Owners of killer dogs may face life connexions

The owners of killer dogs could face life in jail under proposals put forward by ministers, according to press reports. The Mail Online reports that 16 people have been mauled to death since 2005, but the law states dog owners can only go to prison for a maximum of two years. Ministers have now launched a public consultation as to whether owners should face jail terms of up to ten years if their pet injures someone and life for a fatal attack. Killing or injuring a guide dog could also attract a maximum penalty of ten years. The move comes months after Jade Anderson, 14, was killed by four dogs while visiting a friend near Wigan. Every year dogs are responsible for 210,000 attacks – around 6,000 of which lead to hospital visits. The Government said it would introduce new measures to tackle out of control dogs The Government said it would introduce new measures to tackle out of control dogs The CWU union representing postmen and telecoms engineers – who suffer 5,000 attacks a year – welcomed the move, pointing out that at present some owners are fined just £100 if their dog attacks. General secretary Billy Hayes said: ‘Current sentencing arrangements do not match the serious nature of offences. ‘This consultation is very welcome and hopefully indicates the Government is serious about tackling the problem of irresponsible dog ownership.’ The consultation was launched yesterday by the Department for the Environment, Food and Rural Affairs. Members of the public will be asked their opinion on the severity of punishments, with recommendations put forward in the AntiSocial Behaviour, Crime and Policing Bill. Animal welfare minister Lord de Mauley said: ‘Dog attacks are terrifying and we need harsh penalties to punish those who allow

their dog to injure people while out of control. ‘It’s crucial the laws we have in place act as a deterrent to stop such horrific incidents.’ Last month Jade Anderson’s parents, along with the parents of four-year-old John Paul Massey – who died after his uncle’s pitbull attacked him in 2009 – presented a petition to Downing Street calling for David Cameron to take action to prevent more attacks. In February the Government said it would introduce new measures to tackle out of control dogs by changing the law to ensure irresponsible owners can be prosecuted regardless of where their dog attacks. But David Hanson, Labour’s policing spokesman, said: ‘The Government’s proposals on dangerous dogs are weak. ‘As the victims of dog attacks, select committees, the RSPCA and the British Veterinary Association have made clear, the Government should legislate for “dog control notices” which would give local councils and the police the powers they need to make sure owners are responsible and dog attacks are stopped.’ Crime prevention minister Jeremy Browne said: ‘Dog owners who fail to take responsibility for their dogs must be held accountable. ‘This Government is taking urgent action to protect the public from out of control dogs. We are changing the law so owners can be prosecuted for attacks on private property and our antisocial behaviour reforms will give police and local agencies more effective powers.’ A report published in June by the charity Guide Dogs revealed attacks by other dogs on guide dogs are at an all-time high of ten a month. A total of 240 attacks were reported between March 2011 and February 2013.

Ecologistas en Acción Almanzora are extremely concerned about a ‘plague’ of Cochinilla del Carmín, the Cochineal beetle, which, according to the Consejería de Medio Ambiente de Murcia, has been present on prickly pears in the Murcia region since 2007. It is thought that the beetles have been brought in on plants that were imported from other countries during the housing boom, and have been present in the Almanzora Valley since 2013. The Cochineal Insect is a scale insect traditionally used by Native Americans to make a crimson dye called cochineal. In the 1550s Spanish explorers brought cochineal from Mexico back to Europe, and it became the most widely traded and, next to gold and silver, the most valuable product of the West Indies. Cochineal is one of the few water-soluble colourants that resist degradation with time. It is one of the most light and heat-stable and oxidation-resistant of all the natural colourants and is used in a vast range of foods and drinks which contain a red colourant. It is also used in a wide range of pharmaceutical products, and is considered so safe that it is one of the very few dyes to be licensed

for use in eye cosmetics. The insect feeds on Prickly Pear cacti and are most obvious on the flat pads of the cactus, where they occur in colonies covered with a fluffy white wax. The insect’s bright reddish body is not visible unless the waxy secretions are scraped away and the scale’s outer covering is punctured. Cochineal is produced from the dried, crushed bodies of the cochineal scale insects. A carefully tended cactus yields about 20 pounds of scale each year. About 70,000 insects are needed to make a pound of dye, and as of 2005, the market price of cochineal was between 50 and 80 USD per kilogram. The insect does not kill the host plant, though it may weaken it, and so it is not generally regarded as a pest. Methods of control are to use a soap-based product. However, Ecologistas en Acción Almanzora are concerned that those who eat the fruit of plants which are host to the insect, and which have been treated, may ingest some of this wash, a potash soap, which they regard as poisonous. Building could be allowed on land affected by fire

LAND destroyed by forest fires may soon be able to be built on without waiting the requisite 30 years, although the government admits it will have to act with caution, reports ThinkSpain.

At present, the 30-year rule, imposed some years back, is aimed at discouraging unscrupulous developers from setting fire to land they wanted to use to build residential and holiday complexes and golf courses so they could then make a drastically-reduced offer to buy it. Now, there is little point in arson attacks by property promoters, since even if they bought the burnt-out land they would not be able to develop it for another three decades. But agriculture minister Miguel Arias Cañete says he does not see why structures of ‘general social interest’ should not be built on charred plots, a description in which he includes schools, hospitals and prisons. Arias Cañete will not recommend any law changes that allow residential or commercial property or ‘anything that could lead to private financial profit’ to be constructed, and

says legislation reforms would have to be thought through very carefully since the definition of ‘general social interest’ could be stretched beyond all recognition fairly easily. Problems with ‘general social interest’ description: Why the wording has to be watertight

This definition was used when the infamous ‘land-grab’ law, the LRAU, was first approved at the end of the 1990s when the PP last came into power, and allowed local authorities to compulsorily purchase plots of land for a very low figure where building plans ‘in the public interest’ were needed. Whilst this was mainly to allow schools and hospitals to be built and to prevent speculators from buying cheap plots of wasteland and then being able to hold the local council to ransom when they needed it for these purposes, huge luxury urbanisations, hotels and golf courses were considered on many occasions to be of ‘general social interest’ as they would create jobs and bring in local business from holidaymakers. When corruption and nepotism was thrown into the mix, the outcome was disastrous for homeowners whose

The majority of properties originally affected by the now-defunct LRAU were constructed decades before as farm outbuildings and had been renovated as ‘picnic and sunbathing’ homes for Sundays in the countryside. These properties, known as casitas de campo, frequently fail to appear on council maps as they were not designed to be residential, but many owners have modernised theirs and fitted electrical generators and water-pumps – since only ‘urban’ property can be connected to mains - using them as a first home.

Electricity bills rise for the second time in a month

Electricity went up yesterday (Saturday) by 3.2 per cent, just a month after a 1.2-per-cent rise in a bid to mop up the multi-million deficit the government has with energy suppliers. Minister for industry José Manuel Soria says this latest hike will claw back around 400 million euros for the government by the end of this year and claims that the State is now

gardens and houses stood in the way of the planned building area. But law reforms at the request of the EU, following a countrywide campaign instigated by affected residents, means building plans are much more tightly controlled, are subject to sealed bids from developers and a much more transparent process with a greater number of hoops for councils to jump through including a series of reports from the water authorities and regional governments.

