Standing Ovation For Globe Winner DiCaprio Leonardo DiCaprio has won the Golden Globe for best actor in a film drama for his role in The Revenant. There was a standing ovation, cheers and wolf whistles as the actor took to the stage to accept the prize. When the applause died down, DiCaprio said: "What an incredible honour, that meant so much. Thank you so much. "Two years ago we found ourselves submerged deep in nature with all its complications and all the beauty that it gave us cinematically. "This film was about survival, adaptation and the triumph of the human spirit and more importantly it was about trust. There is nobody more deserving of that trust than Alejandro Inarritu. "I've never had an experience like this in my entire life. The depths he

went to are unfathomable." Earlier in the evening Inarritu received the award for best director. DiCaprio said he wanted to share the award with all of the First Nation people who starred in the film, which is about legendary frontiersman Hugh Glass and set in 1823. DAVID BOWIE DIES OF CANCER AGED 69

Singer David Bowie has died at the age of 69 from cancer.

His son, film director Duncan Jones, confirmed the news and a statement was issued on his social media accounts. "David Bowie died peacefully today surrounded by his family after a courageous 18-month battle with cancer," it said, asking for privacy for his family. Tributes have been paid to Bowie, one of the most influential musicians of his era, from around the world. Bowie's hits include Let's Dance, Space Oddity, Starman, Modern Love, Heroes, Under Pressure, Rebel, Rebel and Life on Mars. He was also well known for creating his flamboyant alter ego Ziggy Stardust. The singer only released his latest album Blackstar on his birthday on Friday. The album, which includes just seven songs, has been well received by critics. His son wrote on Twitter: "Very sorry and sad to say it's true. I'll be offline for a while. Love to all." Bowie's long-time friend and producer Tony Visconti wrote on Facebook: "His death was no different from his life - a work of art. "He made Blackstar for us, his parting gift. "I knew for a year this was the way it would be. I wasn't, however, prepared for it. He was an extraordinary man, full of love and life. He will always

He was in several bands before he signed with Mercury Records, which released his album Space Oddity in 1969, with the title track becoming his first UK number one His breakthrough came with 1972's The Rise and Fall of Ziggy Stardust and the Spiders From Mars. He also carved out a successful

acting career, including his role as an alien seeking help for his dying planet in Nicolas Roeg's The Man Who Fell to Earth in 1976. He did a three-month stint as The Elephant Man on Broadway in the 1980s, with other roles that decade including Labyrinth, Cat People and The Hunger. Bowie also starred in Marlene Dietrich's last film, Just a Gigolo (1978), and played Pontius Pilate in Martin Scorsese's The Last Temptation of Christ (1988). The late 1980s were dominated by Bowie's involvement with his new band, a postmodernist heavy metal outfit, Tin Machine. The 1990s saw David Bowie flirting with drum-andbass on the Earthling album, while his 2002 album Heathen saw a long-awaited return to form for the singer. Bowie changed his name in 1966 He had headlined Glastonbury in 2000 - his first appearance there since 1971. Bowie's last live performance was at a New York charity concert in 2006. But after a decade without a studio album he released The Next Day in 2013, surprising fans who thought he had retired. It became his first UK number one for 20 years. He co-wrote Lazarus, a musical featuring his songs and inspired by his role in The Man Who Fell to Earth, which opened in New York last month. And a truncated version of Blackstar, the title track of his new album, appears as the theme music for the TV show The Last Panthers. Driverless Ford tackles snow problem

Motoring giant Ford says it has conducted successful tests of its driverless cars in snowy conditions. The company said it had been running sensor tests for more than a year, but was now driving autonomous cars in a controlled, snowy environment. Snow presents a challenge to driverless cars because the sensors they use to detect road markings and hazards do not work well in wintery weather. Google has also been testing its autonomous vehicles in the snow. Driverless cars use Light Detection and Ranging (Lidar) sensors to build a detailed view of the world around them. Lidar works by rapidly firing laser light away from the car and measuring how much light is reflected back - a similar principle to radar, which uses radio waves instead. But these sensors do not work well in snowy conditions, and the car’s onboard cameras cannot see road markings obscured by snow. Ford said it had instead programmed the Lidar sensors to detect landmarks above the ground, such as buildings and road signs. The car could then compare this information to an existing highresolution map of the road - generated by autonomous cars during more favourable weather- stored in its computer. This allowed the car to navigate the road even when visibility was poor.

