The Government of India has undertaken multiple initiatives to promote the manufacturing and adoption of electric vehicles in the country With the considerable expansion in the public EV charging infrastructure, and various steps taken by DHI FAME, State EV policy with subsidy exclusive to State Government Transport Units (STUs), the movement of electric bus deployment is expected to be around 8 10% Despite all this, we still have a long way to go to expedite the electric bus adoption, and I believe that largely the reasons are: We recently launched our first zero emission, pure electric, 9 metre city bus, EKA E9 and we are also through with the product design and validation of our first light commercial vehicle, which will be launched later this year This year we will also introduce our smart lean factory concept to localize the supply chain by providing the design & framework of these factories along with processes and systems that enable these factories to perform Going forward we plan to introduce Standard Bus (12mtr), Coach, and Hydrogen fuel cell vehicles

Dr. Sudhir Mehta
Subsidy is given only to the State Government Transport Units (STUs), the tender process is generally 6 months and deployment time is 1 2 years Hence, the delay
What is the strategic vision with which EKA was set up? What is the company aiming to achieve in the next 5 years? What is your view on the government initiatives to boost the EV sector? What more can be done?
With our more than 25 years of legacy in the commercial automotive space, we looked at it as a responsibility of enabling and transforming the current commercial transportation system into a Safe, Smart, Sustainable & Integrated ecosystem We wanted to build this entire ecosystem in commercial electric mobility that is focused on de choking cities from traffic congestion, making public and commercial mobility comfortable & most importantly, profitable, thereby easing the life of citizens, protecting the environment, and offering the best total cost of ownership to Governments, businesses & operators With EKA, we are committed to transforming businesses with our core values of Environment Focus Conscious Innovation, and Reliable Mobility We are unleashing an array of innovations, such as mobility as a service, new energy vehicles, advanced battery technology, profitable last mile delivery vehicles, in house vehicle control software solutions, revolutionary smart lean factories concept, vehicle, and battery recycling, modular vehicle platforms and components We have created a new ecosystem of technology, manufacturing, and distribution of electric commercial vehicles And this know how and resources will be shared in a democratized manner to further optimize costs and increase the viability of electric vehicles Our vision is to become a global volume leader in commercial electric vehicles that accelerate development and benefit businesses in a sustainable manner Our concept is entirely Made in India for India and the World, that is why we like to call it #BharatKiEKA
Financiers are very hesitant to do the funding of the EV buses, due to huge Capex costs and charging higher IRR

With EKA, we are committed to transforming businesses with our core values of Environment Focus, Conscious Innovation, and Reliable Mobility. Our concept is entirely Made in India for India and the World, that is why we like to call it #BharatKiEKA I firmly believe that in the next ten years, India will be the largest EV market outside of China.
INCONVERSATION
Any piece of advice for budding entrepreneurs wishing to enter the EV sector?
We recently launched our first zero emission, pure electric, 9 metre city bus, EKA E9 and we are also through with the product design and validation of our first light commercial vehicle, which will be launched later this year.
The future of mobility is at a critical point of inflection According to NITI Aayog and RMI, EV sales penetration is slated to reach as high as 30 percent of private cars, 70 percent for commercial vehicles, and 80 percent for two and three wheelers by 2030, elucidating the massive opportunity for not just emerging startups but also traditional OEMs.
The potential of EVs presents a promising opportunity for budding entrepreneurs to explore innovations in telematics, battery technology, and battery management systems, creating robust charging infrastructure, fleet management, fintech opportunity, and product innovation
While growth in the electric vehicles industry is on an upward tick, it has much ground to cover to be able to realize the government’s ambitious 2030 target The consumer perception of electric vehicles in India is still weak compared to internal combustion engine (ICE) vehicles ICE due to range anxiety high price point resale value battery technology, lack of awareness, safety issues, etc
Despite this, both, consumers and governments, are becoming more open about adopting e mobility than ever before Mass adoption of EVs in India has started with two wheelers, three wheelers, and buses 2 wheelers, 3 wheelers, last mile transportation segments, and buses are expected to drive electric vehicle growth in India Battery & EV manufacturing scale up has happened and along with the Make in India plans of the government, India is slated to be one of the world's largest exporters in the segment We are confident that with the Government of India’s push, favorable policy implementation, growing innovation, and new market entrants, we will be able to achieve our vision of a clean, green, electric future I firmly believe that in the next ten years, India will be the largest EV market outside of China
What do you have to say about the EV start up ecosystem in India? How can it be enhanced further?
As we advance toward a more sustainable future, electric vehicles have taken center stage with a substantially improved level of technology and knowledge in the sector over the years The goal of lowering pollution and reliance on imported oil has strengthened the case for EV adoption India’s electric vehicle market is rapidly expanding and is one of the largest untapped markets in the world
Demand, sales, and manufacturing have all been increasing, and given the market size, potential, and investors sentiment, the sector has witnessed various new market entrants New brands, new products, new solutions the sector is poised for unprecedented growth EV start ups continue to make headlines as these fresh entrants are disrupting an industry dominated by traditional automotive brands. Cutting edge innovation and safety technologies are important for this segment to grow further, and if policymakers can drive investment and capital towards the startups pushing through new battery technology, standardization of charging infrastructure, EV financing and long term cost efficiencies India has a prime opportunity to achieve its electrification and sustainability goals
JUN-JUL ISSUE 2022 | PG 15| INDIA
Our vision is to become a global volume leader in commercial electric vehicles that accelerate development and benefit businesses in a sustainable manner.

