pro-airport supporters are claiming it will be developed into a massive home/office/retail center if it is closed. Anti-airporters say it can be turned into a park to preserve open space. Whether the City actually has the legal authority to close it isn’t actually being discussed, it’s the threat of construction that is driving the debate. The drought is a massive, regional and national problem. Rain levels are at such epic lows that entire reservoirs are running dry. But in Santa Monica, the discussion isn’t about lawns, pools or car washes, it’s about how much water new buildings may need. The only discussion of the issue is as an argument against new building because development is the issue of the year. Whoever sits on the council for the next few years is going to have to decide the future of the City’s skyline downtown, where new construction is even possible and if development is curtailed, how to fund the vast array of services that have come to depend on the revenues development provides. Lost in this shuffle is perhaps the single most important decision a city council can make. Hiring a new City Manager. Current Manager Rod Gould has announced his retirement but very little has been said about the kind of person who will succeed him. Whoever is elected to the council will be part of that decision and it’s the City Manager that does more to set the tone of the City than any other single individual. Whoever wins will be overseeing the City during one of its most interesting eras and it’s a decision that voters should consider carefully before making a choice. She said her time on the Board has included strengthening and expanding Career Technical Education for students who want vocational education. Jaffe said she wants to do more to help all students achieve post-secondary goals. She would like to increase connections with area high schools, overhaul placement processes and strengthen “non-cognitive” skills. “I am a SMC Trustee, neighbor, former and occasional student, huge admirer, big believer in SMC’s mission, and therefore big supporter,” she said. “The role of the Board is to make policy decisions, be held responsible for the academic and fiscal integrity of the college; and hire/fire/evaluate the Superintendent/President. This is on behalf of the district’s voters, to actualize the mission of the college - serving students and community.” DENNIS FRISCH

ing access to higher education and lifelong learning for all residents, regardless of income or background. He said the college has improperly focused on the number of students and the fees they pay rather than the quality of the education students receive. Frisch said he wants to make SMC a better neighbor to the City and neighboring cities while tightening oversight of proposed campus growth. He said SMC needs to do more to increase vocational education following a reduction in some services more than 10 years ago. “I was a Professor of History at SMC for 28 years, and retired in June,” he said. “The Board should be committed to the principle that higher education & lifelong learning is to be made available to every person who can benefit. They have a primary responsibility to be responsive to the interests and needs of the community, as well as overseeing College budgets and operations.” NANCY GREENSTEIN
Nancy Greenstein is Director of Police Community Services at UCLA. She is a homeowner in the Sunset Park neighborhood with a doctorate in Education. Greenstein is an incumbent who said she has worked on projects including construction of SMC’s first LEED certified building, SEE COLLEGE PAGE 7

Greenstein said she has supported the Malibu Center as part of the Malibu Santa Monica Joint Powers Authority to ensure Malibu residents have a facility to serve its community. She said her priorities would include increased collaboration with partners like SMMUSD, the city and others, continuing the college’s reputation for quality and advocating for increased state funding. “More state financial support for students would be nice,” she said. “Realistically, I think about the areas where we need to enhance or evolve or improve. I am interested in what others think. I think about what I can do to help the process and what others might do. Being an effective leader (and I count myself as one) and being a trustee on a seven member board requires understanding that one’s opinion (even a good one) alone has not authority.”

