The Chattanooga Area Regional Council of Governments, doing business as the Southeast Tennessee Development District, is owned and governed by local county and municipal governments throughout Southeast Tennessee and Northwest Georgia. Who are we? We are people-centered progress in Southeast Tennessee and Northwest Georgia. We elevate how we CARE, how we BUILD, how we WORK by partnering with people in need. We work to improve the lives of those who live in this region. We cost-effectively provide staffing resources to local governments and deliver programs and services to the region. The Area Agencies on Aging and Disability (AAAD) across the state serve as the Single Point of Entry (SPOE) into Tennessee’s Long Term Care System. They are your one source for help and information. We as the Southeast Tennessee Area Agency on Aging and Disability (SETAAAD) provide aging and disability services for older adults and adults over 21 with a disability. We believe that caring for each other is about empowerment, and we are available to assist those in the following counties: Bledsoe, Bradley, Grundy, Hamilton, Marion, McMinn, Meigs, Polk, Rhea and Sequatchie . During Fiscal Year (FY)17, the SETAAAD handled a total of 9,739 information and referral inquires.
[HIGHLIGHT] SENIOR DIRECTORY The Summer/Fall 2017, 22nd Edition of the Senior Directory is now available! This guide serves Southeast Tennessee and Northwest Georgia. CHOICES In home services for seniors 65 years of age and older or adults 21 years of age and older who have physical disabilities. CHOICES receipents must qualify for home care through Medicaid but can still live safely at home. Approximately 1,948 persons were screened for CHOICES eligibility. HEALTH PROMOTION PROGRAMS Wellness workshops for all senior citizens. Activities include group discussions, problem-solving, skill building, assertiveness training, sharing practical solutions and exercise training. Most of the evidence-based workshops are offered at area Senior Centers which are considered to be focal points where persons 60+ participate in a wide array of activities. This fiscal year, we have offered numerous health promotion classes serving 261 individuals throughout the Southeast Tennessee region.

AGING AND DISABILITY
NATIONAL FAMILY CAREGIVER SUPPORT PROGRAM (NFCSP) Provides case management and respite services to full-time caregivers. Assistance and support may be offered to caregivers of persons 60 years of age and older and caregivers of persons of any age who have Alzheimer’s disease. 123 persons were assisted during FY17. [NFCSP HIGHLIGHT] MICROCLINIC INTERNATIONAL HEALTH PROMOTION PROGRAM The National Family Caregiver Support Program Coordinator recently completed training to facilitate a Microclinic International Health Promotion Program. The Microclinic program empowers people with the following philosophy: I can influence my own health, I can influence the health of others and together we can positively influence the health of the entire community. The program allows for groups to learn, share, and adopt practical health behavior changes. The goal for SETAAAD’s program (yet to be named) is to assist individuals and their families in improving their overall health and increase their confidence in finding practical ways to self-manage chronic health conditions. The program plans to help individuals identify/strengthen their social network, gain support to influence their health, and help influence the health of those around them. Our ultimate goal is to create a culture of health in under-resourced communities in Southeast Tennessee and around the world!
NUTRITION PROGRAM- HOME DELIVERED & CONGREGATE MEALS Provide noon-time meals and realted nutrition services to older individuals in a variety of settings including congregate facilities such as senior centers, or by home-delivery to older homebound individuals. Approximately 1,076 individuals received concregate meals and 762 received home delivered meals. [NUTRITION HIGHLIGHT] SANTA FOR SENIORS Volunteers and officers from the Chattanooga Police Department joined in for the second year to collect and deliver gift bags along with home delivered meals throughout the holiday season. Banks, churches, physician’s offices, local retail stores, and private businesses donated items for the bags. A total of 606 gift bags were distributed to home delivered meal recipients and 108 to congregate meal participants. Thanks to EVERYONE who helped spread holiday cheer to the Meals on Wheels clients of Southeast Tennessee.
Home Delivered and Congregate meal clients across Southeast Tennessee received Santa for Seniors bags. The effort was recognized on News 12.

