Shop Kerrville First of all, I hope that you had a great Christmas and holiday season. In Kerrville we are blessed in so many ways and as we begin a new year it is appropriate to count some of our blessings: the area in which we live is beautiful and even in midst of draught we have had periods of nourishing rain; the people of our community are incredible. They spend hours and millions of MARK TUSCHAK dollars supporting many causes for which they are passionate. Recently the students at Hal Peterson Middle School partnered with St. Vincent de Paul Society, Schreiner University and many volunteer from the community to distribute food to more than 200 families—this is just one example of the great work that happens in our community every day. We are blessed with a robust business community. Anything we need we can find in town. There is no need to go to the “big city” any more. I hope that during the new year we all will recommit ourselves to SHOP KERRVILLE.
Now a note of thanks to everyone who supported the River Trail project: The Chamber took a position based on input from our membership and we were active in facilitating informational session and education of our community. During December, the Kerrville City Council voted to proceed. If we work together, we can do great things for our community. Speaking of working together: The 27th class of Leadership Kerr County is underway. For the first time ever they have decided to undertake a service project so they are learning about our community and at the same time giving back. The criteria for the project include fund raising, sweat equity and establishing something that will benefit the community and endure. Stay tuned, you will be hearing more about they intend to do. I am happy that I’m in Kerrville, proud of my community, and excited about the prospects for the new year. Happy New Year!

The Kerrville Area Chamber of Commerce is implementing a new website and data management system to make the Kerrville area more accessible and competitive online. After an extensive search we have selected ChamberMaster, a software platform designed by and for Chambers of Commerce to help facilitate these improvements. The new system will provide a search-engine friendly database of all Kerrville-area member businesses, a new website with many new features, and additional functionality for all member businesses, residences, and visitors. “As part of being valuable to local businesses and the community we realized
we need to improve the online tools we provide. Consumers and businesses expect accurate information that is readily available,” remarks Traci Carlson, President of the Kerrville Area Chamber of Commerce. ChamberMaster is a software platform that is designed to improve many aspects of a community in part by making the Chamber of Commerce more efficient and effective. Some of the key features of ChamberMaster are improved event information and online registration, group email communication, a user-friendly business directory, business-generated online coupons, links to social networks
such as Facebook and Twitter, a map of area businesses that uses accurate business location information, individual informational pages for each member, an easy to update website, plus much more. The staff at the Kerrville Area Chamber are also looking forward to the new system and were part of the decision-making process. We’ve all read stories and listened to news reports about Tim Tebow and the miraculous plays he’s made in College and now in the NFL. He brings an energy to each play of the game… whether it’s successful or not. He’s not the best passer, he’s not the best runner, he’s not the only man on the team, and he’s not the only man of faith on the field. So what does he bring to the game that makes him so effective, especially when your team is down 10 points on the scoreboard? At the beginning of each year most of us, as business owners, managers, or employees sit down and have a planning session for our company to prepare for a new year which we know will bring challenges, successes, and of course some failures. I have worked for several Fortune 250 companies and each one had a game plan for a successful year, with huge opportunities for success and a great future when all goals are met. There are times however when the best plans fall apart and goals seem to slip away. How do we react to a failure situation? I don’t listen to the radio very often when I drive, I enjoy having time to just be quiet and listen to my own thoughts, however I was listening a few days ago to Rush Limbaugh because he was talking about Tebow and I wanted to hear his thoughts as well as the callers. One caller had been on an opposing team in College to Tebow and he said, “I think that Tebow, playing now and playing against his SEC rivals and of course us, he always came off the field and you could just watch him, and you could tell that in his eyes and his mind he was going back to his teammates, especially his line, saying, “You know what? I know how to win this, and if you will just believe in what I believe in and follow me, we will win. It’s hard for me to say that, but you can’t help but like the guy…” Rush later said of Tebow, “They’re rare, but there are people like that; and Tebow is making a lot of people into believers in him, particularly his
teammates. Now, you can’t bottle that kind of leadership. You can’t. Tebow could spend the rest of his life making speeches about it, and he couldn’t take somebody from scratch and turn them into him and that kind of thing. He’s a total package -you know, a product of who he is.” This year I plan to bring a “Tebow” attitude to my preparation, my work, and especially to my attitude. I want all of us to bring those qualities to everything we do, to our successes and especially our failures. Most of us will accept defeat or may have their services terminated by someone perceived to be more valuable, but what if we all had the attitude that Tebow brings to the game? What if we didn’t allow small failures or shortcomings to influence our desire to succeed? Tebow prepares for each game with the same tenacity as the game itself, his faith does not bring him to the game to play…he brings his faith. Do we prepare the same way? Do we bring our faith to everything we do? Success has many formulas and has been defined over the years by hundreds of successful people and in each case that formula has worked for them, but it may not work for everyone and in every situation. I do believe however, that if we bring the “Tebow” attitude to any plan, we will be successful. I believe 2012 will be the best year ever for my company. I believe 2012 will be the best year ever for your company too! The game has not even started yet we have been preparing for a long time. We bring experience to the table as well as a wealth of knowledge, but it will be what we bring for the hard times that will ensure success. We need a tenacity to be the best, a behavior to match the tenacity, faith in the preparation, faith in the outcome, faith in others that surround us, and more important, the ability to credit another with all success. Can you imagine your company being led by a “Tebow”? Let’s take his work attitude with us this year. Have a wonderful year!

