Rick Cole, Santa Monica’s city manager: I believe the unanimous vote by the City Council on October 13 to shift from project-by-project development negotiations marks a promising new opportunity for Santa Monica. With unanimous adoption of the citywide zoning code in June, we can ensure future development is guided by a consistent, transparent and coherent framework once we complete work on the Downtown Community Plan. DP: What do you hope the New Year holds for you? RC: Getting things done. Expo, the Colorado Esplanade and the California Incline will open. Beginning with the adoption of the minimum wage, 2016 will be a year when Santa Monica continues to lead in creating a model city that works for everyone.

Daily Press: What do you hope the New Year holds for you? City Councilmember Ted Winterer: My main resolution for 2016 is to be more wholly present with my wife and kids. I’m aware that too often when they’re trying to converse with me, I’m preoccupied with my day job or Council matters and thus am guilty of not giving them my undivided attention, which they very much deserve. I need to learn to set aside my worries when I walk in the front door of our home and to fully engage with my family. HELPING THE HUNGRY

LOS ANGELES — “Star Wars: The Force Awakens” has reached $1 billion at the box office, achieving the milestone with record-setting hyper speed. The Walt Disney Co. said “The Force Awakens” crossed the billiondollar mark Sunday, accomplishing the
feat in just 12 days. The previous movie to reach $1 billion the fastest was Universal’s “Jurassic World,” which did it in 13 days in June. “Jurassic World” also had the benefit of record grosses in China. “The Force Awakens” doesn’t open in the world’s second-largest movie market until Jan. 9. J.J. Abrams’ installment of “Star Wars” also posted the biggest Christmas Day box office in history
with $49.3 million and the best secondweekend earnings with $153.5 million. “The Force Awakens” has been setting records since its debut Dec. 17. Flames engulf Ocean Park pier Editor’s note: This monthly feature uncovers Santa Monica’s history by compiling notable city happenings from a century ago. The stories are found in old newspaper archives.

Authorities were working to determine the cause of a large fire that broke out on the Ocean Park pier a century ago this month. Witnesses described “two mysterious men in a boat” close to the pier’s dance pavilion before flames erupted in the early hours of Dec. 27, 1915, burning bowling alleys, a roller coaster and other attractions, according to an archived Los Angeles Times article. The blaze, which was spurred on by a 100-gallon fuel tank, caused estimated damages of approximately $140,000 (nearly $3.3 million in 2015 money). “Thousands of persons from neighboring places and as far away as Los Angeles rushed by automobile to watch the play of the flames,” the article reads. Santa Monica and Venice firefighters responded to the scene. Los Angeles authorities brought additional equipment and assisted with crowd control. Ocean Park was still planning to hold its midwinter fiesta, according to the article. WATER BOND DEFEATED
Santa Monica voters failed to pass a ballot measure approving the city’s purchase of four water plants 100 years ago this month,
according to a Times brief. Supporters outnumbered opponents of the $712,500 bond (nearly $17 million in 2015 money) at the polls, but they fell a few dozen votes short of the necessary two-thirds requirement. The measure was “hotly contested” and caused “much bickering” in the six voting precincts, according to the brief. Before the election, the president of the state’s railroad commission had urged voters to support the city’s purchase of the four water systems. “I would say unhesitatingly that in my opinion the people of Santa Monica would do well to acquire these properties,” Max Thelen said, according to a Times brief. DOUBLE DUTY?
In an attempt to save the city money, a public official named himself Santa Monica’s police chief a century ago this month. After being elected as the city’s public safety commissioner, Samuel L. Berkley said he would run the police department if Ellis E. SMMEF receives $25,000 gift from Kaiser Permanente