Ford is the first manufacturer to test its vehicles in a model city built by the University of Michigan. “We’re used to the conditions changing very rapidly. As humans, we understand that can happen and we know how to deal with it,” said Greg Stevens, who leads driver assistance research at Ford.

In the midst of the Christian Reconquest, in the 15th century, Albox was taken from the Arabs by the troops of the Military Governor of the Kingdom of Murcia (Crown of Castilla),Alonso Yáñez Fajardo, and later incorporated into his title holdings as Marquess of los Vélez. Around the year 1500 a strong earthquake hit Albox destroying a large part of the town, making it necessary to demolish the ancient castle and the damaged homes were repaired with its stone. Albox took part in the continuous and persistent Moorish uprisings that occurred in the Kingdom of Granada throughout the 15th century. It was King Felipe II who, after defeating the Moors, decreed the expulsion of the Arabs from the Comarca and the re-population of the town with Christians from Valencia and La Mancha, constituting a municipal council or town hall in 1563, under the hand of its first Mayor, Anton de Andrano. Although the Barrio Alto of San Antonio - with an irregular layout of steep streets converging on a small central square - was the original nucleus of the town of Albox, it is however in la Loma de San Francisco - named after an ancient settlement of the Franciscan Third Order that most expansion and development took

place in the 17th and 18th centuries. This is due to the connection of Albox with tragic floods and earthquakes which have plagued this area periodically. The most momentous event for Albox occurred in 1716 when the venerated image of Nuestra Senora del Saliente came to the town and two priests from Albox founded the Santuario on Mt. Roel. From this date the history of Albox cannot be understood without the deep imprint of this Marian devotion. During the 19th century the town played a major role in the fight against French invaders, with records showing two bloody skirmishes in the years 1810 and 1811. This was the period of greatest economic boom in Albox, thanks to its looms and craft pottery works. Its commercial tradition has made it an economic hub between Baza (Granada) and Lorca(Murcia) Documents in local archives and the Royal Chancery in Granada, reveal the panic in the town when residents were forced by an earthquake to abandon their partially destroyed homes and sleep in the open on the banks of the Rambla. Another historic event was the Yellow Fever epidemic which broke out in Cartagena and spread implacably, taking lives, throughout all the towns of Spanish Levante (Granada and Almeria included). Also a terrible flood destroyed Albox on the 11th of September 1891. Another major flood struck the town on the 26th of June 1900 causing 6 deaths and the destruction of the upper part of the stone wall built by the Royal Commission after the floods of 1891. Electric street lighting came to Albox on the 8th of January 1914, replacing street lamps. Drinking water came to taps in Albox in June 2014.