Thousands of British/EU citizens have now come forward to reclaim up to £400 million in overpaid inheritance tax (IHT) by the Spanish government after the Spanish tax loop was recently discovered. With the average reclaim amount currently being £12,000, higher than the original estimated average of £10,000. Background: Up to 40,000* UK families who have been lucky enough to be gifted with an inherited property in Spain have fallen foul of a Spanish tax loop that has seen them overcharged Spanish IHT (inheritance tax) to the tune of £400 million, whilst Spanish residents paid close to 0% IHT. • The different IHT treatment between residents and non-residents recently led the European Commission to take Spain before the European Court of Justice on March 7 2012, as it is the European Commission’s belief that the current Spanish inheritance tax provisions infringe EU treaty freedoms when either the heirs or deceased persons are non-residents in Spain. • “Experts state it is very risky to wait for the ECJ ruling. It is impossible to know when the ECJ ruling will be taken and due to legal time limits cases may have expired by then and the claim could not be filed anymore.” In addition, the sooner claims are filed, the sooner people affected may get their refund. However, the Spanish IHT rules are still in force and conservative estimates based on data from the Spanish Tax Authorities has indicated that 60,000 UK families have been overcharged IHT by an average of £12,000 each in the last 8 years. However, only 40,000 are still able to make a claim due to the Spanish legal time limits, which stop claimants attempting to make a claim after 4 years from the tax payment date. Experts believe it will take 2 more years for the Spanish Authorities to amend the IHT Laws so, any non Spanish resident who inherit in the future cal also claim almost 100% of the inheritance taxes to be paid.

contributing towards the debt as a result of an energy reform which splits the burden between the consumer, the supplier and public funds. Of the 26-billion-euro debt, the consumer will be expected to pay 900 million a year, which the State will match, and electricity boards 2.7 billion annually. Soria insists that without the reform, electricity bills would have gone up

by an average of 42 per cent. But even then, the average bill has risen by eight per cent since January 2012, after having gone up by 63 per cent between 2003 and 2011, although mostly in the last three or four years of that period. This makes electricity in Spain the third-most expensive in the European Union, beaten only by Cyprus and the Republic of Ireland.

Gibraltar Border Queues Incense British Authorities

Britain’s Secretary of State for Foreign Affairs has called an ‘urgent’ meeting with the Spanish ambassador to find out why ‘unjustifiable and unacceptable’ border queues mounted up between Spain and Gibraltar last week. According to various press reports, drivers were subjected to ‘disproportionate’ and ‘unnecessary’ checks, causing seven-hour delays getting to and from Gibraltar between July 26 and 30. Hugo Swire will meet with ambassador Federico Trillo to

request that such delays ‘do not happen again’. “Long delays of up to seven hours at the border between Gibraltar and Spain occurred as a result of completely over-the-top inspections on vehicles entering and leaving the Rock by Spanish authorities. The British government considers these delays unjustified, unacceptable and should not be happening between two European Union member States,” Swire stated. “The UK would not wish to speculate whether this incident bears any relation to the disagreements between Spain and Gibraltar over the installation of concrete blocks to create an artificial reef in Gibraltarian waters,” added Swire, referring to the latest in a series of disputes between Britain and Spain over the Rock. On Friday, after Swire’s announcement, queues of between four and five hours were experienced most of the day getting back into Spain from Gibraltar. The Gibraltarian government has welcomed the British authorities’ stance and said the procedures established by Spain in relation to border controls ‘are out of place’ within the European Union. Whilst recognising that Spain has the right to exercise border checks, these should be ‘in proportion’ and in such a way as not to interfere with the free movement of EU citizens across member State borders. But head of diplomatic relations at the Spanish embassy, Ramón Gandaria, has replied that the border inspections are ‘not negotiable’. In a message to British diplomat Simon Gass, Gandaria reminded the UK that Gibraltar does not form part of the Schengen treaty and is not therefore covered by the ‘free movement of citizens and trade’ rule, nor does it have a common VAT or IVA regime. This means Spain is ‘obliged’ to carry out inspections at the frontier fence, which were ‘necessary’ to ‘prevent smuggling

which frequently occurs in the area’, said Trillo’s office. Police check documents for people, vehicles and merchandise for every single car, van, coach, motorcycle or lorry that travels between the two territories. With the ongoing financial crisis and high unemployment in Spain, hundreds of residents who live near the border have jobs in Gibraltar, including numerous British expatriates living in the Costa de la Luz area in the province of Cádiz. And many more Britons living in Cádiz or on the Costa del Sol make regular trips to the Rock to stock up on food, clothes and other goods they regularly used before moving to Spain. On Sunday, Spain said it was considering a new 50 euro (£43) fee to cross its border with Gibraltar. The UK said it wanted an explanation from Spain about any new measures targeting the British territory. Gibraltar has been a British territory for 300 years but Spain disputes UK sovereignty over the rocky outcrop on its southern tip. In the statement the UK reasserted its ties with Gibraltar and said it wanted to continue its strong relationship with Spain. “The prime minister has made clear that the UK government will meet its constitutional commitments to the people of Gibraltar and will not compromise on sovereignty,” a Foreign Office spokesman said. “Our differences with Spain on Gibraltar will be resolved by political means through our relationship as EU partners, not through disproportionate measures such as the border delays we have seen over the past week. “We have many common interests with Spain and wish to continue to have a strong relationship at every level with the government of Spain.” It went on: “We will be seeking an explanation from Spain following reports that the Spanish government might target Gibraltar with further measures.”

‘Bárcenas-gate’ case: Rajoy likened to Richard Nixon

Spanish president Mariano Rajoy has been compared to former US leader Richard Nixon in a video launched by the opposition socialist party, the PSOE. According to a report by ThinkSpain, they have likened Rajoy, who spoke out in Parliament for the first time on Thursday over the Bárcenas slush-fund scandal allegedly involving him and other top-flight PP members, to Nixon in the Watergate case. It was this case which forced the former American president to ‘admit the truth, accept political responsibility and resign from his post in light of the seriousness of the situation’, said the PSOE, who add that ‘history is repeating itself’. The socialists recalled that during Rajoy’s speech in Congress this week, he said he did not benefit from being in politics – since he has another profession he could return to – and that he had no reason to hamper investigations

or the course of justice, always proclaiming his honesty and innocence and flatly refusing to stand down as head of State. PSOE members said this was exactly what Nixon said when the Watergate case hit the headlines, but that in spite of his insistence that he would not resign, he had to back down, confess and leave. The party’s video shows excerpts from both Rajoy’s and Nixon’s speeches in parallel format to demonstrate their comparison. Although no answers were given to UPyD leader Rosa Díez’s rhetorical and specific questions during the meeting in Parliament and Rajoy merely reiterated that he had been ‘wrong’ in ‘trusting’ Bárcenas, who was ‘a fantasist and a liar’, vice-president of the PP government Soraya Sáenz de Santamaría said the leader’s speech had ‘clarified the situation fully’.

Firefighters in two countries are working round the clock to bring a massive ‘international’ inferno under control. The blaze started at around 16.20hrs last Thursday in Cicouro, north-eastern Portugal, in the Miranda do Douro/Mirando del Duero district, which sits across the Portuguese-Spanish border. By around 18.30hrs, the flames had spread ‘abroad’ into the western Spanish province of Zamora, to the small town of Fonfría – 15 kilometres from Cicouro. Two Portuguese firefighters are in a critical condition in hospital and four others have suffered injuries, and the car belonging to the first two was

completely burnt out. Around 130 forestry brigade and Civil Protection squad members, and firefighters, have been working non-stop on controlling the flames on the Spanish side, and say they have managed to keep it contained so that it does not threaten residential areas nearby. Eight helicopters, five planes, five bulldozers, three fire engines and a Mobile Meteorology and Transmissions Unit (UMMT) of the ministry of the environment have been drafted in to tackle the blaze in Zamora. In the meantime, two massive forest fires which broke out in Valdepeñas de la Sierra and Tórtola de Henares, in the

TyT

northern mountain range of the province of Guadalajara in central Spain, have been brought under control after flaring up on Wednesday and destroying 1,300 hectares of countryside. Some 200 residents in nearby Valdesotos and Tortuero (pictured left), who had been evacuated and given emergency accommodation in Tamajón, were able to return to their homes last night. It is thought that the fire started as a result of sparks from a combine harvester. As we go to press, the cause of the Portuguese fire that spread into Spain is still not yet known.

