After December rains SoCal remains dry

The Santa Monica Homeless Count needs more volunteers for their upcoming tally of homeless people living in the City. Interested volunteers have until Wednesday, January 18 to sign up. The annual count collects information on the number of individuals and families living in shelters and on the streets. The count will start rain or shine at 10:30 p.m., January 25th. That night, teams of three to four people will fan out across the city on foot and in cars to cover every ally, street and park. It takes about 250 volunteers to cover Santa Monica’s 8 square miles. Last year, volunteers counted 728 homeless people, 416 of those were sleeping on the street - a three percent increase from 2015. No children or families were found unsheltered, however, the number of homeless people sleeping on the beach had greatly increased. Half of the homeless people counted had been living in Santa Monica for less than a year, a majority of them coming from outside the City. During the 2016 count, volunteers also gathered demographic information from 133 individuals over three nights. It typically takes a few hours to complete the overnight count, with some counters working until 3 a.m. Volunteers must be at least 18 years old and able to walk up to 2.5 miles unassisted. Wet weather pushes water out to the ocean through local storm drains but the recent rains have done little to impact ongoing drought conditions.

Umbrellas are finally drying out, windshield wipers have a chance to rest and rubber boots are making their way back to the corner of your closet, but unfortunately Southern California’s drought still stands. In the past week, Santa Monica has received about 2 inches of rain, according to the California Irrigation Management Information System (CIMIS) weather station near the City. We need much more than that.

“This it the sixth year of drought and we don’t see it ending anytime soon,” said Kim O’Cain, a senior sustainability analyst for the city of Santa Monica. Santa Monica’s rainy season picks up in January and February, and December’s numbers are slightly above the historical average of 1.88 inches, according to NOAA. While December did bring some rain, City leaders are less than optimistic about the future. “We need all the rain we can get because it does recharge our groundwater,” O’Cain said. “We have a goal to be self sufficient by
2020.” Right now, nearly 80 percent of the City’s water comes from local groundwater sources. It can take more than six months to see measurable impacts on aquifer levels after rainy days. In the meantime, the rain is helping the City’s trees that have been hit hard by six years of drought. Santa Monica has maintained emergency drought measures even after Governor Jerry Brown lifted mandatory water conservation requirements for the California in May. The other 20 percent of Santa Monica’s water is brought in from

other areas of the state. While Southern California remains exceptionally dry, rain and snowmelt in Northern California has improved the situation north of Santa Cruz. On Wednesday, the Department of Water Resources (DWR) announced plans to boost water supply from 20 to 45 percent of most requests because December storms produced rising reservoirs. “But the faucet can shut off suddenly and leave us dry for the sixth year in a row,” said DWR

FILM REVIEW JULIETA, Rated R, 99 Minutes, Released December 21st Pedro Almodovar uses color as a language. He noted in a Q&A after a screening of his latest film Julieta, that he uses the color red sparsely so that it keeps its impact, especially when it underscores a woman’s emotions. Julieta begins with a screen filled with the deep red folds of a robe that the main character wears as she silently wraps a curvaceous sculpture with great care and deliberation. You know immediately that this is a woman with deep passion lying just under the surface of her countenance. It is important when watching an Almodovar film to suspend your sense of urgency. Pretend you are sipping slowly from a glass of cinematic wine, enjoying the flavor and warmth as you relax into it. The screenplay that Almodovar has written for Julieta is taken from three short stories by Canadian Nobel-Prize-winning author Alice Munro: “Chance,” “Soon,” and “Silence”. The director says he has been a fan of her work for years. Julieta is a sensual woman with a mix of strengths and flaws. She embraces her life and her relationships with intensity. We are introduced to her as an older woman who has seen tragedy and has questioned her reason to exist. We understand that she has great sensitivity to the pain of those around her and a deep frustration at her inability to completely control the forces that shape the lives of those to whom she has become emotionally attached. Then we see Julieta as a younger woman and experience the life changing events that
have made her who she is now. In the end she has grown into a woman with an insatiable will to understand and to try to gain some control of her world in spite of the random forces that compel people to make the choices they make. She sees her own emotional transcendence in the life of her estranged daughter who now has endured a tragedy of her own. Celebrated actress Emma Suarez, whose career in film and TV has spanned over 35 years, portrays the angst and passion that define the older “Julieta”. Adriana Ugarte, also an accomplished actress from Spanish film and TV, plays the younger version. Watch for a pivotal scene in the film where images of older and younger Julieta blend. The film was shot in the locations where the story takes place: Madrid, Galicia and Andalusia in southwestern Spain. The settings play an emotional role in the film. In one segment Julieta moves back to a building she lived in during an important period in her life. Cinematographer Jean-Claude Larrieu captures the essence of the energy of Madrid, the whitewashed brightness of Galicia and the breeziness of a Mediterranean fishing village. Production designer Antxon Gomez, who has worked several times with Almodovar, chooses the colors and placement of objects perfectly. Julieta is a European style deep psychological study on film. If you are an Almodovar fan you will not be disappointed. Santa Monicans who live in apartments and condos are doing the best, with 84 percent of those residents are saving water. While many residents may feel like they’ve done enough to save water: replacing toilets and showerheads, tracking down leaky pipes and re-landscaping their laws, O’Cain says it may be time to take a second look because new products have come onto the market in recent years.

