ince she was first elected to the Unified Government of Wyandotte County/Kansas City, Kansas, Board of Commissioners, in 2007, Ann Murguia has been dogged by the perception that she influences that government’s decisions in favor of the nonprofit she runs.

For a time, the Argentine Neighborhood Development Association — a nonprofit development entity representing the south Wyandotte County neighborhood — cashed checks written to it by the Unified Government.

Murguia is ANDA’s executive director.

With just these transactions in mind, a majority of commissioners in 2009 voted to change the ethics code, a move that curtailed ANDA’s UG cash flow. But Murguia’s dual roles as UG commissioner and ANDA director, and the way those two roles intersect, remain problematic.

The latest example is the UG’s plan to spend its allocation of Community Development Block Grants. The federal grants, from the U.S. Department of Housing and Urban Development, are distributed to local governments, to be spent under the broad mandate of community development in low- to moderateincome areas.

With more than $2 million in CDBG funding to dole out this year, UG Mayor Mark Holland formed a subcommittee of UG commissioners to vet and make recommendations from community organizations applying for the federal dollars. Holland put Murguia and three other commissioners on that subcommittee, which took applications in February and spent the following months evaluating the grant requests.

When the CDBG subcommittee made its final recommendations from 12 applications seeking a combined total of $1 million, it suggested sending $500,000 to a nonprofit called the Argentine Betterment Corp.

ABC formed shortly after the 2009 changes to the ethics code that forbade ANDA from receiving direct benefits from the UG as long as Murguia was the nonprofit’s executive director. ABC took ANDA’s place as Argentine’s neighborhood business revitalization group, a designation that entitles ABC to county money each year.

ABC’s executive director is Mario Escobar, an Argentine resident who used to be on ANDA’s board of directors. Many of ABC’s directors have been ANDA directors in the past.

When The Pitch profiled Murguia this past spring (“Queen Ann,” May 7, 2015), Escobar said Murguia had no involvement in ABC’s affairs. Murguia said at the time that she advised Escobar, and that Escobar sat in on some of ANDA’s board meetings.

Murguia’s opponents believe that ABC operates at Murguia’s behest.

ABC applied February 20 for $500,000 in CDBG money, as part of a larger $2 million

Murguia: always walking a thin line. project to refashion dilapidated buildings in Argentine and the Highland Crest neighborhood in Turner into low- and moderate-income housing. Listed on its application as a partnering agency was ANDA. That annoyed Holland, who, as a commissioner, had led the charge in 2009 to revise the UG ethics code. He raised his concerns at a heated July 16 special meeting of the UG Board of Commissioners.

“This is my question, and this is where I have a problem: If ANDA is listed as a partnering agency and the executive director is on the subcommittee, advocating for this project,” Holland said. “When I talk to [Community Housing of Wyandotte County] CHWC and I talk to Habitat for Humanity and said, ‘Were you all aware of this project and this money that was available,’ and they said, ‘No,’…they didn’t apply. The one that did apply was one with a partnering organization with a commissioner as the executive director [Murguia] advocating for it during the meetings and advocating for it right now without a recusal, without a stated conflict.”

Murguia replied that ANDA receives no money from ABC. She added that ANDA acts as an unpaid adviser to ABC because ANDA is, she said, a “successful developer.”

“What do you think the problem is?”

Murguia asked Holland. “What are you insinuating?”

Another issue raised by some commissioners during the July 16 meeting was whether community organizations knew that the CDBG subcommittee had decided to place more emphasis on what it called “bricks and mortar” development projects for this year’s round of CDBG money than on social-service organiza-

tions. And did ABC’s leadership know about such a change before that group submitted its application?

