M

ay is National Beef Month, and despite low market prices in recent years, cattle producers can look forward to more favorable conditions in the months to come. According to Matthew Diersen, SDSU Extension Risk/Business Management Specialist, cattle futures are looking promising even after facing downward trends over the last two years. “At (this) very moment, the markets are at very good price levels for sellers,” Diersen said. “Over the last quarter or over the the last three months there’s been a very large increase in both cash prices and futures prices.” Diersen said this increase would allow producers to sell their cattle at higher prices than expected, and the possibilities for a more profitable market going forward are much better than they have been in recent months. Considering current cattle numbers and the projected costs, returns on cattle are expected to be at a slightly better level than last year. Lower costs and a higher return on calf prices should mean a better profit outlook in 2017. According to Diersen, the price drop over the last year can be attributed to unusually low calf prices last fall relative to the supply of cattle, as well as an increase in poultry and pork production as those commodities rebounded. A better return at current prices will

contribute to a more stable future for the cattle market, but producers should not expect much more of an increase in prices, Diersen said. “From the prices we’re at now it’s tough to give you too many factors that would give you much higher prices from where they’re at,” Diersen said. “It would take feed prices to stay low and probably a little more of an increase in demand on the beef side to carry over.” Tracy Johnson, a beef producer who farms south of Estelline, said he’s made a lot of changes to his operation in an effort to minimize costs and increase efficiency. “We looked at other options as far as what we have been doing with our cattle,” Johnson said. Johnson also does custom cattle feeding for Redstone Feeders, a venture he began 10 years ago as a way to increase profits and supplement the cow-calf operation. Like many cattle producers, Johnson is still optimistic about the future of his business and knows that market conditions, for better or worse, don’t last forever. “In the cattle business it’s always been kind of a rollercoaster,” Johnson said. “You’ve got your good years and your bad years. It’s a rewarding life, but you’ve got to take the good with the bad.” South Dakota Secretary of Agriculture Mike Jaspers agreed that market conditions are favorable for higher profits, but said that the best thing for the market would be to remain

steady rather than show the remarkably high prices producers experienced three years ago. “I would love to just see the good sustainable numbers like we’re starting to see here now,” Jaspers said. Jaspers said that the rise in cattle prices may have also come from a hopeful look at U.S. trade agreements with Asia as the interest in American beef grows. “The spike in cattle prices recently had to do with optimism on trade with China and Japan and the Asian countries where we may be able to negotiate more open trade deals,” Jaspers said. “If we’re able to open up that market and we can go into those areas where they’ve gotten a taste of American beef, and just like the rest of us, we keep eating it because it’s good stuff.” As one of the first fundamental industries in the U.S., the beef industry has a special place in South Dakota’s economy and in the hearts and minds of those who work in it. May Beef Month showcases South Dakota cattle producers and others who are directly involved in the industry. “Not to take away from any other line of work or any other sector of the ag industry, there’s hardly anyone who is more dedicated than a cow-calf guy during calving season,” Jaspers said. “This is a way to showcase those things and tell the public how important our way of life is and how much we care about the animals we produce and how much we care about their well-being.”  MAY 2017 SOUTH DAKOTA FARM & RANCH 5

hat’s part of an ideal farm bill for John Thune, a Republican U.S. senator representing South Dakota. Thune is a member of the United States Senate Committee on Agriculture, Nutrition and Forestry and has helped write three farm bills since he took office in 2005. He said the next farm bill, scheduled to be passed in 2018, must be “more creative, innovative and forward-thinking,” all while cutting costs. “We’re always looking for ways, and I think we should in any government program, to spend dollars more efficiently to make taxpayer dollars go further,” Thune said. That could include cuts to the food stamp and nutrition title, which makes up about 85 percent of the current bill’s budget. Thune suggested cuts to that title in the last farm bill, which he said could cut administrative costs without lowering coverage for people

on the program. But as for what the final budget will be, Thune said the Congressional Budget Office will have a major say, so he’s more focused on developing policies to help farmers and ranchers succeed. “We want to get the policy right, and we think if we can get the right policies in place, that will create the right conditions to help get the ag economy back on its feet,” Thune said. South Dakota farmers have experience record corn yields in recent years, but even on highly productive land, they’ve struggled to create a positive revenue stream. So one of Thune’s proposed changes could surround the Agriculture Risk Coverage (ARC) program, which was created in the last farm bill, passed in 2014. ARC provides revenue loss coverage at the

