Jet disintegrates, crashes into neighborhood BY DIEGO IBARGUEN Associated Press Writer

NEW YORK — A jetliner en route to the Dominican Republic broke apart minutes after takeoff and crashed in a waterfront neighborhood Monday, engulfing homes in flames and sowing initial fears of a new terrorist atrocity. At least 265 people were killed, police said. “Everything points to an accident,” said Marion Blakey, chairwoman of the National Transportation Safety Board. “The communications from the cockpit were normal up until the last few seconds before the crash.” If there was an explosion on the plane — and many witnesses heard one — it was probably caused by a mechanical failure, investigators said. American Airlines said 260 people were aboard the jetliner and authorities said none survived. Deputy Police Commissioner Joseph Dunne said 265 bodies had been recovered, but didn't provide details on how many people might have died on the ground. He said six to nine people in the neighborhood were missing. As night fell, several hundred people working under the glare of klieg lights formed bucket brigades and separated debris into gruesome piles of luggage, plane parts and human remains. Police said the bodies were being recovered “relatively intact” — including a man found clutching a baby. American Airlines Flight 587, a European-made Airbus A300, left Kennedy Airport at 9:14 a.m., 74
minutes late because of security checks put in place after the World Trade Center attack, according to American Airlines chairman Don Carty. It took off into a clear blue sky. Three minutes later, it spiraled nose-first into the Rockaway Beach section of Queens — a middleclass neighborhood, 15 miles from Manhattan, that lost scores of its people, including firefighters and financial workers, in the Trade Center catastrophe just two months ago. “I just thought, ‘Oh, no, not again,’” said Milena Owens, who was putting up Thanksgiving decorations when she heard an explosion. Furious orange flames towered above the treetops, and a plume of thick, black smoke could be seen miles away. Investigators recovered the cockpit voice recorder, one of the two “black boxes” from the twin-engine jet. George Black of the NTSB said the quality of the recording was good, and that the copilot was at the controls, which was not unusual. Blakey said an initial listen to the machine found nothing “to indicate a problem that is not associated with an accident.” The search continued for the flight data recorder. American Airlines said there were 251 passengers including five infants sitting on their parents’ laps — and nine crew members. “I don't believe there are any survivors,” Mayor Rudolph Giuliani said. Authorities requested DNA from families to help with identification. Witnesses reported hearing an explosion and seeing an engine, a large chunk of a wing and other debris falling off the plane as it came down. See CRASH, page 3
New paper hits Santa Monica streets Council concerned By Daily Press Staff
Santa Monica has been without a daily newspaper for nearly four years. Until today. The copy of the Santa Monica Daily Press you’re holding in your hands is our debut edition. With only eight pages, we know it’s not much — yet. But it will keep coming at you, hopefully for years to come. We call it a “micro daily,” meaning it’s tabloid-sized, local and free. It’s this last thing — the “free” bit that sets us apart from most dailies in the country. We are one of a small number of micro dailies that have begun publishing in the U.S. during the last 20 years. We will apply this “micro” approach to covering Santa Monica, too.
Hard, local news and sports will be our focus, supplemented by state, national and international coverage from the Associated Press. It takes a reader only a few minutes of reading the letters in any local media to understand Santa Monica’s belief that it is unique — as a debating community, as a vital place to live, vacation, work and — yes, eat and go out. It is also a business center, with all the business issues and controversies that surround it. When the Santa Monica Outlook published its final edition March 14, 1998, dozens of citizens and policy makers publicly lamented the loss of a daily newspaper. The failure of the Outlook seemed an embarrassment to Santa Monica, but in reality it was more of an embarrassment for Copley, the corporation that bought it and folded much of its operations into the Daily Breeze in Torrance.

