Thinking 'Outside the Box' I spend a lot of time thinking Reservoir. Some of the things would be substantial. We would need a groundswell on the pressure on school district funding from the of support from the community and advocacy from State of Texas. our State and National elected officials. I can think There are three points that I bring forward and of three primary benefits for this proposal. First, ask you to review and contemplate the pros and the Kerr County Reservoir would provide a much cons on. The first is that consolidation would reduce needed area water source. While this would not be the duplication of bureaucracy in many areas; one a constant level lake, it would allow us to store lots superintendent instead of five; one transportation of acre feet of this precious resource to stabilize our director instead of four (exclude Divide ISD); one water availability and its related demand. Passion A FOR
The new ladies’ boutique in Kerrville, Passion for Fashion by MLN, is aptly named, as it was Melissa Lynn Nunn’s passion for fashion that converted a nurse of 20 years into a buyer and retailer of ladies’ fashions, now providing the latest fashions in sizes 0 to 5X to the females of the Texas Hill Country. “It’s just something I always wanted to do,” she said. With encouragement from her husband, Tom Nunn, and his mother, Margaret Nunn, she jumped in with both feet. (It’s interesting to note that Nunn Bush men’s shoes were the creation of a relative of the Nunn’s.) Melissa entered the fashion world doing trunk shows with fashion jewelry for private parties, businesses, and events on a part-time basis. It wasn’t long before her growing clientele demanded more, i.e. clothing and accessories. Melissa’s natural keen eye for fashion showed, and her excitement was contagious as she displayed the colorful and often sparkly wares. Growing weary of loading and unloading the car, setting up and tearing down displays, and with growing inventory throughout her home, it soon became apparent a store was in the making. Two girlfriends, Carla Messer of Exquisite Faces by Carla and Carrie Mennella of Attribeaut’s Hair Salon, whispered in Melissa’s ear about a quaint storefront becoming available on Junction Highway in Kerrville, and Passion for Fashion was born. Melissa wanted to offer the latest fashions to ladies of all sizes and all ages, and evidently she hit the mark. “There’s a little something for everyone,” she tells ladies as they come through the door. “You never know who is shopping with us. One of our dresses and a silk wrap are on their way to a destination wedding in Scotland.” In less than six months, ladies from across the Hill Country have gotten the word and driven to Kerrville just to shop at Passion for Fashion by MLN. Prom dresses from the new boutique have sprinkled proms from Menard to Center Point to Harper. The Passion for Prom event at Buckhorn Lake Resort in March, a brainstorm of Melissa’s, was a fashion show of prom dresses in which girls from Kerrville Tivy, Ingram Tom Moore, Comfort, and Center Point high schools modeled evening wear from the store, with proceeds benefiting Project Graduations. She’s already planning to include a “prom dress exchange” of “barely used” dresses at the event next year. She also participated in the Cattlewomen’s Fashion Show at the Inn of the Hills in April. The ladies with the Kerrville Area Chamber of Commerce working at Kerrville’s Dancing with the Stars event in late April were sporting fashions provided by Passion for Fashion. Another one of Melissa’s brainstorms, actually from a dream, was to have the front door of the boutique painted in black and white zebra stripes, already a trademark. With eyes twinkling, she reported that “Everyone loves the door, and they say they can spot it from the road.” The Zebra Door Club is now being formed, whereby regular patrons may consistently receive a discount. Although Melissa wants to keep everyone guessing about what will be behind the Zebra Door next, Alegria shoes, Volatile sandals, and Scandalous sandals are current highlights of the shoe section. Miraclebody jeans and tops are popular new arrivals, and a full line of Spanx body-shaping apparel is next in line. Bamboo pajamas are now available. Italian silk wraps and other couture wear, business and casual separates, and of course plenty of fashion jewelry are also offered. A Facebook page and a newsletter for Zebra Door Club members will consistently keep others passionate about fashion up to date as new merchandise is available, right here in Kerrville. So… when are YOU going through the Zebra Door?