LETTING YOUR PASSPORT EXPIRE CAN COST MORE THAN YOU THINK

30 Daily Lenses FOR ONLY

More than 6000 emergency passports issued in Spain last year

18.90€

The number of emergency passports issued by British Consulates in Spain rose 11% last year to a total of 6005 – more than a fifth (22%) of the Foreign Office world total. The increase has triggered the British Embassy to warn British expats to take care of their passports, check the expiry date and renew them in good time. In May alone this year[1] 493 emergency passports were issued to British nationals in Spain, including 280 as a result of theft (mainly bag theft), car break-ins, burglary and pickpocketing. Of the 213 emergency passports issued for other reasons, 14% were because full passports had expired. Expatriates should check when their passports are due to expire and make a diary note to renew them up to nine months earlier, says Will Middleton, new Consular Regional Director for Spain. “Living overseas, it can be easy to think that you don’t need your passport or to forget to renew it. “But if you need to travel at short notice, getting an emergency passport is both costly - currently 116 euros - and time-consuming, which can add further to what may already be a stressful situation. And you will still need to renew your full passport when you get back.” Many people fear that by renewing a passport before it expires they will ‘lose out’ on validity they have paid for. In fact any remaining validity on your existing passport (up to a total of nine months) will be added to the new one. Circumstances in which British expatriates can find themselves needing emergency passports vary from the death or serious illness of a loved one through to job opportunities put at risk - like the resident who was offered an interview in Germany only to discover his passport had expired. Others have been forced to cancel holidays of a lifetime for lack of a valid passport. One customer, who had already suffered five lost or stolen passports over the years and received a warning from the Passport Service, decided to keep the latest one safe by storing it in the freezer. Unfortunately it got wet, so he had to get yet another emergency one. Applying for a new passport is simple: download the application form and guidance notes from www.gov.uk/overseas-passports, complete them at home and send them off with your photographs. A new passport generally takes a minimum of four weeks from when the application is received.

LOOK GOOD, FEEL GREAT Detoxing has become bit of a trend with all the different fasting formulas and super foods that are out there. Unfortunately, most of the popular “detoxs” really aren’t safe for you and aren’t healthy either. If you want to detox your body, did you know it can be as simple as eating the right foods? Here’s a list of 10 foods you can enjoy if you really want to cleanse your body. 1. Avocados - Do you love avocados so much you would put slices of them on just about any food you eat? There’s no reason to feel guilty about doing this, especially because this is such a great food for you to eat. Avocados are packed full of antioxidants, including glutathione. This detoxs the body by transporting harmful toxins right out of it. By reducing the chemicals and toxins in your body you will be healthier and feel better. 2. Cranberries - These might be great for preventing urinary tract infections, but they can also get rid of toxins inside of your body. These get rid of waste from the body and are antibacterial so they remove toxins. 3. Cabbage – This food has sulfur inside of it, which is essential when it comes to breaking down chemicals in the body. Sulfur can help get rid of everything from pesticides to prescription drugs, which could be harmful if they stuck around. 4. Lemons – These are great in drinks and recipes, but they are also packed full of vitamins and antioxidants. These protect the liver and they get rid of chemicals inside of the body. Consuming lemons on a regular basis can improve health. 5. Broccoli – If you’re the type of person who doesn’t like broccoli, you should try it out once again! It’s full of antioxidants that can cleanse your body. It’s also high in enzymes that help to get your digestive system running efficiently. Raw broccoli is best because it has a high level of nutrients inside of it. 6. Garlic – Packed full of sulfur, this is another great food to use for body cleanses. It also has antibiotic properties so it can help internally heal your body. There are a lot of advantages to eating garlic on a regular basis; it’s even available in supplement form! 7. Beets – These can be incorporated into a lot of different recipes or they can be eaten raw. They are full of betaine and pectin, which help protect the liver and the digestive system. These can cleanse the body so you have fewer toxins. 8. Grapefruit – This fruit helps cleanse the

Festivals in Spain 2013

Early to mid-August: Festa Major de Gràcia, Catalonia All year long, the residents of Gràcia work on elaborate decorations with themes such as marine life, the solar system, or even local politics, to hang in the streets. By day, long trestle tables are set up for communal lunches and board games; at night, thousands invade the tiny streets for outdoor concerts,

dances, and general revelry.

August 28: La Tomatina, Buñol, west of Valencia: This is the world renowned, absolutely crazy, tomato flinging, juicespraying five-day festival held on the last Wednesday of August. Thousands of joyful revelers use truckloads of overripe tomatoes as missiles. Bring goggles and a change of clothes.

Sep 7 – 8: Fiestas de la Mare de Deu de la Salut in Algemesí, Valencia: The main local festival in Algemesí dates back to the Middle Ages and has been awarded the UNESCO Intangible Cultural Heritage designation. Theatre, dance and music are part of the celebrations and more than 1,400 people take part in the main parade. The festival also features giants representing King James I of

Aragon and his wife as part of the “Volta General”, which also includes numerous biblical characters. Sep 20 – 28: San Sebastián International Film Festival, San Sebastián: The premier film festival of Spain takes place in the Basque capital, often at several different theaters. Retrospectives are frequently featured, and weeklong screenings are held.

Sep 24: Fiesta De La Mercé, Barcelona: This celebration honors Our Lady of Mercy (La Mercè), the city’s patron saint. Free music concerts, from traditional to contemporary, are held in the plazas (particularly Plaça de Catalunya and Plaça Sant Jaume), and figures from folklore such as the gigants (giants) and cap grosses (fatheads) take to the streets. People come out to perform the sardana (the traditional Catalan dance) and to watch the nail-biting castellers (human towers). Firework displays light up the night, and the hairraising correfoc, a parade of firework-brandishing “devils” and dragons, is the grand finale. Oct 12: El Día de la Hispanidad or Columbus Day), throughout Spain - A national holiday of Spain that is celebrated on October 12, commemorating the exact date that Christopher Columbus first set foot in the Americas. A special parade is held in la Plaza de Colon, in Madrid, led by the Spanish military and followed by the King and the Royal Family. A wide array of other authorities, from foreign diplomats positioned in Spain to the presidents of the autonomous governments, are invited to attend this parade. The Spanish Armed forces also fly through the air doing aerobatics with red and yellow smoke drawing images in for the crowd to see.

Bretón brags about ‘fame and fortune’ on TV

A father who murdered his two children by drugging them and incinerating them alive has bragged about how he is ‘going to get rich on TV’ after being approached by mainstream channels to perform live interviews. José Bretón, serving 40 years for killing six-year-old Ruth and José, two, to get revenge on his wife Ruth Ortiz after she announced she wanted a divorce, is allegedly receiving offers on a daily basis for giving an interview to an unnamed analogue channel. But Mediaset, the broadcasting control body, has put a stop to it as a result of public outrage when the news leaked. The channel was making lucrative offers, sources claim.

Bretón was reported as saying: “I’m going to have to tell my dad to stop sending me 60 euros a week, because the

TV people are going to make me rich.”