[NUTRITION HIGHLIGHT] #SHARETHELOVE As a member of Meals on Wheels America, the SETAAAD Meals on Wheels program is proud to have participated in the Subaru of America, Inc.’s annual Share the Love Event to help raise critical funds needed to support our local seniors. From November 17, 2016 through January 3, 2017, Subaru donated $250 for every new Subaru vehicle sold or leased to the customer’s choice of participating charity. Meals on Wheels of America is one of four national participating charities, and as a Member of Meals on Wheels of America, SETAAAD received a share of the revenue earned in Tennessee. SETAAAD collaborated with the local dealer, Kelly Subaru and earned $7,949.64 by participatingin the #SHARETHELOVE event. Staff from the dealership spent an entire day delivering meals to area seniors from a wrapped Subaru. This was an opportunity for Subaru’s staff to see first-hand that the SETAAAD Nutrition program is much more than “just a meal” for the seniors who depend of this service. OPTIONS FOR COMMUNITY LIVING OPTIONS is a totally state funded program that makes it possible for senior and younger disabled adults (19 years old and up) who need minimal services to remain at home. Approximately 292 individuals received services such as Case Management, Homemaker and Personal Care. PUBLIC GUARDIAN FOR THE ELDERLY Serves individuals through court appointment. All financial, medical and personal care decisions are made by the public guardian. Throughout this year, the program served 63 clients and managed assets of $350,000. REGIONAL SENIOR CENTERS Focal points in each of our counties, offering education/training, health education, physical fitness and recreation activities. Approximately 2,781 individuals participated in the numerous activities offered at senior centers. [SENIOR CENTER HIGHLIGHT] 4th ANNUAL BRAIN GAMES COMPETITION The Southeast Tennessee 2016 Brain Games, both a strategy-based and knowledge-based competition, was held August 23 at Eastgate Senior Activity Center in Chattanooga. The Alzheimer’s Association provided information about Alzheimer’s Disease and other brain-health related topics at this year’s event.

Teams that participated were from Whitwell Senior Center, Copperhill Senior Activity Center, Bradley-Cleveland Senior Center, McMinn Senior Activity Center, and Soddy Daisy Senior Center. The Southeast TN Region Champion was Copperhill Senior Activity Center! Congratulations to Copperhill and to all those who took on the Brain Games challenge, sponsored by Tennessee Commission on Aging and SETAAAD.
AGING AND DISABILITY
RELATIVE CAREGIVER PROGRAM (RCP) A Department of Children’s Services program, serving grandparents and other relatives raising children. 224 adults and 341 children received assistance through the program. [RCP HIGHLIGHT] PINWHEELS FOR PREVENTION In 2008, Prevent Child Abuse America introduced the pinwheel as the new national symbol for child abuse prevention through Pinwheels for Prevention®. On March 31, 2017 the Relative Caregiver Program partnered with Prevent Child Abuse Tennessee, Department of Children’s Services and the City of Dayton, Tennessee to promote National Child Abuse Prevention Month. Caregivers, youth and children of the Relative Caregiver Program planted a “Pinwheels for Prevention” garden in Dayton on the Rhea County Courthouse lawn. This effort educated the community on the importance of families and communities working together to prevent child abuse and neglect, and to promoted the social and emotional well-being of children and families. STATE HEALTH INSURANCE ASSISTANCE PROGRAM (SHIP) Provides free and unbiased counseling and assistance to persons with questions or concerns regarding Medicare and health insurance. SHIP achieved 10,671 calls and one-on-one appointments since July 1, 2016. [SHIP HIGHLIGHT] ANNUAL ENROLLMENT PERIOD During the 2016 Annual Enrollment Period (October 15 – December 7) for Medicare beneficiaries, Southeast TN SHIP conducted 19 separate enrollment events. During the first event on October 17 at the McMinn Senior Center, field representatives for Congressman Chuck Fleischman were present and briefed by SHIP staff on the various aspects of the program and its value to the Senior Adults in our Region. During Medicare Open Enrollment, SHIP staff and volunteers counseled approximately 1,492 Medicare beneficiaries and accumulated $436,102 in actual savings for Southeast Tennesseans. This is a $77,205 increase in actual savings from last year’s open enrollment period.

WORKFORCE DEVELOPMENT
We as the workforce development staff provide convenient, accessible workforce services to job seekers as well as business and industry. Along with a business-led Workforce Investment Board, we operate and staff Career Centers in the SET region. We believe that the best way to make a living is to be prepared.
INCUMBENT WORKER TRAINING Provides funding to help eligible Tennessee businesses effectively train and retain employees by providing skills upgrades and process improvement training for existing, fulltime employees. JOB LISTINGS Aids help to employers who need job listings posted. • Web: access the TN Employer site, register, and submit job openings at http://www.jobs4TN.gov • Phone: simply call in the descriptions of jobs that need to be filled. [SETWORKS HIGHLIGHT] REGIONAL DISASTER EFFORTS LWDA 5 was permanently assigned a mobile Career Coach that has allowed the nine counties and several surrounding counties with greater acess to job services. On December 24-26, 2016, the Career Coach and seven LWDA 5 team members assisted the displaced residents of the Sevier County wildfires with a variety of services.