India’s Road Transport Minister Shri Nitin Gadkari has recently vowed to soon bring down the cost of electric vehicles in India at par with petrol based counterparts.
In recent years, EV manufacturing in India has caught up quite a bit, with close to four lakh 3 wheeler vehicles sold in 2021 22 while registering a 168% YoY growth We expect a similar trend to continue in 2022 23 3 wheeler cargo and 4 wheeler cargo will drive growth in the next few years And companies like us have been allocating significant R&D budgets for new product launches While most of the early OEMs built their vehicles by integrating various imported components, this trend has reversed quite significantly in recent months We at Etrio have significantly increased the domestic content in our vehicles and completely transitioned to a domestic powertrain for our 3W product The country today still needs to make significant investments to localize most of the key components so that the reliance on imports goes down drastically in the years to come and to ensure that India becomes “Aatmanirbhar” in the EV space
The ‘Make in India’ initiative of the Government, in particular, is playing a major role in terms of boosting the EV manufacturing ecosystem in India
Since commercial EV vehicles offer superior operating economics, financing the cost of vehicle purchase at reasonable interest rates will drive the adoption of EVs even further India still lacks adequate financing support for EVs from banks and financial institutions In addition, other challenges such as the rising cost of batteries and commodities, shortage of semiconductor components, increased logistics costs, etc , will persist in the short term Hence, the Government should support the Industry by allocating more resources to support subsidies so that the current momentum continues

The ‘Make in India’ initiative of the Government, in particular, is playing a major role in terms of boosting the EV manufacturing ecosystem in India We at Etrio have significantly increased the domestic content in our vehicles and completely transitioned to a domestic powertrain for our 3W product Our approach is to focus on innovation and deliver vehicles that truly address our customers’ issues and work closely with them in building reliable and intelligent products with superior economics while delivering a superior customer experience
How will you evaluate the market acceptance so far? What are the key retarding factors for the anticipated market growth?
CONVERSATION HIGHLIGHTS
How do you see the evolving EV space in India? Are we on the right track to achieving our net zero goal? Are the current policies enough to encourage the EV push and how do you see the Make in India initiative?
The market acceptance of EVs is increasing at a rapid pace and is bound to increase furthermore in the times to come, given the use cases for EVs in vehicle fleets are ever expanding as the technology drives innovative solutions As a pure play EV company, we would like to continue to stay on the leading edge of this transformation and develop products that enable greater EV adoption Initial market adoption has been in the 2 wheelers and now it is the 3 wheelers Other segments such as LCVs and MCVs will be next in terms of adoption and demand growth
The regulatory and policy ecosystem for e mobility in India is evolving; however, there has been a lot of policy push for EVs across verticals, industries, and geographies Various Indian states are coming up with and implementing their own state specific EV policies, in addition to the Central Government’s ongoing efforts and policies
In the upcoming years, the future of EVs looks brighter than ever before The Indian Government has chalked an ambitious vision of minimum EV penetration of 30% in the passenger car segment, 70% in commercial vehicles, 40% in buses, and 80% for two and three wheelers by 2030 Further, India’s Road Transport Minister Shri Nitin Gadkari has recently vowed to soon bring down the cost of electric vehicles in India at par with petrol based counterparts All such positive developments, we believe, would be playing a pivotal role in ushering in a large scale EV boom in India in the years to come, and are a testimony to the fact that we are on the right track to achieving our net zero goals for the mobility sector
INCONVERSATION
In our view, the 3 game changing technological developments that would drive faster EV adoption would be: 1) Lighter and High Energy Density Batteries, 2) Charging Infrastructure and Fast Charging, and 3) Artificial Intelligence and IoT

The one thing that nobody is doing is making cells in India We are the only Indian company today that is developing cell technology in India When you don't have your own cell, you are dependent on some other country to procure it. And when we're procuring, are we making the right choices?
How has been Log9’s journey so far? What are the products and innovations making Log9 the pioneer?
At a time when majority of the cells and batteries used in India’s electric vehicles are being imported from other countries, Log9 unveiling the country's first indigenously developed cell manufacturing facility at its Jakkuru is a milestone that added a new lease of life for the country’s mobility vision to turn to electric significantly by 2030
INCONVERSATION
Our journey over the past 7 years has been nothing short of ups and downs. Come to have an overarching view on the ecosystem, while the decision makers at the top are sure shot visionaries and while the policies drafted have been with a view to putting India on the Fastrack, the execution at the ground level does not keep pace with all credits to the misalignment with overarching goal and bureaucracy The sheer number of startups and further the number of unicorns that have come up is a clear indication of the amount of potential the country holds, but the ecosystem definitely needs to be proactive, agile, and welcoming
In terms of ease of doing business, how would you summarize your startup experience?
