By the time you read this, I will have started my new position with the San Marcos Area Chamber of Commerce.

The time we spent together from when I started with the Kerrville Area Chamber of Commerce to leaving…it went by so fast.

My first thought is to thank all of the chairs of the Board of Directors during my tenure with the chamber. Harold Wilson, Greg Shrader, Beverly Buffington, B.K. Cody, Steve Chapman, Trevor Hyde, Joe Herring, Jr. and current chair, Bob Waller…thank you for your leadership, direction and passion for the community. To all of the women and men who have served on the Board of Directors…and there have been a tremendous number who have given of their time so selflessly over the past seven years, thank you. To all of the wonderful people who have served on our committees…Bethlehem in the Hills, Springtime Splendor, Sandbagger’s Open, Sesquicentennial Celebration, James Avery Hill Country Golf Classic, Dancing With The Kerrville Stars…and so many others, thank you.

Roger Tedford and Rhonda McGinnis…two KISD educators who never wavered in their passion for bringing students and businesses together. Rhonda…you are a treasure to the Chamber and to your profession. Thank you for leading our Education committee; you’ve had a hand in growing the annual Job Shadowing program to the point where this year, 164 students will be participating. Under your guidance, we’ve added a 7th, 8th & 9th Grade Career Expo as well as a 6th Grade Speaker’s Event…and the annual New Teacher Welcome Bags continue to amaze those educators new to the community.

One of my passions over the past seven years has been

“Until we meet again, my friend”…much more appropriate than ‘goodbye’. I am sad to see Brian Bondy leaving the Kerrville Area Chamber of Commerce and heading up I-35 to San Marcos. There is no question that their gain is our loss. A little over seven years ago I was on the search committee for a new Chamber Executive after Sherry Cunningham resigned.

We looked at a lot of qualified individuals and we made our offer to Brian to take us into the future. What a great job he has done in that regard.

Brian used the foundation that Sherry had put in place so well, built on it, and took us to the next level. He also brought some great assets with him in addition to his experience and his driving desire to be a true professional…his wife Jean and their two daughters. Jean Bondy heads up the Development Office at Our Lady of the Hills Catholic High School where their two daughters were and are model students. The whole family became a part of our community and worked with Brian to move our community ahead.

the growth and improvement of Leadership Kerr County. From Brenda Thompson, Robin Gutierrez, Darlene Bannister, Diane Stern, Theresa Sherman and others to Linda Somerville, Scott Rain, Kurt Schlunegger, Liz Murray, Kyle Bond, Tim Lidiak, Cheri Lucas and so many more, 26 years of Leadership Kerr County have come and gone. And key to the whole program is an incredible partnership with Dr. Tim Summerlin and Schreiner University. It’s a relationship that I’ll treasure for many years to come and a program I hope to duplicate in my new home.

To all of the wonderful Chamber volunteers who were here when I started; to Guy Overby, JoAnn Kampf, Laura Forsyth, Debbie Caulkins, Katchen Benak, Leah Clayton and Sandy Humphrey…all people who have been a part of the past seven years…thank you for your time, talents and energy while being a part of the chamber.

And finally, to the real heroes…the ones who do the work behind the scenes and stand back so I can take the stage…Dora Gonzalez who has made sure that the books of the organization are in tip-top shape for over 16 years; Kristan Craddock who has mastered the art of event planning and implementation and has broadened the events to reach out to even more people; Susan Rogers who has grown and improved the education committee, the mixers and luncheons and so much more…always with a smile; and Barbara Allerkamp—although relatively new to the staff starting this past April—a constant voice and willing hand and a smile to visitors stopping by the offices…to you, I raise my glass and Thank You! God Bless Kerrville…It’s All Right Here.

as he makes this career move. The Chamber’s Annual Banquet has continued to be the ‘cornerstone’ event each year and has grown to over 600 guests. The Education Committee has done a stellar job in coordinating the annual Career Fair, the B.T. Wilson Career Day which exposes 6th graders to career options, and the Job Shadowing project that gives sophomores, juniors, and seniors from area high schools the opportunity to spend time in a business they think they would like to pursue. Brian helped put together what is now one of the state’s largest amateur golf tournaments...The James Avery Hill Country Classic, which brings a lot of people to our community.