BARRY SNELL
Maria Loya, 43, Non-profit consultant. Loya is a homeowner in the Pico neighborhood with a B.A. in economics. Loya said the failed two-tier tuition proposal was an example of corporatization of education at SMC and said the school should do more to prioritize enrollment from local schools. She said the college should expand access for seniors and work with SMMUSD to give preferential enrollment or priority registration to local students. She said her work in the community has included volunteer positions with the Pico Neighborhood Association, Santa Monicans for Renters Rights and Residocracy. Loya said the college has done a poor job in connecting students to the local job market and said the Board should prioritize job and career opportunities for residents. “I don’t believe that SMC has done enough to prepare students for the current job market,” she said.“Santa Monica is known as Silicon Beach yet our students aren’t being considered or hired at the high-tech companies that are setting up shop in our City. SMC can play a leadership role in developing a partnership with SMMUSD, the City of Santa Monica and the High-Tech industry to create a path to employment for our residents.
Andrew Walzer, 54, community college professor. Walzer is a homeowner in the Mid City neighborhood with a doctorate degree. Walzer is seeking his third term on the board and is a former SMC instructor. He said SMC has the highest local participation rate of any community college district in the state, meaning SMC draws more “local” students than any other community college. He said the Board is ultimately responsible to the students and that the Board should work towards providing resources for those students who most need them. He said building stronger connections with feeder schools, including at the middle school level, would help students prepare for the rigors of higher education. Walzer said he has the experience to continue SMC’s successful trajectory “I would like to see us continue to focus on getting our basic skills students through the basic skills sequence more quickly and more successfully,” he said. “Many student place 3 or 4 levels below college level in Math and English, and drop out because it takes so long to graduate. We need more accelerated courses and we need to combine courses so that students can more through more quickly.”
Barry Snell, 59, Certified Public Accountant. Snell is a renter in the Pico neighborhood with a master’s in Taxation. Snell is an incumbent and the only candidate with children currently attending SMC. He said he brings a diverse and practical skill set to the board that capitalizes on his experience as a former member of the SMMUSD Board and a local business owner. He said his priorities include continued support for the Emeritus College, ensuring fiscal stability, maintaining partnerships with local cities and schools, ensuring access for students and responding to the concerns of residents. Snell said the school offers a wide range of classes to prepare students for the work world, including flexible CTE programs. He said exploring 4-year degrees is worthwhile as it could provide students with a lowercost option for some programs. “Santa Monica College offers an excellent quality education,” he said. “SMC is #1 in transfers to UC for 25 years. It has the best students to counselor ratio in the state. The faculty is comprised with professors that have many years of experience. It is the only community college in the state that has an Emeritus College to serve its older adults.”

her own business in 2007. Finer said SMMUSD needs to be better at listening to the concerns of Malibu parents and addressing their needs but she said the communities benefit from a joint school district. She said students benefit from alternative forms of discipline and that zero tolerance is not always the right approach. She said technology is an important tool for modern education. “We are and have been for the past few years transitioning from the Industrial Era where you learned about plows and wheels to the Technology Era where we now are looking at ways to use technology to run the plows and wheels more efficiently,” she said. “We have to equip our students with the technology they need to not only do well in school and climb their own academic ladder, but to be able to have life skills to function in the 21st Century.” CRAIG FOSTER
Craig Foster, 56, teacher. Foster is a homeowner in Malibu with a master’s degree in elementary education. Foster has made separation of Malibu and Santa Monica a foundation of his campaign. He said splitting the district would be fiscally beneficial for both cities and would allow parents in each district to exercise more local control over their schools. Foster said that his overriding philosophy in handling the diverse issues facing schools is to focus on giving all children in the district the best possible education. He said the Board can accomplish that goal through setting clear strategies for staff to execute. He said the dis-

He said schools need to move beyond the strategies implemented in the past and teach to the whole child. “Each independent community has its own potentially very different sets of wants, needs and challenges,” he said. “SMMUSD is the last geographically unconnected school district in California. Those different wants, needs, and challenges are made even harder to jointly resolve here because of the huge difference in the populations of the two cities. Santa Monica has 84 % of the voters and therefore dominates the politics of the district” RICHARD TAHVILDARAN-JESSWEIN
Richard Tahvildaran-Jesswein, 45, College Professor. Tahvildaran-Jesswein is a renter in the North of Montana neighborhood with a Ph.D. in Political Science. He said the district should move forward with analysis of separating Malibu from Santa Monica. He said there are questions regarding legal, fiscal and viability that must be answered before any final decision can be made. He said one of his top priorities would be a review of discipline options in the District. He said a zero tolerance approach is the best solution to some kinds of issues, such as drugs, alcohol or violence, but that other options should be available when appropriate. He currently teaches political science at Santa Monica College and has served as a volunteer in several capacities including with the PTA and AYSO soccer. “With the tremendous reduction in state funding over the years, we have all had to work harder to ensure and protect academic SEE SCHOOL PAGE 9

