Council to consider climate change in new land use rules BY KATE CAGLE Daily Press Staff Writer

Development plans near Santa Monica beaches will soon have to take climate change and the longterm impact of sea level rise into account. For the first time in nearly 25 years, staff members are updating the city’s Land Use Plan, or LUP, which creates guidelines for land use and development near the coast. The plan covers the city’s

An Italian restaurant with rooftop views on the Santa Monica Pier is asking the city for permis-

sion for a make over. The owners of Ristorante Al Mare want to nix their white tablecloths and current selection of pizza and pasta to rebrand the restaurant as “fast-casual” with sal-

City Council committed 80 percent of the money to fund existing affordable housing loan repayments and to build more units over the next three years. The report will be posted online by the end of the year.

Medical Services for Arrestees State law requires the Santa Monica Police Department to provide medical services to arrestees. The Council will vote on whether to allow the City Manager to negotiate two separate three-year contracts to provide medical care onsite and at UCLA Santa Monica Hospital. The city’s contract with Vital Medical Services should not exceed $500,000 over the multiyear contract. The City Manager will also negotiate an agreement with UCLA Santa Monica Hospital and Palm Drive Medical Group for emergency room services.

Clients kick old habits with new shoes CLARE Foundation teamed up with Hav A Sole to provide quality footwear for clients at the nonprofit treatment facility on Wednesday, Nov. 23. Rikki Mendias, Founder of Hav A Sole, spent part of his childhood living at the CLARE with his mother. One of his earliest memories was of a former client who bought him two new pairs of shoes after discovering that his were in poor condition and they couldn’t afford to replace them. Mendias always remembered her kindness and created Hav A Sole to pay that kindness forward. “We’re so pleased that Rikki and his mother, Wendy, continue to give back to CLARE and set an incredible example to the clients,” said CLARE CEO, Dr. Lisa Steele. “Rikki’s experience at CLARE, and remembering the kindness from a former client, inspired him to give back to the community. We continue to grow a sense of community within CLARE and motivate our clients to make healthy choices and pay it forward on their recovery journey.” Hav A Sole is an LA-based nonprofit that donates shoes to the homeless and at risk youth population. The organization has donated thousands of pairs of footwear through their partnership with major shoe retailers Nike and Saucony, and continues to work with other nonprofit organizations to reach out to help those in need. Temporary I-10 closure The westbound I-10 freeway will be temporarily closed for a signage replacement project starting Monday, Dec. 5. Closures will affect the freeway between the Cloverfield Boulevard off-ramp and the Lincoln Boulevard on-ramp, including the 20th Street on-ramp. Cars will be re-routed off and back onto the freeway between the hours of 10 p.m. and 5 a.m. as shown in the detour map below. This detour will be in place for three consecutive weeknights, Dec. 5 – 7, and a few additional weeknights before the Christmas holiday. Additional dates will be shared at www.smgov.net/kbug and on Twitter using #KBUG when they are set. The purpose of this project is to replace signage along the State of California Department of Transportation (Caltrans) highway and arterial surface streets within the City of Santa Monica. The improved signage is intended to prevent last minute weaving at ramps, improve lane assignments, and reduce congestion through efficient lane utilization. The closure is needed to hoist large signage over travel lanes. The evening hours were selected to mitigate traffic impacts and daytime access. Electronic signage and the California Highway Patrol will direct westbound motorists to exit the freeway at Cloverfield Boulevard and detour on Olympic Boulevard to the Lincoln Boulevard onramp. Additional traffic control measures

Another Evening with Carl Reiner at Santa Monica Public Library Almost three years to the day since he last visited, legendary comedian Carl Reiner returns to the Santa Monica Public Library to sign and discuss his latest book, Carl Reiner, Now You’re 94, on Thursday, December 15, 2016 at 7:00 p.m. in the Main Library’s Martin Luther King, Jr. Auditorium, 601 Santa Monica Blvd. Carl Reiner has been entertaining audiences for decades, on television, in film, and in his many hilarious books offering up humorous stories from his life. Three years ago, Carl appeared at the Main Library to share and discuss his autobiography I Remember Me. Now he returns with his latest book, the illustrated diary Carl Reiner, Now You’re 94, which Carl describes as “a day by day, much too complete, moment by moment, detailed account of every aspect of my daily life.” A book sale and signing follows the program. This program is free and open to all ages. It is a ticketed event. Free tickets will be released beginning one hour prior to the program. One ticket per guest only. Assemblymember Bloom to Introduce Legislation to Improve Coexistence with Mountain Lions Assemblymember Richard Bloom will introduce legislation to give the state more flexibility on how it deals with protected wildlife that may pose a danger to livestock and property. Last Monday, a mountain lion preyed on and killed nearly a dozen livestock in the Santa Monica Mountains. The mountain lion known as P-45 was shown by radio collar data to have been in the area. In response, a livestock owner applied for and received a Depredation Permit, after investigation by a California Department of Wildlife, which grants the owner the right to track and kill the suspected mountain lion within a period of 10 days. “The recent events concerning the mountain lion P-45 have raised many questions about how to coexist in the urban-wildlife interface,” said Assemblymember Bloom (DSanta Monica). “It is clear that incidents of depredation need to be addressed on a caseby-case basis. I intend to introduce legislation to increase the flexibility and non-lethal tools available to the Department of Fish and Wildlife for dealing with these incidents.” In 1990, California voters approved the Wildlife Protection Act, which prohibits the hunting of mountain lions. However, the act also authorizes owners of livestock that have been attacked by a mountain lion to seek depredation permits. ON NOVEMBER 23, AT ABOUT 2:22 P.M. While patrolling the area of Beach Parking Lot 2 North – Pacific Coast Highway an officer observed two subjects sitting in the parking lot. The officer stopped to speak with both subjects. As the officer approached, he noticed narcotics paraphernalia in a shirt pocket of one of the subjects. The subject was placed under arrest. A search of the suspect’s property revealed possession of methamphetamine and a police radio belonging to the Los Angeles Unified School District Police. It was undetermined when or where the radio was taken from. The suspect was transported to SMPD Jail for booking. David Cruz Velasquez, 44, from was arrested for Receiving Stolen Property, Possession of methamphetamine, Possession of Narcotics Paraphernalia and Probation Violation. He was denied bail.

