Looking forward, and back
Last month the Chamber Board of Directors decided to take business advocacy to the next level. In October the Chamber distributed a survey to our membership TRACI L. CARLSON requesting feedback on whether the Chamber should take a position on the Guadalupe River Trail Experience and boy did you respond. The survey asked one question: Should the Chamber support the Guadalupe River Trail Experience and the proposed funding for the project? The membership responded with an overwhelming YES! I believe the Guadalupe River Trail Project is something the whole community can get behind. The river project will strengthen our economy by

The Chamber will “be on the road”, so to speak, to provide education and support for the Guadalupe River Trail over the next couple of months. I hope businesses and citizens will attend the presentations and get acquainted with the plans of the trail and the potential impact the trail will have on the quality of life we hold so dear here in Kerrville.

A New Fiscal Year
Your chamber board of director has just approved the budget for fiscal year 20112012 which began on October 1. If you take a look, you’ll see a MARK TUSCHAK modest increase in expenditures (about 1.5%), but big changes in how we operate are on the horizon. You will soon get tired of my mantra: we are here to serve you, our members. I expect you to hold us to that promise and hope you will share with me how we do, what you like and what you would like to see done differently. From your first contact with the chamber, whether you call or walk in the door, you should expect un-parallel customer service. According to our new president, we are here to “serve, 8
creating job growth through the actual construction of the trail, but more substantially through the community use of the trail. As citizens and organizations utilize the trail through events, programs and recreation it will naturally spur commercial growth. As the river trail receives more foot traffic the commercial need will grow. In addition to the commercial growth, studies show properties along river trails, such as this one, increase in value. A study, published in October 2011, at the University of Cincinnati found housing prices went up nine dollars for every foot closer to the trail entrance. Amid tough economic times and tough budget decisions by local government, research emphasizes that investment in infrastructure and public amenities is a solid investment that will result in a positive return for our community.

I taught high school science here in Rocksprings for 20 years. More than 30 years ago I started working with area ranchers managing their hunting interests. There was an apparent desire on the part of many of these ranchers to have someone list and show and lease their ranches when they became available. This was the start of Helwig Hunting Services. In addition to a leasing broker I offer guided hunting for whitetail, turkey and many exotics here mainly in Edwards county. About 20 years ago I went on my first African safari and I was hooked. This has developed into another aspect of my business. After 12 journeys to the countries of Namibia, Zimbabwe and South Africa I now feel right at home being a booking agent for Blaauwkrantz Safaris out of Port Elizabeth. Most of the hunters I send there end up returning again and again. Soon after starting my hunting business I saw the need to reach hunters in our area as well as state-wide. I have found the Kerrville Area Chamber of Commerce invaluable in listing my services and ranches to the hunting public. The problem with having an “Internet Use Policy” is the same as the old predicament of “not being allowed to use the company telephone to make a personal call.” Some of us can remember the days before cell phones, iPhones, BlackBerrys, and keyboards --- if an employee needed to make or receive a telephone call they had to get permission from their supervisor and use a company telephone; and calls were limited to one or two minutes. Larger organizations even had payphones in the reception area, hallways, and breakrooms (calls were a dime.) The scenery has changed, but the problems have become worse. Through electronics, employees have unlimited availability to talk, text, listen to music, take photos, shop, read a book, hear the news, conduct personal business, and socialize with friends and relatives. Individuals are paying a monthly fee for their portable personal electronic gadgets, and this increases the belief that they have a right to use them. Social social networking sites, such as Facebook, Twitter, and blogs, are too tempting for many employees; they cannot resist “connecting and communicating.” For some it is a cell phone; for others it is the company-provided computer. Most companies have a policy about using cell phones during working time; and a similar

policy about accessing the Internet and using the company computer for personal needs. However, it is nearly impossible to track and/ or enforce these rules. It always gets back to the leaders/supervisors/managers doing their jobs and scrutinizing what their employees are doing. I believe that only the worst offenders will ever get caught or disciplined for spending too much time on a cell phone or the Internet --- the ‘net is the ‘net --- and it will not be going away any time soon. Electronics are here to stay; and people will play! There are various ways to enforce policies against talking on a cell phone, “surfing the Internet,” or the use of various electronics devices: 1) Do not provide Internet service to employees; 2) Make the penalty for surfing or socializing a very severe penalty that no one will dare violate; 3) Enforce the policies without exceptions and, as an example, terminate the first employee who violates the rule; and, 4) Instruct your IT person to monitor and track Internet use during working hours. However, each of these ideas is extreme, risky, and not very practical; nor would any of them build relationships between employer and employee. Strict rules and strict enforcement typically do not work. The best policy, of course, is selfdiscipline. kerrvilletx.com

