Council to discuss Incline delay, mandatory water meters BY MATTHEW HALL Daily Press Editor
Construction plays a large role in the Nov. 10 City Council meeting with multiple items referencing a variety of projects or issues related to building in the city. Multiple Consent Calendar items touch on the construction projects small and large. Council will consider final funding for the much delayed and discussed repairs to the Chain Reaction sculpture. Installed in 1991, the work is in need of repair. In 2012 Council approved a plan that would have moved the statue, but that plan was
put on hold following community protest. Community fundraising contributed $101,290 toward repairs and City Hall then spent $75,000 to complete testing, structural evaluation, and develop a restoration plan. Staff is now asking for $275,000 to complete restoration work including a new landscape barrier. Money is also on the table for construction of the Expo Buffer Park Project. Staff is recommending a $6,312,856 contract with USS Cal Builders for building the new park adjacent to the new Expo Maintenance Facility. The project SEE COUNCIL PAGE 8

‘The Ongoing Moment’ opening reception and reading at SMC’s Emeritus College Art Gallery Emeritus College is pleased to announce “The Ongoing Moment: Literature and Art from Emeritus College,” a journal/exhibition of original writing and art created by Emeritus College students in the memoir writing class led by author Monona Wali and the watercolors studio class taught by artist Catherine Tirr. The cost is $10 per copy. Emeritus College was founded by Santa Monica College in 1975 to serve the lifelong learning interests of older adults. April Smith celebrates American Gold Star Mothers at Santa Monica Public Library As the first event in its three-month celebration of the library’s 125th Anniversary, the Santa Monica Public
Library is pleased to welcome local author April Smith for a celebration of the legacy of American Gold Star Mothers. The event takes place Thursday, Nov. 12, 2015 at 7:00 p.m. in the Main Library’s Martin Luther King, Jr. Auditorium, 601 Santa Monica Blvd. Established in 1928 and chartered by the United States Congress in 1984, the American Gold Star Mothers organization was formed to provide support for mothers who lost sons or daughters in World War I. Santa Monica’s own connection to American Gold Star Mothers was solidified on Nov. 11, 1951, when a plaque honoring them was installed at the fountain outside Santa Monica City Hall. The organization continues to exist today, honoring the soldiers we have lost and the families left behind. In 2014, Santa Monica-based author April Smith first published her novel “A Star for Mrs. Blake,” the story of a pilgrimage of Gold Star Mothers to France to visit their sons’ graves. The novel received critical and reader acclaim and is now available in paperback. Join us in 2015, as April visits the Santa Monica Public Library to discuss her book and honor America’s Gold Star Mothers and our country’s many veterans. A book sale and signing follows the author’s presentation.
This program is part of the library’s 125th Anniversary, which takes place in December 2015. To mark the occasion, the library has put together a slate of special events between November 2015 and January 2016 that honor the library’s position as a connecting point for its community bridging the past to the future, bringing neighbors and visitors together, and plugging library patrons in to the resources they need to read, connect, relax and learn. SMRR dumps Abdo SANTA MONICANS FOR RENTERS’ RIGHTS took one small step back to credi-
bility at its annual membership meeting Nov. 1. The election of members to the organization’s Steering Committee was the key action. Not only does this powerful cabal of 11 individuals set policy for the group, they also can interpose and endorse candidates for local elections when the rank and file can’t make a decision. One of SMMR’s longest lasting and most powerful figures Judy Abdo was up for reelection to the committee. But, Abdo has been on a power trip, playing fast and loose with SMRR’s rules. The crapola hit the fan during the 2014 election when Abdo participated in a competing telephone campaign aimed at voters. Last November, I wrote, “How about Judy Abdo’s recorded phone pitch to voters? She identified herself as a member of the SMRR Steering Committee and asked folks to vote for [Frank] Gruber and [Pam] O’Connor. One problem: SMRR didn’t endorse them although her intent was to imply that they did… Many say Abdo should be removed from the Steering Committee for abusing her power. Fat chance of that happening.” Guess what, folks? It happened. It took nearly a year. Attendees at this year’s confab were handed a flyer when they entered the auditorium. Signed by Councilwoman Sue Himmelrich, Mayor Kevin McKeown, Rent Control Board member Nicole Phillis, SMRR co-chair Denny Zane and Planning Commissioner/Steering Committee member Jennifer Kennedy, it read: “One Steering Committee candidate has used her position to promote City Council candidates running AGAINST our SMRR slate. “‘This is former Mayor Judy Abdo, a member of the steering committee of Santa Monicans for Renters’ Rights calling to urge you to vote for Pam O’Connor and Frank Gruber for City Council.’” The flyer continues, “SMRR steering committee members are entitled to support candidates of their choice. They are not entitled to use their SMRR position to mislead