DIRECTOR'S PROFILE
william j. BELTRONE
CPA
OWNER
Education: I began at University of Wisconsin, Eau Claire; Graduated cum laude from the University of Houston with a Bachelor in Business Administration, Accounting. I obtained my CPA license in 1996. What words best describe you? Loyalty, Integrity and Objectivity. What hobbies do you have? In the last year I’ve gotten into running and I am training to run my first 10K this September. I am in the planning stages of the Hill Country Pumpkin Run, a 5K Run /Walk on October 29th, to benefit Tivy High School students with scholarships to college. Find out more at www.hillcountrypumpkinrun.com. What is the most influential book you have read? Winning by Jack Welch and Suzy Welch. How have your mentors affected you? My father taught me to have a strong work ethic. He instilled in me the desire to do my best and then do it better the next time. Most of all, I learned no matter what I do, always take care of family. I have tried to pass these lessons on to my children. What was your first job out of college? I was a staff auditor at Arthur Andersen in Houston. I left the firm about six years prior to revelations of problems with the audits of Enron.
how is your company a benefit to Kerrville? My high ethical standards sometimes means putting the public’s interests ahead of my own interests. My clients, creditors, the government, other businesses and all those who use my services or rely on my work, expect me to maintain the integrity of my profession. Many of my clients are for-profit schools located outside of Kerrville that receive Title IV funding from the Department of Education. My job is to help them stay in compliance with the regulations and report it if they don’t. The money I bring home gets spent in our community. What do you like most about your job? I enjoy the seasonal aspect of the job. Because of the nature of my audits, my busy season ends June 30th , at which time I am ready for vacation with my family. That leaves the rest of the year to work with nonprofit organizations (either as their auditor or in a leadership capacity) and other local businesses. What do you like most about working with the Kerrville business community? I really appreciate the wealth of knowledge and experiences individuals in our business community have and their willingness to share with the rest of us. Bill is married with two daughters, one step-son and one step-grandson. w w w. m y k e r r v i l l e . o r g

DALIS Producer of the ALLEN Kerrville Folk Festival dalis Allen is modest about the enormous amount of work she puts into making the Kerrville Folk Festival an ongoing success. “I credit Rod’s dedication and passion for keeping the Festival going for the first 31 years. It was a gift to me to be able to work with him and be his successor.” She’s referring to Rod Kennedy who founded the Festival forty years ago. “There were many wonderful festivals for all kinds of music already in existence, but not one that specifically supported songwriters. That became our mission.”

EARLY YEARS The first two years (1972 and 1973) the festival was held in the Municipal Auditorium (now the Callioux Theater) to add music to the just beginning Arts & Crafts Fair. “We are turning 40 years young together this year!” says Dalis. At the time Dalis was attending the University of Houston, majoring in psychology. A friend invited her to a meeting of the Program Council, she went and signed up to volunteer on the Entertainment Committee and began scheduling programs at the campus coffeehouse. Her friend dropped off the committee but Dalis stayed on, eventually becoming President of the Program Council. Not only did she book acts for the coffeehouse, but also for mid-size and large concert venues. The Rolling Stones and Crosby, Stills, Nash and Young were some of the performers she worked with.
We are turning 40 years young together this year!
Dalis was producing a National Entertainment Conference at U of H and heard about the Festival from several of the artists in attendance. She showed up in her Mom’s 1955 Chevy in 1972, became a volunteer and was hooked. In 1974 the festival was moved to its current location at Quiet Valley Ranch. Since that time, every summer Dalis returned, first as part-time, then fulltime and now, really full time. Dalis, who grew up in Houston, had camped with her family in Burnet, but otherwise knew nothing about the Hill Country. She has learned a lot during the ensuing years.
IT TAKES HUNDREDS Between 600 and 800 people volunteer to work at the festival (May 26 – June 12), working in four to six hour shifts, under the direction of up to forty different crew leaders. Local food and beverage vendors provide a varied menu in the Main Theater during the concerts