You have recently unveiled the country's first indigenously developed cell manufacturing facility at your Jakkuru campus and set a perfect example of working towards the Make In India Mission. How will you define the Make In India Mission? And what impact will it have in the long run? What keeps you motivated, better innovations, or business growth?
More so, it is a perfect example of working toward the Government’s Atmanirbhar mission and represents a giant leap forward in empowering India with all the flexibility and scale that would be required to give the country the right impetus for ushering its EV led future This milestone achievement by Log9 also puts India on the global map of deep tech organizations, which shall further pave the way for the new generation Indian startups to rise and shine in the deep technology arena Needless to say, we strongly believe that Log9’s cells made in India, for India are going to play a crucial role in making India self reliant while helping the nation realize its ambitious electric mobility vision for the near future. Log9 believes in taking action over just saying empty words, and we have taken the first baby step of setting up a commercial cell line so that it can act as the DNA of the country’s sustainable future in the times to come and provide support to India’s EV transformation story With this facility, we are aiming to achieve at least 50MWh of peak cell production capacity in the next year, and then they would be scaling to over 5GWh in the next 3 5 years
Moreover, battery and EV companies need to work on developing cooling technologies that can ensure that batteries are able to perform the function without heating up Whereas the really impactful, long term solution is for India to make cells in India with chemistries and materials that are more suited for Indian conditions We at Log9 are already moving ahead on this path by creating India’s first Li ion cells named ‘TiB’ cells, that can withstand extreme temperatures of Indian and tropical climatic conditions
Our brand’s cornerstone is its purpose which says “Log9 is about paving a new path branching away from humanity’s tryst with self destruction, and fighting climate change with sustainable energy ” Log9’s vision later sprouted from the same purpose that says “To be the most respected brand in the clean mobility and energy sectors across all tropical countries by 2030 ”
Log9's sole purpose and mission are to Pioneer Responsible Energy, and hence, we are dedicatedly working towards realizing this by creating Log9’s responsible energy solutions.
JUN-JUL ISSUE 2022 | PG 19| INDIA
As of today, most Indian companies import Li Ion cells and make battery packs out of them. Additionally, the major challenge that India is facing is the price sensitivity of its battery packs; hence the choice of cells being imported in India are mainly NMC cells which are cheaper but come with a risk of becoming thermally unstable under hot weather conditions To overcome these issues, Indian battery companies and EV companies must select the right cell chemistry that is more suited to Indian weather and drive conditions
It is this pursuit that has always kept Log9 ahead of the industry, and our deep rooted commitment to put India on the global deep tech map has ensured our innovations redefine the Indian energy sector Couple our fight against climate change with our pursuit to push boundaries on innovation, and so we have the perfect recipe for our business growth

PERSPECTIVE WHAT ARE THE KEY TAKEAWAYS? HARYANABECOMESTHENEWESTSTATETOJOINTHEEVPOLICYBANDWAGON JUN-JUL ISSUE 2022 | PG 22| INDIA
In order to promote EV adoption in the State of Haryana, the state’s government gave a green signal to its EV Policy for 2022. The State Government of Haryana on 8th July 2022, notified the “Haryana Electric Vehicle Policy-2022” which is effective from 10th of July, 2022 for a period of 5 years. This policy places great importance on the creation of an end-to-end ecosystem for E-Mobility in the state and envisages harnessing Haryana‘s inherent strength in the automotive manufacturing sector for supporting EV manufacturing and adoption within the state. The objective of this policy is to promote clean transportation by promoting the use of EVs in the state and to make usage of EVs affordable and easy, by setting up a widespread and accessible charging infrastructure. Under the EV policy, the government is offering a plethora of financial incentives as well to EV manufacturers and consumers. We asked some of our experts to throw light on the subject and here is what they had to say.
While the ambitious policy provides the necessary impetus required in the sector, the on ground implementation of the policy with seamless coordination between departments following a robust framework would be a key factor Improving the ease of doing business, facilitation in availing
The policy takes care of the environmental hazards in EV space through the introduction of a special financial incentive for setting up a battery disposable unit Under this, 15% of the FCI up to INR 1 Cr shall be provided to the firm that set up a battery disposable unit
Haryana joined the assemblage of states with a comprehensive EV policy to contribute to India’s goal of EV30@30 The policy declares 2022 as the “Year of the Electric Vehicles” for Haryana and also declares the cities of Gurugram & Faridabad as Model Electric Mobility Cities The Policy is based on principles of protecting the environment, reducing carbon footprint, establishing Haryana as an EV manufacturing hub, adopting EVs, skill development in the field, and encouraging R&D in areas related to EVs Haryana, home to the country’s largest car manufacturer, and being a leading car manufacturing state in India, plans to further encourage industries in the state by providing a financial incentive equivalent to 25% of the book value (up to INR 2 Cr) for the conversion of existing ICE related manufacturing units into EV manufacturing In its endeavor to make Haryana a manufacturing hub, the policy further provides a financial incentive in the form of Fixed Capital Investment between INR 15 Lakh to INR 20 Cr based on the size of the industry for manufacturers of EVs, components of EV, EV batteries, and charging infrastructure Additionally, there are incentives on Stamp Duty, exemption on Electricity Duty, and reimbursement of SGST.
