New rules to encourage water conservation BY MATTHEW HALL Daily Press Editor
Water conservation remains a priority at City Hall, as the council has approved several changes to municipal code recently with an eye toward water savings. Changes have been made to water meter requirements for affordable housing units and the city has revised rules for landscaping to encourage conservation. At their Nov. 10 meeting, council took three actions related to revising water meters. First, council approved changes to the code requiring individual meters for projects of less than six units and sub meters for larger projects. Second, council approved a discounted water rate for affordable housing projects that were previously exempt from the individual meter requirements. Third council approved $84,000 a year to cover the new subsidy. Santa Monica has required individual
water meters in new multifamily construction since 1990. However, a separate city code requires those meters be placed in a public right of way such as an alley. Staff said the two codes create a conflict, as the public space is frequently too small to accommodate multiple meters. The old code also exempted affordable housing projects from the requirement. The new rules still require individual city owned meters for projects of six or fewer meters. However, large projects will install a single city owned master meter and individual units will have privately owned sub meters. Landlords will be responsible for paying the master meter bill and it will be up to the property manager/landlord to decide how they use the submeter information. Part of the new rules remove the exemption for affordable housing projects. To offset the increased cost of installing submeters, a new discounted water rate has been established for units

If Jaylon McLaughlin didn’t have baseball in his blood, he certainly had it in his eyes. Born when his father was playing the sport in college, McLaughlin was around the diamond from a very young age and quickly took a liking to it. Indeed, baseball strengthened a bond that has blossomed over the years into a good-natured fatherson rivalry. “We’re really competitive,” said McLaughlin, a senior shortstop at Santa Monica High School, “so I always try to one-up him.” McLaughlin made progress toward achieving that goal this month by signing a letter of intent to play at the University of Nevada. The talented infielder was also recruited by Long Beach State, University of the Pacific and New Mexico State, but he verbally committed to the Wolf Pack in midSeptember and ultimately kept his word. “It’s what I’ve always wanted,” he said, adding that he chose Nevada because of the vibe he got from the coaching staff, the atmosphere of the Reno school and its proximity to Lake Tahoe. “My goal is to play professionally, so this puts me one step closer.” McLaughlin will join a Nevada program that competes in Division I as a member of the Mountain West Conference. Action Committees (PACs) emerged as major funders last fall in the run-up to the 2014 Congressional elections, and look to play an even larger role in next year’s Presidential and other races. According to the Center for Responsive Politics (CRP), PACs are political committees, typically representing specific business, labor or ideological interests, organized for the purpose of raising and spending money to elect and defeat candidates. They must register with the Federal Election Commission and are limited to donations of $5,000 to any given candidate per election-but can also contribute $5,000 annually to any other PAC and up to $15,000 annually to any national political party. PACs can receive as much as $5,000 from any one individual, PAC or political party per calendar year. Meanwhile, so-called Super PACs aren’t beholden to fundraising or spending limits, but can’t make contributions directly to candidates or political parties like regular PACs. “They do, however make independent expenditures in federal races-running ads or sending mail or communicating in other ways with messages that specifically advocate the election or defeat of a specific candidate,” reports CRP, which produces the OpenSecrets.org website scrutinizing what PACs are spending and on what. The biggest among the new breed of green PACs is billionaire hedge-fund manager Tom Steyer’s NextGen Climate Action super PAC, which poured some $50 million toward battling climate “deniers” in races across seven key states in 2014. NextGen has already committed upwards of $5 million into the 2016 election cycle, with much more likely to come over the next several months in an effort to “disqualify” presidential candidates who deny that climate change is real or caused by human activity.
“The effort will be called Hot Seat, and NextGen Climate says it will involve media and on-the-ground campaigns in key electoral states aimed at linking Republican deniers to the Koch brothers and other interests that seek to undermine climate science,” reports Kate Sheppard in The Huffington Post. “The idea...is to force candidates skeptical of climate change to defend their views right out of the gate.” Another big player is the League of Conservation Voters’ super PAC, which pledged $25 million alongside NextGen in 2014. The next two biggest green super PACs to date are the Sierra Club’s Independent Action and the Environment America Action Fund, both which spent roughly $1 million to influence 2014 elections. The Defenders of Wildlife Action Committee spent $350,000 on 2014 elections. As for regular PACs, those already amassing their funding war chests for 2016 include the League of Conservation Voters, the Center for Coastal Conservation, Ocean Champions, Environment America, The NRDC (Natural Resources Defense Council) Action Fund, Defenders of Wildlife Action Fund, Environmental Defense Action Fund, and the Sierra Club. Other green PACs are expected to join the fray. While not a PAC per se, Crowdpac gives everyday people the ability to research candidates based on their own values and priorities and provides an easy online mechanism for making direct campaign donations. drive irresponsibly without impunity. For example, I was recently crossing 18th Street at Arizona Avenue in a marked crosswalk when a middle-aged male driving a maroon SUV deliberately cut me off. When I shot him a dirty look, he shouted, “A******e.” We exchanged “F.U.s.” The moron drove off knowing that he could get away with his dangerous and illegal driving because enforcement is nil. The draft Pedestrian Action Plan (PAP), downloadable from the city’s website, is a 219 page document. I’ve only had time for a quick review of its content; nevertheless, it appears to be more of the same old failed, ideological-driven, traffic mismanagement policies to me. It’s based on Vision Zero, a national movement to eliminate preventable deaths and serious injuries that result from traffic collisions. Vision Zero emphasizes shared responsibility among all road users, street design that promotes safety and minimizes risks, and better enforcement and education to prevent unsafe behavior. What a concept! The city’s PAP promises to prioritize safety in the city’s transportation planning and design efforts and coordinate efforts and concentrate on the elimination of traffic injuries and fatalities - and world poverty and global warming. The PAP obligates the city to consistently prioritize road user safety and call for accountability from all users of the roadway. That includes defining and constructing projects to improve safety for people using the street, implementing changes to reduce vehicle speeds, supporting walking, biking and driving safety, promoting walkable environments and finally, encouraging safe behaviors for all road users. The PAP engages community leaders to promote safety including enforcement of distracted and unsafe vehicle operation. It’s obvious this is another attempt to further slow traffic speeds, increase congestion, make motorists more frustrated and further diminish the ability for most of us to get around in a timely manner. But, hasn’t City Hall been trying to force us out of our cars since the “Traffic Calming” days in the 1980’s - without success? (subhead) Bus Stop improvements continue Finally, nothing shows City Hall’s ineptness and arrogance like the new Big Blue Bus stops. At 14th and Idaho, a neighbor made a big improvement at the new Crosstown stop. Finally somewhere to sit while waiting 20 minutes for a bus.