We have begun our search for Brian’s replacement, and there will be some big shoes left to fill. The entire Board of Directors, the staff and I wish only the best for Brian, Jean and the girls.

Maybe he will agree to come back at some point as Sonny Bono and do an encore of ‘You’ve Got Me Babe’ with Cher, who we lovingly know as Carrie Overby.

Thanks again Brian for all you brought to our community from Aransas Pass seven years ago...and thanks for the memories we will cherish. God bless.

What’s The Point?

By Dr. Brad Zirkel, OTD In my prior article I discussed the various types of background checks and what to look for when defining a quality background check. Beyond understanding the elements of a background check, what is the point in performing them in the first place? Is this simply incurring what is often seen as an extra expense? In any economy it is important to allocate funds to areas of the budget that will bring the greatest return. So then, where do background checks fit into the equation?

Background checks have been shown to affect employee turnover, risk management, and consumer peace of mind. Human resource researchers have determined that the cost to replace an employee is on average 30% to 150% of that employee’s annual salary1.

Clearly, this is a substantial percentage of loss for any size company.

Beyond the internal costs of employee turnover, the risk of external financial loss can be overwhelming. According to the Journal of Risk Management, “a negligent hiring case decided in a New Jersey court ruling in 2003 resulted in a jury award of $40 million to the family of a 74-year-old woman who was [attacked] by a home health care worker.

The agency that employed the worker was found liable for 40% of damages because it reportedly failed to conduct a background check despite the worker’s disclosure of a prior burglary conviction. A background check would have also revealed the worker was previously fired from another agency.”2 Furthermore, it should be noted that, “employers have lost more than 79% of negligent hiring cases and settlements average $1.6 million.”2 Finally, consumers have become more diligent in identifying quality companies with reputable employment practices, thus more reputable employees and services. Regardless of business size or industry, we have found that consumers are becoming more reliant on clear evidence of performance and professionalism.

For a relatively small investment in a company, through quality background checks, the overall benefits can be exponential.

On growing up, name one lesson you were taught as a child that sticks with you today: I was raised in a ranching family in San Angelo, Texas. My father, a retired colonel in the US Army, has been a lifelong rancher in West Texas. We raised both cattle and sheep on ranches in Schleicher and in Upton County. When I was little, I loved going to the ranch and helping when they sheared sheep. The shearers would throw the wool into a burlap bag and my job was to stomp it down tight until the bag was full. It was smelly, dirty work and I loved every minute of it. My father taught me the value of being an honorable person and the value of perseverance.

He never gave up on anything he wanted to accomplish.

Name one mentor and one way he/she has affected you? Dr. Terry Bradshaw was a brilliant professor at the University of St. Thomas. He inspired me to get my master’s in gifted education and to become an advocate for gifted and talented education programs. I believe that everyone should be challenged every day to learn something new and reach his or her own potential.

On your job, What are your responsibilities and how are you taking the district in new directions? In a 4A district

like Kerrville, all administrators wear many hats. My job includes coordinating the gifted and talented program K-12.

I provide training and resources for teachers and students, as well as conduct the testing for student placement in the program. In addition, I provide training and resources for the dual credit and Advanced Placement teachers at the high school. I am proud of the outstanding job our teachers do at Tivy High School. More students passed the AP exams this spring than have ever passed before. I also am director for the Career and Technical Education courses at the high school. The teachers and I work together to provide industry standard job training in several fields. Our newest initiative

will begin this summer when the first cohort of students will be enrolled in the Alamo Colleges Greater Kerrville Center Nursing Academy. This special project will allow up to 15 of our sophomore students to take classes that will prepare them to pass the Licensed Vocational Nursing exam in the fall of 2013. We are very excited to team with Peterson Regional Medical Center and Alamo Colleges to fill this community need for health care professionals.