Head of Mediaset’s PR department, Mirta Dragó, said on Twitter: “He’d better not think it’s going to happen on any of our channels.” She recalled the interview on the programme La Noria with Rosalía García, mother of the youth known as ‘El Cuco’, who was involved in the murder of Sevilla teenager Marta del Castillo Casanueva, which led to public outcry so intense that the presenter, Jordi González, was forced to cancel the slot. A year ago, a non-legally binding motion was discussed in Congress, having been presented by MP for Coalición Canarias in the Canary Islands, Ana Oramas, to forbid TV channels from paying convicted criminals for interviews.

Yemen British embassy staff withdrawn over security All British diplomatic staff in Yemen have been withdrawn to the UK

and the embassy closed “due to increased security concerns”, the Foreign Office has said. Dozens of employees were moved to the UK overnight, the BBC understands. Earlier the United States ordered all its citizens in the country to leave following a terror alert. Twenty US embassies and consulates in the Middle East and North Africa were closed suddenly on Sunday. In a statement the Foreign Office added: “Due to increased security concerns, all staff in our Yemen embassy have been temporarily withdrawn, and the embassy will remain closed until staff are able to return.” The BBC’s security correspondent, Frank Gardner, said the decision was taken on Monday and that all the staff were currently en route back to the UK. Officials are describing the action as a “drawdown”, rather than an evacuation, our correspondent added. Similar closures of British missions have recently taken place in Benghazi and Damascus.

LEGAL CORNER WITH MICHAEL DAVIES, ABOGADO/SOLICITOR

If you wish us to print an article about a particular topic, please e-mail info@ daviessolicitors.com

Q:

I understand that if I sell my property I needtothink about the following expenses: solicitors fee, capital gains tax and plusvalía tax. What is plusvalía tax , and how is it calculated? A . Up to recently this was a small tax when you sold or inherited , but now it can be a high amount and needs to be considered before the transaction. It is charged on the transfer of ownership of a property by sale, inheritance etc. . This tax is a local tax charged by each municipality on the increase in value of Urban land in its own district land and is distinct from Capital Gains Tax. It is important to realize that the tax is charged on land alone, not on the buildings that may stand on the land. The rates of tax are set by each municipality and can vary widely between neighbouring municipalities. The tax is based on the increase in the official, that is to say the “Catastral”, value of the land which a property occupies. This is the same value that is used to set your local property tax or “IBI” and can be found on the bill for your “IBI” issued by your local ayuntamiento each year and is shown as the “valor del suelo”.The actual price at which a property changes hands, or the value attributed to it if is the subject of a gift or inheritance is irrelevant. Calculation: The Plusvalia is calculated as a function of the catastral value of the land and the number of years of ownership (up to a maximum of 20 years). The higher the catastral value and the number of years of ownership, the higher the tax. Plusvalia tax = Catastral value of the land x Yearly percentage of value’s increase x Number of years of ownership x Tax rate The yearly percentage of value’s increase and the tax rate are fixed by the Town Halls. They are established locally. Up to now, when a Town Hall had updated the catastral values, usually with really high increases of the values compared to the existing ones, article 107.3 of the Law had established that on the following five years after the revision of the values, the Town Halls had to apply a deduction of 40 to 60 % to the catastral value. If a Town Hall made not contemplation of this rule teh law established an automatic deduction of 60%. However new Law passed in 2012 has changed that situation allowing the Town Halls to eliminate

those deductions, which is why a loto of people are suddenly paying much higher rates and find themselves with an unfairly high plusvalíaa tax when they sell. On a sale of a property it is the responsibility of the seller to pay the tax, but if the seller fails to pay this responsibility may be passed to the buyer, who would then have to recuperate the money form this seller. If the property is being inherited or is the subject of some other type of gift it is the beneficiary or recipient of the property who is liable to pay the tax. Certain transactions are exempt from the Plusvalia Tax, the main ones which are likely to affect the general public are the transfer of property between spouses who are divorcing, or to children to comply with Court judgments, and “aportaciones” or transfers to companies in which spouses are the only shareholders which may be used for tax planning. The amount of the tax that will be charged on a transaction will depend firstly on the Catastral value of the land which the property occupies, and secondly on the length of time since it last changed hands. If you are selling an individual house which stands on a large plot which you have owned for a considerable length of time the amount of the Plusvalia Tax could be many thousands of Euros. On the other hand, as the tax is charged on the value of land alone, the amount of Plusvalia Tax charged on a flat in a block which you have not owned for very long the tax may be quite modest. For those of you who are considering rearranging your financial affairs to take advantage of tax planning schemes, the amount of Plusvalia tax that may be due is one of a number of elements, which include the Notary and other fees that may be payable, which you need to consider when balancing the costs and benefits of these schemes. Depending on the amount of Plusvalia, it may be cheaper to make a gift of the property rather than enter into more complex arrangements with higher Notary and other fees. The time for paying the Plusvalia Tax is within 30 days of a sale or gift between living people, or 6 months of the date of death on an inheritance. Your town hall can advise you of the amount of Plusvalia that may be payable on a transaction involving your property, or in many cases it is possible to obtain the calculation “on line”, but as I always write in concluding these articles, if in doubt take professional advice.

Jobless figures will not fall until 2018 salaries should go down by 10% and IVA needs to go up

Unemployment in Spain will not fall below 26 per cent until at least the year 2018, and salaries should be sliced across the board by 10 per cent to create more jobs, says the International Monetary Fund (FMI). And two years after cutting wages, IVA should go up again, according to the FMI. They also recommend reducing the amount of money companies have to pay in Social Security for their employees. Saying Spain’s economy is showing positive signs and appears ‘about to turn a corner’, the FMI adds that the labour reform – aimed at making it easier and cheaper for companies to get rid of

staff and a fall in salaries in the public sector and large companies – is reducing unemployment and ‘bearing fruit’. The jobless figures fell by 65,000 in July, but statistics show that 90 per cent of people who got back into employment last month are on temporary contracts and working part-time. It is likely unemployment will therefore rise again at the end of the summer holiday season when work in the tourist industry dries up. The report by the FMI, led by Christine Lagarde (pictured right) raises concerns about the extremely high proportion of temporary jobs compared to permanent, stable employment.

It says that in Spain, the likelihood of finding a permanent job is exceptionally low and that of losing a temporary job is very high. The FMI says ‘in-house flexibility’ is needed, cutting the number of seasonal jobs and increasing stable, long-term ones, and ‘improve active labour policies’ are also necessary. In-depth negotiations between the government, companies and unions are the next step, to persuade firms to pledge to take on more employees in exchange for paying them 10 per cent less and for an ‘immediate’ reduction in their Social Security contributions.

If there’s any one notable trait that foreigners will take from Spanish culture alongside its rich history, enticing cuisine, and vast array of natural sights and landscapes; it’s the nation’s vivacious party culture, that has somewhat formed a niche character and atmosphere of its own. Countless street parties and fiestas are constantly held each month throughout the year in cities all over this country, with each event commemoration being a different excuse for people to celebrate together. Fiestas de las Virgen Blancas (The Festivals’ of the White Virgin), is held every year from August 4th to 9th in Vitoria-Gasteiz, to honour the patron saint of the city,

Virgen Blanca.

the beginning of the festival.

Usually a tranquil, quiet and calm city, the capital of Álava and Basque country becomes quite the opposite during the days of these celebrations.

When the celebration opens, Celadon descends from the top of the tower on to a balcony in the square, holding an umbrella and wearing a typical blouse and beret - almost reminiscent of a Mary Poppins scene.

