Welcome to My South Bank – a new magazine for everyone who lives, works and studies in London’s most distinctive neighbourhood. With its buzzing dining options, cultural venues and community spirit, the area is unrecognisable from what it was 25 years ago. Local businesses set up South Bank BID to support initiatives that manage the area’s transformation and ensure its ongoing success – and My South Bank is one such initiative. My South Bank isn’t a corporate brochure or lifestyle publication. Rather, it is a community magazine that celebrates the qualities that make South Bank the capital’s cultural heart, a central London neighbourhood with a diverse residential community, and an internationally famous place with a fascinating history. The magazine also highlights the services that South Bank BID funds, such as the Patrol Service, and explains how they work with other initiatives to address the needs of South Bank as it develops. Westminster Bridge was financed by a lottery, but as lotteries were often subject to fraud, it earned the nickname the Bridge of Fools.

Ever noticed the 13-ton stone lion (below) on Westminster Bridge? It was made in a factory in South Bank that was run by a mother and daughter – both called Eleanor Coade. Designed by W F Woodington, the lion was commissioned by the Red Lion Brewery, painted red and fixed to its roof for more than a century. When the brewery was demolished in 1948 to make way for the Royal Festival Hall, the lion was spared at the request of King George VI and moved to its current location in 1966.

Ever wondered what the boat-like structure perched on the roof of Queen Elizabeth Hall is? Dubbed A Room for

London, the installation was created in 2012 as an artist studio and used as a one-bedroom hotel for members of the public between 2013 and 2015, when it could be booked for a night.

For its 125th year anniversary in 2014, Morley College revived its ‘penny lectures’ – lectures that cost 1p – which the social reformer Emma Cons introduced to The Old Vic in the 1880s to improve the area.

The Mad Hatter Hotel and Hatfields derive their name from a Victorian hat factory that stood on the corner of Stamford Street. Prior to the factory, beaver skins were prepared for milliners in the fields on this site.

Ernie’s Beach by Gabriel’s Wharf is named after John Hearn, a resident who fought for affordable housing and against developers reclaiming South Bank.

The building at 121 Westminster Bridge Road was once the London Necropolis Station. Between 1854 and 1941 it transported hearses to Brookwood Cemetery in Surrey. The station had its own licensed bar – complete with a sign saying ‘spirits served here’.

When Shell Centre opened its 27 storeys in 1962, it was the UK’s tallest building, at 107m.

W

ith between seven and eight million visitors a year, Jubilee Gardens is one of London’s most intensively used public green spaces. But it wasn’t always so green. In 1951 the site became part of the Festival of Britain, a nationwide celebration to boost post-war morale. During the Festival, this area was home to the Dome of Discovery and the 91m-tall Skylon – a portmanteau of sky and pylon. Once the Dome and Skylon were dismantled, the site was a car park until 1977, when the Queen opened Jubilee Gardens to mark her Silver Jubilee. They were a popular site for events in the 1980s but later suffered much damage when the Jubilee Line extension was built, and the space fell into disrepair. In 2012, the Gardens were given a complete makeover, a transformation overseen by a partnership of Lambeth Council, Southbank Centre, the Jubilee Gardens Trust and Transport for London. Funding for the makeover came from the Mayor, via planning agreements between Lambeth Council, Shell and Coca-Cola London Eye, and from private contributions. Today’s Jubilee Gardens feature elegant granite edges, providing extensive seating alongside generous new granite paths, sweeping lawns and a popular playground featuring a jungle arena, spider web and a flock of wooden sheep. The International Brigades Memorial was also restored and re-located in a more accessible position. The re-landscaped Gardens feature 97 new trees, including English Oaks, Limes, Bald Cypresses, Taxodiums and Sweetgums. HM The Queen inaugurated the new Jubilee Gardens in October 2012, as part of her Diamond Jubilee celebrations,