Angela Markley, a District 6 commissioner and the chairwoman of the CDBG subcommittee, discounted these concerns. During the July 16 meeting, she said, “What the committee said is, we want to fund bricks-and-mortar projects, and we went back to our notebook, and there was only one bricks-and-mortar project that was requested. So we said, OK, one was requested, let’s see if we have enough money to fund it.… ABC didn’t have advanced notice, which seems to be what you [Holland] are implying, that we’re just trying to give away $500,000. They just happened to be the only ones that applied for bricks-and-mortar money.”

Markley says the subcommittee acted transparently and sees no problem with ANDA’s listing as ABC’s partnering agency.

“It [ANDA] is not receiving money from us directly,” Markley tells The Pitch. “By our ethics commission, that is fine.”

But what about Holland’s point, that the ABC application had a partnering agency, unpaid or not, which had a vote on the CDBG subcommittee?

Murguia tells The Pitch that she disclosed ANDA’s participation in the ABC proposal out of concern for transparency.

“I would not have authorized Mario to put our name on that application if I wasn’t trying to be sensitive to the mayor’s transparency issue,” Murguia tells The Pitch. “He’s been on my back about the transparency issue from the beginning. Out of respect for him and his strong position against me, period, I told Mario, ‘Absolutely, put it on [the application].’”

UG Ethics Administrator Ruth Benien found ANDA's inclusion on the application concerning.

In a July 27 memo to Holland and other UG commissioners, she said Murguia would be disqualified from voting on the ABC application if ANDA remained a partnering agency without more disclosure about its role and financial interest in the project. Benien said she could detect no intentional violation of the UG ethics code — allowing both Holland and Murguia to say that Benien's memo vindicates their differing positions.

But other community groups find no victories in this year's CDBG process.

CHWC executive director Donny Smith sent written testimony to the July 27 UG budget hearing, saying his organization did not know that UG now planned to invest more CDBG money into affordable housing. Armed with this knowledge, Smith plans to apply next year.

her organization didn't apply for CDBG funds this year because it was told to spend previous years' allocations before asking for more money. She noticed that ABC had received CDBG allocations in the past but hadn't started work on its respective project.

An earlier CDBG allocation to ABC is listed as a source of income for a housing project in Argentine that seeks to replace run-down buildings with 14 senior-housing cottages.

The Pitch obtained a pro forma describing that project as an “ANDA housing” proposal. It includes the $500,000 from CDBG as a source of funding for the $2.4 million endeavor. The project would pay out a $50,000 developer’s fee.

Murguia tells The Pitch that the pro forma’s combining of ABC’s and ANDA’s involvement in the project is a clerical error. She says ANDA would build about 12 of the cottages with its own money; ABC, she says, could build the remaining units with its CDBG allocation and other sources.

“There’s no money going to ANDA,” she says. She adds that a developer hasn’t yet been chosen for the project.

While ANDA’s involvement in the ABC application could be seen as another episode in the Holland-Murguia political rivalry, other commissioners also question the CDBG process.

Jane Winkler Philbrook, a District 8 commissioner, said during the July 16 meeting that she heard complaints from unnamed organizations about this year’s CDBG allocation process.

“When I have different organizations come at me and tell me that they did not like this process, and that they have been involved in this process for a lot of years and did not like it and thought that it was just a little bit murky, I don’t like to appear murky, whether it’s intended or not,” she said. “Because it’s easy enough to happen, as we all know.”

She went on: “I cannot personally defend this. I can’t sit here and defend it to people and say there’s no problem when it blatantly looks that way.”

Murguia fired back: “I think the only thing going on here is bad politics going on in the other direction. So I will tell you, if people want to start throwing stones at each other and calling people out what appears to be dirty or murky, we can absolutely have that discussion.

I would rather not. I would rather rise above that fray. So when people start insinuating murky things are going on, you should attend the meetings before you spout off and gather your facts.”

The UG commission votes on the budget, including whether to adopt the CDBG subcommittee’s recommendations, at its Thursday, July 30, meeting.

ansas City sees a beer festival almost every weekend nowadays, and Saturday, August 1, is no exception. But this one is different: The Pitch’s first City Market Beer Festival is free to get into, for one thing.