The festivals were first celebrated in 1884 and have been a significant feature of the regions cultural calendar ever since. Although the actual festivity is on the 5th of August, celebrations commence the night before as crowds gather together in the Plaza de la Virgen Blanca, to await the chimes of the San Miguel clock tower. The traditional “chupinazo”, a firework rocket, and the ‘Descent of Celadon’, a large ragdoll symbol of a native village man from Alava, mark

Celadon then makes its way through the streets of Vitoria, amongst the streams of people celebrating around. The six-day long party that follows this opening event entails live bands, brass bands, groups of ‘blusas’, street processions, bullfights,

sporting events and theatre to name a few. Festivities will carry on till 5 or 6am the following morning, and then proceed to continue again the following evening of the festival, till it all ends – a standard occurrence for most festivals in Spain. The Fiestas de las Virgen Blancas attracts approximately 40,000 visitors each year, and simultaneously changing along with the times, it now incorporates and caters for modern tastes whilst still retaining its longheld traditions

pause for thought

So what sort of person would be daft enough to make a 90 mile round trip each week just to go to Church? So asked a friend of mine from the UK recently, knowing perfectly well that I do: driving each week from the hills above Albox to the Anglican Church at Mojacar. He seemed appalled at the apparent waste of time and money in my regularly making such a journey, and spluttered an indignant denial when I suggested that he travelled even further to his Church; until of course I reminded him that along with many others, his Church was a football club - in worship of which he regularly travelled the length and breadth of Britain. It’s all a matter of priorities really; and for me, as for a considerable number of others who regularly travel similar distances, the opportunity to worship Almighty God in a language and style I understand, is more than worth the small sacrifice of driving a mere 90 miles just once each week. After all, using words from the Creed, I truly believe in God the Father Almighty, maker of heaven and earth. I really do believe in Jesus Christ his only Son, my Lord; who was crucified, buried yet rose from the dead; so that in spite of my frequent failures, I with all who believe in Him may stand forgiven when he returns in power, as I am certain in due course he will, as judge of all. And so, whilst surely enjoying to the full the life and opportunities I have, I also enjoy preparing, so much as I am able, for that time when I progress from the life I have here, to the next. For as Jesus himself put it ‘Don’t set out to amass great wealth for yourself on Earth, but rather store up for yourselves treasures in Heaven, for where your treasure is, there will your heart be also.’ Further information about the Anglican Church and details of forthcoming events may be seen on the web site www. mojacarchurch.org . achieve serenity at dinner

Madonna Gaulding, author of The Meditation Bible, gives you a beginner’s guide to easy serenity. This week, a meditation to do at dinner.

Eat slowly and mindfully

BENEFITS: Eating slowly and mindfully increases the pleasure you will get from your food. Not only will you taste more, but by eating consciously, you will be more likely to choose to eat healthier foods. TO START: Make yourself a healthy, balanced meal. STEP ONE: Lay the table and sit down, but don’t start eating straight away. Take time to relax and settle your mind. Set your intention to eat mindfully and be a healthier person. STEP TWO: Pick up your fork and place a bite of food in your mouth. Put your fork back on

the table. Chew carefully and focus on the sensations on your tongue, teeth and throat as you swallow. Is it sweet, salty, sour, bitter, or flavoured with spices or herbs? You will probably notice a combination. STEP THREE: When you have completely experienced the taste sensations from the first bite, pick up your fork and take another. Focus on what arises in your mind. Are you frustrated by eating so slowly? Are you anticipating the next bite before you finish the one you have? Are you continuing to eat even though your stomach feels full? STEP FOUR: Try to let go of all your emotional baggage about eating and simply savour the taste of your food, as if you were eating for the first time. Try to bring mindfulness to your everyday eating.

Antas Church raises €3,500 !

Earlier this year the Antas Church in Jauro Village, near Antas, celebrated its fifth year of being. This small, friendly fellowship, which holds two services a month in the small Community Room in Jauro, does not take a regular collection but instead, without any pressure, invites donations to support two charities. One of these is a Babies Home in Nairobi, Kenya, where they care for abandoned babies until they are either adopted, or transferred to a children’s home, once they start school, and from whom we receive regular feedback; and the other is a Christian Group called “Rainbows of Hope” which cares for children the world over.

GUESS WHO’S 65!!!!! HAPPY BIRTHDAY

FRANK BUTTON!! LOVE FROM THE “LAS LABORES SIX”

To their own astonishment, the cumulative total the small congregation of between 9 - 18 worshippers, meeting just twice-monthly, has raised during their 5 year existence is a staggering €2,300 for the children’s home and a further €1,200 for Rainbows of Hope! Their website at antaschurch. com goes further into details of these organisations and, indeed, of the church itself and its members.

SOLTIMES AUGUST 2013

My attitude towards my body has always been somewhat cavalier – I feed it, clothe it, and generally pander to its demands, therefore I believe that it should keep its end of the bargain. I feel my requests are reasonable; I don’t expect it to leap tall building in a single bound, or outrun a speeding bullet, but nowadays leaping anything is completely out of the question, and even a racing snail can give me a run for my money. All things considered I have arrived at pensionable age in pretty good nick, but my progress towards my pension has been marked by phases: Firstly came the ‘Charmed Life’ phase, when my Guardian Angel would pluck me from the jaws of damage on a regular basis. Then came ‘Teenage Invincibility’, a condition that affects all teenagers, leading them to believe that no harm can possibly come to them, because they are all-knowing and invincible, and the rest of the adult world is made up of stupid old fuddy-duddies. After that was the ‘I’ll Be OK’ phase, and mostly I was. Imperceptibly that then merged into the ‘I Used To Be Able To Do That phase, josbiggs@hotmail.co.uk Easily’

By Jos Biggs

where everything was beginning to need an amount of effort and forward planning which had previously been unnecessary. I began going round puddles, so as ‘not to get my shoes wet’ and putting a raincoat on, even if it was only drizzling and I was only ‘going to be out in it for a minute.’ Shopping lists became essential, no longer could I keep the entire stock of household and kitchen goods in my head, I needed physical reminders. However, I could easily dismiss these minor inconveniences as ‘Being Sensible.’ It was somewhere about this time that some unwise person remarked to me that ‘I wasn’t as young as I used to be.’ Piffle! I’m not old! But I have to admit the truth is that I’m going that way – I sit down with an audible ‘Aaah’ to put my socks on. I get up with an ‘Urgh’ to go and get my shoes, because I’ve forgotten to bring them with me. At night, when all is silent except the Limaria dogs, my body creaks and cracks like an oaken galleon on a heavy Atlantic swell. And how is it that my body mass is greater than it used to be, yet I seem to have surplus skin? Surely it should be stretched tight to accommodate the extra poundage? Is my skin getting bigger? It must be – how else can I account for all those wrinkles?

Checkmate . . . Forty Euros Please!