and in the campground for the many attendees that set up camp in tents or RVs. The Festival Office, on the Festival grounds, runs all year with three full-time, two part-time person staff. The planning for these events, Folk Festival, Wine & Music Festival and the Music Camp for Teens is a very detail driven job and takes a close knit team. Dalis handles the contracts, travel, and hotel accommodations for all the performers. She even schedules the piano tuner for each concert that needs to use the grand piano. During the festival she works directly with a sound engineer and several backstage managers and a very efficient crew that moves the artists equipment on and off stage quickly. Each evening concert features five individual performers. Additional teams work to keep the grounds and facilities at Quiet Valley Ranch in good working order, year-round. They help make sure the festival opens on time and provides attendees with a good experience. “A large part of my job is to get people to come to the Festival. If they come once, they’ll come back,” says Dalis. But her job is much more than that. First she must find the artists. So she travels the country to listen to performers live. Upcoming trips include Arkansas, New York, North Carolina. “I’m very reluctant to book anyone I haven’t heard in person,” Dalis says. “Certainly another part of my job is to discern if they’re excellent enough to introduce to our Festival audience. Because they listen! They’ll have an opinion.” To fulfill the mission
Music influences your life, every day of your life.
to provide encouragement and support for songwriters, the Festival hosts the Grassy Hill Kerrville New Folk competition. This is an opportunity for up to eight-hundred artists or groups to have their music heard. Each applicant submits a CD with two songs. Only thirtytwo are chosen by a panel of three judges, all songwriters. Six artists are selected to receive awards and perform in concert the next weekend. Many of the artists playing on the festival stages today began with the submission of those two songs. “The reason I was a good choice to follow Rod (when he retired in 2002) is that I know many of the specific reasons he had for doing things a certain way and have an awareness of the traditions to be preserved while being willing to change things.” Rod, an ex-marine once told her, “Marines don’t have the option to fail.” Dalis says there’s an art to deciding which bands will work well together to create a memorable concert. And not all of it is ‘folk’ music. “As long as it’s original and excellent it can be any genre,” says Dalis. “There are solo artists, duos and trios and full bands; they play jazz, blues, swing, folk, country, bluegrass and even klezmer. In fact this year there is a great klezmer band on the lineup, Austin Klezmorim.” The Festival schedule is a mix of well-known and emerging artists. This year the schedule includes two very recognizable names, Suzy Bogguss and Rodney Dillard for their first appearance. In addition, during this year’s schedule you can hear Judy Collins, Ronny Cox, Asleep at the Wheel, Marcia Ball and close to a hundred different artists. After all this is an 18 day event. The popularity of the Kerrville Folk Festival is so widespread that often walking through an airport wearing a Festival t-shirt or jacket, stateside or across the sea, means stops and conversations for Dalis. “Another great thing about my job!”
COMMUNITY IMPACT The Festival is a great boon to the community. According to the Convention and Visitors Bureau, the Festival brings in 2.4 million dollars during the months of May and June. In 2008 the Texas Folk Music Foundation acquired the Kerrville Folk Festival and the Kerrville Wine and Music Festival. The non-profit 20

status makes it eligible to apply for grants and funding opportunities. Some of these funds are channeled back into cooperative advertising which in turn will draw more visitors to Kerrville.
WORKSHOPS & CLASSES The 10th Annual Professional Development for Teachers (June 9 & 10) is free to ticket holders. Teachers can earn up to twelve continuing education credits for this workshop which shows how to incorporate music into any curriculum. Other festival events include Children’s Concerts May 28th, June 4th and 5th and June 11th and 12th; the 30th Annual Songwriting School; a threeday Roots/Blues Guitar Workshop and a three day Harmonica Workshop. Yoga, canoe trips and religious services are also offered during daytime hours. The Festival is expected to bring tens of thousands of people to Kerrville.
SUMMER MUSIC CAMP Quiet Valley Ranch will also be the site of the fifth annual Summer Music Youth Camp sponsored by the Boys & Girls Club, July 17 -21. Students aged 13 – 17 learn all aspects of music. Dalis books the faculty, and often finds instructors from her roster of performers. For example, she felt that Billy Jonas would be a great instructor because he uses all sorts of instruments - even buckets - to show kids how they can create music and rhythm. “Music influences your life, every day of your life,” says Dalis, “and it’s never too early to involve children.” Many inner-city kids and those involved in the Boys and Girls Clubs from all over Texas participate, but it is not limited to club kids. Donations ($50 sponsors one child) are always welcome.
PLANNING AHEAD Now that this year’s acts are booked, brochures are printed and reservations are filling up, Dalis is looking ahead to the Folk Alliance Festival in Memphis next February. She’ll be on the lookout for more great songwriter/performers and start her wish-list for 2012. “There’s a story behind every artist, and how I found them and why I brought them to Kerrville” says Dalis. “The pay back for me is when someone on the stage is performing and I already love them, and then I get to watch everyone else falling in love with them. It’s so moving and I think to myself this is it! This is why I do everything else to get to this point. It happens every year.”

