CRASH CHECKLIST 1 IMMEDIATELY AFTER A CRASH Driver

Tell the other driver to stay until the police arrive. If they refuse, note the license plate number and state of issue, and the car’s description.

Witnesses

If possible, get names for any witnesses. Ask them to remain on the scene until the police arrive. Be sure to get their contact info.

Call 911 or ask someone to call for you. Ask the police to come to the scene. You will need to know your location .

Ask for the driver’s license and insurance information. Write down their name, address, D.L.#, birthdate, insurance provider, and policy number.

2 WHEN THE POLICE ARRIVE Incident Report

Ask the police to take an incident report. Some municipalities require a report for any bicycle collision.

Officer Identification

Request the officer’s name and badge number. They may have a card that has this information.

If you’ve been doored, ask the officer to cite the motorist for a violation of CVC 2251. Ask the officer to speak to witnesses.

If any party complains of pain, many municipalities require the police to take an incident report.

3 IN THE DAYS FOLLOWING A CRASH Witness Follow-Up

Contact witnesses. Ask them to email you their version of events while it’s still fresh in their mind.

Memorialize

Email yourself a description of what happened with relevant information. Capture as much detail as possible.

Take clear photos of your injuries and any damage to your bike. Get a written estimate before making repairs.

Request a copy of the incident report from the po lice department or res po n din g o ffic er.

Prologue

Late Winter 2020

A

round the world, teams of elite riders move between far-flung destinations, all in pursuit of glory and podium finishes. The season of professional road racing has started. Following the next race is just an Internet stream away, with both Eurosport and NBC Gold providing a solid lineup of coverage. For those not acquainted with centuries-old bike races, the Union Cycliste Internationale (UCI) World Tour is the organizing body for the highest level of professional road racing. This year, the season is made up of 36 men’s races and 21 women’s races all around the world. Some of the races have taken place for more than a century, with televised coverage for over than 75 years. The result is a rich legacy of history and tradition, drawing both those who love to race as well as those who love the race - the spectator. To benefit the passionate spectator, we now include The BICYCLIST Spectator Guide to the 2020 Season of WorldTour Pro Racing, featuring a full account of all men’s and women’s events, streaming options, results of last year’s race, and upcoming stage information where available. Closer to our home here in Southern California, land of the free, home of BICYCLIST magazine, we dutifully present the latest update to The BICYCLIST Calendar. With our tabulation of events and amateur races in all categories of riding, your search can begin. Start your search on page 16 to see the range of events and races throughout the Western United States that will challenge, entertain and reward. Rick Schultz looks at the effects of posture on performance, and makes a compelling case that will benefit both the amateur and professional. This issue’s ‘Ask the Coach’ on page 6 offers guidance for every level of rider. James Murren heads to southern Utah with a visit to St. George and the adjacent area. His trip highlights some of the fantastic mountain biking and wide open spaces. In addition, he’s compiled a solid list of food and drink spots for that postride refuel. Read more in his installment of the ‘In Search of Dirt’ column, page 7 for details. With elections taking place around the U.S., we are happy to shine light on the campaign of UC Irvine professor David Min, candidate for California State Senator in our home district, CA-37. A recent California Bicycle Coalition initiative to query running candidates on topics highlighted by the coalition are the basis for his responses. Both the questions and his answers offer insight into the complex balance of interests that inform the constituency of people who ride bikes.

outhwestern Utah, in the vicinity of Zion National Park, has some outstanding mountain biking offerings. St. George is a great spot to spend a long weekend of riding desert single track, or to mix in when visiting Zion. Some of our favorites on the most recent adventure will get you started:

Zen Trail Loop – To begin, ride it counter clockwise. I have ridden

it clockwise, too, and think it rides “better” when going the “other way.” From the parking area, the climb up to the edge will get your heart rate up from the get-go. Enjoy the view looking down on the Bear Claw Poppy trail system, but also be sure to turn around and look back at the spectacular view of the Pine Valley Mountains rising above St. George.

