When one compares themselves to others, it is natural to focus on what one does not have as opposed to what one already possesses. The City of Minden is fortunate to have so many comparative advantages relative to other communities. Location The City of Minden is 31 minutes east of Shreveport and 40 miles west of Ruston. Minden is right in the middle of an eastward moving growth pattern along the I-20 Corridor fueled by several economic facilitators such as the Barksdale Airforce Base, CSRA Integrated Technology Center and the National Integrated Cyber Education Research Center (NICERC), just to name a few. It will not be long before these and other economic facilitators bleed into Minden, adding jobs and broadening the city’s tax base.

Nearmap Aerial Imagery Improves Stormwater Billing and Increases Revenue for Carmel, Indiana

Nearmap’s frequently updated imagery helped city’s Engineering Department better calculate stormwater billing, increasing revenue by about $60,000.

SOUTH JORDAN, Utah — Nearmap, a location content provider, has partnered with the fast-growing city of Carmel, Indiana, helping it improve its stormwater billing process, resulting in the collection of about $60,000 in unclaimed revenue. Carmel turned to Nearmap to provide high-quality aerial images that are frequently updated to integrate with its existing applications, including ArcMap and ArcGIS. The city’s Engineering Department uses the high-resolution imagery to aid in data accuracy, verify customer claims, educate developers, enforce compliance

and prepare presentations for internal government meetings. Nearmap has also proven invaluable with constituent problem solving. Through impervious surface digitization and internal audits, the Carmel Engineering Department has collected $60,000 in revenue from 2015 through 2017. “When searching for a GIS solution, we wanted a service that paid for itself,” said Shane Burnham, GIS technician for Carmel. “We have found that in Nearmap. our fast-growing area, and we see progress in real-time at a 3-inch resolution. We measure and bill with confidence knowing that we have accurate and clear infrastructure information. We are no longer referencing imagery that is 2 years old,” said John Thomas, the Stormwater Administrator for Carmel. Before Nearmap, the department lacked an up-to-date, high-resolution base map for its data platforms. They used low-quality aerials taken once annually at a 6-inch resolution provided by the county. By the time the imagery was processed and delivered 6 to 8 months after capture, it was a year and a half out of date and didn’t represent new developments in the city. Because of this lag in the process, it was impossible to calculate stormwater billing fees for new developments, which meant a loss in revenue. Because of the success of Nearmap in the Engineering Department, other departments are taking notice and are finding ways to use Nearmap. The team sees potential uses in planning, zoning, code enforcement and maintenance, among

other possibilities. “We keep finding new ways to use Nearmap imagery,” said Thomas. “When we show people what we’re doing with Nearmap, they immediately ask, ‘Why don’t we have this?’”

Students admitted to the combined program get a head start on graduate school by taking up to nine hours of coursework that will double count for graduate and undergraduate degree requirements. At the same time, Master of Science in Finance (MSF) students will now be able to specialize in real estate by choosing courses focused on real estate finance instead of further coursework in risk management and investment or international banking.

Over the next decade, the U.S. Labor Department predicts that employment in the business and financial operations sector is expected to grow 10 percent — faster than the average of other occupations. Demand is expected to be even higher for specific careers involving real estate and finance: financial analysts (11 percent); loan officers and underwriters (11 percent); real estate appraisers (14 percent); property and asset managers (10 percent); and market analysts (23 percent). All of these dynamics were at work in the financing of the above-mentioned regional outpatient facility for the Chil-

dren’s Hospital, where the lease guarantor carried investment-grade ratings from both Moodys and Fitch. As Calkain Companies president and CEO Jonathan Hipp, the company was able to put together a structure whereby the developer, with lease in hand, “Could gain access to a special kind of financing where he could get not only all the capital to finance construction, but also receive substantial cash out upon completion of the building, all with a long-term, fixed-interest rate that was permanently set upon the one time closing of the construction/permanent credit tenant loan.”

The non-recourse, fixed-rate, highleverage loan represented for the developer a “greater-than-100-percent-cost loan,” says Hipp, which means there was capital available for future projects. “Even on the back end there’s a sliver of equity for which there is a secondary market.” The icing on the cake is after completion of the construction, you have the ability to cash out more money by selling your highleverage loan to a zero-cash flow buyer. The Children’s Hospital, the property discussed above, used a CTL financing strategy that should be considered in an environment with rising interest rates, like we are in today and into the future.