former gym director at the Santa Monica YMCA to fill out a three or four page questionnaire on pedestrian safety. The Y was assisting the city’s effort to improve pedestrian mobility and encourage the use of safe walking. I speculated that this community survey, like most community surveys from City Hall, was basically seeking public endorsement of conclusions and recommendations already cobbled together by city department heads, planning staff and the usual “finger in every pie” politicians. When I received the survey, it appeared that many questions were soliciting specific conclusions. Questions involving pedestrian use of the streets seemed to be aimed more at selling certain design aspects rather than dealing with real pedestrian issues. The lack of questions about traffic enforcement was a dead giveaway. After being queried about landscaping, crosswalks, wider sidewalks and the like, the last items (as I remember it) was something like “What would you suggest?” I wrote in one word: “Enforcement!” I walk a lot in Santa Monica to and from my apartment near 14th Street and Idaho Avenue to 20th Street and Santa Monica Boulevard weekly and to/from downtown Santa Monica a couple times a month. When my car is in the shop, I walk to/from Lincoln Boulevard and Sunset Park and Montana/14th - four or more times a year. I regularly stroll “North of Montana” and walk to Vons and Rite Aid once or twice a week often carrying groceries home. Plus, I occasionally take other walks. So, I’ve seen and experienced it all. Motorists and bicyclists cut me off in marked and unmarked crosswalks on a regular basis. I’ve been deliberately “run at” at intersections and in parking lots by distracted drivers. And, best of all, I’ve been cursed at and “flipped off ” by nut bags and ill-tempered motorists and bike riders so often that I’m starting a petition to make the upraised middle finger, “The Official City Bird of Santa Monica.” I’m a careful, cautious and courteous pedestrian. I avoid un-signalized intersections because I regard them as unsafe. I wave oncoming traffic on before stepping into the street. I look both ways and always yield to drivers and bicyclists because I don’t expect them to stop or yield for me even though I may have the “legal” right-of-way. Center medians, wider crosswalks, enhanced street furniture and all the landscaping in the world won’t address the number one flaw in the system: curbing rude, unsafe, aggressive drivers and bicyclists who