What words best describe you? Thorough

and no-nonsense. I am very goal oriented.

What hobbies do you have? Reading, cultivating a butterfly garden, and going to the shooting range (handgun).

What is the most influential book you have read? The Year of Magical Thinking by Joan Didion. I love the beautiful structure of her sentences as well as the message of appreciating the importance of love and marriage. Professionally, I like books by Dr. Carol Tomlinson, who is the leading guru on differentiation in education.

What was your first job out of college? Teaching 2nd grade in Spring Branch ISD in west Houston. I taught 2nd, 3rd, 5th, 6th, 7th and 8th grades in three different school districts. I also was the Gifted and Talented Coordinator in the Cypress Fairbanks ISD before coming to Kerrville 7 years ago.

What do you ENJOY most about your job? I love helping children discover their passions. I think

that KISD is an exceptional Texas school district because it is academically strong, financially sound, and a collaborative atmosphere for all the educators in the district. We are a great team.

What do you like most about working with the Kerrville business community? I appreciate the business community

supporting Kerrville ISD in so many ways. Local businesses set an example for students by participating in career fairs, job shadowing events, by providing internships and jobs for our Career Preparation students, and by their support of the career and technical education advisory board. Without the input of local businesses, KISD could not evaluate the relevance and quality of our different programs. The students we teach today are the employees who local businesses will be hiring tomorrow. We care about what knowledge and skills local businesses want our students to have coming out of high school or college and into the work force.

Individuals with significant estates have a substantial challenge in planning how to transfer those assets to their children or other heirs without letting Uncle Sam take a big bite out of them in the form of estate or gift taxes. One of the reasons that this task has been so challenging lately is that is that for the last ten years planners were dealing with a temporary law that was scheduled to expire at the end of 2010 under which the amounts exempt from tax changed almost every year. On top of that, no one knew what the law might be after 2010. Short of making sure that you died in 2010 (when there was no estate tax), the 18 | FEBRUARY 2011

best that one could do was to plan based on the existing laws and guess at what those laws might be after 2010.

The recently passed Tax Relief/Job Creation Act of 2010 has created some unique opportunities which may call for action now. To fully understand why the opportunities might only be temporary, let’s look at where we were before the changes and contrast that with the new law.

First, 2010 was a unique year. For that year alone there were no estate taxes.

Forget 2010, the chances of us ever getting rid of the estate taxes during our lifetimes are now close to zero.

Prior to 2010, there were three primary ways that assets could be passed to your heirs without tax. First, there was an annual gift exclusion. The new law also includes an annual gift exclusion. You may make an unlimited number of gifts to an unlimited number of people each year without creating any gift taxes as long as the value of the gifts to any one person does not exceed the current annual exclusion of $13,000.

If the value of annual gifts to any person exceeds $13,000, there is a second exclusion referred to as the lifetime exclusion that may be used to avoid

OPPORTUNITY THAT MAY NOT LAST! gift taxes. Prior to 2011, the lifetime gift exclusion was $1 million. To illustrate how these exclusions worked together, assume that mom gave gifts valued at $800,000 each to a child in two consecutive years.

In the first year $13,000 of the gift was covered by the annual exclusion and the remaining $787,000 was covered by the lifetime exclusion and no taxable gift results. In year two, the first $13,000 was covered by the annual exclusion, $213,000 was covered by the remaining lifetime exclusion ($1 million less the $787,000 used in the first year), but the remaining $574,000 was subject to gift taxes. In our opinion, the most significant aspect of the new law relating to gift and estate taxes is the fact that the lifetime gift exclusion has been increased to $5 million. More on that later.

The last of the primary ways to pass assets to your heirs is to wait until your death and utilize the estate tax exemption which is also currently $5 million. It is important to note that if you make gifts during your lifetime that utilize part of your $5 million lifetime gift exclusion, the gifts also reduce your $5 million estate tax exemption. For example, a person who made $3 million in gifts during their lifetime that were not covered by the annual gift tax exclusion would have only $2 million in estate tax exemption at their death.