Laurie Lieberman, 61, Lawyer. Lieberman is a homeowner in the North of Montana neighborhood with a J.D. Lieberman was first elected to the school board in 2010 and said her priorities for a second term would include improving instruction while balancing the budget, increasing community partnerships, responsible oversight of bond spending for technology, stronger intervention programs, promoting development for teachers, evaluation of preschool programs and addressing concerns of parents. She said the district should explore the issues surrounding potential separation of Malibu and Santa Monica but in the meantime, all parents should work together for the betterment of the district. She said she supports Common Core and that more teacher training will be necessary to successfully implement its standards. “As the parent of two recent SMMUSD grads, I think our schools are competitive with the area’s private schools,” she said. “Malibu High and Samohi, with their many excellent teachers, send students to the best colleges in the country, offering advanced placement classes, outstanding music and arts, and high level athletics that private schools cannot match. area with a master’s degree in Architecture. Mechur is an incumbent who has been part of the school board since 2007. He said his priorities for a third term would include equal access for all students, budget stability, technology integration, researching separating Malibu from Santa Monica and expanding STEM programs. He said he understands the frustrations of Malibu parents and said the district has to research several topics before making a determination about separation. Mechur said the district has increased its outreach to parents, including the upcoming hire of a dedicated Public Relations position. He said Common Core will have benefits to students. “Common Core focuses on deeper understanding of important standards and less on rote memorization of facts and formulas,” he said. “Students need to develop critical thinking skills in order to learn increasingly complex subject matter as they move from primary school to middle school and high school. Students need to be able to understand and to be able to express how problems are solved. Skills learned in Common Core subjects can be used in other areas as well.”
DHUN MAY
Dhun May is a teacher that declined to state her age on her questionnaire. She is a homeowner in the Ocean Park neighborhood with a master’s degree in Mathematics. May has outlined priorities for her campaign that include limiting children’s exposure to the signals from wireless devices, promoting nutrition in the classroom and applying new standards to food safety, introducing a moment of silence to all schools and increasing critical thinking skills in students. She said some of the recent construction within the district has failed to meet community standards and going forward, priority should be given to environmental considerations and the safety of workers. She said there should be more use of recycled material and recycling should be incorporated into lesson plans for students. “Another way that the district can remain competitive is by making a conscious push for positive influences that re-enforce the ambition, courage and compassion within a child,” she said. “Conversely, the district can discourage children’s consumption of negative, inappropriate or violent material - in the media or elsewhere. More character building books could be made available in elementary school classrooms and school libraries -including books in which boys are portrayed as heroes.” RALPH MECHUR
Ralph Mechur, 66, architect. Mechur is homeowner in the Northeast Neighbors

reach efforts. He said his time on the Board has been marked by a commitment to equity and a commitment to stand with students/parents to ensure government is responsive to their needs. “Since I was elected in 2002, SMMUSD has implemented a vision of equity in the way we support our schools,” he said. “This levels the playing field and ensures that all schools provide an excellent academic experience. All of my life I would hear that the schools on the Southside got the short end of the stick. I am proud to have used my time on the school board to change that paradigm so that no matter where our students live, they will have equal access and opportunity to attain an excellent public education.”
Does the District do enough to keep parents informed about important issues?
Are schools in Malibu safe? If not, what should be done to improve the situation. If so, what should the district do to communicate that message to parents? Is the district in financial jeopardy due to the situation in Malibu? Does SMMUSD have the correct plan for funding schools? Is centralized funding working? Should the program be revised? COUNCIL FROM PAGE 1 said he was inspired to run for office by his family history of service including a brother who was killed in Afghanistan and both parents working as teachers. He said his work as a nonprofit consultant involves long term planning and budgeting on behalf of his clients. His personal service work includes volunteering as a CERT member for his community and he has worked as a mentor for at risk youth. “As the only candidate under 40, I would serve the council with a long- term perspective on setting the city’s direction, approving programs, enacting ordinances, and reviewing the city’s budget,” he said. “I believe that Santa Monica has a reputation for being an incubator for innovation and if we want to continue to be ahead of the curve, we need greater diversity of thought on the dais.” PHIL BROCK