If approved, the new menu will feature traditional bar food such as artichoke dip and Buffalo wings, as well as salads, hot sandwiches and burgers. The restaurant is located inside the Billiars Building at 250 Santa Monica Pier. The City Council will vote on the new changes at their meeting Tuesday, Dec. 6. The proposal comes as the city aims to curb the growth of “fast-casual” restaurants on the nearby Promenade, even going so far as to institute a temporary ban on converting full-service restaurants to “fast-casual” in May. The City Council instated the ban to give staff members more time to consider whether the more casual dining options should be allowed to proliferate on the Promenade, where fast food has been banned since 1988. As opposed to casual dining establishments that provide table service, at “fastcasual” restaurants, customers order at a counter and often bus their own tables. The more relaxed dining options have been popping up all over downtown: Tender Greens, Flower Child, 800 Degrees and Chipotle are several examples. “You’re clearly seeing an erosion of the full-service restaurant in favor of the fastcasual,” said Councilmember Sue

Himmelrich at the May 24 meeting that discussed the temporary ban. Restaurants on the Pier are subject to a separate set of leasing guidelines set up in 1988 to preserve the unique character of the historic landmark. According to the guidelines, “each lease is vital to maintain a vibrant mix of uses and a sustainable Pier business environment.” The owner of any restaurant, in this case Romana Pier LLC, must get approval from the city council for any major alterations from the original concept outlined in their lease. In 2010, Ristorante al Mar introduced upscale dining on the Pier, complete with a website promising customers sunset views and a “meal to remember.” The spot had been vacant since 2002 when the Arcadia nightclub closed down. Renovations took nearly four years to complete. In February, Planet Hollywood Restaurant Group became an investor of Romana Pier LLC, purchasing 50 percent membership interest. In addition to their name-sake, Planet Hollywood owns the Buca di Beppo and Earl of Sandwich chains. Under the new proposal, “Earl’s Seaside Tavern” will offer counter service on the ground floor, with a larger menu and sitdown service on upper floors. The restaurant claims two-thirds of their menu items would be new foods served on the Pier. City Council meets at 5:30 p.m. at City Hall, 1685 Main St., on Dec. 6. kate@smdp.com

sea-level rise with property sales, and rolling easements. “It can get into questions of restrictions on property or on rebuilding or on new building depending on whether that seems justified by the actual sea level rise,” Bar-El said at the Nov. 22 City Council meeting where council members weighed-in on the plans. The city operates under an LUP approved back in 1992, years before the California Coastal Commission began requiring local cities to take climate change into account when planning projects near the beach. The new LUP will follow state guidelines and recommendations put forth by scientists consulting on the plan. “It’s all very new,” Bar-El said. “Everybody is figuring it out together in the climate change world. There are guidelines and we know there will be expectations from the Coastal Commission.” Over the next 80 years, sea level could rise between two and a half feet and nine and a half feet, according to Dr. David Revell, an expert on climate change and a consultant on the LUP. In the most extreme scenario, Revell says Santa Monica’s beach could “pretty much disappear” and structures west of Pacific Coast Highway could face flooding during storms. “There’s going to be other things that people need to be conscious of, like the Pier. That’s going to face a lot more hours of wave attack. That’s going to require more maintenance,” Revell said. “We are looking at the shore line receding,” Bar-El said. “We’ve been gaining sand for the last two years but models are showing that trend will turn around.” “You have to plan for the worst and prepare for that.” While city planners and scientists work on the new LUP, Santa Monica is already taking steps to educate residents and visitors on the impact of global warming and pursue projects to mitigate its effect.

Through the end of the month, beachgoers can see the potential impact of climate change on the beach for themselves by looking though an Owl on the north side of the Pier. The virtual reality installation offers a 360-degree view of sea level rise and the impact of coastal storms on the shoreline. Images depict nearly-flooded lifeguard towers and submerged parking lots during a future major storm if global warming continues along its projected path. The installation is provided by a USC Sea Grant and utilizes models provided by the U.S. Geological Survey. On Saturday, volunteers began the Stone Canyon Creek Restoration Project, which aims to create a dune on three acres of the beach to protect wildlife and buildings from sea level rise and erosion. The city partnered with The Bay Foundation for the pilot project which will incorporate low-lying fencing and native plants, according to permit applications approved by the Coastal Commission. LUP planners will be looking at that project to see if more dunes could be a solution to protecting structures from rising sea level. Revell supports the project because sand dunes provide a buffer during storm events. He says starting the project now will pay dividends as the dunes accumulate sand over the years and add elevation between the beach and PCH. Staff members hope to complete a draft of the LUP in February to present to the City Council. After the City Council approves a plan, it goes to the California Coastal Commission for certification. After the LUP is completed, staff members will work on an Implementation Plan, also known as the Coastal Zoning Ordinance. In the long run, the two plans will give Santa Monica authority to issue coastal development permits, instead of the California Coastal Commission.