Another significant factor in estate planning today is a valuation principle which can often be used to reduce the value of assets subject to gift or estate taxes. If fractional interests in certain assets are transferred by gift or bequest, under current law the fractional interest may be valued at substantially less than its proportionate share of the value of the whole. For instance, let’s say the value of a family owned business is $10 million. If that asset is held until death, its full value will be included in the estate and taxed to the extent it is not covered by the remaining estate tax exemption.

However, assume that one-third of the business is gifted in one year, one-third in another year, and the final third remains in the person’s estate at death. In this case, each one-third would likely be valued at a steep discount in relationship to its share of the total value of the business. If each one-third was valued at $2 million, the value of the assets subject to estate or gift taxes would have been reduced to $6 million. The reason for the reduction in value related to the fractional interest is that most fractional interests have no control over the operations or affairs of

now?

the business and most lack any significant marketability. The IRS has long fought against such fractional interest discounts, mostly unsuccessfully.

If you have a significant estate you should consider using part, or all, of your $5 million gift exemption by making gifts now. So why is there a need for action now? The bottom line is that we don’t know how long some of the current favorable conditions will be around.

First, we know for sure that the gift and estate lifetime exclusion during 2011

and 2012 will be $5 million. However, without further legislation both revert back to $1 million in 2013. The vice president is already on record (in a comment meant to calm those in his party who were unhappy with the new law) as saying that the $5 million exemption was something that had to be done as a temporary compromise with the Republicans in order to get the extension of unemployment benefits the Democrats wanted. He made it clear that it is the Democrats’ intention to return the exemption to a much lower level in 2013.

Maybe they will have the political clout to get that done in 2013 and maybe they won’t. But are you willing to bet on it?

Second, because of the Nation’s recent economic woes, let’s hope that the valuations for many of the assets in a typical estate are as low now as they are going to get. If we are entering a period of economic recovery, hopefully most investment portfolios, real estate and closely-held businesses will be increasing in value in the future. Gifts of assets today not only remove the value of those assets from your estate, but they also remove all future appreciation on those assets as well.

Finally, although many feared that the new legislation might eliminate the discounts on fractional interests in family partnerships, small businesses and certain other assets, it did not. Such discounts are still applicable but those in Congress who wish to see them eliminated have not given up the fight. We are under significant risk that they could be eliminated in future legislation.

If you have an estate that exceeds $1 million, or could in the future, find a competent estate planner and consider taking advantage of the current opportunity.

The new lifetime gift exemption, along with the application of fractional interest discounts to certain assets, provides a major planning opportunity that might be very temporary. mykerrville.org | 19

What is now Kerrville/Kerrville County Airport came into existence in 1939, when Louis A. Schreiner donated 111 acres to the City of Kerrville. The City named it Louis Schreiner Field. In 1942, the original airport property was traded for approximately 145 acres and the Airport was moved to its present site – six miles east of downtown Kerrville on Texas State Highway 27. Louis A. Schreiner, Hal Peterson, and Charlie Peterson donated money for improvements to the new airport.

Throughout WWII, the Airport remained in civilian control, but served as a base for military flight training. From 1945 to 1949 the FBO maintained a Civil Aeronautics Administration-approved flight training school and provided a full range of services including repair, maintenance, and charter flights.

In 1948, the City of Kerrville acquired a surplus hangar from Laughlin Air Force Base when the base was temporarily closed. In 1953, Mooney Airplane Company moved from Wichita Kansas into this surplus hangar. In 1957, Mooney Airplane Company expanded to include the Kerrville Flying Service tract. Kerrville Aviation and Dugosh were established across the field in the current ramp area.