Gruber joined Santa Monican’s For Renters Rights almost 30 years ago and was part of the organization that negotiated the current partnership between local schools and the City. He said he has worked alongside local unions for the benefit of workers and has been endorsed by UNITE HERE. He plans to spend a new torn on the council representing a forward-thinking agenda that will benefit current and future residents. “My longtime involvement with the community has also given me a realistic understanding of how government works and how policy is made,” he said. “I am thoughtful and open-minded. Because of my work as a transactional attorney I’ve learned to bring opposing parties together to make mutually beneficial solutions. That experience will allow me to facilitate more collaborative decision-making on the dais.”
“I believe that Santa Monica is at a critical juncture,” she said.“The issue to me is: will we continue to be a real residential community with superb schools, services, and neighborhoods, or will we become the playground of the 1%? I am running for City Council because I believe the destiny of our community will be determined in the next 4 years, through decisions on pending developments, our choice of a City Manager who reflects our values and through decisions that prioritize residents and the fabric of our community.”
MICHAEL FEINSTEIN
Michael Feinstein, 55, writer/author. Feinstein is a renter in Ocean Park with a Bachelor of Arts in Philosophy from Carleton College. Feinstein is a 30 year resident of Santa Monica and former two-term Councilman. He said his record, including time as Mayor shows he positive, creative, solution-oriented, and high achieving. He said his legacy includes creating Tongva Park, the Annenberg Beach House, and the Virginia Ave. Park youth center. He attributed his past success to being able to work with different groups to achieve a common goal. Feinstein said an additional term on the council would allow him to pursue additional park and open space in Santa Monica including converting the airport to a park and creating parkland over parts of the I-10 freeway. “We also live in an area of extraordinary nature beauty and many advantages that we need to cherish and protect,” he said. “My goal is to meet changing needs of changing times without further losing our beach town character, and to address imbalances from poor past planning, to promote community and enhances our quality of life. Himmelrich is a 22 year resident of Santa Monica and current member of the Planning Commission. She said the council should take a stand against excessive development while supporting renters’ rights, public schools, municipal parks and public safety. Himmelrich said she voted against the Hines development and the Bergamot Area Plan due to the city’s existing traffic problems. She said she is a creative problem solver with a diverse background and a willingness to listen to all points of view.

Kennedy is currently a member of the Planning Commission and was previously elected to the Rent Control Board where she said she helped protect tenants and preserve rent control. As part of the Planning Commission, Kennedy said she has held developers to their agreements, worked to improve traffic circulation/safety, battled overdevelopment and demanded public amenities from applicants. Kennedy describes herself as a proud Franklin Elementary parent who has served as the preschool PTA president where she promoted educational opportunities for all students. She said she is running for council after 15 years of public advocacy to defend residential neighborhoods, stop oversized development, protect the environment and preserve the diversity of the community. “I am running for City Council because I want to control growth, to ensure that development is equitable, sustainable, and enhances our public realm, and to defend residential neighborhoods from the adverse impacts of nearby business areas. She said she has extensive experience working on environmental and transportation issues, as evidenced by her endorsements and associations from several local entities. She said if reelected, she will continue to work on mobility solutions to relieve traffic such as leveraging new resources to promote bike-share programs and revising shuttle/bus services to provide on-demand service. She said government documents such as the recently approved LUCE show her commitment to neighborhood conservation, historic preservation and sustainability. “I will continue to work to ensure that the City continues to be fiscally sound (diverse revenue sources, AAA bond rating, conservative budgeting practices) so that the high level of services our residents expect are maintained,” she said. “Also to pursue ways to provide affordable housing for our young people as well as our growing senior population and people with disabilities.”

McKeown is a 16-year veteran of the City Council having won his first election in 1998. He said he is running for his 5th consecutive term on a consistent record of responsiveness to residents and ongoing dedication to protect renters. He said he will continue to preserve the quality of life for residents through opposition to overdevelopment. He cites a history of working with multiple neighborhood groups on specific projects as evidence of his citywide opposition to traffic and oversaturated commercial development. He said his history shows a clear support for truly affordable housing, fair wages, greenspace and public education. . “Our hometown is in the crosshairs of overdevelopment,” he said. “I’ve proven that I know how, and when, to say “no” to bad projects. I opposed the mass eviction of almost fifty rent-controlled households at 301 Ocean. I voted against the shameful eviction of vulnerable seniors at Village Trailer Park. Richard McKinnon, 57, Business owner. McKinnon is a renter in the Wilmont neighborhood with a Bachelors degree. McKinnon is currently a member of the Planning Commission where he said he has built a record of representing the interests and ambitions of the entire Santa Monica community. He said he is running to control development, put the needs of residents first and continue his work turning the city a deep green through advocating for sustainable solutions. McKinnon is an avid bike rider with a commitment to increasing pedestrian and bicycle safety throughout the city. He said the gold rush mentality of development has been detrimental to the city as has the increasing traffic problems and continued income inequality. “The City is rapidly becoming a City where many are wealthy and economically strong, and many have rent control to sustain them, but there are few, and very few ordinary middle class people in between. This is unacceptable. It’s also unacceptable that thousands live in poverty amidst a City that