All motor vehicles must be insured by law DO I NEED TO INSURE MY VEHICLE EVEN IF IT’S OFF THE ROAD? Some insurance policies like medical cover are not compulsory, others such as fire protection for your property, are. Your vehicle however, must be insured at all times, even if it’s kept off the road in a garage. The minimum legal compulsory insurance is Civil Liability to cover any damage to or claims from a third party, resulting from your vehicle. The existing legislation (Royal Decree 8/2004) states that any car that is kept in Spain must be insured. Trailers and other special types of vehicles that weigh less than 750 kg and cannot be driven on Spanish roads are not required to have insurance. This also means that they cannot be parked on roads or kept on private land. If you own a vehicle that’s not insured you could face a fixed penalty from €601 up to €3,005, and your vehicle may be seized and immobilised. WHY DO I NEED TO INSURE MY CAR IF ITS KEPT IN A PRIVATE GARAGE The owner of a vehicle has a civil responsibility towards their neighbour and their property. Civil responsibility extends beyond car accidents on Spanish roads. If a vehicle, for example, kept in a communal garage, has a fire due to a short circuit, the owner will be responsible for any resulting damages to third parties. The owner will also be liable for a fixed penalty fine, the amount will depend on the gravity of the situation, the length of time the vehicle has been without insurance, and if this is a repeat offense. IN WHAT CIRCUMSTANCES IS INSURANCE NOT COMPULSORY? If your vehicle has officially been temporarily or permanently taken out of circulation, for example it has been scrapped, then no insurance is required. If you own a vehicle that is not being used and you wish to avoid paying for insurance, then you can apply to have it temporarily taken out of circulation. However, to do this the vehicle needs to have passed its MOT. If the MOT has expired, then it must be taken again and passed, before applying. Spain’s Princess Cristina has become the first member of the country’s royal family to be put on trial. She is charged with being an accomplice in an alleged embezzlement scam involving her husband and 16 other defendants, who all deny the charges. Princess Cristina, 50, faces eight years in jail if found guilty by a three-member panel of judges. The trial in Palma, Majorca, is seen as an embarrassment for the royal family. Princess Cristina arrived at the court in Palma on Monday with her husband, Inaki Urdangarin, who is accused of embezzlement and money laundering. They made no statement to reporters. A small group of anti-monarchists protested outside. As the judges read out the charges, the princess sat at the back of a makeshift courtroom at the public administration school in Palma. Her husband sat in the same row but court rules prevented them from sitting together. Three rows of six defendants sitting in court on blue chairs, facing the panel of judges. But in the third row, at one end, sits Princess Cristina, sixth in line to the Spanish throne. It’s something many people in Spain thought they would never see - the powerful being held to account. Princess Cristina’s lawyers will try to get charges against her dismissed. But in a country where corruption has become a huge political issue, this is a big moment. Mr Urdangarin’s supposedly non-profit Noos Institute sports foundation was allegedly used as a vehicle to win falsely inflated contracts from regional government bodies, before channelling the money to personal accounts via tax havens. Noos is alleged to have received more than €6m (£4.4m; $6.5m) of public money, most of it from the Balearic Islands and Valencia regional governments. Answer: What is important is making sure you comply with the Directive before you die. In other words if you are reading this you still have time to deal with it! Not everyone needs to change their will. If you are resident, have children and wish to leave your assets in Spain to your spouse then you must make sure you have stated in your will that English law is to rule how you can distribute your estate. Many wills already contain a clause that is sufficient to comply so do not need changing. What happens if you are non resident? Theoretically it does not affect you but we would recommend making sure your will states you wish English law to rule your estate to avoid unnecessary disputes over your estate (or problems with the notary or property register) on the basis of doubts over where you are resident. Other considerations about wills: 1. Do not underestimate the importance of signing one (if you have not done so do not leave it any longer). 2. If you already have one, make sure it complies with new European Directive 650/2012 which comes into force 17th of August. We will tell

you for free it if complies or not. Not everyone needs to change their will. 3. Make sure it protects the people you care about correctly. 4. Make sure the will makes maximum use of the exemptions available in each region of Spain (exemptions are different in each region of Spain). 5. Take into account that since the sentence of the European court of justice of 3rd September 2014 the extra exemption rates established by each region of Spain can also be claimed by non residents . 6. Make sensible use of Life Possessions as an instrument to both mitigate inheritance tax and protect beneficiaries. 7. Be aware that in some regions of Spain exemption rates have been reduced or abolished during the credit crunch, (for example in Murcia Group II heirs), making it important to reassess your inheritance tax planning. 8. The way you distribute your estate can make a big difference to inheritance tax. Sometimes it is necessary to decide how you wish to distribute your estate, then work on other options that may be more favourable from a tax point of view, so you can then decide if you go with your preferred option, the most tax efficient one or a mix of both. House Prices Rose by 1% in 2015

Compared with 2014, the average price of housing in Spain rose by 1% in 2015, which is the first increase since the beginning of the crisis, according to the IMIE Local Markets Index for the fourth quarter of last year, published last week by the property appraisal company, Tinsa. The regions where house prices rose most in 2015 were Catalonia (5.3%), Madrid (3.3%) and the Balearic Islands (2.7%), while the greatest price declines were registered in Navarra (-8.5%), Murcia (-4.3%) and Aragon (-3.6%). With regard to Spain’s provinces, the most significant year-on-year price increases in the fourth quarter were recorded in Girona (10.7%), Barcelona (5.8%) and Lleida (5.3%), followed by Albacete (4.5%) and Madrid (3.3%). In contrast, the greatest decreases were noted in Navarra (-8.5%), Córdoba (-7.7%) and Palencia (-7.1%). Among the large cities, the greatest increases in housing prices in the fourth quarter, compared to last year, were those recorded in Barcelona