Think back to your childhood. Every day held opportunities for learning at school. Was there a particular teacher who made learning come alive, whose class you looked forward to attending, because you really learned things? Maybe school wasn’t your best or only learning place…who taught you what you wanted to know? Building? Electronics? If you are feeling a bit of nostalgia right now, you have the asset called “Commitment to Learning.” It has something to do with school; being engaged in and bonded to school, but more to do with learning. said, “Education and learning are two different things!” She is on her way to embracing learning in the classroom and beyond. What can you do today to build this asset in young people? Commitment to Learning is developed internally; difficult to see, and difficult to measure. River-inspired Redevelopment the River Trail and the Louise Hays and Lehmann & Monroe Parks Redevelopment Projects The development of a multi-use trail along the Guadalupe River in Kerrville has been formally discussed since the early 1970’s and has been included in each city comprehensive plan since that time. This project has continually been identified as a major planning goal of the city because the Guadalupe River corridor is recognized as Kerrville’s most important, yet underutilized, asset. With “quality of life” now Kerrville’s defined economic target, public sector investment in the Kerrville River Trail can greatly enhance both our community’s health and economic base. Waterfront trails offer economic development opportunities to a community that are only available to locales fortunate enough to have manageable rivers/bodies of water in or near population centers, downtowns, or places of interest. Kerrville meets that criteria and has significant undeveloped property along the trail to allow for planned real estate enhancements, both short and long term. kerrvilletx.com

The Louise Hays and Lehmann & Monroe Parks Redevelopment Project The Louise Hays and Lehmann & Monroe Parks Redevelopment project entails the redefining of the site to serve Kerrville as a regional destination for locals and visitors, not merely local park space. The scope of work includes the introduction of new elements that will attract park patrons to day-use areas, scheduled activities, and tie directly into, and complement, the Kerrville River Trail project which will weave through the park.
Nature and Scope As with the River Trail or any other parkrelated enhancement, the goal of this project is to improve the quality of life for all local residents and visitors to Kerrville. This park complex offers something strategically different from all other parks in the region: it is easily accessible from state highways and city streets; it is a large 91 acre tract with river frontage the entire length of the site; it has access to a navigable river; it is adjacent to the central business district; it has built-in shade (from the highway bridge); it will be in the linear middle of the Kerrville River Trail; it has significant 30

open space to host large events; and it has few park improvements or surrounding land use that will restrict renovation or expanded park uses. The site will be the activity center along the river corridor. Existing and new events will be able to maximize space, facilities, access to the River Trail, and parking (in the park areas and the near-by downtown parking garage and shopping centers).
Site and Existing Improvements The contiguous Louise Hays and Lehmann & Monroe Parks are located on the banks of the Guadalupe River and have played important roles in the history of Kerrville. Prior to becoming public space, the property, like most sites near downtown along the river, was used as a source for lumber and shingles which were then milled nearby. The 64-acre Louise Hays Park tract was donated to the City of Kerrville in 1950 with the stipulation that the City accelerate the park’s improvements, which it did. Over 500 volunteers worked over
a one-day period in April 1950 to install many park improvements. The site serves the community as a location for river access to swim, boat, and fish, has a group pavilion which is frequently rented for large gatherings, picnic areas, and a small stage platform and expansive open space which is used for concerts and special events in the park. Lehmann & Monroe Park, totaling 27 acres, was donated to the City in 1991 and improvements to the park were completed in 2008, consisting of playground, pavilions, trail, and sand volleyball area. Most of the improvements in these parks have been planned and installed over the years by in-house crews or volunteers. One important factor in redevelopment of this site is the fact that it lies mostly within the Guadalupe River floodplain and floodway. This requires careful planning to avoid the placement of improvements in harm’s way and proper design to ensure resilient materials and facilities. All structures and improvements that can impede floodwaters must be avoided in these flood zones.
Proposed Improvements and Cost Projections