What else is different? And how do you get your beer once you’re through the gate? Here are the answers to these and other questions.

When and where is the festival?

From 11 a.m. to 6 p.m. Saturday, August 1, in the City Market Park (Third Street and Main) — the grassy area west of Minsky’s and the shops.

Wait, from 11 a.m. to 6 p.m.? That’s a long time.

Yeah, but we don’t expect you to Iron-Man this. You don’t have to worry about getting your “money’s worth” at this event because the City Market Beer Fest has a free admission.

Free?

Yep. There’s no cover charge to get into the festival.

But what about the beer? Is that free, too?

Hey, this isn’t Cheers. Sorry, the beer isn’t free. We’re a free newspaper — we’re not rich.

OK, so how much is the beer?

Beer tickets cost $10 for four or $20 for 10. Each ticket entitles you (as long as you’re 21 or older) to a 6-ounce pour. Or you can swap two for a 12-ounce pour. So you pay as you go. At most beer bars in town, you pay $2.50 or more for a 6-ounce pour.

If I can do that at a bar, why should I come to the fest?

Who doesn’t like drinking outdoors with friends? Plus, we’re not asking you to shell out $35 or more to get in the door. Come have a drink with us or not. Either way, it should be a fun time.

OK, I’m in. Where do I park?

We’ll be honest: It’s going to be tricky. The City Market’s farmers market is busy. Really busy. So public transportation — a cab, the bus, Uber, B-cycle — is your friend.

Yes! Bottled water is allowed as long as it’s unopened.

We’ll have food trucks (see sidebar). We’ll also have music playing. And, of course, there’s the farmers market.

Not this year. We’re going to have some really good beers to drink, and we’re going to do everything possible to make sure you have a good time — because if you have fun, we’ll do this again next year (and we really want to do this again next year). But this year, we’ll have solid flagship beers and some seasonals — and a lot of fun.

approach to food-truck cuisine: Chinese egg rolls and steamed buns with barbecue pork, Cajun chicken wings, a Vietnamese banh mi sandwich, tacos and tortas.

Jerusalem Café’s food truck is stocking the time-tested basics.

“We’ll have hummus with pita, and falafel,” says the café’s Farid Azzeh. Also: gyro sandwiches, chicken tenders, and a Greek spin on the Philly cheesesteak (gyro meat sautéed with pepper and onions and topped with tzatziki sauce, inside a traditional hoagie bun).

Among the other beer-friendly food options unlikely to have been available in ancient Jerusalem are the sandwiches made

by Carlos Mortera and his City Market restaurant, the Bite.

“We’ll be doing ‘Hot Pocket’ versions of our most popular sandwiches,” Mortera says. That means the Sloppy (a meat-free sloppy Joe made with soy chorizo, corn, olives, queso fresco, pickled onions and Sriracha crema) and the Bay of Pigs (smoked pulled pork, prosciutto, smoked gouda and habanero pickles).

Spicy? Yes. But you’ll be surrounded by plenty of cold beer for relief. Let the drink-food-drink cycle begin again.

o one goes to a Mission: Impossible movie for the dialogue, but 19 years into this unlikely series of Tom Cruise tentpoles, the fifth installment has at last yielded a line for the ages.

Late in the movie, the spy chief played by portly vegan American treasure Alec Baldwin says of Tom Cruise’s deathless operative, “Hunt is the living manifestation of destiny!” If the movie were in 3-D, those words would fly off the screen in blocky comic-book type, lift up your plastic novelty glasses and push your eyeballs back until your expression was that of the most disgusted teenager ev-ur.

That declaration is the “Here’s looking at you, kid” of the M:I saga. And, like the best movie quotes, it has real-world utility. It has been only a few hours since I saw Mission: Impossible — Rogue Nation, but I have begun using that line to answer every question put to me, the less appropriate or seemingly applicable the better.

