The Rockdale County Sheriff’s Office is aiming for the “gold standard” of law enforcement, say officials, to elevate its current policies and procedures to a higher level. That level can only be achieved by voluntarily getting accredited from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), says RCSO Chief Deputy Scott. CALEA, a nonprofit credentialing authority, aims to update the policy and procedures of law enforcement agencies, communication centers, training academies and campus security to the highest standards in relation to the program. The Conyers Police De-
partment received CALEA accreditation November 2012. The Georgia Piedmont Technical College Law Enforcement Academy became the first training academy in Georgia to achieve accreditation by CALEA in August. By getting CALEA accredited, the sheriff’s office will be operating under the best practices of the modern local law enforcement agency, Freeman adds. “(RCSO) will subject itself to outside agencies that are CALEA accredited assessors to come in and basically do a top down inspection to make sure that we have our policies in place, that (the policies) meet the standards set by CALEA and that were actually

Rockdale County Sheriff’s Office arrested two Conyers men in connection to an armed robbery that led to the death of Conyers resident and former Heritage student Shawn Pracht. Around 12:30 p.m. on Sept. 4, Nicholas Coggins, 21, allegedly held 23-year-old Pracht, the victim, at gunpoint in Pracht’s Bridlewood apartment, 1150 Sigman Road, Conyers, in an attempt to rob him. Kiquan Rogers, a 21-yearold suspect also being charged in the case, is believed to be
the one who gave Coggins access to Pracht’s apartment to carry out the crime, said RCSO Cpl. Michael Camp. “Rodgers was an acquaintance of Pracht,” Camp said. “We believe that (Rodgers) let the second guy (Coggins) in the apartment.” In an attempt to escape from the situation, the RCSO believe Pracht dove through his glass bedroom window, which was closed, causing several cuts and scrapes on his body. One major cut nicked an artery in his leg causing him to bleed severely.

It took some lengthy discussion from both sides of the argument but in the end, the Rockdale County Board of Elections and Registration did not approve Sunday voting for the early election process during its meeting Thursday afternoon. Board member Karen James, the Democratic appointee, made the motion to approve Sunday voting as a part of in-person early voting, which runs Oct. 14-31. As part of the motion, the in-person voting polls would be open Oct. 26, the last Sunday of the month, between the hours of noon and 5 p.m. "I understand that you as an individual, you find the time and you're able to vote between the (days and time available)," James said prior to the vote taking place. "That's great, but expand your mind to think that others may not." Her motion died due to lack of a second. Fellow board member Jonny Brown, Sr., the Republican appointee, was vehemently against the proposed Sunday voting idea mainly for religious reasons. He cited the Ten Commandments from the Bible as his evidence. "It's as plain as it can be in the Ten Commandments. The good lord spent more time on the fourth commandment than any of the other nine," he said. "Remember the Sabbath day to keep it holy. Six days you shall labor and do all your work, but the seventh day is

Todd said that he just found out this was an issue with citizens a few days ago when a number of people started calling him asking

He even asked the attendees at the meeting when did they become concerned with Sunday voting and why the issue was brought to the board's attention at its previous meeting in August. "I wish this issue would've been brought up months ago, so we would've had time to study it and make a better decision," he said after the meeting. "This issue can be revisited at a later time."

Adding Sunday voting to the early voting process would cost close to $2,500, according to Supervisor of Elections Cynthia Welch. That would money would be used to staff the early voting site with board of elections staff and six poll workers. Using volunteers wouldn't be an option. "We would not know how many people plan to come out to early vote, but we would want to be prepared for crowds," said Welch. Rockdale County has a total of 56,653 registered voters with 28,508 being active voters.

