I visited Seattle a few weeks ago. I try to make it over there at least once or twice a year to visit family, reconnect with old friends and visit former colleagues. This time visiting I couldn’t help but notice the abundance of new restaurants that have popped up all over the Pike/Pine Corridor—many in just the last six months. My architecture friends, most of whom spent the last decade designing homes for Seattle’s burgeoning dot com crowd are now all designing restaurants. All of this wouldn’t seem so odd, except that we are presently in one of the worst economic downturns in U.S. history. I just opened a local business and the question I get asked over and over again is, “Why now? Why open a business in the midst of an economic recession? Are you crazy?” Based on what I saw it seems that there are lots of crazy people in Seattle and they seem to be doing quite well. While I am not advocating for tons of new restaurants here in Spokane I am curious to understand what has created the sense of fearlessness towards opening a business that seems to have pervaded Seattle entrepreneurs. One potential reason might be access to capital, and not from banks but from an abundance of angel investors. From walking around Capitol Hill there 4

appears to be lots of money that is being invested locally—potentially allowing Seattle to create jobs and boost their economy. While it is hard to directly compare our demographics with Seattle’s, most of us would agree that job creation is essential to our economic recovery. With greater density and

aff luence Seattle can support the plethora of art house eateries that are springing up all over town. Here in Spokane where our population is not quite so affluent we need good paying, entry level jobs—jobs that used to be commonplace—many of them in manufacturing.
According to Inc. Magazine, in just the past decade, nearly 54,000 factories in the United States have been closed or moved offshore. And, since 2001, we have seen a decline of 28 percent or about five million manufacturing jobs nationwide. What I find most promising on the jobs front, is not just the hightech clean-tech industries that our Chamber of Commerce pursues, but those small business start-ups that are making a product, typically non-toxic, well-made or from waste materials. Businesses such as Sunshine Recycling, Maid Naturally, The Best Garden Tool (BGT), Mighty Mustard, and Dry Fly Distillery—are all relatively new local start-ups that are green businesses, precisely because they make something locally—and in a thoughtful manner. We need more of this kind of job creation and we need more support for it. The biggest obstacle to starting a new business is access to capital. Thanks to the crash of 2008, it is nearly impossible for startups to qualify for enough money to get started—not to mention the collateral that is required. Locally there is a group starting to talk about this and how alternative sources for capital, such as crowd-funding or a local stock exchange, could help in making access to money possible for new small businesses. K i m Pe a r l m a n - G i l l m a n , o f McKinstry Co., is excited about Kiva. org, a microfinance lending institution with partnerships around the globe to provide immediate loans to entrepreneurs in need. “What I love about Kiva is its simplicity. I can donate just $25 in my own name or as a gift and immediately I know that the money is being distributed.” While crowd-funding such as Kiva, IndieGoGo, and Kickstarter are starting to gain a foothold online, there are many loopholes (and lots of money) required to legally embark on this type of venture. Any company set up for the purpose of investing in other companies is regulated under the federal Investment Company Act of 1940. Complying with the Act can be expensive and according to the Cutting Edge Capital website, “probably not worth it for any but the largest funds like publicly traded mutual funds.” Another idea, worth revisiting is
a local stock market. Spokane used to have a local stock market, which began in 1897 and closed in 1991. My mother invested in a Dick ’s Restaurant expansion in the late ‘80s, through this market. The Wall Street Journal recently wrote about the resurgence of local stock markets saying, “SEC rules give some wiggle room to local exchanges. Under U.S. securities laws, companies can avoid registering an offering with the SEC if the company is selling shares only to residents of the same U.S. state in which it is incorporated. The company also must do much of its business in that state.” While there appears to be many obstacles to creating a local investment fund for businesses, many of the SEC requirements are beginning be challenged at the state level, with California leading the charge. Washington may soon follow suit, with Cutting Edge Capital recently selecting us as a testing ground to lobby for some of these changes. Investing in our local economy should be more than just buying local. It should include the opportunity for citizens to help build our local businesses and manufacturing. Empowering others to create and develop their own jobs, jobs for others, businesses that protect our environment and add to our local economy should be priority number one. // - Juliet Sinisterra