with a ceremony to unveil a new plaque, which now sits next to the 1977 original. This spectacular transformation was project-managed by Alex Valenzuela, Director of Public Realm at South Bank Employers’ Group. After construction was completed, Alex took on the role as the Gardens’ General Manager, on behalf of Jubilee Gardens Trust – a registered charity made up of neighbouring landowners, local businesses and residents’ organisations. The small, yet committed Trust has been responsible for managing the Gardens since their re-opening in 2012. Alex says: ‘These Gardens are loved by local residents, employees and visitors from all over the world. Keeping them in good condition for the millions who visit each year is a reward, but also a challenge. Our grounds maintenance crews start work at 6am every day of the week to ensure the Gardens are safe and clean. They work until 7pm in winter and 11pm in summer. Daily inspections are carried out on the playground, bollards, lighting columns, irrigation and all infrastructure every morning, then comes the task of continuous cleaning through the

day – 70,000kg of waste per year – and tending to the planting beds and lawns. In summer, the lawns are mowed daily.’ The Trust’s efforts are paying off. ‘Results of recent research we commissioned among users were extremely positive,’ Alex adds. ‘Over 97% agreed or strongly agreed that the landscaping was well maintained, 91% saw them as free of litter, and 94% perceived them as safe. We are delighted to see that the objectives of the Trust are being achieved.’ However, concerns for the Gardens’ future remain high. Income does not cover expenditure and the Trust is facing a long-term deficit. ‘It is an unusual situation that such a prime London open space is in the care of a small local charity with limited resources,’ says Alex. ‘So the focus now is to secure the long-term funding we need to manage the Gardens, especially in the face of increasing footfall. LIGHT Around 50 UK and international artists will participate, while volunteers and schools from across the capital will showcase works made from reflective materials, neon lights and projections. Lumiere is programmed and produced by British live events charity, Artichoke. The festival premiered in Durham in 2009, and when it launched in London in January 2016, 1.3 million people braved the chill to see 30 installations. In 2018, there will be 50 of them. Artichoke’s CEO and artistic director, Helen Marriage, says: ‘Once illuminated, buildings you think you know change their shape and appearance; public spaces become places where strange and delightful things happen. It makes everyone think differently about the city, and brings great art on to the streets. The festival will transform the city into a giant art exhibition without walls and everyone is invited.’ Lumiere London is set to rival Berlin’s Festival of Lights, Lyon’s Fête de Lumières and Vivid Sydney – but to find out if that’s the case, you’ll have to come to South Bank and see the lights yourself.

Meanwhile, the Hayward Gallery, Purcell Room and Queen Elizabeth Hall (southbankcentre.co.uk) will brighten up South Bank once they reopen following a two-year restoration project. Southbank Centre’s artistic director, Jude Kelly, says: ‘The changes to the Hayward Gallery will make it ethereal and airy, like you’re walking in the air. It’ll be a marvellous feeling. The Queen Elizabeth Hall will have better riverside views and be a beautiful place in which to sit. There’ll be more digital technology, improved access and performers will have a better experience.’ Closed to the public since September 2015, the venues will reopen following a total overhaul – and from the sound of things, only the bricks and mortar will remain the same. F

airy lights, a world-renowned lights festival and a new glass roof are set to bring rays of light to South Bank this winter. Strings of lights twinkling in the trees lining Riverside Walkway along the River Thames can only mean one thing – Wintertime 2017, Southbank Centre’s annual winter market (1 Dec-2 Jan. southbankcentre.co.uk), is back. Warm up over mulled cocktails and craft ales from the bar before you browse street food stalls serving everything from bratwurst to raclette. As part of the Southbank Centre’s year-long celebration of Nordic culture, the market will be decorated with Nordic installations, while the Centre boasts a rooftop sauna. Meanwhile, the capital’s largest night festival, Lumiere London, is back (18-21 Jan. visitlondon. com/lumiere). As well as returning to King’s Cross and the West End, the light festival will come to Covent Garden, Victoria, Waterloo and South Bank – look out for stunning artwork by the National Theatre and other key locations in the area.

