L

et’s take the big things first. The Carson Valley is a beautiful place. A broad green valley with the Sierra Nevada mountains rising straight up in the West and the Pinenut Mountains in the distance to the East. The East and West forks of the Carson River winding through the meadows.

We enjoy four distinct seasons, and at 4500 feet in elevation and in the shadow of the Sierra, we don’t get too hot in the summer nor typically receive large amounts of snow in the winter. Generally, this part of Nevada sees about 300 sunny days annually.

We combine a rural feel, with ranches along many of our main roadways and open space all around, with suburban convenience when it comes to shopping and services. Traffic is rarely congested, yet with the major North-South artery of Hwy 395 slowing down to 25 mph and serving as our Main Street, we connect easily with Carson City and Reno as well Hwy 50 and Interstates 80 and 580 for travel to the North, East and West.

Our residents enjoy top tier medical services from two major providers, a strong network of recreational facilities including numerous parks, a swim center and our spectacular Community & Senior Center. There’s a trail network for hiking, cycling and equestrian use that is extensive right now and continues to grow every year. The arts are well represented, with concerts and theatrical performances thoughout the year and numerous

galleries and shows as well.

The Douglas County School District is a leader in the state; embracing technology, boasting excellent teachers, engaged administrators and an array of Advanced Placement classes, extra curricular opportunities and more. We are also fortunate to host the Douglas campus of Western Nevada College here in the Valley. WNC provides not just the traditional Community College offerings, but also works closely with employers on training initiatives and enriches the community with a wide variety of noncredit courses.

The engagement of the residents in our community is remarkable. Service clubs, non-profits and the opportunities to volunteer abound. Got an interest in birding, gardening, quilting, classic cars or dozens of other areas? You’re likely to find a group of fellow enthusiasts here for you to share your passion.

The advantages of Nevada residency are well known, with no state imposed personal income tax the most notable. Executive Director Bill Chernock, who is

ultimately responsible for all Chamber activities, joined the Chamber after several years working as the Business Development Manager for the City of Mesquite, Nevada.

Before his 4 years in Mesquite, Bill spent twenty years working on South Shore, including 13 years at Zephyr Cove Resort and the M.S Dixie II before serving as Executive Director of the Lake Tahoe Visitors Authority for two years.

His chamber background comes from a dozen years on the Board of the former Tahoe Douglas Chamber, where he served two terms as Board President. Bill also spent many years on the LTVA Board and Marketing Committee before taking the Executive Director role and has worked cooperatively with a variety of entities, both public and private, over that time. Those entities include the Nevada Commission on Tourism and its California equivalent; the Visitors Authorities in Reno, Carson City and Carson Valley, virtually every tourism marketing organization at Lake Tahoe and he has served on the National Boards of Directors of the National Forest Recreation Association and the Gateways Community Alliance as well as on the Executive Committee of the Reno Tahoe Winter Games Organizing Committee.

she moved with her family from Hermosa Beach, California to the Carson Valley. As a Douglas High School Tiger, Alicia was an athlete in basketball, volleyball and softball. After graduating high school she earned an Associates degree at Lake Tahoe Community College and continued her college career at UNR. Through the years Alicia honed her business and marketing skills as a Property Manager for Condas International, a Marketing and Corporate Sales Manager for World Gym; and the General Manager and Corporate Wellness Director of Nevada Fitness / Nevada Fitness Ladies. She is also an independent Mary Kay consultant. For the past 7 years, Alicia has been the Manager of the Carson Valley Chamber of Commerce, helping its members establish and grow their businesses in our community, working to promote her chamber members and local business in Carson Valley.

Alicia truly enjoys her family and community, having served as a board member of a number of local non-profits, including Family Support Council and Austin’s House, Education Foundation, Carson Valley Medical Center Foundation, Soroptimist International of Carson Valley, AYSO. She has three wonderful children, Keiana, McKenzie and Luke. You can often find “Coach Alicia” on a field or in a gym sharing her passion for fitness and team sports with local youth coaching soccer, basketball, flag football and baseball teams. She spends many evenings and weekends running practices, traveling to games, and mentoring the kids in our community.