A general consensus among advocates for the voting on Sunday is that most citizens of Rockdale work numerous hours throughout
the week and Saturday, so Sunday could be the only time they have to vote early. Plus, even with Saturday voting being available, Saturday is usually a day reserved for family time and family activities, said Gary King, first-vice president of the Rockdale County branch of the NAACP. ”So the Sunday voting is another tool in which they could use to go out and cast their votes,” said King, a deacon at Macedonia Baptist. But Rockdale County citizen Eleanor Toppins said that's not a good enough reason to begin Sunday voting. She said she's worked all her life, doing full-time and overtime shifts, and has always managed to cast her ballot.

More than 200,000 women are diagnosed with breast cancer each year and it’s the leading cause of cancer death in women, according to the Centers for Disease Control. About 12 percent of women will develop breast cancer during their lives. Good news is, the rate of breast cancer has been declining over the last several years, thought to be due more early detection and a reduction in hormone therapy after menopause. As part of Breast Cancer Awareness Month this year, The Rockdale News, in partnership with Rockdale Medical Center, takes a look at the medical journey through breast cancer, from diagnosis to treatment to reconstruction and remission.
DETECTION
How-to conduct a breast self-exam
Screening mammograms and self-exams are the front lines of the war against breast cancer. Mammograms are generally advised for women annually starting at age 40, although there are varying recommendations. A patient’s family history and medical history are also factors in deciding when to start. Because these are screening mammograms, “Most people will have normal results,” explained Dr. Richard Stiles, radiologist at Rockdale Medical Center’s Women’s Diagnostic Center. But the screenings can help find early breast cancers or pre-cancerous lesions. “Finding breast cancer in its early, asymptomatic form will allow treatment to be more effective.” Sandra Helms, radiology technologist for mammography at RMC, wants to dispel one myth about mammograms: “For most women, it’s uncomfortable but not painful,” she said. “First thing I tell patients, ‘Take everything everyone’s ever told you about having your mammogram and see for yourself.’ Most of them say ‘It’s not as bad as I heard.’” There is a wide range of what healthy breast tissue looks like. Getting mammograms early on allows doctors to establish what your healthy breast tissue looks like normally, she said, so that any changes can be detected. Two of the types of breast cancer detected are non-invasive and invasive (where the tumor cells have traveled to other parts of the body). Many of the women who develop breast cancer will be diagnosed with invasive ductal carcinoma, or IDC, which the National Breast Cancer Foundation notes is the most common type of breast cancer, accounting for between 70 and 80 percent of all diagnoses. If the screening finds something that requires more evaluation, the patient will be called back for a diagnostic mammogram, using other tests such as an ultrasound or MRI. If a suspicious change or

For those who are interested in conducting self-exams, here is the proper way to do so.

n Begin with a visual inspection of the breasts. Remove clothing and stand in front of a mirror. Turn and pivot so the breasts can be seen at all angles. Make a note of your breasts’ appearance. Pay special attention to any dimpling, puckering or oddness in the appearance of the skin. Check to see if there is any change in symmetry or size of the breasts. n Continue the examination with hands placed by the hips and then again with your hands elevated overhead with your palms pressed together. n Physical examination: This can be done either by reclining on a bed or the floor

or any flat surface. The exam also can be done in the shower. To begin examining the breasts, place the hand and arm for the breast you will be examining behind your head. Use the pads of your pointer, middle and ring fingers to push and massage at the breast in a clockwise motion. Begin at the outer portion of the breast, slowly working inward in a circular motion until you are at the nipple. Be sure to also check the tissue under the breast and by the armpit. Do the same process on both breasts. Note if there are any differences from one to the other. It is a good idea to conduct a BSE once a month and not when menstruating, when breasts may change due to hormone fluctuation.

may be performed at the same time as a total mastectomy. Though recent studies have found double mastectomies are not necessary for most breast cancer patients, women who do have been found to have no regrets with their decision. Researchers from a study by the Mayo Clinic in Minnesota published in the journal Annals of Surgical Oncology note that while there is mixed data on whether breast cancer patients who opt for a double mastectomy live longer than those who do not, most of the women who have double mastectomies are “at peace with their decision.” About 92 percent of women surveyed 10 and 20 years after their double mastectomies were satisfied with their choice.