Let there be light! Banish the winter blues with an illuminations festival, South Bank’s winter market and the Hayward Gallery’s new glass roof, says Sarah Riches

But with a £25 million donation – largely funded by Arts Council England and Heritage Lottery Fund – architects FCBStudios have brought the venue up to 21st-century standards. The Southbank Centre is also raising £3.9 million from individual donations, after it asked the public to pay to name a seat with a plaque, sponsor roof lights or buy Art Deco-style jewellery from the Festival Terrace Shop. Dubbed Let the Light In, the fundraising campaign was named after the Hayward Gallery’s roof design, which was inspired by the sculptor Henry Moore. The gallery’s 66 glass pyramid rooflights leaked, which meant a false ceiling was installed when it opened in 1968 – reducing sunlight and gallery space by 1.5m – so a major part

of the refurbishment has added new roof lights, flooding the upper galleries with controlled natural light for the first time. The funds will also go towards restoring the gallery’s stone floors, repaving the sculpture terraces and sprucing up the concrete in time for its first exhibition, a retrospective of German photographer Andreas Gursky (25 Jan-22 Apr). Purcell Room, meanwhile, will have new light and sound equipment, better cooling and heating systems and a slicker interior – including reupholstering its 367 1960s black leather seats. Catch four world premieres of new work by the Arditti String Quartet in May 2018. The renovation will also bring a bigger café and bar, while a refurbished cloakroom is among the other improvements to the 916-seat Queen Elizabeth Hall. Glazing installed in the

foyer will fill it with natural light and enhance riverside views. It might be dark outside, but South Bank is dazzling.

For the team at Waterloo Job Shop, training locals and helping people in the surrounding community find a job is all in a day’s work

A

re you a local resident looking to work in South Bank, or a local employer hoping to recruit local people? South Bank’s economy is growing, and current projections are that there will be approximately 20,000 extra jobs over the coming years. South Bank Employers’ Group (SBEG) set up Waterloo Job Shop in 2002 to help residents of Lambeth and Southwark

find work, and support employers to recruit local people. For the past six years, the Waterloo Job Shop has delivered the Government’s Work Programme, which in 2016-17 helped 93 local residents find a job, often locally. Local businesses and employers are keen to attract residents, as evidence suggests that local people stay in jobs longer, and value the benefits of working locally.

A team of trained advisers can help you search for jobs in South Bank, and in other parts of London. The team can also help you to improve your CV, prepare job applications and covering letters, practice your interview techniques, and help you retrain or start a new business. Employment skills adviser Jason Martin has worked at Waterloo Job Shop for four years. He says: ‘We’ve placed

hundreds of people into some great jobs – teaching assistants in local schools, hospitality roles with many of South Bank’s hotels, and lots of opportunities within small business. I am particularly pleased to have helped a long-term unemployed client find a job at a restaurant in Lower Marsh, especially as, within two months of starting, she had been promoted.’ Judith Bryan lives near Gabriel’s Wharf. After being unemployed for four years, Coin Street Neighbourhood Centre referred her to the Waterloo Job Shop. She says: ‘Having been out of work for some time, I didn’t know how the job market worked. The Job Shop’s confidence-building workshops taught me to recognise that each step I took helped me towards my end goal of finding a job. I used to freeze in interviews, but my job coach helped me relax. Eight months after I arrived, I became the Job Shop’s first volunteer, then a customer service assistant. Eight years later, I’m still here! I empathise with our customers, because I know what they’re going through.’ Jason and Judith help people like Paula*, who has lived near Waterloo Station for the past seven years. Paula was unemployed for two decades before the Job Shop helped her. ‘I was living in hostels or on benefits until I was 36,’ she explains. ‘I didn’t have a sense of purpose until the JobCentre referred me to the Job Shop. The Job Shop advisers have listened, supported and directed me. You get a warm welcome on arrival, and they use your name, not your National Insurance number. ‘On my first day, I had an induction and a one-to-one meeting with an adviser. If I didn’t understand something, they

explained it. I started going regularly – no appointment required – and it soon became my second home. The advisers helped me set up an email address, write a CV, showed me how to greet an employer and printed out interview questions. Seven months later, I got a job in Co-op Food on Westminster Bridge Road, and I’ve been there since’. In June 2017, the Job Shop launched Journey2Work – a new project that helps residents of Lewisham, Lambeth and Southwark aged 50 and above and out-of-work for six months – to help them overcome barriers to taking up jobs. It will also help older workers to create professional CVs and to improve their interview techniques. Darryl Monfries, employment and skills manager at the Waterloo Job Shop, says: ‘We are pleased to be building on our 15 years’ experience delivering back-to-work programmes with

