THE PROGRAMME’S TOTAL FUNDING FRAME is 72.3 million euros, of which the EU co-financing is 50 %. The other half is equally covered by state co-financing from Finland and Russia (50 % + 50 %). The additional allocation, subject to the availability of financing and the programme’s mid-term review in 2018 would be a maximum of 37.4 million euros.
PROGRAMME FUNDING MAY BE APPLIED FOR via the electronic system according to the dates of the calls endorsed by the Joint Monitoring Committee. Announcements of the calls will be published on the programme’s website and via other communication channels available in the programme area. Annual events to disseminate information on the funding opportunities and the project management will be organised in Finland and Russia.
The Programme is funded by the European Union, the Russian Federation and the Republic of Finland.

is one of the three cross-border cooperation programmes implemented between Finland and Russia. Programme funding is available for projects supporting innovations, education, research, technological development, SME and business development, environmental protection, climate change adaptation and disaster prevention and management. In addition, the programme will support the promotion of border management, border security and better connections across the border.
THE PROGRAMME’S CORE REGION, including South Karelia, South-Savo, Kymenlaakso, Saint Petersburg and Leningrad region, is the key focus, and all funded actions should primarily benefit this area. Actors from the adjoining regions, including North Karelia, North-Savo, Uusimaa, Päijät-Häme and the Republic of Karelia, may participate in projects when they have at least one partner from the core region of both countries. Turku and Moscow are included in the programme area as major economic and cultural centres.
