Preparing for

the 2020 census 2010 CENSUS INFORMATION Every 10 years, the United States counts its population, as mandated by Article I, Section II of the U.S. Constitution. The census counts “everyone once, only once, and in the right place,” according to the U.S. Census Bureau. The U.S. Census Bureau stated that the results of the decennial census are “used to reapportion seats in the House of Representatives, to realign congressional districts and as a factor in the formulas that distribute hundreds of billions of dollars in federal funds each year.” On April 1, 2010, the U.S. resident population was at 308,745,530 - a 9.7 percent population increase since 2000. The 2010 census questionnaire was one of the shortest in history with only 10 questions: name, gender, age, race, ethnicity, relationship and ownership of your home. The 2010 census was also the

first to count same-sex marriages. The 2020 census “will require counting an increasingly diverse and growing population of around 330 million people in more than 140 million housing units,” according to the United States Census Bureau. As of July 1, 2018, Newton County had an estimated population of 109,541, which is up from the 99,958 that was counted in the 2010 census. According to census.gov, 49.5% of Newton County’s citizens are white, while 46.6% are black or African American. There are more than 7,000 veterans who call Newton County home and the median household income is estimated to be $52,784. Right around 13.5% of the county’s citizens are considered to be in poverty.

ceive their census letter invitation through the mail. Every household will have the option to respond to the questionnaire online, by mail or by phone. An invitation to participate in the 2020 census will arrive in the mail between March 12 and March 20. A reminder letter will follow between March 16 and March 24. If a resident has yet to participate in the census by March 24, another reminder postcard will arrive between March 26 and April 3. If the resident has yet to participate again, another reminder letter and paper questionnaire will arrive between April 8 and April 16. A resident will receive a final reminder postcard between April 20 and April 27 if he or she has yet to participant in the census. A follow-up in person will be conducted if the resident fails to participate after the final reminder. In 2010, 5% of kids under the age of five were not

counted - a total of about one million kids. It is important to make sure children are properly accounted for because funding for low-income household programs, such as food stamps, the National School Lunch Program and the Children’s Health Insurance Program, are based on the number of children counted in the census. To make sure all children are accounted for in the 2020 census, the U.S. Census Bureau says: If a child is split between two households, it is recommended that the kids to be counted where he or she sleeps most of the time. If the child spends equal time between households, count them where they stated on census day, April 1 Parents should include newborn babies on the census questionnaire, even if the newborn is still in the hospital For more information about the decennial census, visit http://census.gov.

The Arts Association

brings the world to Newton County by TORY BOUCHILLON

The Arts Association in Newton County has played a huge role in the development and success of Newton County for 30 years now. Its mission since 1989 has been “to encourage youth and adults in the community to participate in the arts both as audience and as artists and to present world-class artists to all the citizens of this area.” The Arts Association is a 501(c)3 organization. The initial mission was to bring the arts to Newton County by physically drawing artists and groups in to perform for the community. Since then, the Arts Association has continued bringing the arts to Newton County, but rather than bringing artists from the outside, it has started creating artists from within. Buncie Lanners, executive director of the Arts Association, explains everything the Arts Association has to offer. “We are trying to touch everything from birth to death – so to speak,” Lanners said with a laugh. “We have music and movement for little-bitty-tiny babies up to age 3, and then they can be in Princess Camps and Superhero Camps at dance. They can be in creative movement; they can start strings lessons at age 4. They can start Oxford Little Singers at kindergarten. Then 16 THE COVINGTON NEWS

they can progress through Oxford Singing Children and Oxford Youth Singers; they can be in Oxford Acting Company at eighth grade. They can be in Musical Theatre Camp at fourth grade – you see how we have all these entry points, and that’s through high school.” The aforementioned programs cover ages 3-18. If that wasn’t enough, the Arts Association also has a program called Theatre Covington in which anyone ages 16 and up can audition to participate in musicals. Additionally, Senior Series was recently started to allow members of their Young Artists’ Programs put on shows in assisted living homes. These aren’t the only ways the Arts Association impacts the community. Throughout the year, the Arts Association puts on free concerts on the square, and host acts like the Atlanta Symphony Orchestra and the Trey Clegg Singers for the community to experience. “We try to bring the world to Covington and the surrounding area,” Lanners said. “One of the things I love about the free concerts on the square—both the luncheon and the nighttime – is that it covers all ages, all races, all religions, all cultures. And one of the things that I feel so passionately about with the NEWCOMER’S GUIDE 2019-2020

