WearepleasedtopresentourAnnualReportforFiscalYear2021-22.Itwasanotherchallengingyearfor theCriminalJusticeResourceCenter(CJRC),whichsawstaffadjustingtoanewnormalandincreasing technologydemandsofaglobalpandemic.

Ourmissionistopromotepublicsafetythroughsupportsforthelocalcriminaljusticesystemand throughassistancetojustice-involvedindividualswithawidearrayofservicessothattheymayachieve theirfullpotentialintheircommunities.Weaimtoprovidetheseservicesinwaysthatare Compassionate,Connected,andCommitted.

COMPASSIONisavalueespousedbyourentirestaffandourpartners.Everypersoncomestouswith specificneeds.Wespendtimegettingtoknoweachclientasanindividual,andthendeliverservicesina mannerthatrespectstheperson’sdignity.Thisinvestmenttakesplaceinindividualandgroupsettings andisconsistentfromfirstinteractionstoprogramexit.

WeremainCONNECTEDthroughalargenetworkandpartnershipsthatarecriticaltousaccomplishing ourmission.Strategicpartnershipsplayanimportantroleastheyaddflexibilityanddiversitytoour operations.Weformpartnershipswithindividualsandagenciesthathavevaluesandvisionsinlinewith thosewechampionatthecenter.Withoutthem,wecouldnotdoourwork.

TheCJRCisCOMMITTEDtosupportingclientsthroughouttheseasonsofchangeanduncertaintythat havebeenthehallmarkofthepast2.5years.ThisdepartmenthasservedthecitizensofDurhamCounty forover25yearsandcontinuouslymakeschangesandadjustmentstoensurethatourservicesremain meaningful,fillinggapsandneedsinthecommunity.

PRETRIALSERVICES

DurhamCounty’sPretrialServiceswasestablishedin2006tocreate asystematicapproachforrecommendingreleaseandcommunity supervisionfordefendantswhodonotposearisktothecommunity astheyawaittrial.Theprogramwascreatedwiththegoalof reducingthejailpopulationwhileensuringthatdefendantsappear fortheircourtdatesandarenotapublicsafetyriskwhileunder pretrialrelease.OnJune30,2022,thedetentionpopulationwas25% lowerthanonJuly1,2006.

Aspartofourcommitmenttoamoreequitablejusticesystem, PretrialServicesadoptedthePublicSafetyAssessment,anationally recognizedandvalidatedinstrument,toassessadefendant’ssafety andflightriskwhileawaitingcourtdisposition.InFY2022,Pretrial ServicesfinalizedthePublicSafetyAssessmentbyupdatingthe supervisionlevelsandreleaseconditionsmatrixbasedonfeedback providedbytheCourts.Additionally,weincorporatedinterpretation servicestobetterserveclientsanddetaineeswhoarenotfluentin English.

COMPLETED FOR PERSONS APPEARING IN FIRST APPEARANCE COURT AND OTHERS REFERRED FOR CONSIDERATION TO PRETRIAL SUPERVISION.

TheJailMentalHealth(JMH)teamworkswithdetaineeswhoarediagnosedwithmentalillness orareincrisis.Staffensuresinmatesonmedicationarestabilizedandprovidesthemwithmentalhealth programming,dischargeplanning,andconnectiontocommunity-basedtreatmentprograms.

DurhamCounty’scompassionforandcommitmenttopersonswithbehavioralhealthchallengesis evidentinthearrayofservicesnotfoundinmostotherjails:6full-timeandcontractstaffproviding aroundtheclockmentalhealthservices,screeningofreferreddetaineesshortlyafterintake,a psychiatristandmedicalresidentsonsite28hoursperweek,bilingualservices,operatingatherapeutic housingunit,mentalhealthwellnessprogramming,respondingtodetainees’callsforservice,aswellas dischargeplanningandservicecoordination.

STEPPINGUPINITIATIVE

DurhamCountyjoinedthenationalinitiativeto“ReducetheNumberofPeoplewithMentalIllnessinJails” in2015.Sincethen,CJRCandagroupoflocalmentalhealthproviders,localandstategovernment agencies,andcommunitymembershavebeenmeetingregularly(andvirtuallysince2020)toreview availableservicesandsupportsforadultswithbehavioralhealthconditionsinthecriminaljustice system.AcomprehensiveSequentialInterceptMapping(SIM)Exercisewascompletedin2019and updatedin2022.TheSIMillustrateshowpeoplewithbehavioralhealthconditionsflowthroughthe justicesystemandidentifiesvariouspointsofcontactthatcanbeimproved.

