SMPD Awarded a $300,000 State Grant The Santa Monica Police Department (SMPD) has been awarded a $300,000 grant from the California Office of Traffic Safety (OTS) for a year-long program of special enforcement and public awareness efforts to prevent traffic related deaths and injuries. SMPD will use the funding as part of the city’s ongoing commitment to keep our roadways safe and improve the quality of life through both enforcement and education. “I am encouraged by the continued support from the California Office of Traffic Safety and its commitment towards promoting safety on the roadways in Santa Monica.” said Chief Jacqueline Seabrooks. “The grant will assist the department in providing several methods towards improving traffic and pedestrian safety.” After falling to a ten-year low in 2010, the number of persons killed has climbed nearly 17% across the state with 3,176 killed in 2015 according to the National Highway Traffic Safety Administration. Particularly alarming is the six year rise in pedestrian and bicycle fatalities, along with the growing dangers of distracting technologies, and the emergence of drug-impaired driving as a major problem. This grant funding will provide opportunities to combat these and other devastating problems such as drunk driving, speeding and crashes at intersections. “Years of research tell us that enforcement and education work best jointly to combat unsafe driving,” said OTS Director Rhonda Craft. “This grant brings both tactics together, with the Office of Traffic Safety and the Santa Monica Police Department working in concert to help keep the streets and highways safe across Santa Monica and the state.” Several of the activities the grant will fund include: educational presentations, DUI checkpoints, DUI saturation patrols, bicycle and pedestrian safety enforcement, motorcycle safety enforcement, distracted driving enforcement, and seat belt/child safety seat enforcement. Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Local Nonprofits to Launch Program Identifying Sources of Pollution in Los Angeles River Water watchdog Los Angeles Waterkeeper, in partnership with long-time river advocate Friends of the Los Angeles River (FoLAR), has announced the launch of the River Assessment Fieldwork Team (RAFT), a joint water monitoring program, which engages community scientists to monitor water quality of the Los Angeles River. RAFT prepares volunteers with the training, supervision and equipment needed to collect scientifically accurate water quality samples and data from storm drains along two sections of the LA River in Glendale and Maywood, while empowering residents to contribute to the dialogue surrounding LA River restoration. Most Los Angeles waterways are significantly polluted. This pollution poses serious health problems for residents and for wildlife. Monitoring efforts have found that the Los Angeles River is exceeding government water quality standards. Yet there is currently a lack of data concerning the sources of pollution. RAFT is building on other ongoing water quality studies, such as by the Council for Watershed Health and Heal the Bay, while taking a community-driven approach. “At a time when there is a great amount of dialogue surrounding the future of the LA River, we need to make sure that we have a stronger understanding about the health of our waterways so that we can prioritize their ecological health in planning efforts,” says LA Waterkeeper Watershed Program Manager Melissa von Mayrhauser. “Combining data collection with coalition-building and community partnerships will be key to making this effort a success.” RAFT combines the strong legacy of community engagement and historic advocacy work of Friends of Los Angeles River with the successful advocacy and policy experience of Los Angeles Waterkeeper. “RAFT adds sorely-needed resolution to existing water-quality data for the LA River, and crucially provides a platform for existing communities to participate actively in the stewardship of its own waterways,” says Stephen Mejia-Carranza, FoLAR’s Community Programs Manager. “As we continue to define a more accessible and ecologically healthy Los Angeles River, it would be insincere not to have communities participate and help drive that effort.” Decisions about the shared waterway have historically been dominated by city, county, and federal agencies who managed the River as little more than a flood control channel. Los Angeles Waterkeeper and FoLAR say RAFT gives the community a new voice in the future of the Los Angeles River and a stronger focus on the river’s ecological health. RAFT’s first project is a six month pilot study investigating the levels and types of water pollution that pass through Los Angeles storm drains in the Maywood and Glendale sections of the LA River. These data will allow LA Waterkeeper and FoLAR to compare pollution loads in two ecologically distinct sections, both soft-bottom and concretized. If the project is not approved on Nov. 16 the appeals and/or revision process could push approval into early 2017 and staff have said the entire project would need a substantial, and costly, redesign to meet new codes that come into effect Jan. 1, 2017. DOWNTOWN COMMUNITY PLAN
It’s taken five years to develop three versions of a new zoning document for Downtown Santa Monica and the Downtown Community Plan is now heading into its final round of revisions starting with a presentation at Planning Commission on Nov. 16. Staff will ask the Commission to provide feedback on several issues based on the last round of community input that included a new website, 32 public meetings, three workshops, focus groups, and online survey and downtown walking tours. “This conversation has touched thousands of individuals from all walks of life who live, work or visit the Downtown, and who have expressed a diverse range of opinions or perspectives on its evolution as the historic crossroads of community, culture and commerce,” said the staff report.