arts is this ability to bring community together,” she said. “Rarely can any one thing bring everybody together like the arts can. So, it doesn’t matter what language you speak, it doesn’t matter the color of your skin, it doesn’t matter how educated you are. And that’s what I love about our groups.” The mission of the Arts Association has grown and expanded since it was founded. Members feel it very important to make the arts available to all in the community – not just those who can afford it. This is why, Lanners said, “We give $45,000 in scholarships a year to kids to be in our programs – we never turn away a kid.” Not only does the Arts Association provide access to the arts for a wide variety of Newton County’s citizens, but it is also in the business of community development. “We are reaching all kinds of people and bringing them together and celebrating who they are,” Lanners said, “We celebrate diversity. But at the same time we do that – community development – we do economic development.” Lanners has been chair of the Chamber of Commerce and started her career in the business. world. Because of this she said, “I understand that we have to have strong businesses for people to NEWCOMER’S GUIDE 2019-2020

work in and for nonprofits to exist, for community to exist …We provide services that corporations who are moving to Covington want—new people who are moving to Covington want.” When asked why someone should become involved with the Arts Association, Lanners points to her own life. “The arts changed my life,” she said. “By empowering me to know myself better and to express myself, to learn how to speak in public and be on stage. And that helps whether you’re an artist or businessperson. “But even more important than that, after 18 years of doing this work, seeing the way that we change lives makes me want to just get people involved. I think that’s what it’s all about. It’s about helping people to become who they were created to be. “Nothing feels better than for someone to feel fulfilled as well as being exposed to people of all kinds, people who speak different languages, people who look different than we look, we find commonality because we find the thing that we share, which is our humanity, here in the arts.” For more information about the Arts Association in Newton County, visit www.newtoncountyarts.org.

from the Superintendent Welcome to Newton County and the Newton County School System where our mission is to provide educational excellence for all students. The 2018-2019 school year was an exciting year and included many accomplishments - there are too many to list, so I have just highlighted a few of our accolades and recognition: the school system earned state recognition for its partnership with the Covington-Newton County Chamber of Commerce, more than 120 students were recognized for their academic and fine arts accomplishments, three students received top awards at the Georgia Regional Braille Challenge, and one student won the state’s Young Georgia Author’s competition. The Class of 2019 earned record-breaking scholarship awards, outperforming the Class of 2018 by more than $11 million dollars. Our students received approximately $50 million dollars in academic, athletic, and fine arts scholarships. I look forward to the accolades and recognition our students will receive during the 2019-2020 school year. It is my honor and privilege to serve as your school system’s superintendent; the 2019-2020 school year will be my seventh year as superintendent and my 20th year serving our Newton County students, staff, and families! I look forward to working together to achieve our vision of student success - all students will be well-rounded and prepared for the future. The Newton County School System staff believes it is our responsibility to provide students with a quality education in a safe, orderly environment that fosters innovation, creativity, and high expectations. It is our goal to ensure our students experience positive, engaging learning environments in NEWCOMER’S GUIDE 2019-2020

which they can excel. Our partnerships with parents and families serve as the foundation for our continued advancement. My request of our parents is to be supportive of our schools and make certain students read and attend school regularly. When children are not in school, they miss important information and are likely to fall behind. Often, it is believed that missing a day or two “doesn’t hurt,” but research indicates that over time, continuous absenteeism negatively impacts student learning. Unless your child is not feeling well, please ensure he/she gets to school. Over the last several years, we have experienced exceptional growth in student achievement. Our students continue to outpace the state with regard to graduation rates, and our graduating seniors have been awarded millions of dollars in athletic and academic scholarships. Our laser-like focus on teaching and learning prepares students to be college and career-ready, thereby opening a multitude of opportunities beyond high school. Our STEM (Science, Technology, Engineering, and Math) emphasis begins as early as kindergarten; we believe it is imperative that every student attending the Newton County School System experiences rigorous, relevant learning opportunities via the STEM problem-solving model. We anticipate expanding our STEM program to include the arts. STEAM programs round out students’ educational experiences by immersing them not only in traditional studies, but also high quality artistic programming. Finally, we are fortunate to be the home of the very first STEM certified College and Career Academy in Georgia. Reading is the single most