Christmas will be more joyous this year for many Kerrville families, thanks to the Blue Santa program, sponsored by the Kerrville Police Department and administered by the Kerrville Citizen Police Academy Alumni Association (KCPAAA), a 501(c)(3) organization. “Over twenty years ago, field officers saw so many needy families they purchased gifts for them out of their own pockets,” says Community Service Officer Paul Gonzales. By the time Officer Gonzales joined the force, sixteen years ago, the Kerrville Police Officers Association (KPOA) had created the Blue Santa program to assist needy families and to “provide their young children with a genuine Merry Christmas.”

Blue Santa and other outreach programs provide a favorable environment for both officers and citizens. In 2002, KPOA sent out a mass mailing, asking for donations to the Blue Santa program. Coupled with food, clothing and toys donated by local businesses, the program was in good shape and they were able to help over forty families a year through 2010. “In 2006 the ‘Alumni elves’ became involved in the program,” says Officer Gonzales. He is referring to citizens who have graduated from the Kerrville Citizen Police Academy. Up until this time Officer Gonzales was overseeing the program while fulfilling his full-time duties. Just last month a formal partnership was formed between the KPOA and the Alumni Association, who will be responsible for the future fund raising efforts, and “to take some of the burden off of Paul,” says Brenda Smith, administrator of Blue Santa.

Like thousands of Citizen Police Academies across the country, ours in Kerrville educates attendees about various operations within the police department. Originally presented once a year, so many people wanted to attend that in 2008 a second session was added. The course is now presented twice a year, one night a week, for eleven weeks. Attendees come to understand the inner-workings of the department, its policies, challenges and can even accompany
an officer on patrol. So far over 160 people have graduated from the program and of those, sixty-five joined the Alumni Association.
KCPAAA KCPAAA members perform a myriad of duties in and out of the police department. Within the police department they man the front desk, provide administrative services, and fingerprint children. Out in the community they provide traffic support for parades and festivals; assist in “National Night Out,” the Citizen Police Academy and Junior Police Academy; and increase public awareness and rapport between the police and community. “Most of the time, police officers deal with people in trouble,” says Brenda, “But Blue Santa and other outreach programs provide a favorable environment for both officers and citizens. Citizens see cops in a favorable light, and cops see citizens in a favorable light. They build trust and better communications. And that helps the police department and the public bridge the gaps necessary to reduce crime and safety problems”
HOW BLUE SANTA WORKS Last year over 150 families applied to the Blue Santa program. Every November a press release goes out and families in need may pick up an application, or families may be nominated. Some who make nominations request that the family not be told, so that when they’re notified they’ll be surprised. In December, a committee, headed by KCPAAA Vice President and Chairman of Events and Activities, Jacques Duhr, will review the applications. By working closely with other agencies such as the Salvation Army, St. Vincent de Paul, Christian Assistance Ministry,