The redevelopment of the site is included in the City of Kerrville Parks, Recreation, and Open Space Master Plan. Additionally, the Louise Hays and Lehmann & Monroe Parks Master Plan was completed after extensive public input and adopted by the City in 2009, with the following scope of work. Park enhancements will include renovation of the large pavilion and BBQ facility, a new amphitheater/stage for large events, sprayground with parking, trailheads to the River Trail, improved existing parking and park roads, improved river access for boating, swimming, and fishing, additional playground and picnic areas, restroom, and utility improvements. In addition to increased daily use, these improvements will allow the City to regularly schedule large special events and performances during the year and to expand concessions in the park. The redevelopment of the park will coincide and be designed/constructed with the River Trail development project, which will extend from Tranquility Island to the ‘G’ St. bridge.
Implementation The projected schedule to complete design and construction for the project is directly tied to two other capital improvement projects.The Jefferson Wastewater Project and 16” Water Transmission Line will are projected to be completed in the first half of 2013. The River Trail project, which extends through the parks from the west end of Louise Hays Park to ‘G’ St. will be included in the same design and construction project as the Louise Hays and Lehmann & Monroe Parks improvements for integration and efficiency purposes. Design is schedule to begin on the parks project in mid 2012 with construction start in mid 2013. The Louise Hays and Lehmann & Monroe Parks Redevelopment project will establish this public space as the region’s primary public park space. It will be designed as an activity center for day-use and have regularly scheduled special events that both local residents and visitors will frequent. The river will become more accessible and will have more opportunities to engage the water, through concessions and improved entry points. Park facilities will be designed and programmed to be multi-functional to maximize efficiency and to be sustainable in order to endure the natural impacts to the park over the long term. artist’s rendering of proposed improvements Years of planning have led to this exciting milestone in Camp CAMP’s history (CAMP stands for Children’s Association for Maximum Potential). For nearly 33 years, CAMP has been fulfilling its mission of strengthening and inspiring individuals with special needs – and those who care for them – through Recreation, Respite, and Education. In the last several years CAMP has taken a serious look at its facilities, and, with the help of outside professionals, developed a Master Plan for improvements that need to be made over the next 10-20 years. The priority facility improvement was identified as a new Aquatic Center, designed to serve 100% of CAMP’s CAMPers, rather than the 75% served by the current pool. Each element of the Aquatic Center has been designed to meet the needs of various segments of CAMP’s CAMPer population: • A “Main Pool” with a zero-depth accessible entry and large shallow play area, with a small deep end for those who are able to enjoy it and to allow for onsite lifeguard trainings • A “SprayGround” or wet playground that allows for splashing and water play for those who are either unable or uncomfortable being immersed in water, but still enjoy the opportunity to play in and around water • A “Therapeutic Warm Pool” to provide enhanced freedom of motion to CAMPers who have muscular disorders, which they cannot achieve in any other setting • A “Slow River” to allow CAMPers with limited mobility the opportunity to float on rafts or in inner tubes, providing movement and change of scenery as they travel around the river, but also greatly enhancing
the safety of others using the Main Pool because those rafts and tubes will not provide a visual barrier to lifeguards monitoring the more mobile swimmers in the Main Pool • A “Pool House” that will provide fully accessible toilets, showers, and changing areas that exceed ADA standards by being large enough to accommodate a CAMPer with special needs and 2 counselors to assist them. While first and foremost ensuring quality, accessibility, and functionality of the design, through strong project management, in-kind donations of materials and labor, and strategic funding partnerships, CAMP has been able to greatly reduce the projected cost of building this facility. We have begun the process with our recent groundbreaking, and are committed to at least having the majority of the elements completed by summer 2012. Still, completion of this facility with all five of the elements outlined above by summer 2012 requires CAMP to raise an additional $500,000. As a 501(c)(3) not-for-profit organization, CAMP depends on the generous contributions of individuals, corporations, and foundations for not only its operations (enabling it to offer the programs it provides to more than 1,000 individuals with special needs every year), but also for its facility improvements.