We don’t believe that Santa Monica can’t support its own daily. And that’s why you’re reading this newspaper today. Traditional paid dailies have been unable to successfully start in the U.S. since World War II, with some corporate or one-town-over exceptions. That’s largely due to the growth of radio and television, which is free to consumers. The founders of this paper, Dave Danforth, Ross Furukawa, and Carolyn Sackariason, have worked together before at the Aspen Daily News, a paper Danforth founded as a college dropout in 1978. In the ensuing years, Danforth, wondering whether the “micro daily” model was just an accident in a resort town or something worth pursuing, helped found other daily papers in Conway, New Hampshire and Berlin, New See NEW PAPER, page 4

about lack of outdoor dining on Promenade By Daily Press Staff
The Santa Monica City Council wants you to eat outside. But because recent market trends affecting the Third Street Promenade have favored retail stores over restaurants, that’s not as easy as it once was. City staff believe this lack of outdoor dining could change the character of the Promenade, as well as undermine its long-term success, according to a staff memo. Six restaurants with outdoor dining have left during the last two years, while just one has opened. Retailers are willing to pay more rent than restaurants, staff said. The difference is “varying, but substantial,” according to the memo. However, city officials believe they can regulate the market through a series of measures scheduled for consideration at tonight’s council meeting. The City Council will review a plan Tuesday to add 200 public charging ports for electric vehicles (EVs) to the city by 2020, with a long-term goal of having 1,000 public ports by 2025. The infrastructure improvements required to create the stations are estimated to cost $2.42 million over three years, with net new costs at $1.46 million. City staff has estimated the annual

operating cost to be around $500,000, not including the cost of electricity. Only about 2 percent of drivers in Santa Monica own EVs, according to a draft of the Electric Vehicle Action Plan. Speculators are seizing on Santa Monica’s booming real estate market and cashing in by evicting long term tenants to rake in profits, according to a new report on Ellis Act evictions from rent-controlled apartments commissioned by the City Council. The report said
multi-family buildings are often replaced by single-family homes or condos with fewer units, hurting the city’s overall housing stock. “It is clear that speculation is playing a role in the Ellis Act withdrawals occurring in Santa Monica,” reads the Nov. 2 report from Keyser Marston Associates. SMMUSD Launches Districtwide Continuous Energy Initiative The Santa Monica-Malibu School District has launched a districtwide Continuous Energy Initiative after receiving an exhaustive report from Ecova, Inc., a Spokane, Washington-based energy company that specializes in providing fully-managed, tech optimized solutions that increase the returns, reduce risks and enhance the reputation of its customers. The initiative is managed by SMMUSD’s Facility Improvement Projects (FIP) department under the direction of Caroline Coster, sustainability coordinator. Coster and Carey Upton, SMMUSD’s chief operations officer, met with district stakeholders for six months to develop a realistic and specific energy management plan, with recommendations for reducing energy that focus on every day behaviors, such as turning off the lights, closing doors, and powering down technology. “Our goal with this initiative is to maintain a healthy, sustainable district and encourage all faculty, staff and students to become responsible stewards to protect our natural environment through daily conservation practice,” Upton said. Coster says this initiative is a valuable learning tool for students who she hopes adopt these habits for life. “If students adopt these daily behaviors while they are young and practice them daily, they will be active participants in reducing energy throughout the district,” Coster said. Another every-day behavior is adjusting the heating, ventilation and air-conditioning system appropriately: 72-76 degrees for cooling and 70-72 degrees for heating. Coster will be providing the district’s maintenance and operations staff with checklists to perform at end-of-day rounds and cleaning. I know what C Corporations, S Corporations and LLCs are, but what are “B Corporations” and how does this status help the environment?