What is it about shoe shops that have this instant pull on my wife? We may be browsing shop windows, perhaps taking a pleasant stroll, or on our way somewhere, but it’s as if my wife’s underwear is lined with iron filings and there is a whacking great magnet strategically placed just inside the entrance, because she is invariably pulled violently into the establishment. I am not alone in this. All my friends tell me that it’s the same with their other halves; they would cross a six-lane highway in the middle of Cairo blindfolded if that’s what it took to get to the shoe shop. I bet if you looked at all the millionaires living in The Seychelles or Grand Cayman, you would find that most of them are ex-shoe shop owners schmoozing around on the hard earned dosh of us working class husbands. I have never had the courage to actually count the number of pairs of shoes/boots/sandals/ flip flops/slippers/wellies that my wife has accumulated, but I am confident that it would represent a sizeable herd of

Jersey cows. If I didn’t know better, I would say that Imelda Marcos must surely be a blood relative. And it’s the same story with handbags. Our women folk gaze like children at Christmastime through the windows of bag shops; their eyes glaze over and as if in a trance, they are compelled to enter. Actually it’s all quite clever, because the purchase of either of these products is a handy justification to purchase the other. “Oh look at those red court shoes, just what I have been looking for to go with my red handbag.” Ah yes I think, but you bought that handbag to go with the red sandals you bought the week before that, which you purchased because you told me that one thing you didn’t possess, was a nice pair of red sandals. But I say nothing. It cracks me up when she tells our friends in all seriousness that I have more shoes than she does. “I bet if you counted the shoes in his wardrobe, and the shoes in my wardrobe, he would have more”, she reports. It’s almost certainly true. But what she doesn’t tell them is that ALL the available space under ALL of the beds, in ALL of the bedrooms, is filled up with ladies shoes. Her shoeboxes are stacked on shelves in the garage and we have purchased pine shoe storage units that

are sitting next to me here in my office. It wouldn’t surprise me to find a pair or two in the refrigerator. She’ll be asking me to move my beer out next. The latest chapter in the shoe epic started a few weeks ago in Santa Pola. We had gone there with friends for the day to just mooch around the town and dream and dribble over the luxury cruisers in the marina, and of course to enjoy a long, leisurely lunch somewhere. Mooched out and having done the marina, we discovered a small restaurant in one of the back streets where we settled for a very pleasant hour or so before the dreaded shopping began. But thankfully only window shopping, because we had mercifully reached the siesta period. Well it wasn’t long before my beautiful other half spotted a pair of must-have sandals with an unspecified price, which, she cooed, would be perfect for our cruise later in the year. But the shop was closed for another two hours and we needed to leave town before that. How sad. Two weeks later we had taken the same friends to Alicante airport and remembering the marvellous footwear, my wife suggested we detour to Santa Pola on the way back so that she could try them on. Problem was, after trudging around a spider web of streets - tracing

and re-tracing our steps - we could not locate the shop and after an excruciating hour, decided to get some lunch in the little restaurant we had previously discovered. But then, no sooner had we parked ourselves when my wife spotted the sought after shoe shop . . . slap bang opposite. Indigestion was assured. Lunch over, my lady shot across the street to try on the wonderful sandals, but then immediate consternation when she was informed by the billionaire shopkeeper, that the price was 40 Euros. Italian crafted you see. “I’m not paying that”, protested my wife. “We’ve traipsed around most of Santa Pola; bought a lunch and notched up God knows how much for parking at the marina.” I told her. “So you bloody well are!” There was no hesitation. “Alright then”, she said. “Debit card please.” And off she marched to the counter. I could have ripped my tongue out. I had been outmanoeuvred and checkmated yet again.

If anyone in Alqueria was interested in statistics then a study of recent data would show an increase in population. Not explainable by birthrate however, only Rosalinda de la Lujuria had given birth recently. This also prompted half of the male population to go into hiding. The increase was by immigration. Perhaps immigration is too grand a word, they simply wandered across the Spanish border into the Pueblo. The Spanish border guards weren’t bothered about people entering Alqueria. They only stopped the anarchic Alquerians entering Spain and making nuisances of themselves. These ‘travellers’ took up residence in the orange grove opposite Loco Paco’s house in the Avenida de Naranjas. These erstwhile itinerants were the ‘Children of the Divine Paco’. They saw Loco Paco as their spiritual leader and Messiah. Paco, oblivious to his new found status was only aware of a lot of noisy scruffy individuals below his bedroom window. The Village Priest, Sacerdote del Semblante Lánguido who should have objected to this challenge to his religious authority didn’t mind at all. As an existentialist his only interest in the church was somewhere to live, the offertory and Communion Wine. As Paco appeared at his window so the assembled crowd made the sign of the Celestial Dung Beetle. This was an intricate hand gesture involving all the fingers of the right hand and the second and fourth of the left. Enrique Stenchio tried to emulate the gesture and never played the heckelphone again. Loco Paco became withdrawn and spoke only to his imaginary five foot rodent. The gathered hordes took this to be the ‘Holy Rodent’ which completed the ‘Holy Trinity of the Divine Paco’. Just how Loco Paco became the new Messiah is a mystery. Paco can remember talking about his philosophy of life to some travellers in Órgiva some months ago. He can´t remember much of the conversation as he was well into a Remitroot filled hip-flask. He was sure his oratory was profound however, they always are after a drink or two. As Paco was their new Messiah so they needed its complement and Manuela was singled out for this honour. They believed her to be the conduit to Hell and a servant of the Devil. A bit harsh perhaps but it did add to the legend of Manuela. Manuela has always thought that the ‘Master of Darkness’ had more fun than the puritanical inhabitants of Heaven. How will Manuela react to being the ‘Mistress of Darkness’? How will Paco react to being the Messiah, saviour of thousands? Will it go to his head or will he be the same daft, rambling old Paco? We shall see.

TRANSFERRING PHOTOS TO YOUR COMPUTER You know how some days, you just can’t get your head around the simplest of things. Me Too! In this case, it is the topic for this week’s article that has thrown a curve ball passed me. Well! As you read this, say a soft and heart-felt “Thank You” to the editor for inspiring me into the particular piece. Most cameras today are digital in as much as they capture the ‘real life’ images in thousands of pixels (read PIX as in picture, ELS as in Cells). These dots of colour are stored as numbers, each relating to a colour. The better quality the camera, the higher the number of pixels, the greater the size of the picture and the better the quality of the finished picture. These pictures are stored, usually, on a memory chip that can be removed from the camera. The simplest way of transferring these pictures from your camera to your computer involves connecting your camera to your computer using the, usually, provided USB cable. I’m assuming that your computer is running and the camera turned on! The instant that your computer recognises that you have a memory device (card/camera/video etc.) attached, it will start the options window. One of the options will be “Copy pictures to a folder on my computer”. Highlight this option by a single click on it and the click the button marked “OK”. The ‘Scanner and Camera Wizard’ will now take you through the process of copying / moving the pictures from your camera to the computer. Click on the button marked ‘Next’. Before you, will be a window, that will display some of the pictures that are waiting to be copied. Next to each picture, is a little box that already has a ‘tick’ in it. This just means that the picture has already been selected for copying. At the bottom of the screen on the left hand side are 3 tiny icons. These will allow you to rotate the picture 90 degree in either direction to straighten it and give property information (size, time and date taken, and default name – usually DSCFxxxx. The xxxx is a 4 digit number). If you are happy with everything so far click on the button marked ‘Next’. The next window shows 2 drop-down boxes, a tick box at the bottom and several buttons. The first drop-down box wants to know what name to call them, the default is ‘Picture’. This will be followed by numbers in sequential order (001,002,003 ….). You can leave it as is or change it to something more meaningful to you! The next drop-down box shows where the pictures will go to. This too, can be changed to suit yourself. Under this is a ‘tick’ box that will allow you to delete the pictures from your camera as it copies them to your computer. So, do you want to make a duplicate copy of the pictures or actually move them from your camera to the computer. If moving is your choice then click on the tick box and then on the button marked ‘Next’. The window will change to show your picture(s) being copied/ moved from the camera to the place on your computer that you have asked them to go. If you chose to tick the box, there will be another window displaying the picture being removed (deleted) from the memory chip in the camera. The final window wants to know if you would, now, like to publish these pictures to the web (see notes on Facebook and loosing your rights to these pictures if you do publish them!), Order prints from the web (pretty neat, if you like that sort of thing) or finally just finish with the copying process (this is the default option). Click on the button marked ‘Next’ and you will be rewarded with a window that states proudly that ‘x picture(s) were copied’ to ‘Wherever\picturefolder\. Done!