Kerr County matched funding for improvements at the Airport from the beginning, and in 1952 the City of Kerrville deeded one-half interest in the Airport to Kerr County. In 1978, the City of Kerrville annexed 64 acres along Hwy 27 and 459 acres of Airport property into the city limits. Over the next ten years extensive development of the east side of the Airport took place. The FBO and other tenant activities developed around the ramp area as it exists today, and the Airport west of the secondary runway became completely occupied by Mooney Airplane Company.

In 1989 Joe Kennedy, second oldest of twelve children, graduated from Tivy High School with the intention of majoring in psychology. Two years later he decided to take flying lessons from his brotherin-law, who was a flight instructor. He enjoyed it so much, he took a summer job as the line-service tech and worked in various aspects of airport operations.

Joe had married his high-school sweetheart, Scarlet Schmidt, who grew up in Fredericksburg. She became a network engineer, helping to establishing DSL for Kerrville Telephone Company.

Then, in 2001 Joe and Scarlet purchased Kerrville Aviation. Joe says, “Scarlet is involved in all major decisions.”

The Airport consists of approximately 528 acres, surrounded by 6 ½ miles of fence.

It has between 120 – 130 based aircraft, including 20 jet turbines, and averages 60,000 takeoffs and landings per year. There are two runways: runway 03/21 is 3,600 feet in length and runway 12/30 is 6,000 feet.

Being a “full service” airport means a wide range of services including parking, refueling, maintenance, flight training, plane rentals and a complete concierge

service that often means four-star catering for flights, car rentals, and even grocery shopping so that when customers fly in from somewhere else, they don’t have to go to the market. The ground power unit and aircraft precooling services provide electricity when planes are on the ground, and there is a pilot lounge with satellite TV and planning room with satellite weather updates.

In order to obtain a pilot’s license, 40 hours of training are required - 20 with an instructor, 20 “solo” – after which a written test is taken, as well as an oral test with an FAA examiner.

Winfrey have flown into Kerrville to attend a wedding, and NASCAR driver Jeff Gordon often comes to hunt. Former NASA astronaut Gene Cernan is another frequent visitor.

But the airport is not only used for recreation. It is a base for air evacuation helicopters (air ambulances) and is often used by law enforcement or fire service planes when wild fires break out.

Not long ago a fifteen-year-old boy from Louisiana, who suffered from cerebral palsy, was granted his wish to hunt here. He and his dad and enjoyed several days in the woods. Then, his health took a sudden turn for the worse and

doctors determined he only had hours to live. Joe made a few phone calls, and within minutes volunteers mobilized. The boy was flown home. The plane, the fuel and pilot’s time were provided at no cost. Sad though it was, the boy was reunited with his family for his last hours on Earth.

“I like to give back to the community,” says Joe, “and many of the people who call this airport home, do as well.” Flights are often donated to charities as raffle gifts. Boy Scouts, earning their aviation merit badges, come to the airport to see first-hand how everything works. They love to sit at the controls and learn how they

planes operate.

The airport is currently in the midst of a $12 million improvement which is funded 90% by the Federal Aviation Administration, and 10% by local government. Texas Department of Transportation manages the federal funds. Local county and city governments receive income from the Airport in the form of gasoline tax and rent of the land.

While the Transportation Safety Administration (TSA) does not oversee private airports, they do offer training in how to keep the airport secure and safe.

“This is a major airport for a community of its size,” states

Joe. He is proud to be the owner of such a well-run facility, which employees a staff of between 15-18 people. The Kerrville/Kerr county Joint Advisory Board, consisting of five members, oversees management.

Joe and Scarlet live on a ranch in Fredericksburg with their two children, an eleven-year-old son and a nine-year-old daughter, who both love to fly. In fact, for her birthday her their daughter asked for a “plane party”, and, as loving parents, they granted her wish.

The 7th Annual Hill Country Cowboy Breakfast drew several hundred folks to the Kerr County Courthouse on Friday, January 14, 2011, to kick off the 5th largest stock show in the state of Texas, the Hill Country District Junior Livestock Show (HCDJLS).