ON THE JOB TRAINING Provides assistance to an employer who is willing to hire an individual who has no prior experience in the vacant position that needs to be filled by reimbursing up to 50% of the trainee’s wages during the specified training period.

ON-SITE SCREENING Provides assistance to take applications on site and perform testing for large plant openings or expansions.
PRE-SCREENING APPLICANTS Analyze and pre-screen job applicants based on an employer’s minimum requirements and refer qualified candidates. REFERRAL TO TRAINING Assist employers with planning for future employment needs such as referrals for specific training through the workforce development programs. TAX CREDITS Helps alleviate your business tax burden and can be used in conjunction with provided training programs. WIOA YOUTH PROGRAM Designed to help eligible youth meet career and educational goals.
[YOUTH HIGHLIGHT] SUMMER WORK EXPERIENCE 2017 During this summer’s work experience program, we had 117 Youth employed at over 40 worksites across the nine county region. Participants attended a sixhour orientation on June 2 at Brainerd Crossroads in Chattanooga. Topics included workplace procedures, drug-free workplace policy, and harassment policy. Work Ready 101 and Resume Building workshops were also presented to prepare youth for a successful work experience as well as future employment opportunities. On June 5, youth reported to their worksites and began academic and occupational learning. Following the eight week program, a capstone event was held July 28 at Brainerd Crossroads.

BUSINESS LOAN DEVELOPMENT Helping businesses start and grow by making available loan funds through programs such as US EDA Revolving Loan Fund and the USDA Rural Development Intermediary Relending Program. These projects included water and sewer system improvements, water line extensions and elimination of Slums & Blights. These projects are estiamted to benefit 179,733 people throughout the region.

We are proud to report the completion of TDOT TA Niota Depot Restoration project and the CCHHS National Trails Experience RTP project. During FY17, the Cleveland Commercial Historic District and Marion County Post No. 62 were listed on the National Register. HOUSING DEVELOPMENT Provides technical assistance and grant writing to communities and assist in the development of non-profit organizations who are interested in low-income housing in our service area. Additional programs that are provided through housing development, which are funded through grants from Tennessee Housing Development Agency (THDA), are the Emergency Repair for the Elderly (ERP) and the HOME Program. LOCAL PLANNING ASSISTANCE (LPA) SETD’s team of professsional planners works with municipal and regional planning commissions to achieve their vision of creating livable, accessible, and desirable downtowns and neighborhoods.
[LPA HIGHLIGHT] COMMISSIONER TRAINING In October 2016, planning staff provided two planning commissioner training sessions to comply with Public Chapter 862. Approximately 90 planning commissioners from the region participated in the training on TDOT Driveway Connections, Telecommunications, Mobile Infrastructure, Sunshine Law and variance case studies. GEOGRAPHICAL INFORMATION SYSTEMS (GIS) Our team provides GIS services including maps, database management and data analysis to the SETD region. REGIONAL MARKETING & COMMUNICATIONS We recognize the only constant is change and that is why we continue to strengthen and expand a marketing alliance dedicated to promoting the Southeast Tennessee and Northwest Georgia region. In January 2017, we rolled out a rebrand and new website; Southeast Tennessee Development (SETD)- new name, same services. SETD strives to continue to showcase our beautiful region at the local, state and national level. RURAL PLANNING ORGANIZATION (RPO) RPO’s purpose is to facilitate input from rural counties to the Tennessee Department of Transortation (TDOT) for transportation planning. RPOs work with TDOT to identify the Southeast Tennessee region’s needs regarding highways, transit, bike/pedestrian issues, avaiation and waterways. Over the last year, our team has administered over $1,000,000 in grant funds from TDOT.