The institutes/ PSU/ private companies focusing on research on the development of EV related technologies have been granted 50% of the project cost between INR 1 Cr to INR 5 Cr. Furthermore, a grant of INR 25 Lakhs is provided to the first 20 colleges which set up infrastructure related to R&D of EV.
benefits of the policy and single window clearance using technology can be a game changer Further, to boost the adoption of EVs at a faster pace Haryana Government may consider holding regular campaigns for stakeholder awareness With the states playing their part in the Vision 30@30, we will have to wait and see the participation of the citizens towards e mobility
Haryana is preceded by about 20 Indian states announcing their EV roadmaps Haryana had the unique opportunity to structure its policies to benefit from the National government’s latest schemes related to electric mobility Not having aligned its offering more closely with the PLIs on Automobile & Auto Component and ACC Battery is a lost opportunity for Haryana to differentiate itself from the bandwagon
First, is the attempt to encourage the setting up of battery disposal units in manufacturing facilities These units attract a 15 percent rebate on FCI, up to INR 1 crore While India currently lacks a general policy regarding battery recycling, encouraging such practices could ultimately drive down the cost of batteries Second, is a one time subsidy of 25 percent of a company’s book value up to INR 2 crore given to manufacturers that convert existing factories in the state to EV manufacturing units Currently home to some of the largest auto manufacturing units in the country, this could ensure that Haryana remains at the forefront of India’s electric vehicle manufacturing landscape in the coming years
The state's historical role in India’s automotive sector and its underwhelming EV adoption make its just released EV policy noteworthy
Additionally, the policy exempts electric two and three wheelers from the motor vehicle tax and registration fees and offers a special six month rebate for some categories such as e rickshaws
To encourage innovation, the policy offers financial support of up to INR 2.5 million for patents in EV manufacturing. Educational and research institutions that develop new EV related technologies or non fossil fuel based mobility solutions will be eligible for an incentive of up to INR 50 million The state has also announced a grant of INR 50 million for five centers of excellence to address skill development
JUN-JUL ISSUE 2022 | PG 23| INDIA
The government plans to walk the talk by transitioning its own fleets, including city buses at a similar pace.
The state which sold just 254 EVs in January of 2021 recorded its highest ever monthly sales in May 2022, with 2,277 units a 9X growth in 15 months And this was even before the notification of the state EV policy. The new policy, therefore, could accelerate Haryana’s efforts to decarbonize its road transport sector
The government of Haryana’s EV policy is envisioned with multiple overarching objectives promoting EV adoption, attracting investments, generating employment, leveraging its prowess in automotive manufacturing, and creating a supportive EV ecosystem to make Haryana a global EV hub Haryana is the first Indian state to announce purchase subsidies for electric tractors as a part of its EV policy Considering that the state is one of the top agricultural producers in India, this is a strategic move to introduce EVs to the mainstream rural market For the urban regions of the state, Haryana showcases its ambitions in EV adoption by aspiring to transform Gurugram and Faridabad into model EV cities; and has set 2030 as the target year for their city logistics’ fleets to go 100% electric
Haryana’s prowess ultimately lies in automobile manufacturing since it is home to one of the largest hubs for automobile manufacturing, and the recently announced policy champions this aspect by incentivizing various manufacturers across categories Subsidies on fixed capital investments (FCI) range from INR 15 lakhs for micro industries to INR 20 crores for mega industries This is in addition to the 100 percent stamp and electricity duty exemptions for manufacturers and a 50 percent State GST reimbursement over a period of 10 years Electricity duty exemptions have also been extended to charging infrastructure and service providers
The policy also offers purchase incentives, capital subsidies, tax exemptions, waivers, concessions, etc which have become standard provisions of state level EV policies in India Incentives for retrofitting or scrapping an ICE vehicle are a glaring omission. It is interesting to note that this EV policy is a welcome departure from its primitive draft from December 2020 which featured range extension batteries and a flat purchase subsidy of 30%
A holistic policy framework that parallelly attempts to boost manufacturing, charging infrastructure and services, and the adoption of EVs, could prove to be a gamechanger for Haryana’s EV journey By naming Gurgaon and Faridabad as champion ‘model electric mobility cities’, the policy could stimulate the EV transition across the state, based on the learnings from these two key urban centers