Theupdatedreviewrecommendsafocuson

1.Enhancingservicecapacitytoimproveaccesstoservices,includingmental healthtreatmentdesignedtomeettheuniqueneedsofjusticeinvolvedpeople;

2.Prioritizingsafeandaffordablehousingasacriticalcomponent ofbehavioralhealthtreatmentand;

3.Assessingfeasibilitytointegratepeersupportintoservices providedateachintercept.

INTEGRATEDREENTRYFORADULTSWITHCO-OCCURRING SUBSTANCEABUSEANDMENTALILLNESS(CSAMI)

FY2022wasthefourthandfinalyearofaSecondChanceActgrantfromtheUSDepartmentofJusticeto developandimplementinnovationsinJailReentry.

TheIntegratedReentryProgramwasdesignedtoenhanceandbetterutilizeexistingjailandcommunitybasedsupportservicescreatingamoreintegratedandseamlesstransitionfromincarcerationbackinto thecommunityforadultswithco-occurringmentalhealthandsubstanceusedisorders.Serviceshave improvedscreeningandassessmentformentalillnessandsubstanceusedisorders,facilitated comprehensivereentrycaseplanning,andprovidedorfacilitatedintegratedservicesbothindetention andpostrelease.

Throughoutthegrantperiod,ateamsuccessfullyenrolledandprovidedservicesto118justice-involved individualswithco-occurringhealthandsubstanceusedisorders.

•BytheendofFY2022,only12%ofparticipantshadreturnedtotheDetentionCenter.

•87%ofthe56peoplehousedwiththeassistanceoftheCSAMIteamsuccessfullycompletedthe programorarestillreceivingservices.

•98%ofthe42peoplereceivingcellphonesandmonthlyservicecompletedtheprogramorare stillengagedinservices.

MENTALHEALTHCOURTDIVERSIONPROGRAM

TheDurhamCountyMentalHealthCourtDiversionProgram’s(MHC)goalistoconnectindividualswith aprimarydiagnosisofSevereandPersistentMentalIllness(SPMI)orSeriousMentalIllness(SMI)to treatmentservicesandresources.Pendingcriminalchargesareusuallydismisseduponprogram completion.

InDecember2021,CJRCreceiveda$467,000grantfromtheUSDepartmentofJusticetoexpandMental HealthCourttoservemoreclientsandenhancetreatmentsupportsinalignmentwithnationalbest practices.

TheDurhamCountyPost-ArrestDiversion(PAD)programisan initiativebetweentheDurhamDistrictAttorney’sOfficeandthe CriminalJusticeResourceCenter.

Individualschargedwithlower-levelfelonyallegationsare requiredtocompleteacommunity-basedprogramwithin4to6 monthsofreferral.

Uponsuccessfulcompletion,theDistrictAttorney’sOfficeis notified,andtheprearrangedagreementforthecasewilltake place.Ifparticipantsdonotcompletetheprogram,theDistrict Attorney’sOfficemaybegincriminalproceedingsontheoriginal allegation(s).

SamaritanHealthCenterisafaith-basedfreeand charitableclinicinDurham.SamaritanHealthCenter hasprovidedmedicalservicestoDurham’s uninsuredandunderservedresidentsforthirteen years.Theybeganservingjusticeinvolvedpersons throughapartnershipwithDurhamRescueMission byprovidingamedicalhomeforpersonsafterthey arereleasedfromincarceration.SamaritanHealth Centercontinuestogetreferralsbywordofmouth andfromorganizationsandserviceproviders.

“Durhamisagreatcollaborativeenvironment. SamaritanHealthCenterwantstoaddourpiecetothe puzzletohelpbetterservepeopleinneed.TheLocal ReentryCouncilisagreatopportunitytolearnaboutother servicesavailabletojusticeinvolvedpersonstoreferpatientsif thoseneedsarise,” says ElizabethBrill,theExecutiveDirectorof theSamaritanHealthCenter.

TheLocalReentryCouncil(LRC)connectspersonsreturningtoDurhamfromincarcerationtoanetwork ofprovidersandservicesincludingshort-termhousing,childcare,transportationandemployment assistance.