CHARITY BEGINS AT HOME OXO Tower Restaurant, Bar and Brasserie (harveynichols.com/ restaurant/the-oxo-tower) works closely with the Sustainable Restaurant Association to introduce eco-friendly initiatives. As a result, in 2014 the association awarded Oxo Three Star Sustainability Champion status – its highest accolade. The audit assesses 14 key areas. As well as training staff to save water and reducing waste where possible by providing takeaway boxes for customers, Oxo uses recycled materials and Forest Stewardship Council certified paper and sources

seasonal, ethical produce from local producers such as Neal’s Yard Dairy, Bread Factory and Black Hand Food in Hackney. The venue participates in initiatives such as Earth Hour to save electricity, and StreetSmart, which donates £1 from a customer’s bill to homeless people. The venue also supports the local community, says Oxo’s general manager Nick Jarman. ‘In May 2017, we hosted children from Richard Atkins Primary School in Lambeth so they could experience working life and learn about different hospitality roles,’ he says. ‘We taught them to make scones,

so they learnt to measure ingredients. Cooking with children is a great way to teach them how to prepare meals, know what food is in season and the importance of a healthy, balanced diet.’ St Thomas’ Hospital (guysand stthomas.nhs.uk) also promotes a healthy lifestyle by encouraging staff, visitors and patients to walk, cycle or take public transport to reduce air and noise pollution. Staff can access St Thomas’ Dunhill fitness centre and squash courts, buy tax-free bicycles through the trust’s cycle to work scheme and use free showers, while anyone who lives, works or studies in Lambeth can take advantage of the hospital’s free or subsidised cycle training and maintenance workshops with Cycle Confident.

PLACES WATERLOO ROUNDABOUT TfL wants to transform Waterloo roundabout and Waterloo Road. Its

proposals include: closing the roundabout’s south-west arm and creating a new public square next to the railway arches; improving the bus station; relocating the bus stops on Waterloo Road; introducing segregated cycle lanes; creating new pedestrian routes and closing some of the subways under the roundabout. TfL ran a consultation process over the summer, including presentations to South Bank Forum. The outcomes from the consultation are expected to be announced in December 2017. WATERLOO STATION In August 2017, Network Rail and its partners completed one of the largest and most complex upgrades in the station’s history. The work was an essential part of the £800m Waterloo and South West Upgrade which will boost capacity at the station by 30% by December 2018, providing space for another 45,000 passengers at morning and evening peaks. Since September 2017, Network Rail has been carrying out the final stages of redevelopment at the former Waterloo International Terminal to bring back five platforms into permanent use by December 2018.

A further river-facing residential block is planned for release in the future. One and Two Southbank Place, both offices, will face York Road. The development will include new restaurants and shops and pedestrian routes that connect to Waterloo Station and South Bank. Alongside 74,322sqm of offices (including the Shell Tower), there will be 790 homes, including affordable housing on a separate site on Lollard Street. The development is well underway, and is scheduled to be completed by 2020. ITV We’ll be temporarily saying goodbye to ITV in 2018 when the company moves to interim offices in Holborn, Camden and W12 pending the redevelopment of its site in South Bank. The Company has submitted a planning application for a new HQ incorporating three live studios and enough space to accommodate its 3,000 London workforce in one place for the first time. The inclusion of studio facilities for the continued production

of daytime TV programmes, often with live audiences, will add to the diversity of South Bank’s cultural and creative offerings and identity. ITV hopes to return in 2022-23 and attract more creative media companies to the area. The application also includes a new publicly accessible square, a 31-storey residential building and a café. LAMBETH BRIDGE If given the green light by Transport for London, the proposed changes to Lambeth Bridge would remove the northern and southern roundabouts and introduce crossroads, wider pavements and segregated cycle lanes across the bridge. The bridge would be connected to Cycle Superhighway 8. LEAKE STREET ARCHES The railway arches beneath Waterloo Station have been redeveloped, and new tenants will be moving in throughout 2017/2018 winter. With restaurants, cafés and other businesses, Leake Street

is set to become one of South Bank’s must-see destinations, building on its reputation for graffiti and street art, and shows at The Vaults and House of Vans. ONE BLACKFRIARS Building work on One Blackfriars is set to be completed in November 2017. Once the development is fully open, its three buildings – a 170m tower, plus two other buildings – will have up to 274 flats, shops and a new hotel. ELIZABETH HOUSE The 60s block by Waterloo Station’s main entrance was acquired by international real estate developer HB Reavis in May 2017, so watch this space for further plans for the redevelopment of this building. Meet the locals who work behind the scenes to keep South Bank creative, fun, safe and clean