The report indicated that the average time it takes to sell a home in Spain currently stands at 10.2 months, compared with 10.6 months six months ago, and that Cantabria is the province where most time is required to sell a home, at 18.6 months. Moreover, the provinces of Alava, Segovia, Ávila, Salamanca, A Coruña and Vizcaya also have longer terms than the national average for selling a home, all at above 14 months on average. Bitcoin ‘to take real estate industry from 17th to 21st Century’

The Bitcoin virtual currency can provide major advances for the real estate industry and 2016 could be a breakthrough year for its use, a sector expert tells OPP.Today. Bitcoin is a digital asset and a payment system. Bitcoins are created as a reward for payment processing work in which users offer their computing power to verify and record payments into a public ledger. This is called mining and miners are rewarded with transaction fees and new Bitcoins. Bitcoins can also be exchanged for other currencies, products, and services, including real estate. Transactions are verified by network nodes and recorded in a public distributed ledger called the blockchain. Ragnar Lifthrasir, a real estate financial and technology specialist and President of the International Bitcoin Real Estate Association, says the development of the Bitcoin blockchain in 2016 is set to provide improvements over traditional options t real estate record keeping. The blockchain is a public ledger of all Bitcoin transactions, which is constantly growing as ‘completed’ blocks are added to it in a linear, chronological order. That way, Bitcoin wallets can calculate their spendable balance and new transactions can be verified to be spending Bitcoins that are actually owned by the spender. OPP.Today asked Mr Lifthrasir how would the use of the Bitcoin blockchain boost the real estate sector and how much progress in this goal might happen during 2016. He says, “Bitcoin is the greatest technological breakthrough for real estate since the wax seal 400 years ago. Using Bitcoin’s currency and blockchain will take real estate from the 17th to the 21st century. “By using Bitcoin, we can reduce costs, stamp out fraud, speed up transactions, democratize investing, increase financial privacy, internationalize markets, reemphasize equity, and make real estate a liquid asset. “I believe 2016 will be the year the real estate industry starts to integrate Bitcoin. Within the last month the membership of the

International Bitcoin Real Estate Association has nearly doubled. “We’ve reached the critical mass now, where we have enough real estate industry decision makers who will use Bitcoin technology in their deals, applications, and start-ups. Unlike the banking sector, real estate doesn’t face the regulatory hurdles to use Bitcoin. The technology is now mature enough. Everything is in place for adoption.” The changes would bring major advantages for international real estate agents and developers, he says. “International property agents and developers will benefit from Bitcoin adoption because it provides a borderless, nonproprietary platform for payment, escrow, and title recording. “Real estate suffers from regional differences in how transactions are carried out. Bitcoin routes around this friction because it isn’t a national currency or a local government notary. Just as everyone accesses the same sun whatever their country of origin, so too can they access the Bitcoin platform for property transactions.” The International Bitcoin Real Estate Association (IBREA), which aims to implement technology, build the community and set industry standards, has around 230 members throughout the world and Mr Lifthrasir says it offers considerable benefits to international property agents. “All real estate professionals should consider joining the International Bitcoin Real Estate Association, especially those who are involved with cross-border transactions. “By joining the IBREA, agents, developers, lenders, and investors can connect with others to use this transformative technology to reduce costs and delays, grow deal flow and decrease fraud and delays.” Mr Lifthrasir claims it is easy for a criminal to create fake property ownership documents using digital manipulation software and false stamps. The Community Union says it expects to meet bosses from Tata Steel this week amid reports of hundreds of potential job losses at Tata’s Port Talbot plant. There are reports that a quarter of the workforce could lose their jobs in a major restructuring at the plant. Tata Steel Europe, which employs 17,000 in the UK. including 4,000 at Port Talbot, is in the throes of a widescale reorganisation of its business. “So many secrets, lies and burdens of shame. The truth was like the tide: no matter how far it might ebb, it would always make a return.” One of those easy reads but infuriatingly incredible to believe. Lies, deception and hypocrisy emerge to shatter the cosy existence of Eva, a famous ex-model living in the lap of luxury having shunned the limelight. The reason? The book begins by disclosing details about a vicious knife attack by a psychopathic maniac who had been stalking the beautiful Eva during the height of her fame. The attack was barbaric and life-threatening more so because Eva was pregnant at the time. She was fighting for her life but miraculously survived to give birth to a son. She was left badly disfigured. “There were so many of them, cruel jagged gashes torn into the flawless fabric of her skin, grinning, like silent, gruesome mouths.” Eva’s cold-hearted and selfish rejection of her son, unable and unwilling to love and cherish him resulted in his immediate adoption and once Eva recovered it was something she lived to regret. Nick, t h e father of the child rejected Eva immediately after the attack and Eva’s vengeance in punishing such a callous act was in turn to abandon his son-her own flesh and blood. This chick-flick romance begins in an interestingly dramatic way then plunges into mediocrity and ends on a cringingly predictable