important indicator of success. In the Newton County School System, it is expected that all students read at or above grade level prior to moving to the next grade. In addition to their regular studies, the more children read, the more likely they are to experience success in school. If your child is entering school for the first time, reading with him/ her daily and discussing what you have read will prove beneficial. An international study conducted by the Organization for Economic Cooperation and Development confirms that children whose parents frequently read with them in their first years of school continue to reap the benefit long after the completion of elementary school. For all students, regular “outside-of-school” reading is critical to expanding vocabulary and building background knowledge. All students should read challenging books of interest to them for at least 20-30 minutes each and every day. The Newton County School System enjoys a tremendous level of community support. Our partnerships with businesses and community agencies demonstrate a commitment to continued economic development, future growth, and support for our students, teachers, leaders, and staff. I am happy to continue to work to enhance our strong relationships and invite others to get involved. Again, welcome to our community! Newton County offers Trash Collection Convenience Centers to its residents in the form of six centers. These centers, which are located throughout the county, accept household garbage, bulk waste and recyclables. Up to 10 bags of garbage and one level pickup truck full of bulk waste a week will be allowed. This year, one bulk-waste item, such as a mattress or sofa, can be brought to the centers once a month with no additional charge. Recycling is voluntary; however, the county urges its residents to recycle so that the community can reduce the amount of waste going into the landfill. Since 1990, Newton County has reduced landfill waste by 37.9 percent. Large volumes of waste will not be accepted at the centers. It is advised that large truck loads and multi-loads of bulk waste should be taken directly to the landfill where the fee is $39 per ton. When transporting bulks of waste, remember to “cover your loads for cleaner roads.” The fines for littering are up to $1,000. A vehicle hang tag is required for access to all six centers. Residents may purchase hang tags online at www. co.newton.ga.us or in person at New-

Purchases can be made Monday through Friday, 8 a.m. to noon, and 1 p.m. to 4:30 p.m. The hang tag fee is $155 and expires on June 30, 2020. For all hang tag residents, an application must be completed and proof of residency with a tax or utility bill, mortgage statement or lease agreement is required. Attendants at the convenience centers begin checking for these hang tags upon entrance to the centers. Hang tags are not valid for landfills. ABC’s of

Pilot Club

Pilot International was founded in 1921 in Macon with the intention to create positive change in the world. The name “Pilot” was decided upon in honor of riverboat pilots who showed leadership and guidance. Pilot International strives to promote awareness for brainsafe practices, injury prevention and mindful behavior. Pilot International has more than 8,000 members in nearly 400 local clubs - one of those clubs being in Covington. Pilot Club of Covington is proud of the 60 years of service within the community. The club is committed to doing more, caring more and being more. Pilots provide financial and hands-on support as an initiative for their ABCs: A is for Anchor Clubs (Youth Development and Leadership): In 1952, Pilot International began recruiting youth volunteers with the formation of high school Anchor Clubs. As of 2019, there are over 8000 Anchors worldwide with more youth volunteers being added monthly. B is for Brain Safety and Fitness: Pilot International began devoting work in the area of brain-related services. Their focus narrowed to brain safety and fitness in 2013. Pilot International supports several traumatic brain injury (TBI) camps. The organization participates in BrainMinders, a brain-safety educational program for elementary-aged kids, and are proud partners of Safe Kids Worldwide, a non-profit organization working to prevent childhood injury through research. C is for Caring for Families in Times of Need: Pilot International established the second week of November as International Care and Kindness Week in 2013. Local Pilot clubs offer support for local families in need. The Pilot Club of Covington hosts many programs through their ABCs: Livingston Elementary School (A, B, C): Located on Highway 81 North, through Porterdale, Livingston School partnered with the Pilot Club of Covington. The Pilot Club helps with the open house in late July, fall festival in October and spring festival in April. The festivals are fundraisers for the school’s parent-teacher association (PTA). In May, students, both male and female, with the most improved reading scores are awarded with a new bike and helmet by the Pilots during the Awards Presenationation held at the school. Falconwood Stables (B): In June, Falconwood Stables offers a week of therapy camp for children with special and social behavioral issues. Pilot Club of Covington presents Falconwood Stables with a $250 check to help with the camp’s expenses. Senior High Rise Dinner (B): Pilot Club of Covington provides homemade sandwiches and salads to residents of High Rise, located across from First Presbyterian Church, every third Thursday of the