Stage 3 breast cancer is an advanced cancer that has invaded tissues surrounding the breast but has not spread to distant organs. Stage 3 breast cancer is divided into a three subgroups, which are determined by the size of the tumor and if the cancer has spread to the lymph nodes or surrounding tissue. When a person is diagnosed with stage 3A, 3B or 3C breast cancer, his or her physician will likely discuss treatment plans that include a combination of treatment options. Stage 4 breast cancer diagnosis means the cancer has spread to other areas of the body, which may include the brains, bones, lungs, or liver. Stage 4 breast cancer is considered incurable, though the NBCF notes that a growing number of women are living longer because their disease is being treated as a chronic condition.

tandard treatments include surgery, chemotherapy, radiation therapy, hormone therapy, targeted therapy using drugs or other substances. Most patients have some surgery to remove the cancer. Surgical options to at preserve some of the breast tissue include a lumpectomy or partial mastectomy. A total mastectomy removes the entire breast and some lymph nodes may be removed as well; reconstructive surgery

“The purpose of giving radiation is to decrease the chance of reoccurrence” of cancer, said Dr. Leslie Holmes. “The surgeons were trying to get away from doing the morbid mastectomies (where) they were taking off muscle and ribs and lymph nodes… A lumpectomy followed by radiation is equivalent (in risk and outcome) to a mastectomy. Stage 2 breast cancer diagnosis means the cancer has begun to grow or spread, but it is still in the early stages and typically very treatable. Stage 2 breast cancer is divided into two groups, stage 2A and stage 2B, a distinction that is made because of the size of the tumor and if the breast cancer has spread to the lymph nodes. Stage 2 breast cancers typically respond well to treatment, but those treatments may be more aggressive than treatments for stage 0 or 1 breast cancers.

Stage 0 or 1 means the cancer cells have not spread beyond a very limited area and is very treatable. According to the National Breast Cancer Foundation, breast cancer that is discovered and treated at stage 1 has a five-year survival rate of roughly 98 percent.

C
hemotherapy and hormone treatment plays a critical role in treating cancer and breast cancer. “Even after the patient’s had surgery, there’s a significant chance there’s still cancer cells in the body,” said Dr. Kevin Peacock, MD, medical oncologist with Georgia Cancer Specialists. “By the time we can see a cancer, it represents a billion cancer cells. The purpose is to wipe out any cancer cells that may have remained in the body.” Oncologists have come a long way in managing side effects of chemotherapy, said Peacock. But patients have to keep in mind despite the wear and tear on the body, the goal of chemotherapy is to save the patient’s life. “The breast cancer chemotherapy, usually lasts three months. But the benefits (of treatment) are life-long.” He also recommends women avoid hormone treatments after menopause if possible, due to the research with the connection between estrogen and breast cancer. “I would recommend something like Black cohosh, Effexor before recommending hormone replacement therapy,” for menopause, he said.

ockdale plastic surgeons Dr. Nour Abboushi and Dr. Kimberly Singh with Paces Plastic Surgery said their work for breast cancer patients is all about preserving the quality of life. Reconstructive surgeons work hand in hand with oncology surgeons. Often, the reconstructive surgery will be done at the same time as the mastectomy or lumpectomy. “If you’re doing it in a delayed fashion, you’re dealing with scaring, you’re dealing with breast tissues that have already healed,” said Abboushi. “It’s better to use the skin envelope as part of that reconstruction. We’ll try and reconstruct a breast to as close as what they had before.” Sometimes, the patient will need to do the surgery at a later time and will instead have a temporary procedure done. Surgeons can place a tissue expander, “a balloonlike implant that holds over through the radiation without affecting radiation. Once they’re done, we’ll offer the final stages of reconstruction,” said Singh. Along with implants, another technique for reconstruction is to use the patient’s own tissues, including muscle and fat from other places in the body such as the back or abdomen, for recreating the breast. The decision is ultimately up to the patient. Singh said, “I think the biggest misconception is women of a certain age, at that stage in their life, may not feel as though they need reconstruction. Because they’re older or have children or be grandmothers,” she said. “Reconstruction is for everyone. There’s certainly no age limitation for reconstruction.” “We want people to start thinking of the next step” and life after cancer, Abboushi said. “Start thinking of their future as far as recovering from this disease.”
Reduce Your Risk for Breast Cancer By Kathleen Lambert, MD, Georgia Cancer Specialists