Thanks to two outstanding community donors, Randolph Brooks Federal Credit Union and Hill Country Telephone Cooperative, the Kerrville Area Chamber of Commerce, Kerrville Downtown Business Association, and 4-H kids served a free breakfast to the community.

Hastings Hardback Café donated 20 gallons of steaming hot coffee, while Super S provided orange juice and foil wraps for the tacos. A huge thank you goes to Opa’s Meats and Mamacitas. Over 1000 sausage wraps were served on Friday morning to the crowd!

Congratulations to our new goat milkin’ champs: Roy Thompson of Union State Bank and Tammy Prout of Hill Country Community Journal. How did you get into this business?

My love for art and creating art goes back as far as I can remember. As a young adult, I volunteered to work at my community art center. Soon, I was offered a parttime position which led to a full time position. After nearly twenty years, my love for the business of art has never waned.

What is your favorite aspect of doing business in Kerrville? The Kerrville area is aesthetically beautiful and full of talented artists! My theory is that the more beautiful the natural surroundings of a place, the more artists will be drawn to it. Kerrville is proof of that. We are so fortunate to have the natural beauty of a rural area combined with the cultural opportunities of a big city.

In what ways has the Chamber been a resource to you? Getting people to

take time from their busy lives for art continues to be a challenge for arts organizations. Through a variety of innovative networking tools, the Chamber has given KACC a way to keep the business community informed about our exciting exhibitions and educational events.

What changes would you like to see for your business? Annually, one third

It’s that time of year again when the majority of us go through all of our receipts and bank statements and head to our trusted CPA, enrolled agent or other tax preparer.

For most of us, this is just a necessary evil that we must go through every year. We often don’t think past just meeting that April 15 deadline and hopefully getting a decent refund. However, there is more to think about when choosing someone to prepare your tax return.

The Internal Revenue Service estimates that there are between 900,000 and 1.2 million individuals preparing tax returns for a fee. Surprisingly, until very recently, virtually anyone could prepare a tax return for another individual for a fee whether or not they had any type of licensing or registration. But as of January 1, 2011, that is going to change.

As the tax law has become increasingly more complex, more individuals than ever turn to tax preparers at tax time. This volume had steadily increased over the recent years, and the IRS has become increasingly concerned with protecting 42 | FEBRUARY 2011

consumers and insuring tax return accuracy.

In an effort to address the growing number of preparers and competitive nature of the tax preparer industry and to protect the taxpayer, the IRS has implemented a new PTIN or Preparer Tax Identification Number system.

Beginning January 1, 2011, all paid tax preparers must have a Preparer Tax Identification Number before preparing returns. In addition and probably more importantly is another requirement being presented by the IRS. In mid-2011, all paid tax preparers signing tax returns who are not CPA’s, attorneys or enrolled agents must pass a competency exam and will be required to take some level of continuing education. These competency test and continuing education requirements have been in place for certified public accountants, attorneys and enrolled agents for many years. Certified public accountants must pass a rigorous four-part exam before receiving their certification and must obtain 120 hours every 3 years in continuing education. A large share of

tax return preparers have not passed any government or professionally mandated competency requirements before they prepare a federal tax return. This new law will help to ensure that those other lessregulated tax preparers will have to adhere to comparable oversight.

The tax preparer industry will be addressing these new IRS regulations in the coming months, but what does this mean for you - the taxpayer? The IRS estimates that 60% of American households use a tax preparer therefore millions of Americans could be affected by this change. It is probable that some tax preparers will opt to stop providing tax preparation services due to the stricter requirements. It is also likely that some tax preparers will not be able to qualify once the testing and continuing education components are implemented.

All this could force many consumers to find a new tax preparer. Keep in mind the true value of these new regulations to the taxpayer is that in the long run, YOU will be provided better and more accurate tax preparation services.

How can you be sure your tax preparer is qualified? The IRS is set to publish a searchable online database of all registered preparers. Until that time, here are some suggestions for what to consider when choosing your tax preparer: Level of competency: Are they certified or licensed? This is a question you always want to ask!