The northern state of Haryana abuts India’s capital; its two largest cities Gurugram and Faridabad are part of the National Capital Region which is infamous for its constant bad air quality The Delhi Gurugram Faridabad area is one of the four large automotive manufacturing clusters in India; and accounts for more than 10% of the country’s production capacity The states’ per capita net domestic product is among the top five in the country
Maruti Suzuki, Honda Motorcycles, Yamaha Motorcycles, and Suzuki Motorcycles have large scale production units in the state and contribute heavily to the state's automotive exports of $600 million To aid the transition of such traditional OEMs, the state has announced a one time seed fund of up to INR 20 million for early movers
Yet, Haryana has registered only 2 6% of India’s cumulative EV sales
pegs 2022 as the ‘year of electric vehicles’ apt, considering the pace of this sector’s growth in the last fiscal year The state’s EV policy was notified in late June 2022 and has been well received by the automotive industry While some called it ‘pathbreaking’, the draft version released in 2021 also created quite a stir
RESEARCH ANALYST, CEEW CENTRE FOR ENERGY FINANCE MEGHNA NAIR
The CEEW CEF electric mobility dashboard shows that Haryana sold 19 EVs in FY 2021 22 for every 1,000 non EVs sold The state’s new policy would attempt to grow this share significantly by boosting adoption Its strong consumer incentives range across categories Firstly, Haryana aims to power its state transport unit entirely with ‘non fossil fuel technologies’ by 2030 Secondly, it provides a direct purchase subsidy of 15 percent across different categories with varying value caps. However, what really stands out is the inclusion of ‘hybrid’ EVs in these subsidized categories one of the few Indian states to have this Hybrid technology, not associated with range anxiety, is expected to play a significant role in the transition to electric mobility by building consumer confidence in battery powered vehicles
SENIOR EXPERT, ELECTRIC MOBILITY & SUSTAINABLE TRANSPORTATION PRAMODA GODE
Haryana’s new electric vehicle (EV) policy for promoting electric mobility
PERSPECTIVE
However, there are two standout features of Haryana’s state policy
Investors have shown a lot of interest which has helped growth along Over 500 startups have raised over $700 million with the help of investors and banks. Legacy players and manufacturers have also entered the EV marketplace and have brought along with them, years of expertise, skill, infrastructure, and guidance that are further reaffirming the EV revolution in India
The Indian EV revolution is being established by innumerable new players (startups) However, the market is not fully comparable to ICE and offers opportunities to start ups that now face a difficult challenge The task is to develop an eco system that extends beyond the conventional setup This extends beyond government subsidies, tax rebates, and subsidized land parcels as well as other policies and incentives that provide a stable foundation for growth
THE PERFECT SETUP TO SPEED UP INDIA'S ELECTRIC JOURNEY INDIA’S EV STARTUP ECOSYSTEM PERSPECTIVE
On the consumer side, there are other roadblocks that need to be resolved There is a sudden surge in demand for EVs Struggling to meet this demand is the fact that EVs pose a 20% premium over new ICE vehicles Further, acquiring loans for EVs is not as easy and smooth as it is for traditional ICE vehicles, making the purchase decision even harder for consumers Difficulties in getting a loan for EVs compound the issue of meeting consumer demand Some safety incidents have raised concerns about EV technology, and safety related incidents have added to consumer hesitation which have made banks shy away from providing EV loans, as well as added to consumer hesitance These roadblocks will only be overcome by introducing safer technology, and better batteries as well as educating the customer about the safe usage of EVs and batteries
DIRECTOR, CRAYON MOTORS MAYANK JAIN
Prelude: The mobility industry is definitely going through one of its most disruptive periods globally and especially in India with electrification being one of the major drivers of this transformation. Over 100 new models of EVs are launched globally each year, and it is estimated that by 2040, one in three cars sold will be EVs. With the onset of this EV revolution and the focus on new technologies, an opportunity arises for new players to enter the sector. As many established automobile manufacturers have been a bit slow to up their EV game, many EV startups have had the opportunity to gain a foothold in the market. However, despite these opportunities, EV startups need a supportive ecosystem to help them grow and achieve their full potential. Let's understand from our valuable contributors about the present EV ecosystem and what more needs to be done to accelerate the EV transition.