SOLID WASTE ASSISTANCE (TDEC) Through a contract with the Department of Environment and Conservation (TDEC), our team provides solid waste management assistance to the region. SETD comunities received assistance in county Disaster Debris Management Plans, education on sufficient and environmentally sound disposal and help with application for grants to update county solid waste equipment and facilities.
SOUTHEAST INDUSTRIAL DEVELOPMENT ASSOCIATION (SEIDA) Providing economic development services for a 22-county region in Georgia, North Carolina and Tennessee. SEIDA served SETD communities by assisting businesses with locations, expansions, identification of financing opportunities, infrastructure development and marketing and demographic research. To ensure our communities are best positioned for economic growth, the SEIDA team received and prepared a total of 90 Request for Information (RFI)/Request for Proposals (RFP), assisted with 17 propspective company visits and attended numerous Industrial Development Board (IDB) meetings throughout the region.

[SEIDA HIGHLIGHT] NOKIAN TYRES SELECTS DAYTON, TENNESSEE AS NEW HOME May- Finnish company, Nokian Tyres, announced the largest foreign direct investment ever in Rhea County, unveiling plans to build a new $360 million manufacturing plant that will create at least 400 new jobs in Dayton, Tennessee. The new plant is expected to be operational in 2020 and produce 4 million passenger, SUV and light-truck tires at the facility annually.

SOUTHEAST TENNESSEE TOURISM ASSOCIATION (SETTA) The official visitor’s guide for vacationers, explorers, and enthusiast who want to discover and experience all that Southeast Tennessee has to offer. SETTA served SETD communities by marketing the Southeast Tennessee’s scenic landscape and promoting our beautiful rivers and mountains, local food and farms, Civil War and Native American history, regional music and art, one-of-a-kind festivals, and religious heritage.
[SETTA HIGHLIGHT] GOOGLE TREKKER The Southeast Tennessee Tourism Association spent several months this past year collecting imagery of special places in our region in partnership with Google Maps. We borrowed the Trekker camera, hiked around these unique and amazing locations, and will share the images for processing for future inclusion as panoramic images that everyone can see and enjoy on Street View in Google Maps. This technology and opportunity provides an enhanced way for visitors to connect with these special places in a way they may never have before. In fact, we expect many people may never get to explore these places in person, so we are happy to open it up for the world to enjoy. Stay tuned for announcements from Google and the Southeast Tennessee Tourism Association. TENNESSEE ADVISORY COMMISSION ON INTERGOVERNMENTAL RELATIONS (TACIR) In order to accurately portray the infrastructure needs across Tennessee to the General Assembly, the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) developed the Infrastructure Needs Inventory. TACIR partners with the development districts across the state to gather this information, which proves beneficial in providing an avenue for long-range planning across the region

This past year, SETD’s team conducted interviews with local and state agencies to compile an inventory of governmental and school system infrastructure needs. The latest TACIR Infrastructure Needs Inventory was published in May of 2017. Statewide, a total of over $43 billion worth of needs were reported. The top 3 areas of identified need were (1) transportation, (2) post-secondary education, and (3) Water and Wastewater. [CED HIGHLIGHT] SOUTHEAST TENNESSEE REGIONAL HEALTH SUMMIT Rural Health Check-up March- Community leaders came together for an interactive discussion of health challenges and opportunities facing rural communities in Southeast Tennessee. The featured speaker, Dr. Randy Wykoff, Dean of the ETSU College of Public Health, presented astonishing information about health, poverty, education, and economic development in the Appalachian region. Guests also heard from other speakers and panelists representing businesses, education groups, local governments, law enforcement, healthcare providers, planners, and nonprofits throughout the region. [CED HIGHLIGHT] MARION COUNTY REGIONAL INSTITUTE FOR HIGHER EDUCATION On June 16, 2017, Marion County officials alongside state and regional partners, broke ground on Phase II of the Marion County Regional Institute for Higher Education. The new facility will offer Advance Manufacturing and Information Technology programs to provide a pipeline of talent for area business and industry. Appreciation and recognition was expressed for the following funding partners: Appalachian Regional Commission (ARC), Marion County, Tennessee Board of Regents— Chattanooga State Community & Technical College, TNECD—Fast Track Development Grant, Town of Kimball and US EDA—Public Works Grant.

[CED HIGHLIGHT] COMMISSIONER BOB ROLFE VISITS SOUTHEAST TENNESSEE New Tennessee ECD Commissioner Bob Rolfe conducted regional visits soon after his start on March 1. On April 6, he visited the Southeast region, beginning the day with a town hall meeting at the Tennessee Aquarium followed by a stop at Volkswagen Chattanooga.