The Santa Monica-Malibu Education Foundation (SMMEF) has received a gift of $25,000 from Kaiser Permanente to fund innovative programs at Santa MonicaMalibu public schools. With this gift, Kaiser Permanente joins SMMEF’s growing Corporate Partners program. “We are delighted to support and enhance the health and well-being of the students, staff and families in the Santa Monica-Malibu Unified School District,” says Georgina Garcia, senior vice president and area manager at West Los Angeles Kaiser Foundation Health Plan & Hospitals. “We care deeply about this vibrant and engaged community, and support the Foundation’s work to ensure that all students thrive and reach their full potential.” Kaiser Permanente will open a medical office in Santa Monica next spring at 10th Street and Broadway. Like all donations to SMMEF, the gift from Kaiser will fund programs for every school in the Santa Monica-Malibu Unified School District (SMMUSD). SMMEF-funded staff and programs include arts education for the district’s 4,900 elementary students, 87 instructional assistants and enrichment grants for all 16 schools in the district. In line with Kaiser Permanente’s mission to encourage health, many schools use these grants to promote student health through augmented on-campus counseling, health clerks or other wellness programs. Some schools also use these grants to provide science, technology, engineering and math (STEM) or visual and performing arts programs. “We are very thankful for Kaiser Permanente’s generous contribution,” SMMEF Executive Director Linda Greenberg said. “Through their donation, Kaiser Permanente is showing their commitment to healthy, vibrant schools and communities. I hope their gift is an inspiration to others to support education in our community.” For more than 33 years, SMMEF has partnered with businesses to support educational opportunities for students throughout SMMUSD, which serves more than 11,300 students and 8,000 families annually. Local printing company working to reduce waste at U.S. Open With the world expected to dump 2.6 trillion pounds of garbage into landfills this year, Venice-based entrepreneur Lindsey Kurowski, the owner of printing companies Knotty Pine Print and The Blocksmith, is finding innovative ways to curtail this waste. Kurowski partnered with snowboarding and apparel company Burton to reduce signage waste at the 2015 Burton U.S. Open Snowboarding Championships in Vail, Colo. Together, they diverted 2,500 pounds of garbage from local landfills and are working toward further reducing event waste for the upcoming 2016 U.S. Open in February. The challenge Kurowski faced was the high winds, rain and snow at the outdoor event; conditions that were unfavorable for common eco-friendly signage materials. This meant flying to Vail, rolling up her sleeves and spending hours sorting through materials, cutting grommets out of all the textiles, streamlining logistics and finding organizations that recycle cotton/polyesters. Kurowski even found a third-party vendor that was able to take all materials that could not be recycled and put them into a repurpose market. All of the plastic coroplast signage that lined the half pipes and coated canvas signage were sold to the construction market for laying concrete, lining countertops and tarp. Mesh signage was sold to the farming industry for shade; vinyl banners were sent to a third party to create bags and phone cases that will be used as promotional giveaways for the 2016 U.S. Open. Together, Kurowski and Burton were able to recycle and repurpose much of the large-scale event’s signage, diverting nine large pallets of material, weighing about 2,500 pounds, away from a landfill. For the upcoming 2016 U.S. Open, there are plans already in motion for swapping out as many materials as possible for more non-toxic fabric signage that can be recycled. — SUBMITTED BY SAVANNAH GEORGE