voters as to who SMRR’s candidates really are.” Leslie Lambert, a Sunset Park resident and dogmatic supporter of housing development also didn’t prevail in her shot at a committee seat. However, Unite HERE, Local 11 hotel union activist Jackie Martin did. The eleven SMRR Steering Committee members are Zane, Kennedy, Martin and Co-Chair Patricia Hoffman along with long timers Michael Tarbet, Genise Schnitman (wife of Mayor Kevin McKeown), Linda Sullivan, Bruria Finkel, Sonya Sultan and Roger Thornton. After he made a $10,000 donor to the organization in 2014, Michael Soloff (attorney and Sue Himmelrich’s husband) was added to the committee. Mayor McKeown also made a poor showing at the confab. Not only did he give a long, self-gratuitous speech or “filibuster” that pissed off attendees, he was also overheard telling folks he opposed making renters pay for drought-related water rate increases through any kind of landlord/owner pass through. No matter how high water rates go or what penalties are forced to pay because of
water-wasting tenants, our mayor believes that renters should NOT have to share the costs -- or apparently conserve. A pass-through would be a big incentive for tenants to reduce water use. You’d think that a person who is passionate about sustainability and the environment would see that. However, McKeown’s ego and his social engineering agenda seems to be growing along with the cost of water these days. FATE OF THE PIER IN COUNCIL’S HANDS TOMORROW NIGHT
Tomorrow night, City Council will make seven appointments (Item 8B) to the Santa Monica Pier Corporation Board (SMPC). The seven person SMPC replaced the old Pier Restoration Corporation (PRC) three years ago. The SMPC is charged with marketing the Santa Monica Pier. It is currently made up of present and former City Hall insiders and political cronies. The SMPC is charged with coming up with a new direction and vitality for updating the more than 100 year old Pier (actually two piers side by side) while still maintaining its unique quality and charm. Tuesday, night council can make board appointments that will hopefully lead to enhancements and a new vitality for the Pier. Council must choose carefully as its future as a beloved and prime Santa Monica asset and landmark is at stake. I’d vote in a whole new Board of Directors if it were my choice. Obviously, applicants from the former PRC (that was disbanded by former City Manager Rod Gould for being “dysfunctional”) who are applying for a term on the SMPC board shouldn’t be considered. They had their shot. The same with members of the current SMPC board. They haven’t accomplished a lot (and also received Gould’s criticism for non-accomplishment) either, short of a public meeting a couple weeks ago under Chair Judy Abdo. (Yes, the same one) So, why keep repeating history? Applicants from Pier and Pier-adjacent businesses should also be excluded because of potential conflicts of interest, plus they have their own Pier Lessees Association to guide Pier policy. Applicants should be political agendafree. Applicants seeking a position to further their personal business or a competitive advantage through a Pier board appointment shouldn’t be considered. Council would also be wise to not load the SMPC Board with persons from other established “Downtown” commerce and tourism advocacy boards for diversity’s sake. New SMPC board members must be aware of the residents living near the Pier, keep their quality of life in mind and be willing to respond quickly and positively to their concerns. The Pier needs creative, active and aggressive individuals to meet the Pier’s challenges such as character of upgrades, amount and kinds of development on the Pier, cultural programming, community activities and more. Such persons must be able to balance tourism, pier business and resident needs. Most importantly, the Pier must remain hospitable to all economic and ethnic groups. “Our biggest concern and our biggest challenge today is municipal solid waste and contamination in our inbound stream,” James Delvin, CEO of ReCommunity Recycling, which operates 31 facilities in 14 states, told Green is Good Radio. “It’s an economic issue if you think about we go through all this effort to process this material, and roughly 15 to 20 percent of what we process ends up going back to the landfill. It’s incredibly inefficient to do that.” In a 2014 survey by the National Waste and Recycling Association, nearly one in 10 Americans admitted to throwing their waste in recycling bins when trash cans were full; one in five said they will place an item in a recycling container even if they are not completely sure it is recyclable. “People refer to this as ‘wishful recycling,’ that’s just when in doubt, put this in the bin because there’s an outside chance they might be able to recycle it,” Delvin notes. “So you see Styrofoam. You see PVC. You see batteries and those types of things….” This mixing of waste with recyclables, he says, makes it very difficult to extract the true recyclable commodities that are there that have value. Improved education regarding the proper materials to recycle is needed to allow recycling plants to remain economically feasible. The pros and cons of recycling are heavily debated, but there’s never an argument over the environmental benefits of limiting disposable packaging and utilizing more durable reusable goods, like shopping bags, coffee thermoses and water bottles, to name a few, in daily life.