QUESTIONNAIRE FROM PAGE 10 What is your definition of overdevelopment and what is your plan to prevent it?
What should City Hall’s role be when it comes to the creation of affordable housing? Is Measure FS fair to all residents? Do you think the City has the legal authority to close the Santa Monica Airport? Is it a wise use of municipal funds to continue with litigation over the airport given the City’s history of losing? If the airport closes, what should be done with the property? If the City can’t close the airport, what steps should the city take? Community benefits as part of development agreements: what is your definition of a benefit? When should the City Council demand benefits and to what degree? And should some be part of a checklist that developers can choose from, or should the council always have complete control in negotiations with developers? Who is to blame for the Hines fiasco and what can be done to prevent a repeat of the issue? What should happen at the Hines site now?
What are your guiding principals for evaluating development in Santa Monica? Where should the City look for future revenue sources to support the level of service that residents are accustomed too? What are the top skills, abilities and personality traits you will look for in a new city manager? Do you trust the current city staff to provide council with information that is transparent, accurate and represents the people? Santa Monicans for Renters Rights had different goals, priorities and membership from the City’s newest political party, Residocracy. Which of these groups has the best vision for the future of Santa Monica? Business in Santa Monica have to navigate a complicated legislative environment that can include development agreements, multiple permit processes and stops at several commissions. Is the City a welcoming place for new businesses and does the city have the right attitude towards businesses?

COUNCIL FROM PAGE 11 council members, I will be in my office available to the public.” TERENCE LATER
Terence Later is a renter and small business owner that has lived in several neighborhoods. He is a life-long Santa Monica resident who attended Will Rogers, John Adams, Lincoln, Olympic, SAMOHI, and SMC. Later said his campaign is about representing the residents of Santa Monica while working to demand transparency and accountability from the government. He said his most important priority as a member of the City Council would be to support and improve schools. Later said the Santa
SQUIRM FROM PAGE 1 Wilshire. Not a conference room or meeting hall with a side bar, but a full-on 21 and over alcohol serving establishment. The idea of the “public house” is fundamental to western democracy and bars/taverns/pubs/lodges were often the default community centers hosting all kinds of events. That first debate was a hit with the community due in no small part to the hosted bar. Turns out, people like it when you buy them drinks. Squirm Night #2 was also held at a bar with an open tab and two lessons emerged. First the community wanted the kind of debate we were providing. The place was packed, conversations flowed, the people got answers and voters appreciated the chance to see candidates face tough questions in a neutral setting. Second, providing free booze is crazy expensive for a small business. In processing those lessons, we came to the conclusion that Squirm Night had to grow up. We needed more space, better parking, more organization and that’s how we came to the YMCA in 2008. Despite the change in venue type, Squirm Night #3 continued to draw a crowd and that crowd continued to grow when we moved to the Ken Edward’s Center in 2008 and then to the MKL Auditorium at the Main Library in 2010. The feedback continued to reinforce the same lessons. voters want to hear more than canned answers from candidates, voters have limited time to spend and there are always more questions for and interest in the candidates that have a better chance to win. That realization resulted in perhaps the most controversial evolution of Squirm Night, qualifications. Beginning in 2012 candidates had to meet three benchmarks to participate in the forum. Our rules are simple, raise $1,000, answer our questions on time and if you’re a perennial candidate you must have won at least 5 percent of the vote in your last attempt. For fundraising, no-one has won a city council seat in the modern era with less than $40,000. That minimum was set by an incumbent with a decade of experience, vibrant constituency and huge name recognition. Most challengers spend easily double that to win a seat we thought $1,000 was a very low benchmark for a serious candidate. It’s also a figure that is easy to verify because any candidate that has raised at least $1,000 is required to file paperwork with regulators. Sending candidates a list of basic questions is pretty standard practice when hosting a debate. The questions help form a baseline of their positions and give us a foundation to work from when asking more detailed questions during the forum. The questions are also a way to allow candidates who may not meet the requirements for stage time to still reach voters. We publish the responses to those questions from every