of the year again. The 2015 Sammy Awards — my annual nods to what’s good, bad and ugly in Santa Monica. Development continues to be the major issue. Most projects are oversized and downright ugly. No wonder folks want “slow” or “no” growth. City Council has voted to advance a mixed-use mega-development on our cityowned land between 4th and 5th streets along Arizona Avenue. The city-hired developer suggests a 12-floor, 148-foot structure with offices, a hotel, apartments (including 48 “affordable” units), plazas, cultural space and underground parking. Eighty-four feet (seven floors) is too much, even for downtown. The city can’t even stay within its own zoning guidelines. Why would we think any private developer would reign in the hideousness if City Hall won’t do it? There are a couple of other proposed projects that are notorious for their inappropriateness, bad design, incompatible sighting and excessive size and density. A proposed 330,344-square-foot, 84foot-tall, seven-floor, mixed-use complex at 500 Broadway sets new standards for distasteful, overly large development. Developer DK Broadway LLC and Koning Eizenberg Architecture share the “Aesthetically underwhelming” Sammy for this hodge-podge. The 10-unit apartment complex at 802 Ashland Ave., on a steep hillside above the 2900 block of Lincoln Boulevard, is small compared to the usual development. Still, this project squeezes 10 apartments (thanks to housing bonuses and incentives) onto a lot zoned for four units, revealing huge shortcomings in the development process. Corner of Ashland (SM).LLC (affiliated with mega-developer the CIM Group) and Koning Eizenberg Architecture earn the “Shoehorn it in” Sammy. The two large, ugly boxes under construction at the 5th Street and Colorado Avenue “gateway to the city” across from the new Expo light-rail terminal are new tourist hotels from OTO Development. The sixfloor, 136-room Courtyard by Marriott Hotel and the six-floor, 143-room Hampton Inn & Suites by Hilton designed by Gwynne Pugh Urban Studio in the despised “Bakersfield Modern” style have earned OTO Development and its architect the “Zero taste” Sammy. The “Urban Ugly” Sammy is shared this year by City Council, Planning Department, Planning Commission and Architectural Review Board for their parts in aiding and abetting a host of uninspiring, unattractive and traffic-generating eyesores. But wait. The “Carbuncle of the Year” Sammy goes to Alexander Gorby, whose controversial hotel proposal designed by Howard Laks for 7th Street and Wilshire Boulevard (behind the Santa Monica Professional Building) is excessively high and dense, boring, banal, uninviting and truly loathsome. No Sammy Awards would be complete without recognizing the planning department’s transportation mis-managers. They earn the “Need more congestion” Sammy for
the third year in a row for their “Safe Routes to School” fiasco next to Samohi, Bicycle Action Plan, Pedestrian Action Plan, Downtown Specific Plan and of course, LiNC — the “reimagining” of Lincoln Boulevard south of the Interstate 10 freeway. Special kudos to City Council for encouraging this crap. City policy makers got frustrated with what they saw as foot-dragging by the Federal Aviation Administration (FAA) on when the city could take control of Santa Monica Airport (SMO). Turns out, it’s 2023. An airport-sponsored publicity campaign #FAADoYourJob was formulated. SMO airport management earns the “Waste of time” Sammy for thinking they could pressure the FAA into speeding things up. Another observation: when City Hall got impatient with the FAA, the complaints were long and loud. But when residents want speedy action on problems, we’re ignored or stonewalled with ethics rules and endless delays. “The “Do your job, City Hall” Sammy goes to the politicians and overpaid bureaucrats who want it both ways. The “Let’s hire even more city employees” Sammy goes to City Manager Rick Cole, whose new six- to eight-employee Department of Communications is costing taxpayers $1 million annually. State Assemblymember Richard Bloom (D-Santa Monica) sponsored two pieces of inept rule-making this year. In California, citizens have the right to float a ballot measure for a new state law or constitutional amendment by filing a petition and a $200 filing fee. However, a bill coauthored by Bloom upped the fee to $2,000, the highest in the nation, prompting warnings that the statute limits the political clout of California citizens and makes it easier for deep-pocketed, special interest groups to dominate ballot initiatives. Gov. Jerry Brown signed it into law Sept. 1. Another Bloom-backed bill — a tribute to nanny government — would have put a 2cent-per-ounce tax on sodas and sugary beverages. Thankfully, it never became law. Nevertheless, Bloom easily earned the “Time to retire” Sammy. Then, there’s the “Smartest guys in the world” Sammy. It goes to SMa.r.t. (Santa Monica Architects for a Responsible Tomorrow), whose column appears in the weekend editions of the Daily Press. Full of good ideas, common sense and smart thinking, these guys — Thane Roberts, Mario Fonda-Bonardi, Robert H. Taylor, Ron Goldman, Daniel Jansenson, Samuel Tolkin, Armen Melkonians and Phil Brock — should be running City Hall’s Planning Department. We’d be a lot better off. The “Doctor, Doctor, gimme the news” (Robert Palmer, 1979) Sammy goes to State Senator Ben Allen, whose wise legislation repealed the “personal belief ” exemption that allowed parents to refuse to vaccinate their public school children from diseases like the measles. “We need to take steps to keep our schools safe and our students healthy,” Allen said. Fixing Colorado Avenue before it’s too late

Dear Santa Monica Councilmembers: Before the sidewalk gates are installed, I would like to propose turning Colorado Boulevard into a pedestrian- and bicyclist-only throughway from Cloverfield to 4th Street or from 17th to 4th streets. (Envision a variation of the Third Street Promenade.) Installing gates along the sidewalks to prevent pedestrians from walking along the train track median sounds like pedestrians have to be caged and won’t prevent cyclists from illegally riding on the sidewalks to avoid cycling along the seriously narrow Colorado. The gates might only corral the pedestrians onto the already narrow, unimproved sidewalks but do not protect or prevent cyclists from using the same prohibited, dangerous train track area. I am not convinced the pedestrian gates are a pedestrian safety feature. They seem more like an immediate reaction to the recent train/truck collision in the aftermath of the council’s eschewing train crossing gates. Why not limit auto traffic on Colorado, where the train shares the street surface? The train tracks have already reduced Colorado from two lanes in each direction to one lane each way. The one lane is further narrowed by street parking and makes it inherently dangerous for both autos and cyclists to share the portion of Colorado where the train tracks are at street level. Transforming that stretch of east-west road to pedestrian- and cyclist-only could benefit the businesses by bringing more foot traffic to that area, offer the opportunity to add green space and be a calm, safe alternative for east-west pedestrian, bicycle and train travel. This project would undoubtedly be a challenge to organize, but it would be worthwhile for the long-neglected pedestrians as well as cyclists and future train passengers.