The Vaults A taxidermy puppet musical and zombie disco are as far from Excel spreadsheets as you can get, but for Kieron Vanstone, The Vaults’ director, it’s all in a day’s work. The Lower Marsh Street resident founded the performance space by Waterloo in 2013. Like many of us, Kieron checks his emails at 9am, but that’s where his typical day ends. ‘Some days I have six meetings,’ he says. ‘On others, I fix locks and leaks or meet brands wanting to pay us £100,000 to host an event. I redesign the space and plan ahead – in 2018 we’ll host a five-month orchestral show, a production with virtual-reality goggles, a 1950s rock musical and Trainspotting.’ Coming up, The Vaults will host Halloween Raveyard, Day of the Dead, The Dance before Christmas, The Party at the End of the Universe, Beauty and the Feast and Hair the Musical – which will have a night where ‘clothing is optional’. The Vaults Festival, meanwhile, gives emerging artists a platform. ‘We’ll host two or three shows in eight spaces, so you can see a few shows in one night,’ says Kieron. ‘We choose them after seeing them in Edinburgh, or depending on their themes. In 2016, a few were about space. They inspired our upcoming

festive shows, which will feature aliens and spaceships like the 50s Jetsons TV show. There will be rooms like a canyon on Mars and a planet at the end of the universe.’ When you’ve reached the end of the universe, where do you go from there? ‘I have a list the length of my arm of people I’d like to work with, like the comedian Julian Barratt from The Mighty Boosh,’ says Kieron. ‘I’d also like to do a show inspired by a Salvador Dalí painting, play with time like in Memento and create an upside-down world based on the science-fiction series Stranger Things.

South Bank Patrol After 30 years as a police sergeant, Tony Castles feels at home working for South Bank Patrol, an initiative set up in 2008 by South Bank Employers’ Group. The venture is funded by members’ contributions, South Bank BID and London Eye. As part of London Eye’s commitment to the local area, 1% of revenue is donated back into the community – part of the London Eye’s original planning permission, known as ‘Section 106.’ The South Bank Patrol reduces and eliminates unlicensed street trading, the threat of terrorism, petty crime and anti-social behaviour. It also provides an ambassadorial presence for those who live, work and visit South Bank. Tony and his colleagues work with South Bank private security teams, the Met Police and other local statutory agencies. He says, ‘I deal with everything from assisting the homeless and offering referral to services, to catching rickshaw drivers charging tourists £150 for a short journey. I hope our visible presence deters anyone intending to exploit our visitors, residents and workers. We are committed to ensuring anyone in or coming to South Bank has a pleasant experience.’

TEA WITH KATE Vauxhall’s Labour MP Kate Hoey talks to Chris Johnson about rising rents, loos and bringing back river taxis Since you’ve been an MP, how has South Bank changed? When I was elected in 1989, South Bank had what is today known as Southbank Centre but it wasn’t an area people visited as there wasn’t much to do. They’d come halfway over Westminster Bridge, take pictures of Parliament, then walk back. The real change came with the London Eye and the development of County Hall. When I was first elected, Oxo Tower was empty, and people had just moved in to Coin Street’s social housing. Coin Street brought genuinely affordable housing, and its cooperative housing has been hugely stabilising for the community. In 1997, the Spine Route opened behind the National Theatre, giving a wonderful unity to the South Bank. It was beautifully done, with white banners and spacious pavements. It transformed a boring street into something different.