“How’s the coffee today?”

“Hey, are you OK?” I am the living manifestation of destiny!

That’s the state of the Mission: Impossible nation in writer-director Christopher McQuarrie’s care: You make your own fun.

Besides Baldwin’s self-aware bluster, new to the adventures of Ethan Hunt, you have more than enough elements to play Cruise bingo: Motorcycle Tom, Superfast Runner Tom, Shirtless No Body Fat Tom, Sidekick-Loving Tom,

I Work Alone Tom, I Did This Stunt Myself Tom. Each iteration is now one you roll your eyes at, usually with long-stored affection but sometimes with puzzlement. You almost catch his who’s-that-lady co-star, Rebecca Ferguson, reacting the same way once or twice; that she flirts more with the audience than with Cruise (well, her wardrobe and stunt double do, anyway) serves both the material and the star.

Also flirting more than acting are returning co-stars Simon Pegg (too much), Ving Rhames (never enough) and Jeremy Renner (why not, I guess?). They matter less than ever here, functioning largely as on-set reps of the Society for the Prevention of Cruelty to Tom Cruise — eating up screen time, absorbing close-ups and blurting exposition so that the man doesn’t have to do every damn thing himself, starting with producing the movie. They’re here to remind you when to chuckle or when to hold your breath during an underwater sequence.

You nod along with them in approval at the warm hug that goes where a James Bond or even a Jason Bourne movie would suggest a less fraternal embrace.

The rest of M:I’s fun depends on how much your head hurts from rolling your eyes at each absurd spectacle and every utterance made by the bad guy (Sean Harris, hypnotized into impersonating at least two Mike Myers characters; shh, don’t wake him). As you make swift mental comparisons between the new stunts and those in the first four movies, the dull throbbing at your temples may increase.

Remember, however, that Rogue Nation is no-

Cruise: frequent flyer where near as silly as whatever Paramount titled John Woo’s second M:I picture. Sometimes sequels need only avoid tripping over the low bar to appear nearer the high bar.

The closest that Rogue Nation comes to that standard — Brad Bird’s 2011 Ghost Protocol — is its prologue stunt, the one on the poster, the one that the studio used to launch its marketing campaign many months ago: Cargo PlaneClinging Tom. The actor, we have often been told, did this practical stunt without a green screen, presumably at some risk. “I was scared shitless,” he insisted. And what a sequel that could have been, one called Mission: Impossible — Scared Shitless. But after that heavily teased moment pays off, the vehicular action is closer to Mission: Impossible — Jackass, and the fight scenes — dark, choppy, more rude than brutal — reveal McQuarrie’s limitations as a director.

(The dialogue, previously cited and otherwise, might charitably be heard as homage paid to the franchise’s hoary TV origins. Most of it, though, isn’t of modern broadcast-TV quality.)

That underwater bit, another thing pimped hard by Cruise on the promo circuit, works, but its primal kick — how long can we all hold our breath? — dissolves into an awareness of the editing at work and an almost equally primal dread: There’s, like, an hour left. And then three years or so till the next one of these.

That’s destiny.

Jonathan Pitcher and his wife, Amy, are pushing to have Bizz & Weezy Confections, at 1800 Baltimore, open in time for August 7’s First Friday crowds. Which means they’re probably too busy to play World of Warcraft, the game that the couple bonded over before the desire to make and sell perfect caramels overtook their other pursuits. (The business’s name is an affectionate homage to their gamer handles.)

Located in the former Weinberger art gallery (which has moved), the shop is set to offer, among other treats, six kinds of caramels: bourbon, bacon, chocolate, raspberry, sea salt, and root-beer float. The ones I tasted were buttery, creamy and very satisfying. And Jonathan Pitcher says that’s just the beginning. “We’ve developed recipes for over 40 caramels,” he tells me.