walls and barriers have been constructed in all four southern Border States: California, Arizona, New Mexico and Texas. The Sierra Club Borderlands campaign has spoken up against the substantial border wall construction, arguing that it has had dire consequences for vast expanses of pristine wild lands, including wildlife refuges, wilderness areas and national forest lands, among other areas. Additionally, several species of wildlife have been observed and photographed stranded by the border wall, the group states, suggesting that many threatened and endangered species are suffering from border wall development as well. In their short films, “Wild Versus Wall” and “Too Many Tracks,” the Sierra Club describes how the significance of the borderlands — a vast and ecologically distinct region with a multitude of mountain ranges, two of North America’s four deserts and major river ecosystems — has been ignored by current U.S. border policy. The borderlands provide important habitat for rare and threatened wildlife species, including many federally listed threatened and endangered species. But in 2005, Congress passed the REAL ID Act, which included a provision that allows the Secretary of Homeland Security to waive all local, state and federal laws, including the Endangered Species Act, deemed an impediment to building walls and roads along U.S. borders. Border patrol has now built stadium-like lights, roads and towers in sensitive, remote areas, the Sierra Club says, and the roads fragment and destroy habitat while high
voltage lighting affects nocturnal animals’ ability to feed and migrate. “Border Patrol’s off-road driving, tire dragging and ATV use in designated roadless wilderness has left an immense scar on the landscape,” said Dan Millis, borderlands program coordinator for the Grand Canyon Chapter of the Sierra Club. The Sierra Club continues to raise awareness on borderland habitat degradation with the hope that they can combat further border wall development that may pose harm to the environment and wildlife. In a November 2015 trip to a U.S-Mexico border wall in Bisbee, Arizona, Millis told Borderlands campaigners how the jaguar is an “emblematic species for why this wall is problematic ... It’s important for wildlife, like the jaguar, to be able to have access to a range. The jaguar used to live in the United States, all the way up to the Grand Canyon ... the jaguar’s critical habitat has been established by the U.S. Fish and Wildlife Service and it includes areas that are bisected by these walls. And that’s really problematic if we want to see a very majestic species like the jaguar ... we’re going to have to these problems like this border wall seriously.” Millis also informed the campaigners of several other ecological issues associated with border development, including increased erosion, flooding and soil degradation. “We’re encouraging Border Patrol and Homeland Security to keep this stuff in mind as they move forward on projects,” Millis said. “They need to do things in a way that is more sustainable.” For more information, contact Sierra Club Borderlands Campaign at sierraclub.org/borderlands. Santa Monica police officers were dispatched to a possible vehicle burglary in the 1000 block of Broadway. The suspect was described as wearing dark clothing and having dreadlocks. When officers arrived, they saw the suspect walking away from a business with two people following. The officers asked the people if a crime had occurred, and one of them replied the suspect attempted to rob him and they were involved in a physical altercation. The officers asked the victim and witness to go back to the business where it was safe while they attempted to detain the suspect. The suspect was looking over his back at the officers and saying he didn’t want to talk. The suspect ignored the officer’s commands and kept walking away. When the officers got close, the suspect turned and took an aggressive boxing-style stance and yelled at the officers. The suspect lunged towards the officers, who then deployed their taser while giving additional commands to get on the ground. The taser was ineffective, so the officers wrapped up his legs and brought him to the ground. The suspect was kicking and punching and grabbing an officer’s radio microphone in an attempt escape the officers’ hold. The officers gained control and placed handcuffs on the suspect. The officers returned to the business to talk to the victim. The victim said he and his daughter were in their car backing out of the lot and were stopped to let pedestrians walk by. The suspect jumped on the trunk of the vehicle and then told the victim, “You hit me, give me some money.” The victim said he was not going to give him money, then the suspect spit in the victims face, lunged at him, and then reached into the victim’s pants pockets. The victim tried to walk away, but the suspect began punching him in the face. The victim was able to get away and run into the store, at which point the suspect said he was going to kill everyone.