C CORPORATIONS, S CORPORATIONS AND
LLCs are legal business structures distinguished by how they pay their taxes under U.S. federal income tax law, whereas a B Corporation (or “B Corp,” with the “B” standing for “Benefit”) isn’t actually a legal entity and is still taxed based upon its chosen C, S or LLC structure. “B-Corp” is a certification awarded by the non-profit B Lab to for-profit companies which meet rigorous standards of social and environmental performance, accountability and transparency. “B Corp is to business what Fair Trade certification is to coffee or USDA Organic certification is to milk,” reports B Lab, which has certified upwards of 2,100 companies from 50 countries and across 130 industries. To qualify as a B Corp, a company must be working primarily to solve an environmental or social issue through its work as a business entity. B Lab launched in 2006 with the first B Corp certification of 19 companies coming a year later. The non-profit began lobbying efforts across the country in 2008. In 2010 Maryland passed the nation’s first B Corporation Law, followed closely by California in 2011. When Patagonia and 11 other well-known California companies registered as B Corps on the first day possible in January 2012, major national news outlets covered the story, putting the B Corp concept “on the map,” so to speak. And later that year, the movement went global when companies in Africa and Brazil became certified B Corps. “I think B Corp ... will allow the values of my company to continue, even after it’s sold and it’s way down the line and we’re dead,”
says Yvon Chouinard, Patagonia’s founder, adding that he compares it to a conservation easement on a piece of property. “It’s a conservation easement on a business.” Besides Patagonia, some of the better-known companies now certified as B Corps include Ben & Jerry’s, Etsy, Warby Parker, Plum Organics, New Belgium Brewery, Stonyfield Farm, King Arthur Flour, Cabot Cheese, Badger and Seventh Generation. Today 33 U.S. states recognize Benefit Corporation status while six more—Alaska, Georgia, Iowa, Mississippi, New Mexico and Oklahoma—are considering it. Companies that want to pursue B Corp status should check whether it’s recognized in their state by looking it up on benefitcorp.net’s Stateby-State Status page. If the answer is yes, the next step is taking B Lab’s “B Impact Assessment,” which assesses the overall impact a company has on its stakeholders, including a heavy emphasis on sustainability and environmental considerations. The assessment takes two to four hours to complete depending on company size, sector and location. Several of the questions concern sustainability issues such as energy efficiency, waste and pollution mitigation efforts. For instance, one of the assessment questions asks: “What percent of energy (relative to company revenues) was saved in the last year for your corporate facilities?” Companies that qualify must then revise their articles of incorporation so that managers and directors can start factoring in how their decisions affect all stakeholders, not just financial shareholders, while recertification every two years requires that companies maintain that commitment to all stakeholders in order to keep their status. Assemblymember Bloom to Attend United Nations Climate Change Conference in Bonn, Germany For the second time in the last three years, Assemblymember Richard Bloom has been selected to join a small delegation of California lawmakers joining Governor Jerry Brown at the United Nations Climate Change Conference, Bonn Germany (COP23). The California delegation will serve as a critical voice at this annual international conference that sets a course for participating countries to reduce their greenhouse gas emissions, now that the President Donald Trump has pulled the U.S. government out of the agreements committed to at the 2015 conference. “Without question, the unconscionable act by the White House to withdraw the United States from the Paris climate agreement elevates California’s role on the international stage to ensure that the global effort to combat climate change continues to gain momentum,” said Bloom. “The world is watching us and it is our responsibility to ensure that we partner with all participants.” California has long been considered an international leader in the fight against climate change starting with the passage of AB 32, the state’s landmark Global Warming Solutions Act of 2006. That bill established California’s first goal of limiting statewide greenhouse gas (GHG) emissions to 1990 levels by 2020 and led to the creation of California’s signature Cap and Trade program, a market based mechanism to reduce carbon. Last year, the greenhouse gas reduction goals where increased to 40% below 1990 levels by 2030 with the passage of SB 32. Earlier this year, the Legislature passed AB 398, which extended the Cap and Trade program through 2030, and AB 617, which set in motion a number of initiatives to reduce criteria pollutant and toxic air contaminants not covered under the original Cap and Trade program. Following these actions, the Legislature passed a historic $1.5 billion Cap and Trade expenditure plan to fund a variety of world leading technologies and infrastructure initiatives critical to achieving California’s robust Greenhouse Gas (GHG) emissions reduction goals. While attending the conference, the delegation will be participating and speaking in a number of workshops covering topics such as water conservation, ocean health, zero-emission and low-carbon transportation, urban planning, and renewable energy. Meetings are also scheduled with high-ranking officials from other participating countries. Assemblymember Christina Garcia (D-Bell Gardens), Chair of the Assembly Committee on Natural Resources, Assemblymember Laura Friedman (D-Glendale) and Assemblymember Eloise Reyes (D-Colton), Senate Pro Tem Kevin De León (D-Los Angeles) and Senator Ricardo Lara (D-Bell Gardens) will also be attending the conference. Assemblymember Bloom is considered one of the leaders in the California Legislature in the fight against climate change and was also joined Governor Brown as a participant at the United Nations Climate Conference in Paris in 2015 (COP 21). He is the Chair of the Assembly Budget Subcommittee on Resources and Transportation which provides oversight of California’s Cap and Trade System and climate goals and has held that post for the last five years. Richard Bloom represents California’s 50th Assembly District, which comprises the communities of Agoura Hills, Bel Air, Beverly Hills, Brentwood, Hollywood, Malibu, Pacific Palisades, Santa Monica, Topanga, West Hollywood, and West Los Angeles.