ne in eight women will develop breast cancer at some point in her lifetime. Although there are several risk factors you can’t control such as age, family history and race, there are many steps you can take to reduce your risk.
n Maintain a Healthy Weight. Being overweight or obese, especially after menopause, has been linked to an increased risk of breast cancer. Exercising is one way that can help you maintain a healthy weight, and growing evidence suggests that regular physical activity may keep cancer at bay. For most healthy adults, the Department of Health and Human Services recommends at least 150 minutes a week of moderate aerobic activity or 75 minutes of vigorous aerobic activity weekly, plus strength training at least twice a week. n Limit alcohol. Habitual alcohol consumption has long been linked to a greater risk of developing breast cancer, particularly for younger women who have yet to have their first child. New research from the Harvard Medical School shows that the more alcohol a female drinks between her first menstrual cycle and her first fullterm pregnancy, the higher her risk of developing the disease. If you choose to drink alcohol,

limit yourself to no more than one drink a day.
n Don’t smoke. Developing
breast cancer is just one of the many negative health effects of smoking. Accumulating evidence suggests that there is an even higher risk for premenopausal women. Secondhand smoke also may pose a threat to non-smokers. Reduce your exposure as much as possible; choose smoke-free restaurants and avoid indoor public places that allow smoking.
n Limit the use of
hormone therapy. Taking combination hormone therapy for more than three years may increase your risk of developing breast cancer. Women taking hormone therapy for menopausal symptoms should ask their doctor if it’s possible to manage symptoms without the use of hormones. If hormone therapy is necessary, patients should use the lowest dose possible. Breastfeed. Among the many benefits that breastfeeding pose for you and your baby,
studies that show breastfeeding may reduce your chances of getting breast cancer. The longer you breastfeed, the greater the protective benefits have been shown.
n Get Screened. Lastly, perhaps the greatest preventative measure you can take against breast cancer is committing yourself to regular mammograms and screenings. If you don’t already, perform monthly breast self-exams. Although they should not replace screening mammograms, breast selfexams allow you to become familiar with the normal feel and appearance of your breasts so that you are able to notice changes easier. Beginning at age 40, schedule annual mammograms. It is important, however, to discuss your individual risk factors with your doctor, including any family history of breast cancer, as this may influence the exact timing and type of breast cancer screening that you may need.

#FreeSimmons ESPN is at it again. The behemoth of sports journalism (lol) entertainment has suspended its highly talented yet highly controversial analyst Bill Simmons for three weeks for calling NFL Commissioner Roger Goodell a liar. On Monday, via Simmons’ podcast ‘The B.S. Report’, he called Goodell a liar and challenged his bosses at ESPN to reprimand him for his statement, well they did, but undeservedly so. Simmons is an analyst for ESPN and editor-in-chief of popular sports website Grantland.com. Fans have taken to Twitter with the popular hashtag #FreeSimmons calling for a cease & desist of his suspension. Some people are trying to make the connection between the NFL and its relationship with ESPN being the cause of Simmons’ suspension. Others are saying it’s simply because he blatantly called out his bosses after claiming Goodell to be a liar. The truth probably lies somewhere in the middle. The NFL, according to Richard Sandomir of the New York Times, pays ESPN $15 billion to air Monday Night Football. That’s. A. Lot. Of. Money. Of course, ESPN would love to