Our Daily Bread, and others, “We can spread our resources to the most families.” Last year sixty-seven families were selected for the program. Each family received notification to come to the Ronnie Bock’s RV Dealership where they were greeted by Mr. and Mrs. Santa (both police officers) and given the fixin’s for a delicious holiday meal, clothing, and toys for each child in the family. “We received food donations from Super S, HEB, Albertsons, and toys from Walgreens and Dollar Tree,” says Officer Gonzales. Whereas the original program included only toys, now a wish-list is created for each family that notes the sizes of each child’s shoes and clothes, and the toy he or she wants most. “Everything is brand new,” says Brenda. “We have volunteers lined up to go shopping.” Last month the Kerrville Noon Rotary gave a $2,000 grant to the Blue Santa program, a great start to their 2011 fundraising campaign, KCPAAA will continue to raise money for the program.
MAKING KERRVILLE HOME Brenda Smith and her husband came to Kerrville after spending most of their professional lives in Dallas. In the seventies she co-founded AIMS, a non-profit that offers aptitude tests and career advisory services, and stayed actively involved in its operation for twenty-five years. Then one day their bank was held up and within the same week her husband Jeff was targeted by teenagers doing a “practice drive-by”, firing blanks. These events convinced them they didn’t want to live in a big city any longer. Jeff had graduated from Schreiner when it was a military academy, so it was on their list of places to consider. “I was a little apprehensive,” she remembers, “because I’d lived so long in a big city, I wasn’t sure how I’d fit into small town life. We found we always arrived early because we figured on traffic that didn’t exist. It didn’t take long for me to feel that Kerrville is my home. I’m a “Kerr-vert!” Jacques Duhr graduated from hotel school in France and landed in Houston in the mid-sixties, where he worked as a chef and restaurant owner. In 1981 he decided to retire to Kerrville and live a peaceful life. But soon he found himself the owner and operator of Hunter’s Lodge. After selling the lodge he managed the Highlander, a retirement community. Then, finally, in 2005 he really, truly, retired for the last time. But this didn’t mean he sat idle. He was elected President of the board of directors at the Dietert Center. And when a fundraiser was planned for the new building construction, he was auctioned off to prepare a delectable feast for the winning bidder. “A five-thousand dollar meal!” he says. Always the gourmet, he occasionally prepares dinners for private parties. After living here for thirty years he says, with French flair, “Kerrville has adopted me. It’s my hometown and I love it!”

Disciplined Investing Helps Keep Emotions in Check Knowing that financial markets are constantly changing, it’s often hard to gauge when the best time would be to jump in. Trying to time your investments in this way can cause you undue stress and cost you financially when you try to invest by guessing when the market has hit the “top” or the “bottom.” Fortunately, however, there are several timeless strategies that can help you eliminate the emotional component, and get you on the right track to successful investing. Think long term. While past performance is never a guarantee of future results, the markets have historically performed well over the long run. Investors who have developed the discipline and patience to stay the course over the long run, despite market fluctuations, have generally experienced more favorable results. Patiently accept volatility. Building on the last point, it’s important to realize that market highs and lows are a natural occurrence, and should be considered a normal part of investing. Once you accept that fact, you can prepare yourself to resist the emotional urges to jump in and out of the market based solely on its current direction. Stay in the market. Some investors attempt to time the market. When it’s down, they sit on the sidelines waiting for it to rally before they get in on the action. Conversely, when the market is up, they wait for a correction so they can buy at what they see as bargain rates. Moving in and out of the market by timing its ups and downs is a skill not even the most seasoned investment professionals have mastered. Consistent investment – in both up and down markets – should produce more reliable results over time. Diversify. Possibly one of the most important investment principles – and at the same time most overlooked – is the need for careful asset allocation. The popular adage that tells you not to keep all your eggs in one basket is especially true when it comes to your investments. A well-diversified portfolio should include complementary asset classes, so they can 34

cushion each other against the effects of market downturns and lower your portfolio’s overall risk. Watch your asset allocation. Even if you properly diversify your portfolio in the beginning, changing markets will affect the value of your investments and could alter your actual allocation. Consistent reviews will help you identify when your portfolio needs to be rebalanced, helping you maintain a proper asset mix. Bear in mind that asset allocation does not protect against fluctuating prices and uncertain returns. Pay yourself first. You may have heard this before, but it’s certainly worth repeating: Save first and then spend what you have left, rather than spending first and saving what you have left. Inevitably, if you attempt to do the latter, you’ll often find there’s nothing left to save. Reinvest dividends. Many quality companies have a history of paying dividends, regardless of overall stock market performance. Reinvesting these dividends offers you an excellent way to easily build your stock positions. Set goals. While this may seem like the most basic idea, it’s still one of the most important. When considering your investments, you need to have a clear idea of where you are, a goal in mind of where you want to go, and then put strategies in place to help you get there.