Americans generate about 254 million tons of trash and recycle and compost about 87 million tons of this material, which adds up to a 34.3 percent national recycling rate. Recycling and composting prevented the release of approximately 186 million metric tons of carbon dioxide in 2013, according to the U.S. Environmental Protection Agency, comparable to taking over 39 million cars off the road for a year. Aluminum cans are currently recycled more than any other beverage container in the U.S, which is good for business and the environment, says the Aluminum Association, because making a can from recycled aluminum saves not only aluminum but 92 percent of the energy required to make a new can. A 2015 analysis by the Aluminum Association and the Can Manufacturers Institute determined that if all of the aluminum cans in the U.S. were recycled, we could power four million homes and save $800 million per year. Aluminum cans are also the most valuable to recycling companies, with a value of $1,491 per ton compared to $385 per ton for PET plastic. “Cans are recycled at the highest rates, and drive recycling programs across the country because of the high value of aluminum compared to other packaging materials,” said Heidi Brock, President and CEO of the Aluminum Association. In recent years, however, recycling companies are struggling with higher processing costs, due in part to newer, larger recycling bins that don’t require user sorting and thus become increasingly contaminated with garbage. When the District of Columbia replaced residents’ 32-gallon bins with ones that were 50 percent larger last year, the extensive amount of non-recyclable material put into the bins drove up the city’s processing cost for recyclables and cut profits from selling recyclables by more than 50 percent.

ON OCTOBER 20, AT APPROXIMATELY 2:26 A.M. Patrol officers were dispatched to a radio call of a battery that just occurred in the 2600 block of Pico Boulevard. The victim of the battery reported that he had been camping in the 2400 block of the I-10 Freeway embankment when he was attacked by another transient, Fatu Fatu. The victim was startled awake when Fatu straddled the sleeping man and stared striking him with a closed fist on the right side of his head. Fatu grabbed the victim around the neck and started choking him, then pulled a kitchen knife from a pocket or bag and held it up to the victim’s neck, threatening to kill the victim. Fatu fled the location in an unknown direction. The victim suffered some swelling and an abrasion above his right eye. At approximately 10:40 a.m., officers were in the area of Virginia Park when they located suspect Fatu and took him into custody for the earlier attack. Fatu was transported to the Santa Monica Jail and booked for Assault with a Deadly Weapon and Criminal Threats. Fatu, 42, homeless, had bail set at $50,000.