vehicles and resident vehicles has generated tension in the electric vehicle community,” according to the 112-page plan. “Limited road way and curb space for the many users creates competition that will be amplified by the necessary actions of designating EV charging spaces.” By the end of the year, the city will have about 100 charging stations, most of which are in frequent use. City Hall is constantly receiving requests to add more stations. “Dedicated EV drivers who cannot charge at home resort to using public infrastructure at all hours, planning their schedules around charging. Others have resorted to using extension cords that often run from building windows or garages across the public right-ofway,” the report says. Former City Councilman and Chair of Clean Drive

Santa Monica Kelly-Richard Olsen knows all about that tension. His Mid-City apartment does not have a parking space, much less an EV charger, so Olsen drives to Virginia Avenue Park every night to use one of just four chargers near his home. He either walks the mile back to his house or sits in his car during the two hours it takes to charge his car. “It’s extraordinarily difficult and almost impossible for a resident who lives in a multifamily building to charge their car,” Olsen said. “They’re not going to go through the hoops like I do.” Olsen says the environmental benefits of driving electric are worth the sacrifice he makes to keep it running. He also enjoys the benefits of charging for free at the public stations. City staff has suggested charging EV drivers for using the public stations in order to help pay for the program. At this point, none of the public charging stations in Santa Monica are equipped with technology to charge fees for time, electricity or overstay penalties. Nearly 70 percent of the 210
public agencies in California that provide EV plug-ins charge a fee for usage, usually based on energy consumption. According to the proposed plan, the Council will have a chance to review a proposed fee structure after 25 public smart charging stations have been installed and operating for 90 days. Staff will analyze usage and behavior to come up with the fees. Olsen hopes the City will continue to incentivize EVs by only charging residents for the cost of the electricity. In addition to the new charging stations, City staff is recommending appointing an EV Program Coordinator to oversee the stations. “Similar to the Breeze Bike Share program, the City’s growing network of EV charging stations will need diligent planning, operations and management in order to operate successfully,” reads a staff report prepared by sustainability analyst Garrett Wong. kate@smdp.com

The City’s Mobility Department is asking the Council to integrate Breeze Bike Share with similar systems in Beverly Hills, West Hollywood and UCLA to give users access bikes across the region. If integrated, a Breeze Bike Share member would be able to use their account in participating cities and no longer receive “out of hub fees” for leaving a Hulu branded bike in a connected area. Each city would still own their own bicycles and pay their own operator fees but bikes may migrate freely from one jurisdiction to another. Breeze Bike Share remains popular and successful in Santa Monica with nearly 80,000 active subscribers. City residents account for only 12 percent of those subscribers but take nearly half the total amount of trips. Los Angeles County residents account for nearly a third of subscribers and take 38 percent of trips. Usage of the bikes in 2017 increased 15 percent over the previous year. The Mobility Department has also discussed integrating Breeze with LA Metro’s bike share program which recently launched in Santa Monica and Venice. The City is interested in pursuing a long-term partnership that would allow TAP cards as payment throughout the system. There is no clear timeline for that to happen, however.