“When you love what you do, it doesn’t seem like you’re going to work everyday!” is Alicia’s motto.

moved to Carson Valley from the Sacramento area in July 2004, loves living in beautiful Carson Valley and is happy to be raising her children here. A busy mother of six children with four still living at home, Gina enjoys outdoor activities such as hiking, snowboarding, camping, fishing, and treasure hunting.

Gina has over 30 years of Administrative and Customer Service experience and enjoys helping the friendly people who come into the Chamber of Commerce office, assisting members, fulfilling Chamber information requests, answering phone calls that come into the office and handling the many administrative duties that are needed in the busy Chamber office.

ou’ll meet them at Chamber Luncheons, at Ribbon cuttings and the Business After Hours events and Ribbon Cuttings, at our Community Recognition Gala, Golf Tournament and Parade of Lights; in fact, you will meet the members of the Chamber Ambassadors at every event the Chamber does. But making events run smoothly is far from all that the Ambassadors do.

Ambassadors provide the communication links between Chamber members, Staff and the Board of Directors. They promote the Chamber throughout the business community, developing and referring prospective members to Chamber Staff and getting the word out on events.

When new members join the Chamber, it’s a member of the Ambassadors that brings them their membership plaque, makes sure they are aware of all of the benefits of Chamber membership and finds out what the business specifically hopes to gain by joining. The Chamber’s Parade of Lights helps kick off the Holiday Season.

We Connect *Luncheons – On the third Wednesday every month, our luncheons feature speakers on timely topics for business and a chance for members to power network. *Chamber Coffee – On the second Wednesday every month, a more traditional networking event gathers members for early morning coffee, continental breakfast and traditional face to face networking.

Ribbon Cuttings – Introducing a new business or location? Chamber Ambassadors will assist with a ribbon cutting to help bring attention and foot traffic to you!

Business After Hours – For a single business or groups of businesses, hosting a BAH is a terrific way to generate awareness and get potential customers into your store.

New Member Orientation – Get the lowdown on Chamber benefits and programs on the morning of the second Friday of each month. It also works as a refresher course for long time members.

Committees – Serving on a Chamber committee not only advances the interests of businesses in the Valley, but builds strong relationships among committee members. People do business with people they know and likecommittees help make that happen every day.

E-Blasts* – For a nominal fee, your message can be delivered to the inboxes of over 700 business people in the Valley.

Quarterly Mailers* – Every three months, we go old school and prepare and mail a package of special offer flyers from our members

Business Showcase* – April is Business Showcase month. Chamber members are the only businesses allowed to host booths at the most attended business event of the year.

We are now established in the Community & Senior Center, and put consumers by the hundreds in front of businesses.

Annual Gala & Community Awards Celebration – Each November, the Chamber recognizes the finest businesses, non-profit organizations, volunteers and citizens that the Valley has to offer.

Parade of Lights – 2017 is the 22nd year that the Chamber has produced the kickoff event to the holiday season, with a parade from Heritage Park to Minden Town Park on the evening of the first Saturday in December. Frankly, this isn’t about business, it’s about providing an event for the community, and we’re proud to do it. The Ambassadors make it happen with planning and day of event assistance. *Carson Valley Days Golf Tournament – We work with the Carson Valley Active 20-30 Club #85 to produce the most ‘Carson Valley’ of all the tournaments. We play at Carson Valley Golf Course and dine at Carson Valley Country Club to kick off June’s Carson Valley Days celebration. www.carsonvalleynv.org – The Chamber web site allows members to reach the world, with directory listings, specials, banners, hot deals , member only access to business information and instruction and much more.

Business Builder Seminars* Throughout the year, we bring you learning sessions on the most important topics for small business.