The Cardinals of Schengen by Michael Barton Flailing arms disappeared as the flames from the burning gasoline shot even higher and engulfed the few heads that bobbed on the surface. He could hear the screams of men as their flesh melted in the heat. We start with a prologue, set in Germany towards the end of the second world war with an insignificant man, Gerhard Schneider, witnessing cargo being unloaded from a U-boat, overseen by Doenitz. The military convoy left with Doenitz before the submarine exploded. No survivors. About the same time a raid on Selsey, south England went horribly wrong. The German fast boat went down. Again, no survivors. The story then begins in Kent, England and moves to the present day. What a dramatic opening with the planned assassination of Jack Hudson, Secretary of State-a high profile figure. The Assassin is utterly wicked, a typically Machiavellian character who was addicted to killing and found it pleasurable. To him, it was much better than any snort of cocaine or a puff of weed. The killing is gruesome-darts of snake venom which are highly toxic, causing rapid paralysis and finally suffocation. Named the pin prick of death. The assassin found it a PLEASURE to watch the Secretary of State die. How sick is that? Brother Peter, nicknamed Hud was in the SAS in Iraq during 1991 to gather intelligence on the movement of the Soviet scud missile launches. Barton reminds us of those shocking images of war when a young officer is brutally killed. Hud was meant to be protecting him: The bullet had entered from behind, just under the neck of his helmet and blown away his face as it exited. Blood and tissue splattered. Blood and brains mixed into one horrible mass, the boy unrecognisable. Sixteen years later and Hud is still possessed by the horror of reality of that moment. His comforter, his security blanket that dulled the pain was his Southern Comfort and because his nerves were shattered, his marriage to Judy hit rock bottom and lead to a divorce but fortunately, an amicable one. He is horrified to discover that his brother Jack has died from a suspected heart attack. When he sees Jack’s corpse he notices a red mark on the right side of his neck and more importantly, fear in his eyes, the kind of fear that Peter had never seen before, as if Jack had been able to see his fate before it

As Mark Twain once remarked “I am sorry but I haven’t the time to write you a short letter so I am instead writing you a long letter”. This should have been shorter, reflecting the ease of how it is done. So I would like to apologise verily for this vichyssoise of verbiage veers most verbose, so let me simply thank you and see you at Jack’s Bar on a Friday lunchtime or any other time that you think would make good office hours. The Spanish government, the Partido Popular is mired in a huge corruption scandal; last Thursday after months of denials PM Rajoy admitted to Parliament that he was personally guilty, but only of over-trusting the ex-party treasurer Luis Barcenas. Some of the largest construction companies in Spain paid donations/bribes totalling tens of millions of Euros to secure building contracts. Rajoy denies ever receiving any of this money, though there is paperwork that suggests otherwise. Conveniently for Rajoy whose been on the PP executive board for 25 years and party leader for10 of those, he was always on the loo or taking a stroll in the garden whenever the brown envelopes stuffed with 500€ notes were delivered. Barcenas a fastidious

had happened. Amy, Jack’s widow gives Hud a locker key with VIV embossed in gold-some cryptic clue that Peter has to decipher and unravel the reasons why Jack met his untimely end. We meet Mark Chatfield nicknamed Chatters, a close friend to Peter. Both men served in the Falklands’ war in 1982 before drifting apart. Hud travels to Paris to unravel the mystery aided by Judy without realising the full extent of the danger he faces. There are some excellent James Bond type car chases and crashes leaving cars mangled to pieces and explosions. And there are plenty of brutal killings. The Cardinals remain a mystery…for a while…. but we do meet the triumvirate of terrorists planting bombs to annihilate Parliamentary buildings across Europe and working alongside the Schengen organisation preparing for the Fourth Reich, a European Empire controlled by the Nazis. It’s like the Nazis have never really been away. They’ve always been there, in the background, controlling Europe and waiting for the opportunity to pounce. Their power has been built on murder, corruption and greed. It seems that Hud and Judy are lambs to the slaughter. If Hud becomes a condemned man, how is he going to survive? Will his army training give him the mental and physical strength to beat his adversary? To survive? The final showdown reveals a shocking act of betrayal although this thriller does end on a positive note for those survivors. A possible act of reconciliation perhaps? I like Hud’s comment towards the end: If I’m lucky there’ll be a tomorrow. And if I’m not….well then I always had today.” The key question is Does Hud survive? Is he one of the lucky ones? record keeper, arrived at court recently with files of paperwork detailing how he came to have €22 million in a Swiss bank account. The total sums involved are alleged to be three times this figure. Knowing the way power corrupts and absolute power corrupts absolutely Barcenas told the court he has more evidence, a classic insurance policy. No doubt they will be released if ever he meets with an unfortunate accident. Political donations in Spain are limited to 60,000€ for anonymous donations, donors got around this by illegally paying multiple payments of 50,000€ a time. Not wanting to bite the hands Enjoy Stephens musings? Pop over to http://findmeahomeinspain.wordpress.com as the articles are posted on there too...and they’re a bit longer too! executives have been summoned to testify. These to date unnamed companies were awarded huge building contracts totalling €6,6bn. Ferrovial the road and rail conglomerate have separately been accused of paying €5.9million to the then Catalan administration. It’s now clear why airports were built like Corvera in Murcia that apart from birds may never see anything else land on them, high speed railways with stations that never have passengers and motorways that are almost empty such as the A7/E15 Cartagena/Vera in Almeria. Then there is the housing bubble that has brought pain and misery to millions of people. By chance the PP locally was in power when the Albox bypass contract was awarded. Locals know this as the road to nowhere and it’s blighted the landscape for years ever since construction stopped three years ago. In court Barcenas explained how representatives of the companies involved would turn up at the PP headquarters with cash. No receipts were given but the amount was noted both in his private records and on the back of the donating firms’ business card. Barcenas would then phone the local mayor of wherever the contract was that was of interest to the donator, tell them to expect a visit from the company representative, to give him a ‘coffee’ and make him ‘welcome.’ Barcenas regularly updated the PP leadership keeping records of when and how much he paid party officials as so called ‘salary top-ups.’ This is denied by the PP. Just two days after Rajoys part admission of guilt Madrid started sabre rattling against Britain and Gibraltar. There was already a build-up of tensions as Madrid have been instructing their lackeys the Guardia Civil to make life difficult for anyone crossing the border, all under the pretence that it’s unfair local Spanish fisherman can’t illegally fish anymore in Gibraltarian waters due an artificial reef that was completed recently. Spain also announced the sale of 20 Mirage jets (that they can’t afford to run) to Argentina, coincidentally another country with economic woes that has a territorial dispute with the UK. Nothing like a war (or threat of one) to detract voters’ attentions from the real issues!