No Turning Back by Susan Lewis happy-ever-after note. As a beach-read it is more than adequate but too contrived and spoiled by this predictability. To an outsider, Eva’s world seems perfect then crash, bang, wallop reality sinks in to a topsyturvy hell before divine intervention falls on them like manna from heaven. Forgiveness, cloaked as a religious almost divine analogy absolves the betrayal of trust and loyalty. Just like that. It ends on a hopeful note typifying Susan Lewis’ craft as a writer of romance. Forgiveness transcends sin. “Where are They Now?” Who would have thought that an article written 16 years later would have reminded Eva of a painful time in the past that she had hoped had been buried, that sometimes the past invades the present and can impinge on the future? The story moves on 16 years where life is looking good for Eva although she is secretly pining for the son she gave away. She married her “rock” who turns out to be the biggest hypocrite in the story alongside sister Patty. Eva has been naïve, what an understatement! When she has a pitiful showdown with Don she cannot accept his infidelities: “Don would never cheat on her, or lie, or do anything to hurt her, he wouldn’t lie, he never lied!” Even Jasmine, Don’s daughter had warned Eva: “You know what they say about men who dump

It seems no time at all since last January; and now that year has past; Christmas has been and gone; and we’re into another New Year, doubtless marked by the traditional making of resolutions for some change to our lives, in which ideals many of us have probably already failed. But, as I’m sure we’ve all experienced, even the best resolutions, supported by the utmost determination, too easily slip, often leaving us with feelings of inadequacy or failure. But God knows and understands our weakness and is quick to forgive our failures, giving us strength to overcome as we turn to him in prayer. So how about a resolution this year to give some time to our faith, to spend a few seconds at least each day in prayer, even if all we can manage is a few lines from the ‘Lord’s Prayer’, and with His help, His forgiveness and His strength we may well find ourselves enjoying this brief communion and wanting to increase our time in His presence. And possibly, dare I suggest, we may find it helpful to meet with others, struggling in similar fashion, gaining strength from each other. For Church, surprising though it may seem, is not a group of highly successful religious experts, but rather a collection of folk who acknowledge our frequent failures and together seek to find the strength and capacity to learn more of the God we appreciate so little. A myriad of powerful emotions to contend with. Her life seemed to be inexorably falling apart. The fashion industry and the world of glamour and its expensive trimmings seem superficial. The adult world is characterised by insecurity, confusion and paranoia. Patty is downright irritating, wearing her heart on her sleeve, carrying the guilt of the world on her shoulders in a saintly fashion when she is relishing the love and physical contact of her sister’s husband. Don just seems to enjoy changing partners, like a ping-pong ball that bounces from one court to another. He deserves to be rejected. Two wives down. Next? Not to be trusted anywhere near a pretty female. The worst type of male surely? So, whilst the major part of the novel focuses on Eva’s betrayal and deception, the other development concerns her search for her long lost son with the possibility of a reconciliation from the love-rat, Nick. Something that you might not have known is that Windows 10 will automatically encrypt your hard drive to prevent anyone gaining access to you important information – BUT only after the ‘Bitlocker’ (Windows Vista, 7, 8.x and 10) option has been turned ON in the control panel. What a wonderful thing for them to do and they will also automatically record the passphrase used and store it on their BING servers – just in case you forget it! Now isn’t that thoughtful of them? And should any of the security organisations mentioned last week (you do still have last weeks article don’t you?) have the desire to check the contents of your hard drive they can, without a court order! This isn’t