“I see this as no different than taking out a bank loan,” Christopher Ciesiel told me last week when I called to ask him about the Kickstarter campaign to open a bar called the Campground. “In a bank, we’re paying back cash, and in this case, we’re paying back the community — in perks [on the Kickstarter] and helping out the KC economy. Having a business on the street is a good thing.”

Ciesiel and his wife, Cristin Llewellyn, have been entertaining guests in their backyard since 2011, when they built a bar in their shed and started stocking booze. With Ciesiel now an in-demand guest bartender at craftcocktail-centric bars, the couple is ready for a more formal business. But not too formal — they’d just as soon close at 10 p.m., for one thing.

he next phase in Cinder Block Brewery’s evolution is here: an expansion inside and out of its home base, at 110 East 18th Avenue, in North Kansas City.

Its new patio space officially opens at 7 p.m.

Friday, July 31. On the west side of the building are picnic tables and chairs for about 50 people, with an additional 3,000 square feet for games and entertainment. Friday night, the guys from Screenland Armour bring their short shorts and a 20-foot inflatable screen for a sundown showing of the first episode of the Wet Hot American Summer Netflix series. That should go just fine with the Back Rack BBQ food for purchase. And for the easily distracted, there also are games (bags, giant Jenga and horseshoes). Don’t forget your foldout chair.

The patio isn’t the only addition to Cinder Block headquarters. A sliding door between racks of barrels in the existing taproom leads to a newly finished event space, which can be rented (as can the patio) and features a projection screen, a sound system, a bar, and plenty of tables to handle overflow from the tasting room.

The event space also has a window to the brewery’s forthcoming canning line, pilot system and in-house coffee roaster. “We’ll have cold-press coffee on tap,” says Cinder Block owner Bryce Schaffter. “That’s our goal.”

Schaffter says the demand for his beer required an investment in his brick-and-mortar brewery.

“There’s two parts,” he says. “One, we know we want to expand and add on tanks. Our ultimate goal is to add tanks over there. And we’re

“My vision for us in this next year is that we add three 30-barrel tanks to support sales for out-of-house distribution, three 30barrel fermenters and two 30-barrel brite [tanks] because that would help us cover distribution and packaging and be able to keep up with demand on a moderate scale,” he says.

“Still, we couldn’t overextend ourselves much … but that would be a nice steady flow. Then, also, that frees back up our 15-barrel tanks just to do a lot of more seasonal stuff or one-off stuff that we want to do.”

Even with more tanks, distribution to the other side of the state line may be way off.

“I want to get into Kansas, but the thing that I don’t want to do is affect the accounts that we already have and the relationships that we have in Kansas City by not being able to supply them with product first,” Schaffter says. “When I feel comfortable that we’re doing that, then that’s when we’ll look to move into Kansas.”

This week, Schaffter expects Cinder Block’s first shipment of cans to arrive and his twoperson manual canning line to begin running in August. Still, Cinder Block’s canning and bottling operation will be feeding taproom sales only.

“All I know is that we’re going to can something,” Schaffter says. “We’ve got the labels.

Everything’s approved. I want to take a fourpack of cans and walk somewhere outside of the brewery and go have a beer. That, my friend, will be exciting.”

brewing so often now, we didn’t even have the space to keep raw materials — just the influx of grain. And with canning and things like that, we didn’t have any space to keep those raw materials anymore. So the additional space is a big help.”

Those additional tanks could come later this year or in 2016, pushing Cinder Block’s capacity to 1,000–2,000 barrels of beer a year.

“My goal is to never be some big-ass production brewery,” Schaffter says. “My goal right now is keeping the Kansas City market supplied with product, and then expand into local stores.”

Getting into stores while also meeting the draft demand for Rivet Rye, Block IPA and Prime Extra Pale Ale will require those additional tanks.

hen enjoying especially delicious ice cream, I tend to swear. I don’t mean a simple “damn, that’s good.” No, I’m talking about a string of happy obscenities audible from the other side of the café, spewed forth with zero regard for my fellow patrons.