month. Bingo at PruittHealth Nursing Home (B): Pilot Club of Covington hosts bingo every fourth Saturday of each month, excluding December, at the nursing home, located at 4148 Carroll St. SW. Nursing home residents play to win, and the club goes through $30 worth of quarters each month for bingo. Project Lifesaver (C): Project Lifesaver is organized by the Newton County Sheriff ’s Office. The mission of the project is to provide a timely response to save lives and reduce potential injury for adults and children who are at risk of wandering due to a cognitive condition. To save lives and reduce potential injury, individuals are given a GPS device that alerts the sheriff ’s department of their location. Pilot Club of Covington provides funds to help pay the project’s monthly fee. Project Renewal (C): In Nov. 13, 1995, Project Renewal, a domestic violence intervention program, opened its doors as the first tri-county shelter for victims of domestic violence. The project helps residents in Rockdale, Newton and Walton County. Pilot Club of Covington provides money and needed items to the shelter. Newton County Arts Association (A,B): Pilot Club of Covington provides monetary donations to the Newton County Arts Association, an association that encourages youth and adults to participate in the arts. Food Pantry (C): Pilot Club of Covington donates food items as well as monetary donations to help residents in need. Located on Turner Lake Road, the Food Pantry is open Wednesday and Friday from 9 a.m. to 12 p.m. Georgia Artists with Disabilities (B): In 1985, the Pilot Clubs of Metropolitan Atlanta founded Georgia Artists with Disabilities (GAWD). GAWD allows disabled artists, throughout Georgia, to display and sell their original art as well as compete for awards. Disabled artists also have the opportunity to have their art displayed in a statewide exhibit. Pilot Club of Covington provides monetary donations to GAWD, and their members attend the awards luncheon in September. Mother’s Day Flowers (B): Throughout the year, Pilot Club of Covington collects money, fees for late arrivals and fees for not wearing a name tag. The money collected funds the club’s Mother’s Day Flowers project. The club buys red carnations, places them in a hundred vases and distributed them to residents of Riverside Health Care, located at 5100 West St. NW., on the Friday before Mother’s Day. Chimney Park (A,B,C): Pilot Club of Covington volunteers at Twilight in the Park in December and Fairy Festival in April, both held at Chimney Park. The club also provides monetary donations to the fundraisers. 4-H (A): Pilot Club of Covington provides monetary donations to 4-H. Sacred Journey Hospice (C): Pilot Club of Covington provides monetary donations to help the local hospice. Sacred Journey Hospice, located at 138 Peach Drive, McDonough, serves the Newton area. Action Ministries (C): Action Ministries, a nonprofit, provides a network of community partners and volunteers to help Georgians out of poverty. Pilot Club of Covington provides monetary donations to Action Ministries and volunteers at locations during the summer.

As of June 20, 2019, Pilot Club of Covington has 20 active members serving the community. Membership to become a Pilot is open all year to men and women interested in improving the lives of the less fortunate. Meetings are held on the first Thursday of each month at 7 p.m. inside the Fellowship Hall of First Presbyterian Church, located at 1169 Clark St. SW. New club officials were sworn in on June 20, 2019: President: Cynthia Spearman President Elect: Terry Ziemer Treasurer: Cathy Allen Secretary: Theresa Shields Directors: Terri Fullerton, Stephanie Scarborough and Jane Woodward Ann Brooks has been a member of the Pilot Club of Covington for 60 years, making her the longest active member. She also gets attached to the work she does in the community. “[They] have smiles on their faces when you leave,” Brooks said in regards to volunteering at the nursing home. She said it was “just a thing,” and she loves it. Stephanie Scarborough, former president, handed her gavel to Cynthia Spearman, current president, during the June 20 meeting. Scarborough was the 2018-2019 club president, and during her time as president, she felt her biggest accomplishment was “keeping as many members as [they] do have.” They have lost members due to health issues. During her presidency, Spearman hopes that club “can continue to work together as a cohesive group.” She mentioned many clubs, that she has visited, do not work well together; however, the Pilot Club of Covington “works well together.” Spearman added that the Pilot Club of Covington was a supportive group, stating that they supported her during the time when she lost her father. “We support each other through thick or thin,” Spearman said. Both Spearman and Scarborough said “friendship” was what the club meant to them.