AVISTA: DRIVING INTO THE FUTURE SUPPORTING THE DEMAND For effective energy planning, it’s important to understand and respond to the impact these vehicles have on the demand for electricity. In 2009, Avista began testing this with two plug-in Toyota Prius Hybrids retrofitted with additional battery capacity so the vehicles can be run further on electric power. By offsetting the electricity these cars use with renewable power we’re generating through solar panels installed on the top of our building, we can further test the implications of renewable energy in meeting the demand for energy. MAKING IT EASY TO CHARGE Depending on where you live, public charging stations may be available. In April 2010, Avista installed three stations at various locations in Spokane. As more consumers choose electric vehicle transportation, you can expect to see more of these stations. Nationally, large retailers are beginning to install them in their parking lots as a way to provide service to customers. WHAT YOU NEED TO KNOW
As gas prices continue to rise and increasing attention is focused on the environmental impact of greenhouse gas emissions, more and more people are looking for alternative forms of transportation. The energy industry is responding. In 2011 and beyond, as new allelectric vehicles and plug-in hybrids enter the marketplace, Avista is developing programs to support our customers as they evaluate their future electric vehicle transportation options.
When using electricity, the fuel cost for operating vehicles can be up to seven times lower than traditional gas vehicles. In addition to lower operating costs, emissions from electric vehicles are up to 60% lower than traditional gas engines. What’s more, as an Avista customer, you can choose to participate in our voluntary renewable energy credits program, Buck-A-Block, to offset the energy you do use, and drive virtually emission free.

American energy dependency, increasingly dense traffic congestion and air quality issues are national concerns that can be managed effectively by reliable and efficient transit systems, said John Inglish, CEO of Utah Transit Authority. Inglish, who addressed Spokane audiences in early 2011, is world renowned for his expertise in planning and implementing the successful public transit system in Salt Lake County, UT.
each corridor will provide opportunities for public review and input before moving forward on a final decision. Upcoming HPT Initiatives and Project Studies. Through a partnership with the City of Spokane and Spokane Transit, the Central City Transit Alternatives Analysis (20102011) identifies a high performance transit service to connect major activity centers downtown. The study analyzes transportation modes (streetcar, electric trolleybus, enhanced bus) and routes that would best serve the goals of connecting downtown activity centers, increasing transit mobility and supporting a vibrant downtown core.
STA’s record-breaking increases in ridership, growing attention to the importance of linking transportation with urban land use development, and a projected Spokane County population growth of more than 100,000 people by 2030, are additional elements to consider when planning for the future. “By planning system expansion and enhancements now, we position ourselves to move forward when the timing is right and funding opportunities become available,” said E. Susan Meyer, STA CEO. Building a solid foundation. Spokane Transit began paving the way for the growth of the region’s public transportation system in 2009, with the development of CONNECT SPOKANE, a comprehensive plan to help guide decisions about Spokane’s public transportation system. The plan, adopted by the STA Board of Directors in July 2010, is a blueprint of what public transportation could look like in this region in the near-term, and over the next five, 10, and even 30 years. The keystone of the plan is what STA calls High Performance Transit (HPT). Building on the strengths of the current transit system, HPT will provide all-day, two-way premium service and both local and regional service connections. HPT service is envisioned to operate in a variety of high demand corridors through the region. Some of these corridors will feature very few stops and operate at freeway speeds. Others will operate on major commercial corridors with stops every mile or so and with trips departing as frequently as every 10 to 15 minutes most hours of the day. In corridors with heavy demand for shorter trips, service will be very frequent and provide easy access to many activities. HPT corridors will be constructed and operated with the right kind of vehicle mode for any given corridor. Considerations of costs, ridership benefits and impacts to the environment will be considered before selecting the vehicle type in each corridor. This may mean that one HPT corridor could use rail vehicle (such as a streetcar or light rail vehicle) while another may use transit vehicles. The development of 38

It is important to note that although preferred route and mode decisions may be decided, preliminary engineering of a project will not begin until funding is secured. Other transit plans will also be researched and vetted in the community before the projects are prioritized, funding is secured and implementation begins.