Construction of the new California Incline could take a little longer due to work on the Pedestrian Overcrossing. “The POC crosses over the California Incline Bridge and Roadway between Ocean Avenue and Pacific Coast Highway (PCH). The Trail goes diagonally up the bluff to Palisades Park and exits near Idaho Avenue. To the west, the Trail and POC connect to another pedestrian overcrossing (owned by Caltrans) that goes over PCH providing pedestrian access to the beach from Palisades Park,” reads the staff report. Testing and evaluation of the trail has consistently shown problems, including the need for seismic work. However, staff did not initially propose joint work on the POC due to fears of jeopardizing the actual Incline rehabilitation. But work on the Incline has gone well and staff wants to complete the POC while the Incline is already closed. “Staff estimates that construction of the POC will add an additional two to three months to the closure of the California Incline,” said the report. “The California Incline Bridge project began on April 20, 2015 and is scheduled to be completed by April 20, 2016. With the POC construction added, it’s estimated both structures would be completed by July 3, 2016 (not including potential rain delays).” The final construction item of the night focuses on water meters. Current city code requires individual water meters in new multifamily residential construction. However, other sections of code require meters be placed in alleys or other public access streets. Space is not always available to accommodate large numbers of meters and the proposed update requires individual meters for projects with six or fewer units while projects with more than six units will be required to install private submeters. “Submeters are individual meters behind the master meter,” said the staff report. “These meters are installed on each water line servicing the individual units, allowing the monitoring of water consumption for each unit. Whereas the master meter is Cityowned and maintained, submeters are owned, operated, and maintained by the landlord, property management firm, condominium association, or homeowners association.” Current code exempts 100 percent

affordable housing projects from the water meter mandate. The proposed update would remove that exemption and require all projects to install individual meters. To offset the increased cost, the proposal before Council on Tuesday reduces water rates for 100 percent affordable projects. Construction isn’t the only topic on the agenda. Council will discuss extension and updates to the city’s taxicab franchise. The current system was implemented in 2011 and is set to expire at the end of this year. In that time, the industry has seen massive upheaval due to the arrival of Transportations Network Companies (TNCs) like Uber and Lyft. “Staff is recommending changes to regulations to assist with competing with TNCs, a reallocation of taxicab vehicles to more accurately represent the needs, impacts, and service delivery, and extension of the five existing franchise agreements for two years,” the report said. “Staff is also recommending clarifying the definition of vehicle for hire operations that operate solely in Santa Monica and adding minimum insurance requirements on all non-taxi vehicle for hire operations; and clarification of the definition of pedicabs to include motorized pedicabs.” One the final items of the night will be possible selection of an advisor to report on government best practices. Council asked for an independent review following resident concerns about the Elizabeth Riel case and enforcement of the Oaks Initiative. “In the context of good governance practices, the Santa Monica City Council has authorized hiring an outside advisor to conduct a review of local government best practices,” the report said. Six individuals or firms have bid on the contract. Staff is recommending council consider a balance of experience, expertise and cost when choosing an advisor. The recommendation states council might want to consider hiring two firms to achieve their goals. “Council’s articulated desire to engage an individual to conduct an independent and balanced review of City practices aligns with the good governance principles of accountability, transparency, responsiveness, and the highest ideals of public service,” the report said. “While Santa Monica has not been embroiled in widespread scandals or reports of malfeasance, this action was taken in the context of specific concerns that the Council believes should be addressed in pursuit of transparency, accountability, and public trust and confidence in City governance.” City Council will meet at 5:30 p.m. on Nov. 10 in City Hall, 1685 Main St. editor@smdp.com

in her new book, “Dark Matter and the Dinosaurs,” has felt disrespected or disregarded simply because of her gender. “I’ve been in the field long enough, and I like to think that, at least within the scientific community, I’m taken seriously,” she said. “With the book and the reactions people have, it’s like, ‘Have you even read my book?’ People make up how they think you’re thinking about it in ways I’m not sure they would do if I was a guy. “At first, people might have a different reaction. But I like to think the longer people are aware of what you’re doing, not just me but other women, that will go away. That’s my optimistic view.” Randall’s experience as a woman in a STEM (science, technology, engineering and math) career was among the topics she discussed during her appearance Wednesday afternoon at New Roads School, where she answered student questions during a 45minute session. The talk was part of the Santa Monica private school’s Change Makers speaker series, which has previously hosted New York Times columnist Nick Kristof and bestselling author Malcolm Gladwell. Randall “is a change maker on a global level,” series coordinator Mark VickersWillis, a New Roads dean, said in a press release announcing the event. “She exemplifies the applied effort, intellect and problem solving that the world needs and that we seek to foster in our students.” Randall touched on a wide variety of subjects during the discussion, including her career path, her study methods, the role of science in society, the expansion of the universe, the difference between dark energy and dark matter, the physics of dimensions