just Microsoft but also Apple, Google, Dell, Facebook and a number of others as they are all signed-up members of PRISM (a subject covered some months back). How, Why, and Where Should I use Encryption? Now that is the question. Encryption, thankfully, is becoming the default. If you’ve ever noticed that little lock icon in your web browser - congratulations! You’re using encryption to send and receive data from that website. You don’t feel like a bad ‘un know, do you? Speaking simply, computers and the Internet have allowed us to open ourselves up and become more vulnerable than ever before to these privacy concerns, and encryption is one of the only methods of keeping yourself safe. Meanwhile the last member of the ‘democratic trio’ Loco Paco who was barricaded in the basement of the townhall had an in depth discussion with his imaginary five foot rodent friend ‘Bert’. Bert assured Paco that Poyato hadn’t kicked him and therefore there was no need to be incarcerated in the cellar. He could join Manuela and Poyato in their fight to rid Alqueria of the evil Rodriquez. The three meet on the Spanish side of the Alquerian border in the Bar El

BuenoNosh. Differences were put to one side and the trio reached agreement as to how to get rid of Rodriquez or at least his influence from Alqueria. It was decided to confront him face-toface. The Calle Horno, being the main street of the Village was chosen as the venue for the fateful confrontation. Scott Waites: BDO champion

Scott Waites was delighted to clinch a second BDO world title, admitting it seemed “a million miles away” following shoulder surgery last year. Waites thrashed Jeff Smith 7-1 in Sunday’s final at Lakeside. The 38-year-old from Huddersfield had an operation on a rotator cuff problem in February. “I had six weeks without throwing a dart - that’s painful in itself. Now I’m taking the world title back home,” he told BBC Sport. “It’s hard trying to come back from an injury and trying to get yourself to practice. Louis van Gaal: Man Utd fans may have left early to beat traffic

Manchester United fans may have left Saturday’s FA Cup tie against Sheffield United early because of traffic concerns, boss Louis van Gaal says. Thousands of home supporters had gone before Wayne Rooney’s 93rdminute penalty secured a 1-0 thirdround win. United were booed off at half-time, but Van Gaal suggested the early exit of fans was not necessarily a criticism. Asked why supporters had left early, Van Gaal said: “Maybe [because] we haven’t scored. Maybe the traffic.” He added: “There are many reasons why someone might leave early. “When I was looking at matches to analyse an opponent, I have done that also. I leave the stadium five minutes before. You never know what the reason is. You can be very negative. But we are in the next round.” The draw for the fourth round takes place on Monday at 1915 GMT, during The One Show on BBC One. ‘Be happy’ United did not manage a shot on target until the 69th minute against their League One opponents. But Van Gaal said that supporters should be happy with the way their team have returned to form with victories over Swansea and Sheffield United after a run of eight matches without a win. He said: “We have won two matches in a row out of a bad period. You have to be happy as a Manchester United fan that we have won two matches in a row and we are in the next round.” Van Gaal refused to respond to more criticism from former United midfielder Paul Scholes, who claimed the players looked “bored”. The Dutchman snapped: “What do I have to do now? React to Paul Scholes? Do you want that?” Van Gaal repeated his claim that it was always going to be hard playing against Sheffield United, who are ninth in League One. “I think that you always need to take into account how your opponent plays,” he said. “They defended with 10 behind the ball. Pistorius seeks to appeal

The South African athlete Oscar Pistorius is to seek an appeal against his conviction for murdering his girlfriend, Reeva Steenkamp. Pistorius killed Ms Steenkamp in February 2013 after firing four times through a locked toilet door. A manslaughter verdict was overturned last month and a murder verdict introduced in its place. The athlete’s defence has lodged papers at the Constitutional Court, urging a review of his murder conviction. He is currently under house arrest after spending one year of his original fiveyear sentence in jail. South Africa’s Supreme Court of Appeal ruled in December that the lower court had not applied correctly the rule of dolus eventualis - whether Pistorius knew that a death would be a likely result of his actions. Last month, Justice Eric Leach said that having armed himself with a highcalibre weapon, Pistorius must have foreseen that whoever was behind the door might die, especially given his firearms training. Pistorius has always maintained he believed he was shooting at an intruder. His lawyers say the appeals court made fundamental errors, claiming in appeal papers that the court “acted unlawfully and unconstitutionally when it rejected the factual finding of the Trial Court and replaced it with a contrary factual finding of its own”. Pistorius’s lawyer, Andrew Fawcett, says the appeal is now in the hands of the director of public prosecutions, who must decide whether there are grounds for appeal.