India is right at the precipice of an EV revolution, which, for all intents has already begun The evolution of the Indian EV market can be measured by noting the growing number of startups that are manufacturing everything from components to electric vehicles Several state Governments are also contributing to EV startups through their own policies, subsidies, and initiatives. Discussions about transitioning to EVs that had gone on for years have now started to fructify into reality as all stakeholders are working on this exciting new industry
In terms of infrastructure, grid load is another challenge for the EV sector and one that isn’t being talked about as much as it needs to How the electric grid across India will cope with millions of EVs drawing power from it is something that needs attention as well, if the adoption of EVs has to become a reality This is especially true for smaller, tier two, and tier three towns and villages where the availability of electricity itself is inconsistent. This is yet another challenge that needs the close collaboration of OEM manufacturers, government entities, and startups with their ability to provide quick solutions that penetrate all markets
JUN-JUL ISSUE 2022 | PG 24| INDIA
The path to take this forward involves the establishment of a vast and intricate ecosystem, that involves a close collaboration between all players There are battery manufacturers, service providers, OEM manufacturers, and digital solutions generators, all building this ecosystem from the ground up The government, policymakers, manufacturers, investors, and consumers will all need to work together to help achieve this goal, achieve growth and overcome hurdles
Currently, EV 2w/3w accounts for less than 5% of the total 2w/3w market EV 4w market is further low There are a lot of current challenges to overcome like understanding the Automotive Design, safety & Quality standard by all companies, Standardization of parts like batteries, Charger, Motor etc following Auto standards in EV & parts manufacturing avoiding fire incidents, The Journey has just started and almost doubling growth observed and also expected YOY The market size is Huge whether it is EV manufacturing, Parts Manufacturing, Infrastructure solutions, mobility solution, design studios, etc
The Journey of the Indian EV Industry started a non standard way by importing 2w and 3w parts from China, assembling them in India, and sales through Dealers. Initially, it started with zonal Players Line NCR OEMs, West OEMs, South OEMs, etc mostly around 2014 15 onwards Many start ups, as well as small and medium Businessmen, started investing in the EV segment around the same time Indian EV industry also had many challenges Like High Lithium Battery Costs, No history of Lithium battery performance and impacts, No such design studio except Auto Giants No Indian designed product, Charging time, No Infrastructure for fast charging or swapping, Lack of EV supply chain, High Capex for EV OEM for tooling, Plant setup, design, etc, supply chain, etc 2015 onwards Indian start ups started working towards EV Supply chain related challenges and demand EV start up companies started working in Fleet operation, 2W/3W manufacturing, Building Design studios, designing 2W/3W, Designing and Manufacturing various EV parts like Lithium Battery Charger Controller Motor IoT Data Analytics, charging stations, swapping stations, etc This is fuelled by Govt Initiatives like tax holidays, state run incubators, The National Electricity Mobility Mission Plan, and the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME I, FAME II), State Govt Subsidies, EESL Tenders, Infrastructure setup by BEE, EESL, PGCIL, NTPC, IOCL, HPCL, Income Tax rebate on EV Purchase, Ministry of Power issued "Charging Infrastructure for Electric Vehicles Guidelines and Standards. This 360 degree approach including Govt Initiatives, the low running cost of EVs, steps towards the Future, High fuel prices, and more importantly acceptability by Indian consumers has pushed many start ups to Grow in EV Industry and also further to get into the Indian EV Industry
A prime example of how a collaborative effort can yield large long term benefits can be seen in how several Indian states have taken up the challenge to phase out ICE vehicles with several long term strategies

OKINAWA is now selling Highest EV 2W in India Ather Bgauss & Revolt has developed indigenous e scooters and e bikes. OLA Electric launched an e scooter in just 1 year's time Emflux Motor, Tork Motor, Orxa Energies, Storm Motor, and Yulu has designed indigenous scooters and Bikes, manufactured and Tested on Indian road Euler Motor, 3EV Industry, Etrio, Mecilio Mobility, Evage, etc are designing and Manufacturing Low commercial / 3W solutions for cargo transport within the city. Companies Like Battery SMART, Charge + Zone, Charge up, ElectricPE, GoEgo Network, Lithium Urban Technologies, Moeving, etc provide exceptional infrastructure solutions like Charging stations, swapping stations & batteries swapping services, etc
India has set itself a target of having 30% private, 70% commercial, and 80% two wheelers on the road by 2030. A large, industry wide and government driven effort will not only make this possible but has every potential to outperform this target Collaborations between manufacturers, startups, and the government would provide a boost to vehicle manufacturing and set up a robust charging and battery swapping network and increase the density of charging stations These collaborations are what will drive adoption, expand the serviceability and bring costs down.
Another pertinent aspect of collaboration among industry players is sharing of technology With the necessary push from the government, many companies are investing in R&D for the EV sector Given the Indian scenario, many are innovating and inventing indigenous technologies to suit Indian EV mobility conditions, in terms of batteries, drive trains, and designs It would go a long way in pacing up the Indian EV revolution if the industry comes together and mutually shares these inventive technologies
Rajasthan, Gujarat, and Maharashtra plan to have at least two lac EVs plying on the road by 2025, with the bulk of those numbers being made up of commercial and public transport vehicles Other states, especially those with heavy agrarian needs, are setting up utilization mandates as well to convert using their current fleet of tractors, trucks, and 3 wheelers to EVs Using these vehicles regularly would then motivate customers to consider EVs as private vehicles as well Adoption of EVs will also cause wide scale standardization in parts, spares, technical know how and technicians, batteries and grid networks. The more standardization takes place across the EV spectrum, the faster the adoption rate and the cheaper the costs All these players and the solutions they bring will play a pivotal role in electrifying the country and bringing the various industries, sectors, and users up to speed on this journey of building a robust and comprehensive EV ecosystem If such steps are taken, along with the burgeoning startup boom in the EV sector, a prolonged focus by the government, and the collaborative efforts of all stakeholders, India could prove to be an electric vehicle manufacturing and developing powerhouse.