Sessions are led by experts and intentionally small in size to bring you the greatest benefit.

Leadership Douglas County* The Chamber produces this 11 month course designed to produce the community’s next wave of leaders.

You’ll get insights into what makes the community run and the people who make things happen while also receiving significant training in the art and science of leadership.

Chamber members receive a special rate for this program.

We Advocate

Chamber staff and members work closely in a number of areas on your behalf. The Douglas County Economic Vitality Plan has Chamber members in key positions and is assisted by the Chamber Economic & Community Development Committee. We work with the Business Council of Douglas County on business advocacy issues and the Northern Nevada Development Authority and Governor’s Office of Economic Development on business retention and attracting new businesses to Carson Valley. We work with Main Street Gardnerville, Main Street Minden, the Towns of Gardnerville, Genoa and Minden and the GID’s to improve their business climate.

We have been drivers of the Local First campaign, the GreenactNV business initiative and have been a contributor to the Connect Nevada effort since its inception. We helped initiate the Hospitality Curriculum at Western Nevada College and the County Open for Business efforts.

We communicate regularly with other Chambers throughout the state to present a unified voice of business to the State’s lawmakers and officials and nationally, we make our voice heard through participation in the efforts of the US Chamber of Commerce. We are there every day, advocating for the best interests of the business community.

How Property Taxes Are Calculated Step 1: Basic Calculation of Property Tax

To compute the property taxes for a parcel of property the assessed valuation is multiplied by the tax rate. The following examples show how the taxes are calculated on a representative house and a typical personal property account based on this formula: **Taxable value X 35% = assessed value X rate = property taxes due.

REAL PROPERTY -Taxable Value $200,000.00 X 35% = Assessed Value $70,000.00 X $.0298 = Property tax due $2,086.00 PERSONAL PROPERTY -Taxable Value $10,000.00 X 35% = Assessed Value $3,500.00 X $.0298 = Property tax due $104.30

Step 2: Calculating Tax Relief With the Provisions of Ab489 Tax Relief (NRS 361.4723)

During the 2005 session of the legislature a tax relief package was passed that caps property tax increases as follows (assuming no change to the property): Owner occupied primary residences and rental properties charging rates at or below the Department of Housing and Urban Development fair market rents may not have a tax increase from year to year of more than 3%. Parcels may still increase less than 3% or go down. All other property including vacant, commercial, industrial, second homes and higher rate rentals will be capped at between a low of 2 times the annual increase in the Consumer Price Index and a maximum of 8% depending on the growth rate in each individual County. In Douglas County: The 2005/06 tax cap was 7.3% based on the 10-year average assessed value growth.

Properties in this situation did not exceed a 7.3% tax increase.

Property With Changes From the Previous Year

Parcels with new construction, parcel splits and changes in zoning or use may not receive the benefit of the tax cap the first year. These values are considered “new” to the roll and are taxed at the full rate. A property with some existing and some new value such as an addition to an existing house will get a combination of existing value subject to the cap and new value taxed without benefit of the cap.

It is important to note that the taxable value is determined by calculating the replacement cost new less depreciation of any particular item. Real property is depreciated on a straight line basis over 50 years, at 1.5% per year. Personal property varies widely. It may be best to contact the assessor’s office for specific personal property questions.

Reconciling The Calculation Above With the Tax Cap

The 2005 legislature did not change the method of property tax assessment or the initial tax calculation. What the legislature did do is to put a limit on how much taxes can increase from year to year. For fiscal year 2005/06 and forward taxes are computed in two steps. First the tax is calculated as figured in the previous example and second, the prior years taxes are multiplied by the appropriate cap (3% or 8% for Douglas County) to determine the maximum tax allowed for the current year.

Property taxes cannot exceed the amount established by the second step.

Any amount by which the first calculation exceeds the second calculation is termed as “abatement”. This abatement is the benefit provided to the