Staff is asking the Council to award Kimley-Horn and Associates with a three year, $582,472 contract for the final design phase of the Lincoln Neighborhood Corridor Streetscape Project (LiNC). The firm will provide engineering design services, develop construction plans and documents and provide engineering support during construction. The City chose Kimley-Horn because of their success with similar projects in Glendale, Agoura Hills, Culver City, Oceanside, Anaheim, Seal Beach and Calabasas, according to a staff report. The engineering design phase will take about eight months. When it’s over the Council will need to award a construction contract for the project. The LiNC project includes new landscaped center medians, pedestrian friendly crosswalks, new striping, curb ramps, LED lights, and curb-extensions to make Lincoln Boulevard north of Interstate 10 more walkable. The first phase of construction will cost about $3 million. A total of 48 new trees will be planted during the two design phases. The project spans 17 blocks and more than a mile through three neighborhoods: Pico, Ocean Park and Sunset Park. CITY SERVICES PROJECT
The Council will vote whether to award United-Heider Inspection Group a $278,480 contract from the Capital Improvement Budget for deputy inspection and material testing at the new City Services Building. The group’s team would include a project manager to oversee the general work plan; a deputy inspector to monitor and inspect all concrete, masonry, steel, welding and bolted elements; and field and laboratory technicians to assist testing. Total construction costs for the City Services Building are projected to reach $76.76 million. When complete, about 240 City staff members will work in the building. Funding for the inspector was already included in cost estimates for the project, according to a staff report. The project is expected to be complete by mid-2020. ON OCTOBER 31, AT ABOUT 12:42 P.M. Officers responded to a radio call for service in Parking Structure #1 – 1234 4th Street – regarding a vehicle burglary that just occurred. Officers detained a possible suspect in the 1200 block of Alley #1. Officers learned the reporting party was in the parking structure when he noticed the suspect rummaging through a vehicle. The reporting party was aware that the suspect was not the owner of the car as he had spoken with owner about an hour prior. The reporting party approached the car and told the suspect that the car was not his. The suspect mumbled something and exited the car. The reporting party called the police and provided detailed information on the suspect. The owner of the car returned and noticed his car was broken into. The suspect was identified by the reporting party. The suspect was in possession of items taken from the victim’s car. Hector David Machado, 25, homeless, was arrested for burglary and possession of stolen property. Bail was set at $20,000.

I just returned from a trip to Cuba, despite the recent warning to US citizens against travel there for safety reasons. The recent unsubstantiated allegations of sonic attacks on American diplomats, and the latest travel restrictions announced by the Trump administration this week will further decrease US travel to the island. This will hurt the very people we claim to support. Our group of 40 had the opportunity to interact with a range of Cubans from all walks of life, from doctors and university professors to budding entrepreneurs. Many of these people have poured their life savings into private restaurants and small hotels anticipating a boom in American tourism following normalization of relations with the US in 2015. But now we heard about crushed hopes because of cancellations due to the latest safety scare. The newest travel ban will further this trend. Americans should have no fears of travel to Cuba. The people are wonderful, entrepreneurial and friendly. The country is safe. Now is not the time to pull away.

“Nearly 30% of Ellis Act withdrawals are filed by applicants that have owned the property for less than six months. Other major rent control cities in California have experienced the same phenomenon.” There were 23 Ellis Act withdrawal notices filed in 2016, affecting 90 units, according to the RCB’s annual report. Nearly half of those units were either already vacant or owner occupied by the time the notice was filed. More than 150 rent controlled units were lost to Ellis evictions in 2015. The report found developers could often resell rent controlled properties for 150 to 400 percent of the purchase price after a conversion. When the researchers factored in the costs of construction, developers still net a profit between 34 to 45 percent. Median home values in Santa Monica have increased nearly 60 percent since 2009, according to the report. In comparison, the average American city saw an increase over the same time period of just ten percent. “These (developers) are mostly downzoning,” said Kathe Head, managing principal at Keyser Marston. “It’s really compelling … you’re just getting big ol’ houses where you had three units.” Head said her firm did not see evidence that developers were using the zoning code to cash in on larger developments with condominiums rather than rent control units. Instead, she noted speculators tended to turn former small apartment buildings into larger single-family homes. In fact, none of the 23 properties withdrawn in 2016 had more than eleven units. The authors gave the example of a fourunit rent controlled building purchased in November 2010 for $1.4 million. Four years
later, the tenants had been evicted, the building had been rebuilt for about $3.2 million and sold for $6.8 million, netting the developer a tidy profit of $2.1 million. Throughout the city, there are about 7,700 rent-controlled apartments occupied by tenants who have lived there since 1999 when state law allowed landlords to begin charging market rate rents after turnovers. That represents about 28 percent of the 27,594 rent-controlled units in the city. Rent Control Board member Nicole Phillis criticized the City-funded report as failing to pinpoint risk factors that drive landlords to use the Ellis Act to exit the rental market. “I think it’s a little bit of a cop out to say it’s just high land value because land value is affected by a lot of things,” Phillis said. “One of the things I would like to see is land zoning – how does up zoning and down zoning effect land value?” Phillis and board member Anastasia Foster expressed frustration that the report did not delve deeper to help the RCB pinpoint which rent controlled buildings are most likely at risk of an Ellis Act request. “We want to save … for the landlord and the tenant, every unit possible,” Foster said. The report also looked at the impact of short-term rentals on rent-controlled buildings between June 2015 to June 2017. During the time there were approximately 614 rentals listed on homesharing sites like AirBnb, representing about two percent of rent-controlled housing. “However, it is important to note that this data doesn’t include un-reported short-term rentals, and the proliferation of short-term rentals in both rent-controlled and market rate housing effects the overall supply, and cost, of housing citywide,” the report said. kate@smdp.com