Adherence to the new IRS registration guidelines: These rules are there to protect you.

Knowledgeable about new tax law changes: this should also include a willingness to thoroughly inform and educate you on these issues.

Personal service touch: Does your tax preparer know about changes in your life that could affect your returns? This is your financial well being we’re talking about here!

Strictest confidentiality guidelines: you need to know that your information will be protected.

Reputation and recommendations from others: High ethics and experience

are important! Check with your friends and neighbors – who do they use?

Adding value through tax planning strategies: This should be just as much of a part of your tax preparation services as preparing the actual tax return and can help you spend your money smarter for years to come.

Availability: This should be a very important point on your list. You want to be able to get in touch with your tax preparer when you need them. Time is often of the essence!

Affiliations with professional organizations, these organizations such as the American Institute of Certified Public Accountants provide professionals with ethical and technical support.

Compare service fees! It is a common misconception that a CPA can be more expensive. This is not always the case.

Avoid preparers who base their fee on a percentage of your refund or those who claim they can obtain larger refunds than other preparers.

BOARD OF DIRECTORS ELECTS NEW OFFICERS

Kerrville, TX, December 15, 2010 – The Board of Directors of the Upper Guadalupe River Authority (UGRA) elected new officers for calendar year 2011 during the regularly scheduled Board meeting.

Scott S. Parker was elected President and Stan Kubenka was elected Vice-President.

Mike Allen and Les Ferguson were respectively elected Secretary-Treasurer and Assistant Secretary-Treasurer.

Scott S. Parker and Stan Kubenka had previously served on officer’s row. Mike Allen has been active in UGRA’s Outreach and Education Committee and Water Enhancement Program Committee. Les Ferguson has been active in UGRA’s Human Resources Committee, Outreach and Education Committee and Water Task Force.

President-elect Parker thanked the Board. He said, "The new officers are committed to continuing the able leadership provided to the UGRA by Lana Edwards and Karol Schreiner and their predecessors. We, and all of the Board of Directors, look forward to meeting the challenges ahead in safeguarding the Guadalupe River as a recreational, scenic and economic resource for the people of Kerr County." Mr. Parker is a retired attorney and currently manages family business interests. He is a member of the Hal and Charlie Peterson Fund Board of Trustees.

Mr. Parker served in the U.S. Air Force. He received a Bachelor’s degree and a Law degree from the University of Texas at Austin.

Mr. Parker was appointed to the UGRA Board in 2008.

Vice-President-elect Kubenka is a Branch Manager for INSCO Distributing. He is a member of the Refrigeration Service Engineering Society and a Board member of the First United Methodist Church Children’s Ark Program. Mr. Kubenka received a Bachelor’s degree from Texas State University. He was appointed to the UGRA Board in 2004 and reappointed by the Governor to serve an additional six-year term in 2009.

Secretary-Treasurer-elect Allen is Chairman of the Board of Union State Bank. He is a member of the Conference of State Bank Supervisor’s Board of Directors and past Director

and Treasurer of the Headwaters Groundwater Conservation District in Kerr County. Mr. Allen received a Bachelor’s degree from Texas State University. Mr. Allen was appointed to the UGRA Board in 2008.

Assistant Secretary-Treasurerelect Ferguson is a retired U.S. Air Force Colonel. He received a Bachelor’s degree from North Texas State University, a Master’s degree in Public Administration from Troy State University, and attended various military institutions throughout his career.

Mr. Ferguson was appointed to the UGRA Board in 2009.

The newly elected officers will begin their term January 1, 2011. The Upper Guadalupe River Authority is the respected, efficient, responsive, and forthright steward of the Upper Guadalupe River and its tributaries.

Always a Camper at Heart

S

ilas B. Ragsdale, Jr., a true friend of the Kerrville Area Chamber of Commerce, died peacefully at his home at Camp Stewart for Boys in Hunt, Texas, on January 5th.

He was 86.