My first bite of Second Best Coffee’s affogato? Definitely a four-fucking-alarm foulmouth experience.

Only after I noticed the two people at the nearest table staring at me did I realize just how much of what I’d uttered would’ve been bleeped on broadcast television. I savored another holy-shit spoonful and tried to keep quiet.

Shutting up was hard work because both parts of this classic Italian treat demanded spoken gratitude. Served in a lowball glass, the affogato blissfully weds ice cream with espresso. It’s almost hard to do one badly.

But Second Best does it exceptionally well, and its twist on both ingredients makes the Waldo coffeehouse a serious summer destination.

The espresso is made with the year-old café’s Slayer, a custom-made machine from Seattle that’s the only one of its kind in Kansas City (and which helped Second Best pick up a best-of citation from The Pitch last fall).

By allowing the water flow to be adjusted, the Slayer is designed to tease out every layer of flavor from the grind. Mission accomplished: The rich, nutty espresso in the affogato I tasted was a beautiful shade of burnt sienna, with a frothy layer of crema on top.

You won’t find the ice cream anywhere else in town, either. Made in-house, it’s flavored with maple, brown sugar and almonds, creating the cool, sweet centerpiece of this miniature coffee float. (As a bonus, it’ll amp you up for the rest of the day.)

Second Best also offers an array of specialty iced coffees to help offset the sweatiest of summer’s dog days. These are brewed with the café’s Kyoto-style coffeemaker, an intricate network of glass tubes and beakers fused into what looks like a sciencefair runner-up but delivers an intensely flavorful cold brew.

I tried the Mexican-spiced Kyoto, which features chili- and cocoa-infused coffee, dusted with Mexican chocolate. It was smooth, with a subtle hint of spice, and the chocolate shavings smelled like the earth before it rains. You won’t want to drink this coffee on the run. It’s best enjoyed slowly, while staring out at the scorched parking lot from a table inside the air-conditioned café.

Two other very good drinks round out the limited-edition menu. Served with a lemon wedge and a mint garnish, Arnold Palmer’s Summer Kyoto shakes up lemonmint syrup with cold-brew coffee. And the espresso-based Dreamsicle contains milk, lime, orange and ginger simple syrup.

Even if you’re less foulmouthed than I, one of Second Best’s summer drinks is likely to make you exclaim involuntarily.

The Rey-Tones get psyched.

ome with me, now or never, frontman Bryan Koehler beckons, his voice soft and glossy over a thumping bass line and jangling chords. Waste your mind with me as we all come together.

These are the lyrics embedded in “Mind Speak,” the first track off the Rey-Tones’ debut EP, Hits. Other lyrics in the song suggest that Koehler is addressing one person — likely a girlfriend — but this couplet invites everybody else, too. Here, the Rey-Tones welcome fans to go on a trip with them, a hazy, hallucinogenic trip. (Given that the Rey-Tones haven’t yet had any hit songs, the title is instead a nod to the band’s interest in weed.)

Koehler and his four bandmates happily acknowledge the powerful highs they achieve before playing, but they also insist that getting stoned isn’t just natural but necessary, an essential complement to their music. That the six songs on Hits present as sincere homages to Woodstock-era psychedelic rock makes total sense.

The Rey-Tones wear their influences on their sleeves, then: The 13th Floor Elevators, the Doors and the Allah-Las (Koehler’s favorite band) are audible throughout the record. But Hits is not wholly derivative. The twanging guitar lines have a western flavor to them, the percussion achieves an undeniable groove, and the melodies are glittery and pretty. The tracks seep leisurely into one another, delivering a dreamy surf vibe.

The only bummer is that Hits hasn’t yet been released — and probably won’t be for at least two months. The main reason: After the EP was recorded in March of last year, the band’s lineup changed drastically.