2030 income tax increases that voters first approved four years ago, when school districts grappled with layoffs, ballooning class sizes and cuts to programs such as music. The tax kicks in at 1 percent for single filers who earn more than $263,000 each year, or $526,000 for families. Residents who earn more than $1 million annually will continue to pay an extra 3 percent of income to the state. With Silicon Valley, Hollywood and other high-value industries, California mints enough millionaires that budget experts project the taxes will generate between $4 billion and $9 billion annually. That range shows just how volatile income tax revenue can be. Revenues can surge thanks to an exuberant Wall Street, but cuts are severe when the economy stalls. Political leaders from both parties have long talked about taming this boom-bust cycle but had little appetite for doing so once the revenues start booming again. A “rainy day” reserve that voters beefed up two years ago at Gov. Jerry Brown’s urging is now pushing $8 billion, which has helped. Yet California remains vulnerable to fluctuations because revenue relies on the wealthy, whose income comes less from steady wages than investments such as stocks. About one-third of all revenue comes from taxing California’s top 1.5 percent of earners, according to number crunchers at the independent state Legislative Analyst’s Office. The DCP covers 229 acres bordered by Wilshire, the Freeway, Lincoln Blvd., and Ocean Ave. In addition to providing rules for height and density, the plan covers cultural arts offerings, open space, traffic, congestion, pedestrian safety and transit options. According to the staff report, the last version of the plan met with mixed results. Efforts to increase historic preservation met with public approval but increased development standards were criticized. Several minor revisions will be proposed Wednesday including improved detail, clarifications on standards/guidelines, revised parking requirements, improved visuals and updated references. Major revisions include expanding preservation options by expanding the Bayside Conservation District, reducing height in that district to 60 feet, establishing a new conservation overlay in zoning documents, limiting tenant size in existing buildings, reducing the Development Agreement threshold to 60,000 square feet for mixed use projects, modifying the mixed use standards on Lincoln, studying fee increases, encouraging ridesharing/autonomous vehicles and increased transit options. It could let elected leaders funnel more into favored social welfare programs or punt on finding savings elsewhere, such as overhauling public employee pensions. Against this backdrop, Proposition 55 nudges California back toward less budget stability by creating an “incremental increase in volatility,” according to Ryan Miller, principal budget analyst at the Legislative Analyst’s Office. And whenever the next recession hits, tax revenues from Proposition 55 might not be enough to shield public education and Medi-Cal from crippling cuts. “It will certainly make things worse in terms of leaving the state vulnerable to fluctuations of the economy,” said Jon Coupal, president of the Howard Jarvis Taxpayers Association, which argues for lower taxes but did not mobilize against the ballot measure. No large activist groups did. Powered by tens of millions of dollars in union-backed spending, Proposition 55 passed Tuesday with 62 percent of the vote. One lingering question remains: Is there the political will to refashion the state’s tax structure so that revenues are less volatile? Probably not, though there is broad agreement in principle that tax reform makes sense. “There are some inequities in our tax system, and we have to have that conversation,” said Eric Heins, president of the California Teachers Association union, which backed Proposition 55. “While we’re having that conversation, there’s still a first-grader in the classroom who needs to learn to read.”

