What’s happening in the Summit County real estate market? Good question!
I
heard someone describe our real estate market like someone recovering from a long illness..."taking a while, and it’s a bit weak, but recovery is on the horizon!" The market is getting stronger, but it is taking some time. This is a good thing, because it's better to have nice, steady improvement, than the huge ping-pong ball bounce we saw over the past 10 years. In a nutshell, 2014 saw the # of transactions up 5%, dollar volume up slightly, and inventory down 10%. Translation: Our market is in recovery and still very neighborhood specific. Some segments, especially the lower end- are much stronger than others. Inventory is very low, and demand is climbing! The good news is that properly priced properties are selling in a few weeks, sometimes even days! Interestingly, the average days on market has moved down from 124 days in 2013 to just 90 days in 2014. • By the numbers- A County Market Snapshot: Values remain steady and are as follows: Average Price Indicators: Single Family +4% Multi- Family +4% Vacant Land +2% Median Indicators for Volume: Single Family +5% Multi- Family +7% Vacant Land +17 %
• 2014 transaction volume up by 4% from YTD 2013. Monetary volume was the highest since 2008. Transaction volume was the highest since 2007! What’s on the horizon in 2015? Re-sale listings, now extremely low, will start to replenish. The main reason (on top of the recent investor buying spree) that there are fewer listings is that a large number of would-be sellers are holding their units off the market until prices go higher. It would not be surprising to see more homes get listed after another few months of rising prices. That increased supply will then start to slow the rate of price increase. Silverthorne - The Gateway to Summit County
Silverthorne celebrates opening of $15 million affordable housing complex V
illa Sierra Madre II, a new $15.4 million affordable housing complex, officially opened in Silverthorne on Oct. 2. The project was funded by Catholic Charities in the Archdiocese of Denver and is the second phase of the Villa Sierra Madre development. The opening was marked with a plaque dedication and ribbon cutting, after which Catholic Charities hosted a reception and tours of the facility. Villa Sierra Madre II is located at 1201 Adams Ave., one block from Highway 9. The complex is made up of 16 onebedroom, 24 two-bedroom and 24 threebedroom apartments, which can house 272 people. As an income-restricted property, the project serves working families earning between $25,000 and $60,000 per year, charging rents that are as low as half that of comparable marketrate projects in an area that has a vacancy
rate near 0 percent. All units are rented, and there is already a wait list. The first residents took occupancy in February 2014 and only one move-in remains. “This housing is already helping so many people who otherwise would not be able to live and work in this wonderful area,” Larry Smith, president and CEO of Catholic Charities, said in a written statement. “We are excited to have this opportunity to serve the community and the people who help make it a great place to live.” Summit County government contributed $350,000 toward the project, using affordable housing funds generated through a mill levy approved by Summit voters in 2008. The county’s contribution paid for improvements to the community’s common areas, including construction of the new playground and upgrades to an existing clubhouse, which includes a computer room and space for

Summit County: Will Wildfire & Insurance Policies Affect You? Summit Association of Realtors®
S
ummit County has the most homes and properties in the Wildland Urban Interface (WUI) in the State. We are at risk for higher insurance premiums or cancellation, possible legislation that would require disclosures at point-of-sale, or wildfire mitigation requirements prior to transfer of title. The Summit Association of Realtors® and local real estate agents are working to educate clients on how to be proactive without mandates. The message we would like to stress is how important this issue is for homeowners whose properties are directly affected by the WUI with regards to property insurance. Not only do local authorities want homeowner cooperation and participation in the mitigation process, but the insurance companies are demanding it. If the property owner does not comply with mitigation recommendations, they may find as a result, that their insurance company will not renew their homeowners policy or their annual premium may increase
to an unaffordable level. If you are trying to sell a house that is affected, insurance companies may refuse to insure the new Buyer’s purchase. Being proactive and spending money upfront to mitigate could potentially save thousands of dollars per year thereafter at the very least. The Colorado Association of Realtors® and Summit Association of Realtors® believe that combining education and outreach with monetary incentives (e.g., tax credits or deductions, low interest loans) for homeowners willing to undertake improvements that reduce wildfire risk, such as the creation of defensible space, can ensure that homeowners have the knowledge and means to mitigate wildfire risk over many years. Whether it is state or local government evaluating possible policies, these principles should always be at the forefront of their minds and inform their decisions.

As far as Keystone’s real estate market goes, 2013-2014 saw a -3% drop in prices for Multifamily homes, and a -16% price drop in Single family homes. What we are now experiencing is a low inventory creating a sellers market with only 5 months of inventory or 146 properties for sale in Keystone as of November 2014. Low inventory creates more demand so we are expecting to see prices rise. Considering last year’s drop in prices, if you’ve been considering purchasing in the mountains, Keystone may very well present the opportunity you’ve been waiting for.