“There’s a whole slew of products that can help you save even more,” O’Cain said. The city offers free products and free home visits to inspect water usage and offer suggestions to saving on your water bill. Shannon Hale is “a product of SMMUSD,” along with her mom, husband and three younger brothers. She attended McKinley Elementary School, John Adams Junior High, SMASH, and Santa Monica High School, and has now been teaching in SMMUSD for 22 years. Her son will also be attending JAMS in a few years. She says, “It is awesome that he will be following in my footsteps through this great school district.” As early as she can remember, Hale “always wanted to become a teacher…I was always playing school with my dolls and stuffed animals when I was little to later on teaching my 3 younger brothers and little cousins.” Hale’s student teaching took her to Lincoln Middle School and Santa Monica High School, after which she served as long term substitute at LMS and JAMS. While over half of her teaching career was teaching 6th grade Humanities, she is currently teaching 7th grade World History and AVID. HALE SPEAKS

a very interesting experience for all involved. Being able to call them by their first names was very weird at first. History and teaching history is my passion. I like making the connections to today when talking about medieval history. My goals are to work with my grade level colleagues and make advances in my teaching practices. My students and my JAMS family inspire me every day. One of my colleagues has a poster in his classroom that says “Dreams don’t work unless you do.” Those are words to live by. My former teachers inspire me especially Mr. Paul Kerry, Mrs. Suzanne Peterson and Sra. Carmen Paul were my role models and they made me the teacher I am today. My students make my job worthwhile. When they thank me at the end of the day that makes me feel appreciated. When students come back and visit and tell me how I helped them that makes my job worthwhile. Kind words from parents go a long way as well. My JAMS family also make my job worthwhile. I work with some amazing people. It is nice to have a group of friends to share your successes and challenges with that work in the same environment as you do. Not everyone understands the dynamics of working in a middle school. I want my students to love history and understand why it is so important to learn. I hope to teach at JAMS for the rest of my career.

ON DECEMBER 14, 2016 AT ABOUT 3:41 A.M. Officers responded to a radio call for service of a possible grand theft auto in progress at 1441 24th Street. As officers were responding to the area, they located a possible suspect attempting to flee the area in a vehicle. The suspect was detained in the 2200 Block of Broadway for an investigation that revealed the reporting party/victim was awoken when he heard his car start. The victim confronted the suspect who returned several items he had taken from the vehicle to the victim. The suspect walked away and the victim called the police. The suspect was positively identified by the victim. Further investigation revealed the suspect was driving a stolen vehicle and additional stolen items were recovered from the vehicle. Juan Ivan Saldana, 18, from Los Angeles was arrested for driving a vehicle without consent, petty theft, identity theft and receiving stolen property. Bail was set at $100,000.