Si was born in Galveston, and as a boy he attended Camp Rio Vista in 1935 and Camp Stewart in 1937. The leadership skills he learned at camp as a boy he carried with him his entire life.

He attended Castle Heights Military Academy in Franklin, Tennessee, graduating as a First Lieutenant and going straight into the army.

He served as a Captain in World War II and earned a Bronze Star for his service at Normandy. He served in five major battles during the war.

Si was no stranger to chamber work – he served for twelve years as the executive of the chambers in Denton and Trinity, Texas.

But the focus of his life’s work was the summer camping industry.

Si and his wife, Kathy, purchased Camp Stewart for Boys in Hunt, Texas in 1966, and later Heart o’ The Hills Camp for Girls.

The Ragsdales have been tireless supporters of the Kerrville Area Chamber since their first day in Kerr County.

He was on a first-name basis with every executive of the Kerrville chamber since his arrival, and also with most of the volunteer board members as well.

One of his greatest contributions to the Kerrville Area Chamber of Commerce was his help in establishing Leadership Kerr County. In association with Schreiner University, this program identifies Kerr County citizens with leadership potential and carefully trains them in vital areas of need in our community. For over twentyfive years local individuals have participated in the program and many of our community’s most effective leaders are graduates of the classes.

It would be impossible to know exactly how many lives Si Ragsdale touched in his time with us here in Kerr County. Thousands of young men, campers at Stewart, were directly influenced by this man. And many adult leaders in Kerrville have also been effected by his leadership: many directly, but many more indirectly through his foresight in helping create programs like Leadership Kerr County.

For his service to our community, in 2008 Si Ragsdale was honored with the first (and thusfar only) Kerrville Area Chamber of Commerce Legacy award.

Si Ragsdale is survived by his wife, Kathy; sons Jon and Si III (Jeeper); daughters Jane and Juli; and three grandchildren. With his passing, we’ve lost a great supporter and friend of the Kerrville Area Chamber of Commerce.

2. ) Wear layers of warm clothes like sweaters and socks.

3. ) Reduce water heater set-point to 120oF. Switch off the recirculation pump if your water heater has one.

4. ) Let the sun shine in during the day and close drapes at night.

5. ) Re-arrange furniture so you are closer to interior walls and away from doors and windows.

6. ) Use appliances efficiently. Wash and dry only full loads. Clean out lint filters in dryer and use the “Auto Dry” Setting.

7. ) Take shorter showers.

8. ) Clean coils on refrigerators and freezers.

9. ) Turn off any un-used lights or appliances.

10. ) Put computers and monitors in energy-saving mode or use a plug strip to turn them off when not in use.

11. ) Close off un-used rooms and close the air register.

12. ) Never use a traditional fireplace for supplemental heat.

How to be a Great Role Model for Your Teen

By Kay Tally-Foos “Our youth now love luxury. They have bad manners, contempt for authority; they show disrespect for their elders…they tyrannize their teachers.” Socrates, fifth century B.C. When you read this, you either thought, “Right on, what is this world coming to?” or, (in defense mode), “That’s not how my kids are, let’s look at the good things they do.” For centuries young people have been cussed and discussed for being exactly what they are: a work in progress Personal Values must be instilled in young people; they don’t just happen. Compassion, Social Justice, Integrity, Honesty, Responsibility, and Restraint are crucial to thriving as a young person. But, there will be mistakes in the process. What should adults do to help?

Be a positive model. Do they hear you belittling others? Cheating the system in little ways like speeding, rolling through the stop sign, or just keeping the extra $10 bill you just got in change?

Have high expectations. As a culture, we seem to think earlier exposure to once-taboo things is acceptable, but at what cost? Set boundaries for what young people see, read, and talk about.

Talk to young people about important things. It doesn’t take long to have an important conversation. Take time to talk to a young person, whether it is the teen in your office, at your dining table, or at the grocery store, even if it only a brief conversation.

Support young people who are taking a stand. When young people stand up for equality and honesty, and doing the right thing, they often take criticism from their peers. Support them.