LADY BIRD Rated R 93 Minutes Released November 3 Watching the film Lady Bird feels like sneaking a read of someone’s diary. This heartfelt and relatable story coming of age story is more anecdotal than a deep character study. It is a saga of the growing pains of a daughter and mother as the two ride the bumpy road toward new chapters in their lives. It’s an easygoing portrait, told in vignettes rather than an edge-of-your-seat adventure. There are some very funny scenes, as well as incidents of emotional impasse, all of which are readily recognizable for anyone who has been in a motherdaughter relationship. Lady Bird is as frustrated with her city as

she is with her mother. She is growing up in Sacramento, which is referenced as the “Midwest of California.” I grew up in the actual Midwest, so I can truly sympathize with Lady Bird’s impatience regarding her surroundings. She also feels very much from the “wrong side of the tracks” in relation to the social climbers of her high school. Her Mom attempts to assuage any feelings of inferiority by taking Lady Bird to Open Houses in upscale neighborhoods on Sundays. However these outings seem to have the opposite effect. The movie consists of a series of great windows on Lady Bird’s life. In one passage a football coach has been persuaded to take over the school musical theatre production for a drama teacher who is ill, and coaches the kids the only way he knows how–it would have been even more hilarious if done with a less over-the-top rendition by Bob Stephenson. I would have liked to see more

of some of the peripheral characters such as “Kyle” and “Danny.” Beanie Feldstein is cute and endearing as Lady Bird’s loyal best friend, “Julie.” The movie includes wonderful nuanced portrayals by Saorise Ronan in the title role and Laurie Metcalf as her Mom. Lois Smith is also wonderful as “Sister Sarah Jane.” Tracy Letts as Lady Bird’s Dad exudes calmness and warmth on the surface, hiding depression deep underneath. This is writer/actress Greta Gerwig’s first movie as a director. Gerwig previously starred in several independent films and won acclaim for her performances in Frances Ha, Jackie, and 20th Century Women. She calls this movie her “love letter to Sacramento,” the city where she grew up and attended an all girls Catholic school at around the same time period that this story takes place. In fact, Gerwig’s mother was a nurse and her father a financial consultant and computer programmer, very much the

same as these characters are in the film. Ronan seems to match a young Gerwig with uncanny accuracy. Lady Bird is an honest and realistic portrayal of growing up, of the stress of expectations, budding sexuality, family relations, friendships, religion, school and preparing for college. The movie also highlights the crisis of identity you can face when your world seems defined by a very specific place from which you want to escape. It’s both an exciting and frightening predicament to face. Lady Bird does so with as much courage and grace as she can gather.

■ Psoriasis is a painful, persistent, puzzling skin condition. It typically occurs on knees, elbows and scalp, but can appear almost anywhere. There are a variety of causal factors: stress, bacterial infections, immune system dysfunction, genetics. It’s complicated to treat — the most frequent therapy are topical steroids, but they can have serious side effects — and it can become a chronic condition. ■ Researchers at Emory University are investigating a potential new remedy: fire ant venom. In mouse tests, the venom reduced skin thickening and inflammation. The reason seems to be the presence of solenopsins — the main toxin in the venom. Solenopsins are chemically similar to ceramides, which are lipid-like molecules essential to maintaining the barrier function of skin. ■ But under certain circumstances, ceramides breakdown into inflammatory molecules. Solenopsins don’t, and when applied to mice, they prevented inflammatory cells from infiltrating the skin and causing psoriasis.