Bruce, who was a standout shortstop at Bellflower-St. John Bosco, served as an assistant coach at UCLA when the Bruins won the 2013 College World Series. As an out-of-state recruit, McLaughlin is bringing his skills to a program that currently features 20 other players with California ties. McLaughlin, who said he’s been swinging a bat since he was 3 years old, started playing organized baseball at age 6. He began his prep career at Westchester High School, batting .358 as a sophomore with 16 runs, nine stolen bases and four RBI in 22 games. McLaughlin also took the opportunity to play baseball for a couple weeks in Australia that year through the Goodwill Series, an international sporting event for teenagers. That’s when the longtime second baseman
realized how much he enjoyed playing shortstop. “I like being a field general,” he said, “and I’ve always wanted to be like Derek Jeter.” He transferred to Samohi as a junior, hitting .338 with 17 runs and 13 RBI this past season. One of the highlights of his campaign came in the second round of the CIF Southern Section playoffs, when he hit a two-run single in the ninth inning of the Vikings’ 3-1 win over IrvineNorthwood. The senior is hoping to add to a family legacy that his father, Jason McLaughlin, cemented by playing baseball at what is now known as Colorado State-Pueblo. The elder McLaughlin hit .345 with 34 runs and 15 RBI in 2000 and batted .315 with 45 runs and 22 RBI in 2001. But McLaughlin’s father, who has worked as an instructor in the MLB Urban Youth Academy, didn’t get the chance to play in the professional ranks. “My goal is to get drafted,” McLaughlin said, “so I can one-up my dad.” JEFF@smdp.com

in 100 percent affordable housing projects. Those units will receive a discount of $1 per cubic foot, similar to the rate currently charged to single-family affordable projects. State law prohibits ratepayers from covering the cost of the discount so council was required to approve a transfer of $84,000 per year from the general fund to cover the cost. Council approved the changes unanimously but questions were raised about enforcement of the new rules. Councilwoman Sue Himmelrich asked how the rules would impact inclusionary housing that is mandated as part of a larger, market rate development and asked if submetering those units would enable landlords to pass through costs to those units. Staff said pending legislation at the state level will address landlord tenant interactions and that the city is monitoring that
effort to understand how it will apply to local residents. However, if a unit is deed restricted affordable housing, those landlords would be prohibited from passing through water costs. Councilwoman Gleam Davis had a similar question, asking if staff had considered the long term implications of giving individual water usage to landlords and what the landlord might do with that information. “Is there some concern that a landlord may see a particular unit is using a lot of water, which, of course, is then driving up the landlord’s water bill, and providing the landlord with an incentive to either, for lack of a better term, harass a tenant into using less water or try to get that tenant to leave?” City attorney Marsha Moutrie said her office will look into those concerns and return to the council with additional information. She said a general provision of the city’s anti-harassment law might apply to the situation but that most of the complaints her office receives are from tenants
who object to the landlord dividing the building’s water bill equally among tenants. She said many tenants complain that they are being unfairly charged for water wasting neighbors. “I think those tenants would actually be happier about individual water meters in their building, so that cuts both ways,” she said. Action on water meters followed previous revisions to landscaping rules. Santa Monica has banned sprinklers for all new developments and prohibited new sprinkler systems for existing landscape. New projects for commercial properties are also prohibited from using high water use plants, such as turf. New residential properties can use high water plants, including turf, in no more than 20 percent of the total landscaping. Residents can have some landscaping but the total cumulative area of high and moderate water plants must not exceed 40 percent of total landscaping. Some exemptions exist for public and private spaces for sports fields, active play

areas and public gathering spaces. According to the Office of Sustainability and the Environment (OSE), landscape rebates have been expanded. Money is available to help capture rainwater and rebates are available for specialized landscaping. “Landscape Rebates include up to $4,500 for turf and sprinkler removal; up to $1,500 for replacing turf on parkways with climate appropriate plants; from $200 $2,000 for installing rain barrels or cisterns as part of a rain harvesting system; $1,000 for installing rain gardens or rock gardens; and up to $40 per downspout for redirecting water from gutters,” said an OSE press release. “Rebates can total up to $8,000 or more per property. Richard Gere wants us to talk about homelessness Cause Celeb with Colin Newton
A recent photo of actor and humanitarian Richard Gere went viral, liked 1.6 million times and shared more than a half a million more. The pic showed Gere unshaven and in torn clothes, and it came with a story that he’d spent a day handing out $100 bills to homeless people in New York. Well, not quite.
Gere took to his co-star Jena Malone’s Facebook page to refute the rumor. The photo was a still from the recently released movie Time Out of Mind, in which Gere plays a homeless man navigating the streets of New York and dealing with the confusing bureaucracy of social support. Last month, Gere hosted a Q&A on Malone’s Facebook page about the impact of homelessness. Good for you,