Uncertainty around long term economics (including vehicle life and product characteristics for battery replacement), lack of a resale market and difficulty determining the creditworthiness of users at the bottom of the pyramid (in absence of income tax filing and credit scores) are discouraging financiers from offering longer tenor
Buyers of 2Ws, 3Ws, and small commercial vehicles (SCVs) generally rely about 50%, 95%, and 70% on financing, respectively, ranging from moderate to high finance dependence Low finance availability for electric versions of these vehicle types could hinder the proliferation of electric mobility.
In contrast, electric 2Ws and 3Ws have low LTV, high interest rates, and shorter tenors than ICE equivalents. Debt finance mandates equity of 25% and balances of 75% in bank guarantee and collateral, which takes up 0 5 1 5% as a fee This makes it difficult to purchase electric bus fleets
Raising debt, however, is a rockier road That’s because financial institutions typically seek almost 100% collateral from new age businesses for both project finance and working capital. Consequently, EV businesses have been relying heavily on equity funding for both, capital and operating expenditure, leading to dilution of ownership
The rise in fuel cost is also supporting EV adoption

In financing, the e rickshaw has been a major success story Non banking financial companies and banks have partnered with original equipment manufacturers and, after due diligence, funded e rickshaws for a tenor of up to 2 years

The electric mobility ecosystem has caught the fancy of entrepreneurs, especially the younger lot Not surprisingly, equity funding has been quite forthcoming be it from venture capitalists or private equity.
Electric PVs benefit from the income tax deduction provided for interest paid on EV loans for personal mobility, along with green car loans (pioneered by the SBI) at 9 5%, as of January 2021, with LTV of 90% of ex showroom value
Battery swapping is another hurdle for financiers Despite its benefits, including increased range, battery reliability, higher durability, and low acquisition cost, financiers are apprehensive about the recovery of the detachable battery in case of customer default EVs with fixed batteries are receiving better lending terms

This, even as prospects for the industry look good CRISIL projects the share of electric vehicles (EVs) in domestic sales of two wheelers (2Ws) to rise to more than 15% by fiscal 2026 from the current 3 4%, in three wheelers (3Ws) to 30% from 5%, in passenger vehicles (PVs) to 5 8% from 1%, and in buses to 5 7% from 4%
Yet lenders perceive greater risk in EV retail financing EVs have higher asset risk than internal combustion engine (ICE) vehicles, and thus higher cost of financing, lower loan to value (LTV), shorter tenor, and higher interest rates
MUDRA (Micro Units Development and Refinance Agency) loans are also available for the purchase of e rickshaws with an LTV of about 80%. Interest rates are high, but counterbalanced by the low cost of ownership
Lending terms, however, vary based on the EV purchaser’s credit profile and EV application (personal vs. commercial). The credit profile of PV buyers is typically stable and low risk, while that of 3W buyers is unstable and high risk owing to a lack of an established income profile
To be sure, government incentives in India, both at the central and state levels, have reduced the acquisition cost for most EV segments

The global transition toward electric mobility rests on the production of lithium ion batteries (LIBs) to fuel electric vehicles (EVs) These batteries have a shelf life of eight to ten years, but once their energy generating capability falls below 80%, they are no longer suitable for automotive use Around 60% of the total manufacturing cost of an EV battery could be attributed to the critical raw materials (CRMs) used which are geographically concentrated in a handful of nations and susceptible to supply chain disruption. During 2019 2030, 11 million metric tons of LIBs are expected to reach their End Of Life (EOL) These batteries, if not recycled or treated properly can be harmful to both the environment and society Currently, less than 5% of End of Life (EOL) LIBs are recycled due to the sheer complexity inhibited in the dismantling of these energy dense and high voltage batteries Government support in the form of enabling policies and legislation plays an important role in planning a recycling ecosystem by setting targets for collection rates and recycling efficiencies While to ensure effective implementation of policies, regulating disposal responsibilities and battery handling procedures with safety requirements can further help in the preparedness of the existing e waste recycling companies to handle highly volatile LIBs
Background
Summary EV Battery Recycling: Enabling Policy Actions LITHIUM BATTERY RECYCLING IN INDIA Readiness-level for the Electric Vehicle Era OPINION JUN-JUL ISSUE 2022 | PG 27| INDIA
National and State level action in India: In India the national government brought up the draft Battery Waste Management Rules in 2020 which outlines the responsibility of battery manufacturers from setting up battery waste collection centers to their transportation and safe disposal at battery recycling facilities The draft is still being deliberated and will soon be notified in the coming months Although at the national level, India does not have a dedicated framework for LIB recycling, the draft national battery swapping policy released in 2022 covers major aspects related to recycling It enables data traceability and sharing system across the battery lifecycle by assigning a Unique Identification Number (UIN) to each battery and further promotes the development of standards for re use and re purposing of the EOL batteries from EV applications
India produces over 50,000 tons of LIB waste annually, however, less than 1% of LIBs are currently recycled, mostly limited to batteries from mobile phones laptops and other gadgets. The LIB recycling market in India is expected to grow exponentially by the end of this decade offering a billion dollar opportunity by 2030 Of late, there has been a flurry of movement with many existing recyclers as well as startups entering the EV battery recycling space Tata Chemicals Ltd commissioned a LIB recycling plant in Maharashtra that uses a hydrometallurgy process to recover up to half the valuable metals While Attero recycling and Lohum are using patented urban mining techniques to recover materials Some other LIB recycling players in India include Exigo Ziptrax and SungEel HiTech. Today, a major concern for the industry lies in the handling of these energy dense, high voltage power sources which are far more reactive than lead acid batteries Numerous fire incidents have been reported at recycling centers in the USA endangering waste workers, residential communities, and entire recycling facilities due to LIBs being mixed with other recyclables Moreover, as several existing e waste battery recyclers are expected to enter the EV LIB recycling space, the system requires better preparedness for handling large format LIBs through proactive and strict guidelines on their handling, storage, treatment, and disposal India is on the cusp of a full mobility transformation from gas guzzling vehicles to EVs Formulating a policy framework that enables the achievement of goals of a circular economy by investing early in large scale recycling infrastructure and guidelines on safe handling and disposal will assure that the country reaps all rewards from raw materials used imported or otherwise India has a dual opportunity: a) learn from other pioneering countries in the recycling market, and b) become a global hotspot for recycling applications
Status of LIB Recycling Industry in India
Global Status: Several nations are ahead of the curve and have mandated legislations that deal with battery recycling and treatment.