DURHAM COUNTY CRIMINAL JUSTICE RESOURCE CENTER, FY 2022 ANNUAL REPORT DURHAM CRIMINAL JUSTICE RESOURCE CENTER 2022 13 46 Persons Served 17% Completion Rate TheDurhamAdultDrugTreatmentCourt(ADTC)isavoluntary,judiciallysupervisedtreatment opportunityforpersonswithchemicaldependencyasanalternativetoincarceration.ADTCoffersnontraditionalandindividualizedtreatmenttoindividualschargedwithnon-violentfelonyormisdemeanor offenses.Durham’sDrugTreatmentCourtiscontinuouslyevolving,adjustingprogrammingtofollow evidence-basedpractices InFY2022,theDrugTreatmentCourt • hiredanewCoordinator • receiveda$32,000grantfromtheDurhamCountyABCBoardprovidingincreasedtreatment services,medicationassistedtreatment,clientincentivesandhousing. Shane ShanewasbornandraisedhereinDurham,NorthCarolina.DuringCOVID-19,hehadalotoffreetime, whichsteeredhiminthewrongdirection.Hewaspresentedtheopportunitytostarthisrecoveryin STARRattheDurhamCountyJailandthencontinuedhistreatmentthroughsubstanceuseandcognitive behaviortreatmentandattendedNarcoticsAnonymousmeetings,alllocatedwithCJRC.Shanestated CJRChelpedhimgethislifebackontrackashewasfacing3yearsinprison.CJRCgavehimthe opportunitytoremainoutofjailandtaughthimbasiclifeskillsthatenabledhimtocontinuemanaging hisownconstructioncompanyinDurham. “Iwanttoraisemynewbornchild,andcontinuetoexpandmybusiness.Iwanttoliveandnot hatelifedaytoday.” Brian Brian,fromJohnsonCounty,startedhisrecoveryprocesswithSTARRattheDurhamCountyDetention Facility.HegraduatedfromDrugTreatmentCourtayearagoandhasbeensoberandcleanfor38 months.Briansharesthathetookadvantageoftheservicesavailable.Hehadpeersupport,WRAP services,transitionalhousing,andon-the-jobtrainingwithDurhamCounty.HeplansonbecomingafulltimeemployeeherewithDurhamCounty. “Myplansrightnowaretoremainsoberandcleanandmakethebestoutofeachday.Ipray beforeIdoanything,soIdon’tdothewrongthing.”

JB,aclientandlocaltattooartist,agreedtopaintamuralonthewallofCJRC’sClientBreakroom.Thepainting isaself-portrait–JBbreakingthroughawallandputtingthepiecesofhislifetogether.Wehopethatthismural willcreateawelcoming,livelyandreflectiveenvironmentforfutureclients. CommunityBasedServicesprovideprogramsforjustice-involvedindividualswhoareDurhamCounty residentsandonsupervisedprobation,post-releasesupervisionorparole.Additionally,personsin diversionprogramsareabletoaccessservices. FromaCJRCSubstanceUseDisorderTreatmentCounselor 187 Persons Served 27% Completion Rate OUTPATIENTSUBSTANCEUSEDISORDER CJRCprovidesoutpatientsubstanceusedisordertreatmentprogramforpersons 18yearsoldorolder.IndividualsarereferredthroughTreatmentAlternativesfor SaferCommunities(TASC),theCourtsorotherserviceproviders.Basedontheir needs,participantsreceiveintensiveoutpatienttreatmentorregularoutpatient treatment. Thetreatmentprogramworkswithclientstodeveloprecoveryskills,insightsand thenecessarycommunityconnectionstobuildsuccessesintheirlivesandintheir community.Focusingonthesegoalsreducesthelikelihoodoffuturenegative involvementwithlawenforcementandthecourtsystem. TheSubstanceAbuseTreatmentandRecidivismReductionProgram(STARR)isafourweeksubstanceusetreatmentprogramprovidedtodetaineesintheDurham CountyDetentionFacility.STARRGradprovidesanadditionalfourweeksof advancedrecoveryskills.InFY2022,STARRparticipantswereabletoaccessAfter Care,ParentingandWRAPservices.ThemajorityofSTARRparticipantsaremandated totheprogrambytheCourtsorbyProbation. “I'mgratefultohavetheSTARRprogramhereinDurhamCounty.IknewI wantedtogetcleanandIknewIneededoutsideinterventiontogetmeonthe rightpathbecauseaddictionhadsuchastrongholdoverme.Thankstothe STARRprogramandtheMATprogram,Iwasabletouseallmytimeproductively andgrowintoamuchstronger,saner,healthierpersonthanIwasatthetimeofmyarrest.Ina veryrealsense,Ithinkitmayhavesavedmylife”.
