stato possibile attuare un confronto con quanto contenuto nel Rapporto ISPRA 150/2011 relativo all'anno 2010, che faceva riferimento al 1° ciclo di pianificazione. Il rapporto evidenzia il sempre più rilevante coinvolgimento delle Agenzie in tutto il processo dalla fase di definizione dei corpi idrici e delle reti di monitoraggio fino alla reportistica dello stato ambientale, delle pressioni e degli impatti sui corpi idrici e, in alcune regioni, anche degli obiettivi e delle esenzioni. Sebbene la copertura territoriale risulti sufficientemente completa e uniforme a livello nazionale, persistono difformità e disallineamenti in alcune fasi del processo. Parole chiave: Direttiva 2000/60/CE, fiumi, laghi, acque sotterranee, monitoraggio, attuazione, bioindicatori. The report “Implementation of Directive 2000/60/EC river, lake and groundwater bodies. Results of the survey carried out among Arpa/Appa 2020-2021" is a knowledge base to update the guidance MLG 116/2014 "Water monitoring network and programmes design compliant with the Legislative Decree 152/2006 (which transposed Directive 2000/60/CE)". The report is the outcome of the analysis of a questionnaire proposed to all the Environmental Agencies, within the TIC 2 - working group on water bodies, with the aim to report a detailed overview, updated to 2020, of the implementation of monitoring, classification and reporting activities for inland waters river, lake and groundwater bodies. The information refer to the 2nd planning cycle of River Basin Management Plans. An analysis of the territorial homogeneity related to the planning and implementation processes of environmental monitoring is reported. Moreover, a specific analysis of the biological monitoring and with biota matrix (Legislative Decree 172/2015) is reported. It was possible, for some elements, to make a comparison with the ISPRA 150/2011 Report, whose data referred to the 1st planning cycle, in 2010. The report highlights the significant increasing involvement of the Agencies in the environmental water 4
monitoring process, from the identification of water bodies and monitoring networks to the reporting of the environmental status, pressures and impacts of water bodies and, in some regions, of the objectives and exemptions too. Despite the territorial coverage is sufficiently complete and homogeneous at national level, some discrepancies and misalignments, at various steps of the process, still persist.