SENIOR PROGRAM MANAGER ELECTRIC MOBILITY, CITIES PROGRAM, WRI INDIA PROGRAM ASSOCIATE, WRI INDIA DR PARVEEN KUMAR MS. ANSHIKA SINGH
While many nations including Germany and China have enabled the extended producer responsibility (EPR) concept by putting a legal obligation on OEMs to collect and manage the safe disposal of their batteries, Japan has established a producer responsibility organization formed by a consortium of EV OEMs to enable the process of recycling waste batteries Furthermore, the collection of important battery health data and sharing it with relevant stakeholders across the supply chain is a critical process to categorize whether batteries are best suited for re use or for recycling. The European Commission is developing a battery passport system to collect, store and share data related to battery composition and other parameters among all authorized lifecycle stakeholders to ensure the closed loop management of batteries
In addition to these initiatives at the national level, 14 states have taken progressive measures under their State EV policies to enable recycling through delineation of responsibilities for the collection of LIBs, promoting the setting up of recycling facilities with financial subsidies, and establishing centers for research and development. Few states including Maharashtra, Orissa, and Madhya Pradesh are working on additional guidelines and protocols for setting recycling businesses and safe handling and disposal of EV batteries
EM+ RESEARCH REASONS FOR ACCELERATION IN ADOPTION OF GRID LEVEL ENERGY STORAGE SYSTEM INVESTMENT OPPORTUNITY BY 2030 WAY FORWARD WITH ENERGY STORAGE SYSTEM IN INDIA JUN-JUL ISSUE 2022 | PG 28| INDIA
Union Government policies state that 30% should be electric vehicles by 2030 They also set a goal of 500GW renewable energy capacity by 2030
Power sector businesses have direct advantages, such as smoothing and firming of renewable energy output, and frequency control services They also have the ability to provide black start generating, system after outages, and many other services
India will need 260 GWh of advanced chemistry cell batteries annually by 2030 This prediction was based on India's current situation and India's power generating targets, according to a report entitled "Need for Advanced Chemistry Cell Energy Storage in India", recently published by NITI Aayog & RMI This report comes at a time when the evaluation of the Production Linked Incentive (PLI) is ongoing for the establishment 50GWh of domestic production capacity across up to ten new facilities producing Advanced Chemistry Cells. As per the report India will have a battery storage potential of 600 gigawatt hour (GWh) by 2030, and demand for electric vehicles, stationary storage, and consumer electronics will mainly drive the adoption of battery storage
According to the report, the largest market for LIBs in 2020 was consumer electronics energy storage, which had a cumulative market value of 4 5GWh
However, EV sales made up around 10% of the LIB market (0 92GWh)
According to IQAir, India is among the 30 most polluted countries in the world with 22 cities This trend can be reversed by using clean energy or electric vehicles
The demand for batteries will increase when EV adoption goals have been met
The new policies of the central government and the state government will permit battery storage to compete on wholesale markets for ancillary service Energy storage can be one of the assets utilized to meet peak demand for electricity.
The falling battery prices have allowed them to be used in a wider range of applications
India imports significant quantities of fossil fuels, as well as the equipment and materials needed for renewable energy projects like solar PV modules and Li ion batteries. The impact of domestic manufacturing on national energy security would be good
The role of batteries in climate action India's goal to achieve net zero energy consumption by 2070, and at least 50% from renewable energy by 2030, can only be met with an energy storage system
Because of the wide range of services today’s battery technologies can provide and also the dropping of cost, there will be a lot more demand for stationary energy storage systems (ESS) as the sector grows. These ESS systems are now competitive with other technologies. NEED GWH OF ADVANCED CHEMISTRY ANNUALLY BY 2030: NITI AAYOG