We can make South Bank a better area for everyone – there needn’t be conflict. One example was locals, the South Bank Employers’ Group and Southbank Centre introducing the area’s first public toilets to enhance the visitor experience. Are people moving away as rents rise? Most of the developments in the area are now private, and expensive. It means

What’s your biggest achievement? I wouldn’t claim anything as a personal achievement because we work together. I help by prodding and pushing and ensuring money goes to the right people, and if I don’t like something, I make a fuss. Jubilee Gardens is a great improvement. It existed when I got elected but it had become tired. South Bank Employers’ Group, South Bank Partnership, Friends of Jubilee Gardens and Jubilee Gardens Trust improved it, and now it’s popular with locals. People love that you can walk all the way down the river, too. Gabriel’s Wharf and OXO Tower Wharf are doing really well and are nice for independent designers. They add to the feeling that this is a cultural quarter without being prissy. Southbank Centre and the National Theatre have opened up to local people and school children. What are your hopes for the future? We hope Coin Street will develop the Doon Street site into a swimming pool, and the new ITV building is going to be a major new feature for the area. River transport could be the future. Thames Clippers improved things but its boats are big; I’d like to see people hiring little river taxis. We’re working towards getting more piers built. The role of myself, local councillors, South Bank Partnership and South Bank Forum is to ensure that developers realise they’ll be happier if they work with locals and recognise there’s a long-standing community here. Locals need to feel involved, but realise they won’t always get what they want. What’s the essence of South Bank? It’s great because it’s so innovative. The Coin Street Community Builders’ saying, ‘There is always another way,’ sums things up. We can do things in a way that will make South Bank an even better place in which to live, work and visit.

we’re losing what was built for people that were working in central London, so there’s been a huge displacement. But many locals take an interest in the area; they get involved. People always oppose new developments – it’s about finding the balance. We want affordable housing and that’s difficult as there isn’t much.

A KNIGHT’S TALE It’s not every day you get to meet a knight, but Sarah Riches meets a real one in the form of Jude Kelly CBE, the artistic director of the Southbank Centre

What inspires you? The South Bank and its heritage inspire me. I feel privileged to work here. The Festival of Britain in 1951 captured the optimism of the country and reflected its multiculturalism – 50 per cent of those who worked on the site were refugees. Is there a campaign or festival you’ve come across that you’d like to recreate? I did a festival on death a few years ago. It sounds morbid, but it’s vital because people don’t confront it. I was inspired by Mexico’s Day of the Dead celebrations. Is there a venue, show or collaboration you’d like to oversee? I’m in love with the Southbank Centre, and when you’re in love you tend not to think about alternatives! But there’s so much energy in Brazil – they have wonderful museums and I like their ambition. I support imagination and curiosity. What do you want to promote next? There’s a theme to my work. I believe a more equal world would be

better for everyone, so I think of ways to make that happen, for example through the Women of the World festival which I founded in 2010. We need to celebrate what humans do – it’s a starting point to asking: ‘What more can we do?’ In my work with the Olympics [Jude helped develop the cultural strategy for the 2012 London Olympic and Paralympic Games], I wanted the country to feel part of the celebrations. What are your future goals for the Southbank Centre? In 2018, I’ll be overseeing the reopening of the Hayward Gallery, Purcell Room and Queen Elizabeth Hall. Our next big step will be to create an on-site headquarters for Festival Arts School, which will soft launch in April 2018. It will host creative projects for young people.

Long term, I’d like to develop the public spaces around the Southbank Centre more. I’d also like to tour more music projects across the country – I want someone from Bolton, for example, to feel part of the Southbank Centre. With the Royal Albert Hall expanding, do you feel pressure to compete? At the Southbank Centre, we’re pioneers in making culture accessible to all. If others in the art world can do that too, then I’m thrilled. If the arts thrive, we all win. You’ve directed Sir Ian McKellen, Patrick Stewart and Dawn French. Do you ever get starstruck? Perhaps by people from other industries. I loved Mo Farah during the Olympics; I was struck by all the athletes’ determination. I also respect courageous thinkers. The late John Berger, who wrote the TV series Ways of Seeing , was a great thinker. You have an OBE, CBE and honorary university degrees for your contribution to the arts. Which are you most proud of, and where do you keep them? I have two Olivier Awards for my directing work on a windowsill at home, stuffed behind lampshades. Doctorates from universities are always wonderful, and when you have a CBE it opens doors and increases your ability to help others. In 2017 I won the first Veuve Clicquot award for Social Purpose, which honours female leaders whose organisations champion social purpose. My most unusual award was being made a knight in Denmark! That was for my services to the country through the Southbank Centre’s 2017 Nordic Matters festival.