“Originally, the band started with me and [guitarist] Johnny Mitchell [formerly of Not a Planet and Soft Reeds],” Koehler tells me. “We started jamming in April 2013 and we jammed for, like, a year, then went and recorded in Nashville. And Johnny and I had no idea what was gonna happen, but we came back with a really strong six-song EP.” It was at that point, Koehler explains, that he and Mitchell decided to flesh out the band.

To focus on his singing, Koehler handed over drumming duties to Drew Little; Austin Turney took over on bass, which Mitchell had also been covering. Cortland Gibson, of the band Organized Crimes, joined on keyboard and guitar. And in June, when Mitchell relocated to New York, the Rey-Tones found a replacement guitarist in their friend David Bennett, who also performs as Akkilles.

“We knew Johnny was going to move,” Koehler says, “which was a big part of wanting to get more members together. But the necessity of it kind of happened overnight, after Johnny and I got back from recording

in Nashville. Suddenly, we had a slew of gigs become available. Before, Johnny and I never imagined us having a band and playing live — we were just having fun and jamming.”

Koehler adds that the Rey-Tones is his first band. He didn’t pick up the drums until 2012, when he was 27. He was 28 when he and Mitchell started writing together, and 29 when he performed in front of an audience for the Rey-Tones’ first show, in April 2014. Considering the assured sound on Hits, Koehler’s relative inexperience seems rather remarkable.

“I was nervous as hell for my first show,” Koehler admits, “especially after spending most of my time focusing on drumming and writing for so long. I’d never even performed karaoke before. Luckily, the other musicians that filled out the rest of the band happened to be some of my favorite musicians in town, so it gave me a lot of confidence that the music would be played right, and I just had to focus on owning my role and learning how to perform.”

We are speaking in the sunny living room of Turney’s River Market loft. Koehler, in a Hawaiian shirt and a high man bun, looks ready for the beach. Little takes up the center of the couch, maintaining a cheerful silence.

Turney, a gracious host, has provided us all with a strong, fluorescent-pink cocktail — a boat drink. A bartender by day, he tells me that he hopes to one day incorporate a tiki bar into the band’s live setup. (I hope he’s

Having fun seems not to be a problem for the Rey-Tones.

“This band is definitely a creative outlet,” Turney says, “because I’m surrounded by dudes who let me do what I love doing. And this band is the perfect excuse to fuck around and have fun and be like a kid.”

Koehler agrees: “I’ve never been a very motivated person in life, and music is definitely the only thing that I’ve wanted to do nonstop. I feel like I write what I want to listen to, and I think everyone else in the band gets that vibe.”

Little, smiling as one of Turney’s cats eyes his cocktail, likens his experience of playing with the Rey-Tones to another favorite pastime. “The first time that you hit that harmony with the dude you’re jamming with, it’s a sort of high that you can’t get any other way,” he says. “It’s a nirvana thing for me.”

Come October, when Hits finally arrives online, the Rey-Tones hope to spread the sensation. But the best way to get a contact high, they joke, is to see them live. And the band’s Riot Room show Thursday is their last for a while, as they prepare in earnest for the EP release. Go get lit.

Some might argue that the vintage-pop outfit Victor & Penny doesn’t belong on a jazz-club stage. But since the additions last year of Rick Willoughby on bass and James Isaac on clarinet, there’s no doubt that they can confidently take on any stage — and should. Jeff Freling, the titular Victor, plays guitar, while Erin McGrane strums the ukulele as Penny.

The two founding members, the core of this band, also share singing duties.

Quirky, original songs with the flavor of prejazz pop conjure a feeling of 1920s innocence, but the lyrics are more clever than they are cutesy. Onstage, Freling and McGrane are engaging, full of good humor that spills out into the audience.

Willoughby and Isaac bring depth to the music. This isn’t modern jazz or even the American songbook: It’s just a whole bunch of fun.