with the
Kerrville stars hat do you get when you find five very committed and passionate business leaders and put them together with talented dance instructors putting them together to learn a dance routine and having them perform in front of almost 300 people? The 11th Annual Dancing With The Kerrville Stars, held May 5th, was a great success for the Chamber. Although we said in 2010 that it was the “last dance,” by popular demand we brought the event back for an encore. The challenge was how to make it an encore worth having. Thank you to our stars and their dance partners for making it happen! Denny Foster, Lemon Tree Cleaner, with Kaitlyn Toepperwein from Schreiner University; Joe Piszczor with Jennifer Slaughter, both from Peterson Regional Medical Center; Keri Wilt, Grape Juice, with Peter Seville from James Avery Craftsman; Fred Gamble with Kimberly Hubbard, both from Schreiner University; and though they didn’t get to perform due to an illness, Penni Carr, Texas Arts & Crafts Educational Foundation, and Trystan 24

Stewart. It took commitment, time, and lots of guts to get out there and strut your stuff, but it was a LOT of fun!! Thank you to our stars and instructors, for without you, the event could not have taken place. You sure sent it out with pride and a bang! Behind the scenes; however, the event was a success because of our corporate sponsors…BBVA Compass, James Avery Craftsman, Broadway Bank, Bank of the Hills, Security State Bank & Trust, Texas Land Boundaries, Lemon Tree Cleaners, Wells Fargo Bank, and Schreiner University, along with almost 20 table sponsors. It was successful because we had almost 50 members donate items for our live and silent auctions. It was successful because we had more than 20 gentlemen agree to serve the ladies during the event. It was successful because we had a committee who was committed to making this event the best it could be…including Tammi Clanton, Schreiner University; Debbie Freed, Broadway Bank; Amy Jarema, BBVA Compass; Theresa Sherman from Security State Bank & Trust-Trust Department; and Caroline Wilson from Walgreens. Add to that the hard work from chamber staff and some extra help from Chamber Treasurer, Brenda Beaty, CPA, at the silent auction, and you have all the ingredients for an incredible evening! Congratulations to Keri Wilt and Peter Seville who claimed the winning trophy in a vote of the audience in attendance and to Joe Piszczor and Jennifer Slaughter who took home the runner-up trophy. But just as important… to all of the people involved in this event worked to make it a success… and to all involved, THANK YOU! Now, what’s on tap for next year? Hmmm…