county level when the actual county crop revenue of a commodity is less than a preset guarantee. Thune said ARC payments are based on a five-year rolling average, but with crop prices falling for about five years now, Thune said minimal, if any, payments are being made from the program. Thune said officials are discussing new concepts to offer “some stability for the farm economy” but did not elaborate. “We want to make sure we’re doing everything we can to get farmers to where they’re actually, at least, holding their own, hopefully profitable, and until we get into a better economic situation on the farm,” Thune said. ural services may take a hit under the president’s budget proposal, which cuts more than $4 billion from the Department of Agriculture. Trump’s budget blueprint, titled “America First” and published by the Office of Management and Budget on March 16, requests $17.9 billion for the United States Department of Agriculture (USDA), which is a $4.7 billion, or 21 percent, drop from this year’s funding. As part of the cutback, the proposal suggests reduction in staffing in USDA service center agencies to streamline county office operations as a reflection of “reduced Rural Development workload,” and to encourage private sector conservation planning. In fiscal year 2016, USDA Rural Development invested $422.8 million in guaranteed loans, direct loans and grants in South Dakota, substantially higher than $258 million invested the year before, according to a USDA report. The money was distributed through nearly 2,000 awards both years. “USDA Rural Development programs provide access to opportunities that not too long ago were only available to individuals living in big cities,” said Bruce Jones, acting state director for South Dakota USDA Rural Development, in the report. U.S. Rep. Kristi Noem expressed support for Pres. Trump’s move to cut costs, though she did not directly endorse his budget. “I look forward to working with Pres. Trump to further reduce the size, scope and cost of government, but this budget request is just the starting point,” Noem said. Noem also expressed support of a safety net for agricultural producers, creating better programs and promoting national security. Ryan Wrasse, communications director for U.S. Sen John Thune, emphasized the president’s budget is a

set of recommendations, but Congress will ultimately decide the budget. “Congress, not the president, has the responsibility of drafting and passing a budget and subsequent appropriations bills,” Wrasse said in a written statement. “When the time comes, Sen. Thune’s priority will be to pass a balanced budget that funds the government and its agencies in a way that benefits South Dakota.” Wrasse did not disclose Thune’s opinion of the budget cut, but Thune, a member of the Senate Committee on Agriculture, Nutrition and Forestry, has expressed support for cutting costs while promoting safety nets for farmers. Trump also recommended eliminating the water and wastewater loan and grant programs, calling it “duplicative.” The budget said the cut would save $498 million, and rural communities can be served by private sector financing or other federal investments. In the USDA report, Jones said Rural Development invested $19.6 million in 20 South Dakota communities in 2016 to improve water and wastewater systems. Another cut comes at the expense of the USDA’s statistical capabilities. The budget did not detail how much funding would be reduced for statistical analysis, but it promised to maintain core analytical functions, like the Census of Agriculture, which is taken once every five years to determine land use, production practices, income and expenditures among others. ROOKINGS, S.D. — An Australian architectural professor visited South Dakota State University in late April to advise on how to preserve a 90-year-old rammed earth experimental building on campus. SDSU research in the 1920s and 1930s helped the technique that has thrived worldwide, even as it has fallen out of favor here. Steve Burroughs spent about three weeks in Brookings, conferring with state historical officials on the future of a rammed earth building and other experimental structures across campus, as well as giving lectures. Burroughs is a professor from the University of South Australia and the University of Canberra in Australia. He has studied rammed earth for 40 years and specializes in building sustainable structures in remote areas for indigenous populations and for residential and commercial buildings. The technique continues to be used today, including for multi-story buildings.

EARTH, NOT SOD Most Dakotans are familiar with sod structures, in which pioneers in the late 1800s and early 1900s lived in during homesteading. They would use a breaking plow to cut a 2-foot-thick layer of sod to build temporary structures, covered by a simple roof and a few timbers. Rammed earth is different. Builders start by finding soil that is very low in clay, but a mix of sand and silt. They make sure the

soil is at about 6 to 12 percent moisture, add in a small amount of binding agent — usually cement, fly ash or lime — and tamp it between forms, similar to what people use to pour cement for concrete. Workers use a post-like tamper with a large flat, metal disk at the bottom to compact the soil. Gwen McCausland, director of the South Dakota Agricultural Heritage Museum, which is a department of SDSU, wrote a grant to bring Burroughs to assess the condition of the building, and to recommend ways to preserve the building, along with two garden walls on campus. Burroughs had visited SDSU in 1993 when he was working on his doctoral thesis, studying the SDSU structures. The H.H. DeLong Rammed Earth Building was placed on the National Register for Historic Places in the 1993. The 72-by-26 feet structure was built sometime in the 1920s to early 1930s on the west side of the campus as part of the research by Ralph Patty, a professor of agricultural engineering. There has been some exterior restoration, but none on the inside. McCausland plans to raise funds to preserve the building to the Secretary of the Interior’s Standards for Historic Preservation, and to use it as an outdoor education space for the museum. It’s possible it could house SDSU’s last blacksmithing forge, which was in use until last year. “It has to be preserved; that’s the ultimate goal,” McCausland says.

Patty was on staff from 1916 to his death in 1945. Other work was done by H.H. “Henry” DeLong, who graduated from SDSU in 1928 and retired in 1973. McCausland says Patty initially started studying the difference between wood, concrete and rammed earth construction for housing poultry in the 1920s. Farms were diversified in those days and most had a small flock of chickens, geese or turkeys. The birds survived much better in the rammed earth structures because their humidity and temperature stability lessened the incidence of pneumonia. Patty’s publications became the foundation for rammed earth construction in Australia and Africa. The technique is still used in even large structures, including hotels in some parts of the world. In South Dakota, rammed earth construction was used in certain public buildings including the Flandreau Indian School, a community center in Flandreau and the Cottonwood Experiment Station near Philip, S.D. The South Dakota Agricultural Heritage Museum was founded in 1884 as a zoological collection, and is the state’s official museum for preserving the history of agriculture and rural life. In 1974 the museum was located in the historic Stock Judging Pavilion, which was built in 1918 and expanded in 1925.