Arriving ahead of the 50th edition of the National Football League’s annual championship game in February is a book by local author Randy O. Williams that ranks the top 50 moments in Super Bowl history. “50 Years, 50 Moments: The Most Unforgettable Plays in Super Bowl History,” which Williams co-wrote with NFL legend Jerry Rice, was released this month. “A lot of people know the big plays, but Jerry and I wanted to peel away the layers,” Williams said.“It’s a well-known moment, but what happened behind it? Was it planned? Was it supposed to happen? What do people not know? What’s fresh? What’s little known? That was an important part of it. What we wanted to get at here was, we wanted to get inside the game, inside the moment.” The book is the latest project for Williams, a longtime Santa Monica resident who has penned stories for Sports Illustrated, ESPN.com, the Los Angeles Times and the Washington Post, among other outlets. The idea for the Super Bowl book came to Williams as he worked as a volunteer documentarian for the Library of Congress, interviewing veterans who served in World War II to record their experiences for posterity. While taking a break from that project, Williams found himself in front of a television watching footage from old Super Bowl games. “The light bulb went on,”he said.“How cool would it be to get 50 years of stories into one book? How many of these guys are still with us? Wouldn’t it be great to get their stories?” Williams found a willing partner in Rice, who is widely considered to be one of the best pro football players of all time. A Hall of

She also spoke about working through problems and being open to others’ ideas. “You have to recognize you are one person and the way you’re thinking isn’t the way everyone thinks,” she said. “We’re bred to see things through our own perspective. But I think a scientist, to understand the world, has to get outside of that. You have to get beyond the immediate human perspective. Your perspective … is just one of many.” Vickers-Willis told Randall that humanities faculty have questioned why their disciplines are often left out of the discussion as educators and public officials across the country push for more STEM education. New Roads now has a club called Girls Learning Achieving and Succeeding in Science (GLASS), which was launched last year to encourage female students to consider STEM careers. “Learning to think logically, whether it’s a science or humanities, is really important,” Randall said. “They’re both ways of getting outside our immediate perspective.” Randall discussed times when she hit snags in her research and offered advice to students for when they feel stuck. “You try to reframe your question or look at things from a different angle,” she said. “But you have to believe there’s an answer. “ It’s really important that you believe there is an answer and that answer is something you can access.” Randall said she didn’t set out to inspire girls, but she said her books have helped people to see that women are succeeding in science. How did Joe Namath get that swagger? He had a genuine in interest, and he was all over it when we presented it to him. He’s really appreciative of the history of the sport, and there were things he wanted to know. It was a golden opportunity to hear the inside stories from the early days.” Compiling the chronicle came with substantial challenges for Williams, who was under pressure to complete it before Super Bowl 50 on Feb. 7 at Levi’s Stadium in Santa Clara, Calif. The melanoma found in his back and behind his knee required surgery and extensive rehab. “It was a bit of a juggle,” he said. Williams, who originally came to Southern California to attend UCLA, spent time in the Bay Area this past week to promote the book. And although his career has taken him to 10 Olympic Games and six World Cup tournaments, he always looks forward to returning to Santa Monica. “I tell people I’m in Santa Monica and they say, ‘Ah, the garden spot,’” he said. “I’ve heard that in a couple languages. Did you hear about LeBron James? He ripped his basketball jersey sleeves during a game Wednesday night! Wait, you didn’t? It was one of the top headlines on CNN the following morning. Why did he rip his sleeves? How does he feel about sleeved jerseys? ESPN is arguing whether it’s “the death knell” for jerseys with sleeves! It’s all very intense, and all very ludicrous. I’ll admit I spite-watched the video, incredulous there were headlines
about it on site after site. (You can spite-watch it here, but may not be proud of yourself for caring). James, the NBA’s best player, has complained in the past about jerseys with sleeves being restrictive, but says the teardown was more to do with frustration after missing shots. Whatever. Our obsession with athletes and celebrities seems to have no bounds. In short, our priorities are more frayed than an ugly Cleveland Cavaliers jersey. We can blame the media all we want, but they’re feeding the beast — US! If