Monica Airport is a excellent resource in case of a disaster and provides miles of restricted airspace that thwarts potential development. He said he would work to regulate the air-industry at large rather than micromanage operations at the airport. Later said any potential development should be required to propose parking solutions. “The streets are congested with drivers pressed and aggravated by the density of gridlock, cyclists weave between the road and sidewalk into the paths of pedestrians and oncoming traffic, and overall the situation is very unsafe,” he said. “I don’t believe that we need more 5,000 dollar solar powered stop signs, but instead the sanity in our streets that only low density and limited development can provide.”
candidate that submits them by deadline. Lastly we required that perennial candidates receive 5 percent of the vote during their most recent run. For reference, it takes between 12,000 and 20,000 votes to win a seat on the council. Depending on voter turnout, successful candidates have won seats with between 11 and 23 percent of the vote. Several candidates have lost elections before going on to eventually win a seat, but in looking at the numbers, those eventual winners polled above the 5 percent threshold. With those rules in place, Squirm Night 2012 was a huge success, attracting an overflow crowd to the library. That brings us to this year, Squirm Night 2014 at the Broad Stage. It’s clear that many voters want the kind of forum we provide and we genuinely want to meet the needs of as many residents as we can. Expanding to the Broad Stage allows for a larger crowd, better seating, better sound, easier parking and will create a better experience. Also new this year is our partnership with Procon.org. The company has created a simple, interactive survey that matches voters with candidates. Each candidate was asked to submit a series of “yes, no or maybe” answers about frequently asked topics. Voters can take the same survey and see who most closely matches their views. The survey also continues our goal of providing substantive debate on stage. Hopefully, we won’t have to spend valuable time establishing those “yes or no” answers to each candidate and instead, we can delve into more meaningful questions about specific elements of the issues. Our desire to provide substance is also part of the reason you’re holding this special issue of The Daily Press. This issue includes information about the candidates, their endorsements, fundraising totals and voter information about polling places/precincts. We hope this will be of use to voters come November. This issue also contains the questions we asked candidates but it doesn’t have their verbatim answers. That may seem to be in conflict with our stated desire to provide complete information, but it’s just the opposite. We didn’t impose a word limit on the candidate answers (although we might next time) and many of the responses are too long to fit into a single issue. However, we want you to see those answers in their entirety so we will be printing two sets of answers per day, every day through the end of the month. If you’re reading this as part of your daily ritual, thanks for reading the paper, and please consider this an invitation to attend Squirm Night tonight. School Board will begin at 6 p.m., College Board at 7 p.m. and Council at 8 p.m. We’d love to have you there. If you’re reading this in the Auditorium, thanks for coming and feel free to submit questions through our question table. We will gather the cards and incorporate as many of them as we can into the forum.

This year you could manifest a dream. Be sure that what you go for is what you really want; otherwise, you might have a problem. Review your goals every few months to make sure they are valid. If you are single, do not commit to the first person who comes by. Think about your choices, because there will be options. If you are attached, the two of you cement your bond by incorporating more of the qualities you desire into your relationship. Acceptance of each other happens naturally. GETTING STARTED There are many strategies to solving Sudoku. One way to begin is to examine each 3x3 grid and figure out which numbers are missing. Then, based on the other numbers in the row and column of each blank cell, find which of the missing numbers will work. Eliminating numbers will eventually lead you to the answer.
SOLUTIONS TO YESTERDAY’S PUZZLE
■ (1) Ten parking spaces (of 150 to 200 square feet each) one flight below the street at the apartment building at 42 Crosby St. in New York City have been offered for sale by the developer for $1 million each -- nearly five times the median U.S. price for an entire home. (2) New York City plastic surgeon Dr. Matthew Schulman told ABC News in September of an uptick in women’s calf liposuction procedures -because of ladies’ frustration at not being able to squeeze into the latest must-have boots. (The surgery is tricky because of the lack of calf fat, and recovery time of up to 10 months means surgery now will not help the fashion plates until next fall.) ■ Habitual petty offender Todd Bontrager, 47, charged with trespassing for probing various locked doors at a church in Broward County, Florida, in August, admitted skirting the law a few times, but said it was only “to study.” “Incarceration improves your concentration abilities,” he told skeptical Judge John “Jay” Hurley, who promptly ordered him jailed to, he said, help him “further concentrate.”
TODAY IN HISTORY – A Bolivian Boeing 707 cargo jet crashes in Santa Cruz, Bolivia, killing 100 (97, mostly children, killed on the ground). – The first electron micrograph of an Ebola viral particle is obtained by Dr. F.A.