Frisco - Quaint, Historic, Friendly and Diverse
The Whole Foods effect: Frisco notes large sales tax revenue increases in 2015 budget A fter years of putting off projects during the Great Recession, the town of Frisco has seen huge gains in its main funding sources.
The town’s budget for 2015, adopted by the town council at a regular meeting on Tuesday, Oct. 28, allots for about $14.1 million in revenues and $18 million in expenses. The budget will be balanced, as required, because the roughly $4 million gap will be filled using the $12.8 million fund balance carried over from the previous year. The town also plans to add to its revenues by about $773,000 with the sale of assets including a house, some vehicles and equipment. In the end, the town will have $10.3 million leftover in the fund balance to be carried over to the next year. Residents and visitors will see no changes in tax rates.
The town plans to spend more money in 2015 on infrastructure upgrades and maintenance, including Phases II and III of the Step Up Main Street project as well as building a new well for the water system.
About two-thirds of the overall budget comes from sales taxes, and that reliance on a volatile source of funding can be a challenge for the town during economic downturns. This year, however, the town hosted droves of visitors and reaped the benefits in revenues.

“The economy has turned around, and we’ve seen it in our sales tax,” said Bonnie Moinet, the town’s finance director.
The town expects the sales and lodging tax revenues to continue growing in 2015 though not by as much.
The arrival of more retail businesses, including a few marijuana shops and grocery giant Whole Foods Market, also didn’t hurt.
The Frisco Adventure Park, which completed its fourth season this year, brings in the second-most amount of revenue to the town’s general fund. After that, most revenue sources come from fees people pay for their water services or to use the marina.

Breckenridge - A Real Town With Unreal Skiing
Mountain resort projects on the rise after lengthy hiatus B ig High Country construction projects are emerging from a nearly six-year hibernation.

Breckenridge Grand Vacations, a national leader in the timeshare industry, weathered the economic downturn well, the company’s marketing chief, Ginny Vietti, said. The company posted about $35 million of sales in 2007 and reached $65 million last year, she said.
Investors are freeing the flow of cash. Buyers are stepping up. And in Breckenridge, Vail and the Roaring Fork Valley, large-scale condominium and hotel projects in limbo during the recession are finally sprouting.
Development is more tempered this time around. Projects seem less glitzy, with the common theme of value evident in each development, whether targeted toward wealthy downtown Aspen buyers or budgetminded travelers.
From the wealthy enclaves of Aspen to the community-centric Basalt and middle-market affordability of Silverthorne, fractional residences and hotels are under construction for the first time since 2008.
The redevelopment of the tired Lionshead Inn in Vail, known as Strata, is one of the biggest construction projects underway in Vail with a mix of wholly owned and timeshare units above street-level commercial space.
“It feels like we have been asleep for a while, hasn’t it?” said Ed Mace, a hotel veteran whose Denver-based Silverwest Hotel Partners is backing an environmentally friendly, 113room Westin Element hotel in the Willits neighborhood of Basalt and a Hampton Inn in Silverthorne.
The Strata project was approved in 2009, but recession-triggered delays stalled construction until earlier this year.
“The whole ownership proposition became questionable, especially as a lot of people lost a lot of money on slope-side condos,” Vietti said. “People are recognizing the value in shared ownership, even with the turn-around in real estate.”
The under-construction slopeside Grand Colorado on Peak 8 in Breckenridge is the fourth timeshare lodge by Breckenridge Grand Vacations. With its 114-unit Grand Lodge on Peak 7 nearly sold out, the company with 20,000 buyers since 1985 is developing another 75 residences for shared ownership.
Sunrise, with Oaktree Capital Management, pulled the Dancing Bear project in Aspen out of bankruptcy in 2012 and recently acquired a hotel property for another fractional development in the Snowmass Village base area, which has languished with a halffinished base village since 2008.

The town plans to spend more money in 2015 on infrastructure upgrades and maintenance, including Phases II and III of the Step Up Main Street project as well as building a new well for the water system.
Sales tax revenues from January through July grew by more than 13 percent compared to the same six-month time period in 2013. Lodging tax revenues grew by about 20 percent, and real estate investment fee revenues grew by about 23 percent.
Some physical goods the town will lease include two vans, a snowmobile, a snow fan gun and a cat loader. Moinet said the 2015 budget, which will be posted on FriscoGov.com, was approved without any questions or comments from the town council members or the general public. In recent years, she said, Frisco has been trying to discuss government operations with residents through its online platform EngageFrisco.com without much success.
“We deferred a lot of projects over the years,� Moinet said. In terms of labor costs, the town will add two full-time positions and three positions will be changed from part-time or seasonal to full-time. The town instated a performance merit policy, in an effort to attract and retain employees, that allows individual staff members to earn a pay increase of up to 5.5 percent based on their performances.
