Legislative Wrap - Part 1 State OKs unique bill to create provider-sponsored health plans

The PSHP will be designed to function as an insurance company, one that will be able to compete with existing managed-care organizations (MCOs). Even though PSHPs have been set up in other communities around the country, none are as ambitious as the one proposed for Mississippi, Moore emphasized. “We have several states watching what we’re doing,” he said. “PSHPs have been used in a number of places successfully, but not on as large a scale as we’re doing. We’re talking about setting up a statewide PSHP and having it coordinated through an entity that will be separate from MHA.” As proposed, the Mississippi PSHP will be set up as a not-for-profit entity. “Its principal place of business will be Mississippi, and as part of the push to get this adopted by the state lawmakers, we said this will be a Mississippi company staffed with Mississippi people who’ll be taking care of Mississippi patients. We just feel that’s extremely important in what we’re doing.”

While Tim Moore recently noted the 2015 session of the Mississippi Legislature “could’ve gone better” for Mississippi Hospital Association (MHA) members, the association managed to get a priority item on its legislative wish list approved: a bill that allows for the creation of provider-sponsored health plans (PSHP). “We’re intrigued and excited about the opportunities, not only for the providers, but also for the patients,” said Moore, MHA CEO of Senate Bill 2441, passed by state lawmakers during the session that ended in April. “This provider-sponsored health plan is an opportunity to be a bigger part of developing a new delivery system that focuses on quality and outcomes.”