Boat Fishing: I managed to get out for a half day with ‘Orca Steve’ and was joined by my grandson ‘Beachcomber H’ who is over on holiday with his sister and her boyfriend ‘Dan the man’. Also joining us was my mate ‘Flash Gordon’ and Steve’s favourite waiter at the Wok in Vera ‘Chow Mein’ Chung. A troll out ( And back) to our mark a kilometre out in front of the River Abajo (or River Antas) produced nothing so there’s still no tuna about. I can see us having a very short tuna season this year. With a northerly wind and a back current going south west we decided to anchor in about 100 feet and drop back down the slope in 130 feet. We soon got fed up with bait robbing pickerels and after an hour or so and coincidently as the wind direction changed to come from the north east we moved to the opposite side of the river, anchoring and dropping down the opposite slope, where

we started to catch some better sized fish. Good size pandoras to 2lbs and the biggest bogues I’ve seen. Apart from those we caught weavers, red snappers and one white bream. I also caught a couch bream that are often mistaken for red snappers. Hearing about ‘Squiddly Sid’s’ lost big fish last week when live baiting I thought I would float one out 50m with a live mackerel on offer 6m down. An hour or so later I had a stingray abroad for a nice photo. A quick kiss and cuddle! and it went off back to Davy Jones’s locker. See the photo of me with my stingray and note the rare sight of me wearing gloves to handle a fish. I wanted to get a good grip as the fish was very slippery Shore Fishing: ‘Tubby Jimmy’ fished the Indalo Arm and caught a weaver, a wide eyed flounder and a palomete. A Spaniard caught a decent palomete (Generally known as a palometon when big) from the same mark. The ‘Albox Fishing Club’ fished from 5 to 9pm off rocks by Repsol garage in Garrucha. West Country Dave’ caught 4 x palomete, 1 x cow bream, 1 wide eyed flounder and 4 x bogues. ‘Tony always laughing’ caught 4 x small palomete 4 bogues. ‘Take your time Tony’ caught 2 x small palomete. Squiddly Sid’ caught 1 x cow bream, 2 x palomete, 1 x weaver and 1 x bogue. Again lots of small fish pinching the bait. Dave had a good sized palomete for supper and a cow bream weighing over a pound among the fish he caught. Tony A.

L. caught all small fish. T.Y.T.Tony only caught small palometes. All fished with prawn baits with and size 4/5 hook traces. Coarse Fishing: ‘Cuddly Keith’ over on holiday from the UK for 2 weeks went to Puentes in Lorca with ‘40 Watts’. Both started off on the waggler, by 1pm ‘40 watts’ had 40 x carp with Keith landing just 4 fish. They changed to a feeder and the fish came thick and fast. End of the day ‘40 watts’ had 55 with Keith on 18. They said “Try this, cut cherries in 4 and fish in close” and yes they did catch on them, what next? ‘Puentes Ray’ said Thursday was a real all British day at Puentes. Ray decided to adopt a size over quantity approach for the day and so set up with a waggler in about 8ft of water with size 8 hook and his old favourite, the frankfurter sausage. First fish was a 3lb carp followed by a 2lb barbel then number of smaller carp but by 10am it had gone very slow but he continued with the tactic until 6pm and ended up with 36 x carp and 7 x barbel. He was snapped three times all of which he thought were barbel, all in all a very pleasant day. The Albox fishing club meets every two weeks or so at Bar Wassy. For details of the next meeting tel Sid 634 313 650. For up to date information on any of the above see John at the Beachcomber Bar Restaurant on Mojacar Playa or tel 950 473 099. There’s plenty off sporting action over the next week or so. Tomorrow, the US PGA Championship starts at Oak Hill, New York; England play Australia in the 4th Ashes Test at the Riverside on Friday; Manchester United meet Wigan in the FA Community Shield at Wembley on Saturday, followed by England v. Scotland at the same venue on Wednesday (as part of the FA’s 150th anniversary celebrations) and the World Athletics championships will be taking place in Moscow (they start on the BBC at 7am on Saturday) and of course, there’s soccer action at League level all over Europe! • The third rain-effected Test at Old Trafford ended in a draw and therefore England retain the Ashes having won the first two games in the five-match series. Australia scored 527-7 declared and 1727 while England replied with 368 (Kevin Pietersen scoring his 23rd Test century) and 37-3. • Last weekend the three clubs relegated from the PL - QPR, Reading and Wigan - all won their opening Championship games. Yeovil, playing at this level for the very first time, also claimed victory at Millwall, and there were wins also for Watford, Blackpool, Leicester, Leeds, Nottingham Forest and Bournemouth. • Newport County, absent from the FL for 25 years, returned with a 4-1 home win over Accrington Stanley; Oldham won a seven-goal thriller at Stevenage by 4-3 and luckless Coventry, without an official home ground and starting the season minus ten points, went down 3-2 to Crawley in League One. • Elsewhere, Lionel Messi has started scoring again - doing so in Barcelona’s 80 win over Santos 8-0 in the Spain/Brazil Gamper Trophy. • Qualifying rounds in both European Competitions are underway. Celtic are taking part in the Champions League while SPL side St Johnstone, along with

Swansea City (4-0 winners over Malmo) are in the long drawn out Europa League. • There will be plenty of transfer activity over the next ten days, and I will list the important deals next Wednesday. • St Helens slaughtered the Catalan Dragons 26-6 to move into a play-off spot in the Super League, behind Huddersfield, Wigan, Warrington and Leeds. There are three rounds of matches remaining. • Denmark’s Niels-Kristian Iverson won speedway’s Italian GP ahead of GB rider Tai Woffiden. • GB Olympian Laura Trott and Arnou D’Mar (France) won their respective Prudential London/Surrey Classic events last weekend and a fit again Sir Bradley Wiggins triumphed in the Polish TT race. • Britain’s top MotorGP rider Cal Crutchlow will ride for Ducati next season. • Tiger Woods warmed up for this week’s PGA Championship (the last major of 2013) with his fifth victory in the Ohio Open, while fellow American Stacey Lewis won the Women’ professional Open at St Andrew’s. • GB’s Black Country-born driver Matt Neal still leads the BTCC championship after last weekend’s event at Snetterton. • And finally, in the World Athletics Championships - apart from Usain Bolt and Mo Farah - I believe these athletes WILL win medals: Jessica Judd (GB) 800m; English Gardner (USA) 100m; Yarisley Silva (Cuba) pole vault; Blessing Okagbare (Nigeria) 100m/200m/long jump; Kirani James (Grenada) 400m; Warren Weir (Jamaica) 200m; Zuzana Hejnova (Czech Republic) 00m; Bohdan Bondarenko (Czech Republic) high jump; Tiffany Porter (GB), 100m hurdles; Conseslus Kipruto (Kenya) 300m steeplechase.

f1: Ferrari boss shares Fernando Alonso concern

the best. “But something happened and instead of moving forward we went backwards. “Therefore the right attitude, the one I am taking from now on, is as follows: understand the mistakes, fix them and after this careful analysis, develop the car in the right direction. “We must put our heads down in this return match, as I describe this second part of the season after the break.” Alonso heads into the final nine races of the season, starting with the Belgian Grand Prix on 25 August, 39 points behind championship leader Sebastian Vettel of Red Bull with a maximum of 225 available. The 32-year-old has not won since the Spanish Grand Prix in May, and the car has been increasingly uncompetitive over the last four races, in which he has finished second, third, fourth and fifth. Di Montezemolo said: “Firstly, our DNA, Ferrari’s and mine, has a characteristic that we never give up. We must get back on the path we were on up until Barcelona. We can do it. “Secondly, Spa and Monza (the next two races) are two circuits that could suit the characteristics of our car. “Yes, the conditions are in place to give a strong signal of a recovery and, on top of that, I expect results from our engineers who must demonstrate their worth.”

Ferrari president Luca Di Montezemolo says he shares Fernando Alonso’s frustration at the team’s poor form. But the Italian said he had no regrets about reprimanding his star driver for making remarks critical of the car. Di Montezemolo said Ferrari “must” get back to early-season form, when Alonso took two dominant victories in the first five races. But he said he admonished the Spaniard because he “didn’t like some attitudes, a few words, some outbursts” from him. Alonso had said after the Hungarian Grand Prix, where he finished fifth in the last race before Formula 1’s month-long summer break, that as a birthday present he would like “someone else’s car”. Di Montezemolo, who also addressed the team last week to make it clear they must improve their performance, said: “Fernando is a great driver and I understand him. He is a bit like me: he wants to win. “He must just remember that one wins and loses together and, for its part, Ferrari must give him a car capable of starting from the front two rows.