P r epa r i n g for a Rainy Day By Ray Buck, UGRA General Manager

JUNE 2011
It has been aptly stated that in Texas, droughts are simply the dry periods between floods. This pattern has been repeating itself for thousands of years. The key to meeting future water needs is adequate planning, conservation, and capitalizing on the periodic abundance of this precious resource. In Texas, the drought that lasted from 1950–1957 is considered the drought of record for planning purposes. It is classified as an exceptional drought due to the persistent and widespread dry conditions. It is important to note that even during this time some areas experienced short periods with above average rainfall, but none were substantial enough to break the drought until a flood in 1957. History shows us numerous examples of this pattern. Dr. Malcolm Cleveland, in his 2006 tree ring study, reconstructed South Central Texas climatic data based on tree ring growth.1 In his report, he notes that there were 20 severe droughts in the 436 years prior to the 1950’s drought. He also states that some of the droughts since 1648 rivaled or exceeded the 1950’s drought. Since the 1950’s, the Hill Country has weathered numerous droughts of various magnitudes and intensities. Most recently, the 2008-2009 drought logged the driest 24 months in recorded history. Though short in duration, it was intense in that Kerr County registered only 34 inches of rain in two years. As this article is penned, the Guadalupe River is at low flow conditions and aquifer levels are dropping because Kerr County has had more than seven consecutive months of below normal rainfall. We are once again in a drought. Historically, this extreme wet/dry cycle appears to be Kerr County’s “normal.” From a water resource perspective, plans should be made for this reality, this “normal,” rather than an idealistic rainfall pattern based on 32 inches of rainfall per year that falls exactly when and where it is needed. With that said, how do we prepare to survive the droughts and dry spells until a rainy day? First, we recognize that this is our reality and educate newcomers to this fact. Then we look for solutions that extend our current water supplies. Conservation provides one of the most economical sources of water supply by making the most of what we have. It includes using less water and water reuse. Residential
landscapes traditionally use up to 50 percent of the household water budget. Installing native or drought tolerant plants that need less water is the first step in conservation. Utilizing rainwater catchment systems and grey water reuse for landscape watering needs are excellent ways to extend water supplies. For more water saving ideas, please contact us or your water utility. Akin to conservation is the concept of water enhancement. Water enhancement seeks to maximize the effects of the rainfall we do get. The Edwards Plateau Aquifer in western Kerr County and the Guadalupe River are inextricably intertwined. The aquifer leaks through numerous spring openings which join together to form the headwaters of the Guadalupe River. At times 100 percent of the flow in the river comes from springs located in the Edwards Plateau Aquifer. Increasing recharge to this aquifer in turn provides for greater springflow to supply the river. One strategy to achieve increased recharge is through brush management, specifically cedar removal. Studies have shown that 40 percent of rainfall is either intercepted in cedar tree canopies or the litter beneath the trees.2 This water is rapidly evaporated back into the atmosphere and lost for our use. Removing cedar allows more rainfall to reach the ground and recharge the aquifer. UGRA recently initiated a water enhancement program to assist landowners in removing cedar trees to help increase recharge to the aquifer and enhance river flow. Another water enhancement technique being investigated by UGRA is the use of spreader dams, or water and sediment control basins. Strategic placement of these structures will slow down overland flood flows during rain events. Spreader dams delay the runoff of flood flow and provide the dual benefits of erosion control which protects water quality and enhanced recharge to the aquifer which can increase springflow to the river. The feast or famine rainfall continuum is our reality, but running short of water supplies can be avoided. By planning for our reality and cooperating with one another, we can continue to grow and thrive in the Texas Hill Country. 1 Cleveland, Malcolm. 2006. SPARK Spark [spärk] noun 1. an individual’s deepest passions and interests that give them meaning, focus, joy and energy. (Benson, 2008) Helping our young people find a spark in his or her life may be the most critical job adults have. Young people who have a passion for some positive endeavor are more likely to be joyful, full of energy, and direction. Young people who have a Spark are more likely to thrive rather than survive. The most common sparks for young people today are: • Creative Arts • Athletics • Learning (e.g., languages, science, history) • Reading • Helping, serving • Spirituality, religion • Nature, ecology, environment • Living a quality life (e.g., joy, tolerance, caring) • Animal welfare • Leading 34

JUNE 2011
How does a parent, business owner, teacher, and all citizens, help young people find their spark? In Sparks, by Peter Benson (2008), he provides these steps, “One: Recognize the Power of Sparks, Two: Know Your Own Teenager, Three: Help Discover and Reveal Your Teen’s Sparks, Four: Be the Captain of Your Teen’s Spark Team Five: Keep Your Teen’s Spark Lit.” Sparks can be lit and sustained by any caring adult in a young person’s life; in fact, often adults other than parents play a large part in fanning an adolescent’s Sparks flame. At this age, many young people prefer to listen to people other than their own parents. Be this adult for our young people, our world will be stronger for it. For more information on Sparks, go to www.ignitesparks.org/sparks_about.html. For more information regarding Building the C.O.R.E. in Kerr County, contact Kay TallyFoos at 830-792-3131.