Dedric Moore talks about spacing out Psych Fest.

edric Moore started Kansas City’s Psych Fest small. In 2012, its first year, the event spread mostly local bands over two nights at the DIY arts space FOKL, then three nights at RecordBar. This year’s version has moved to the Riot Room — and expanded into a three-month series. Instead of a 72hour overload of the finest psychedelic rock that Kansas City has to offer, Moore is booking what he says is one major event apiece in August, September and October.

Ahead of the first 2015 Psych Fest event Saturday, August 1, at the Riot Room (featuring sets by Ancient River, Mysterious Clouds, HMPH, Psychotic Reaction, Drugs & Attics, and DJ Ray Velasquez), I chatted with Moore about his grand plans.

The Pitch: Tell me about the decision to change the format of Psych Fest from a threeday weekend to three separate events.

Moore: I think it turned out to be more seeing these opportunities that we were missing by seeing bands that we liked coming to town and not having them be part of our fest, just because their schedules didn’t line up. So we started thinking: What if we spent some time promoting things that were happening in the city rather than doing things on our own?

What if we turned these things into bigger events than just two bands doing their own thing on a stage?

If something cool is coming to town, we try to find out how we can be a part of helping people show up for it. We really want to go forward with promoting without being a promoter. I love when bands send me an e-mail saying, “Hey, can you help?” I want Psych Fest to continue being this community outlet.

When you talk about the “we” planning Psych Fest events, who do you mean?

We have committees for each event.

Brenton [Cook, Haymaker Records] helps quite a bit. Also, we try to have someone from the venue hosting involved with decisions.

We will also poll the local bands from past events. It’s part of our mantra to be inclusive.

Can you break down the three events planned as part of this year’s Psych Fest?

The August show is two touring acts, Ancient River and Psychotic Reaction, and then it’s Mysterious Clouds, HMPH and Drugs & Attics. DJ Ray Velasquez will be doing his Mod Professor set, which is more rock-oriented stuff.

On September 12, we’re partnering with the Crossroads Music Fest, and we’re hosting a stage at the Mod Gallery. We’re doing that just to get the name out there a little more. I like the communal spirit [of Crossroads Music Fest], and having opportunities to partner with other people is more exciting than doing other things on our own. We’re

We’ve also got an event in October. It’ll be at the RecordBar as part of its 10th anniversary. We’re going to put together at least one night for that, but we don’t know the bands for it yet — there are a couple out-of-town acts we’re trying to get in.

I find it interesting that you haven’t changed the name of Psych Fest or done some rebranding to match the restructuring.

There’s a lot of discussion growing around that at the moment. Right now, we’re still using it as the umbrella just because people know about it. But it might transition into something else. I’ve been following Austin’s Psych Fest for years, and they’re not Psych Fest anymore — that’s the parent organization — and their annual festival is now called Levitation, and all their events are called Levitation events.

Maybe we’ll have a new name next year.

It sounds like your goals for Psych Fest are not as humble as they once were.

Moore spreads the psychedelia.

The whole point, originally, of Psych Fest was to showcase bands that weren’t getting attention at bars and clubs, etcetera, and try to find people doing experimental, challenging music — something out of the ordinary.

But after a couple years, most of our bands were accepted into the community and playing the bars in town. And then the idea of having a three-day event…. There are so many festivals going on, and we’re trying to see what we can do to not be that same thing every year and get stagnant.

Just to have a fest that was just once a year kind of felt like an old model. As I see it, this is a new way for us to keep growing and doing more things throughout the year, rather than spending all this time doing one thing that only happens for those three days. And the idea of a three-day fest actually wears on people’s minds now, like, “That’s too much. I can go to one night.”

Maybe this new structure will bring good, healthy doses of psychedelic music all year round.

the members decided that after a decade together, it was time for Pomeroy to retire. They went their separate ways, some moving across the country. Aside from a few singles following A New Reflection, Pomeroy had no new music to share.