including potential presidential ambitions of his own, may depend in part on how effectively he manages the relationship with Trump. The speaker’s tepid embrace of Trump during the campaign angered some conservatives in his conference, stirring talk that he could face a challenge to his speakership. But Ryan’s enthusiastic response to Trump’s victory appears to have diminished any appetite for a leadership coup. The wide majority he will continue to enjoy next year — with at least 240 Republicans in the 435member House, compared to 247 now — also reduces the potential for mischief by a small band of disgruntled conservatives. “Victory soothes lots of differences,” said GOP Rep. Chris Collins of New York, a top Trump backer. “The mood of us right now is we can’t waste any time with recriminations and finger-pointing. My God, we won!” Unlike Ryan, McConnell was quick to endorse Trump as soon as he clinched the GOP nomination. McConnell never wavered on that, nor provoked Trump’s ire over Twitter. At 74, McConnell has reached the long-sought pinnacle of his career as Senate majority leader, and unlike Ryan, 46, has no potential higher ambitions to manage. Just as important, McConnell is known for professional relationships that are all business and have nothing to do with personality. So even though the closed-mouth Kentuckian would seem to have nothing in common with a freewheeling, thrice-married Manhattanite like Trump, allies say that doesn’t matter to McConnell. That said, both men could face opposition from members of Trump’s inner circle, particularly Stephen Bannon. Bannon was chief executive of the conservative news site Breitbart before assuming a role in Trump’s campaign and is under consideration for a senior spot in Trump’s White House. Just before Ryan’s primary race in July, with Bannon still at the helm of Breitbart, the site called the speaker a hypocrite for building a “border wall” around his Janesville, Wisconsin, mansion when he refused to support Trump’s southern border wall proposal. Breitbart continued attacking Ryan this fall, publishing a lengthy post titled, “He’s with her: Inside Paul Ryan’s months-long campaign to elect Hillary Clinton president.” Breitbart has also slammed McConnell, criticizing him over occasions where he bestowed lukewarm praise on Clinton and criticized Trump’s undisciplined campaigning. What position Trump gives Bannon versus Republican National Committee Chairman Reince Priebus, a Trump confidante and close Ryan ally, may be a signal as to how the incoming president plans to collaborate, or not, with the congressional leadership.

Trump and Ryan clashed throughout the campaign, with Trump taking offense when Ryan initially refused to endorse him and later distanced himself over the audio of Trump talking about groping women. “Paul Ryan, a man who doesn’t know how to win (including failed run four years ago), must start focusing on the budget, military, vets etc.,” Trump groused over Twitter last month. But that was then, this is now, as Ryan, the GOP’s 2012 vice presidential nominee, said Thursday after meeting with Trump at the Capitol. “The past is in the past,” Ryan said in an interview on Fox News Channel. “This was an unconventional year, he was an unconventional candidate, but the point is we unified, especially at the right point, at the end. And it worked.” Indeed, thanks partly to Trump’s coattails, Ryan and McConnell limited expected losses to their majorities and will enter the new administration with control of both chambers of Congress and the White House. For now the glow of victory appears to be soothing past tensions. And Republicans aligned with all three note they have something very important in common: They need each other. “Ryan needs Trump to accomplish his policy agenda,” said GOP Rep. Tom Cole of Oklahoma, in comments that apply to McConnell as well. “Trump needs Ryan to get things to his desk.” There are well-known policy disagreements to navigate on issues like trade, immigration, Medicare and Social Security, where Trump’s proposals and campaign rhetoric often flew in the face of Ryan and McConnell’s standard business-friendly Republican approach. But Trump’s own unfamiliarity with the tedious business of legislating, and unformed policy positions in some cases, may give Ryan and McConnell a unique opportunity to fill in the details. That would be a welcome role for both - McConnell as a deeply experienced legislator and dealmaker, and Ryan as an eager wonk who chaired the Ways and Means Committee before becoming House speaker. Ryan is steeped in details on reforming taxes and reshaping entitlement spending — although Trump has been critical of Ryan’s past budget proposals. “I don’t think there’s any question that a President Trump will be looking for legislative expertise,” said Josh Holmes, McConnell’s former chief of staff. “Some of that comes from the staff that he hires, and some of that will come from allies on Capitol Hill.” Moreover, Ryan’s personal political future,

ON NOVEMBER 3, AT ABOUT 1:56 P.M. Officers conducted a traffic stop in 300 block of Santa Monica Blvd for an equipment violation. A computer check of the driver revealed the subject was a wanted fugitive from Arkansas and had an outstanding felony warrant from Beverly Hills Police Department. The subject was placed under arrest. A search of the subject’s vehicle revealed numerous identifications and items under another’s name. The subject was transported to SMPD Jail for booking. Miesha Lashone Graham, 40, homeless, was arrested for possession of identification with an intent to defraud and an out of state felony warrant. No bail was set.