Trail markings make way-finding a breeze in the Santa Clara River Preserve in the southern Utah wilderness, with trails ‘Sidewinder’ (ABOVE LEFT ) and the more technical ‘Suicidal Tendencies’ ( ABOVE RIGHT ) beckoning exploration. -> Continue your way across the precipice, enjoying the few ups and downs before descending some more, which then will turn into additional cross-country riding as the trail meanders back to the parking area. Zen has some super fun tech riding, with rocks and drops to navigate. Bonus: cleaning the steep “stairs” with the tight turn on the second half of the ride as it spills into the desert wash.

A Candidate Who Supports Cycling in California

UCI Law Professor Dave Min

Running for California State Senate 37th District representing Anaheim, Costa Mesa, Huntington Beach, Irvine, Lake Forest, Laguna Beach, Laguna Woods, Newport Beach, Orange, Tustin and Villa Park. Dave Min is a UCI Law Professor, a nationally recognized economic policy expert and a former Securities and Exchange Commission (SEC) prosecutor. Dave has testified six times before Congress and helped develop major economic legislation. These days he is running for State Senate 37 and has been endorsed by CalBike as the candidate who supports bicycling in California. Here are some excerpts from their candidate questionnaire... What measures do you support California taking in terms of climate protection? What else, besides electrification of cars and trucks, do you support to reduce this sector’s impact on greenhouse gas emissions? I believe that climate change is the defining crisis of our time, and that California must be a leader in promoting policies that radically reduce carbon emissions, not only in our state but across the world. I am the only candidate in this race that has come out in favor of a Green New Deal type framework, because I believe we have to radically reduce our own state’s emissions and also because I believe our state can help nurture a booming green economy that is a leader on various green technologies like renewable efficiency and large storage batteries. So of course I support the application of the state’s GHG reduction targets to state transportation investments and a stronger role for the ARB in transportation decisions. The reality is that electric vehicles are not enough (and policies that focus on EVs disproportionately benefit the wealthy and ignore working Californians). We must do more to move away from the car culture that has defined California development over our past 100 years. This requires greater density in our housing and retail, and more mass transit options. In the near term, I favor efforts to encourage or mandate more density around transit hubs, coupled with an emphasis on more affordable units (not just at the low end but also at the 50% and 75% of area median income levels that are thought of as “workforce” housing) and subsidies for cheaper and more frequent mass transit options (like MetroLink). In the longer

run, we should be pushing for more high speed rail options between these hubs. Californians should have housing options that allow them to bike and walk to work. I am so fortunate that I am able to walk (or more frequently ride my scooter) to work, but this should not be seen as a luxury for the elite. At the same time, emphasizing mass transit investments will effectively expand the pool of affordable housing options for working Californians. Walking and biking account for 18% of trips taken by Californians. Only one fund -- the Active Transportation Program -- is a competitive grant program dedicated solely to support those trips with safety and access improvements and every cycle is oversubscribed multifold. It receives 1.6% of the state’s transportation total budget. Do you think it is appropriate to spend at least 18% for active transportation expansion? If no, what percentage do you support? I would need to look into the particulars of the state’s transportation budget and better understand the particulars before committing to a particular target but over the long run, it seems reasonable to expect that 18% or more of our state’s transportation budget is devoted to active transportation such as walking and biking. Right now, it is often difficult and dangerous for Californians (including in most parts of my district) to ride their bikes or walk because we have designed our transportation infrastructure almost entirely around cars. We should be emphasizing active transportation initiatives such as progressive bikeway design, low-stress bikeway networks, and complete streets with adequate space for pedestrians, bikers, and mass transit.

As one of the few progressive candidates of color in Orange County, I am highly cognizant of the racial and economic injustices that our government policies often create. I have been a frequent presence in communities that have typically been ignored by both Republicans and Democrats, and I hope to build on these relationships once elected, by creating community partnerships and empowering low-income communities of color as we discuss a transition towards a greener transportation infrastructure.

California currently encourages residents to replace gasolinepowered cars with cleaner vehicles through its Clean Vehicle Rebate Project, but the program excludes those residents who cannot afford cars and has no provisions to help Californians purchase sustainable transportation options like bicycles, cargo bicycles, or electric-assisted e-bikes. Do you support creating a program to incentivize the purchase of bikes and/or e-bikes and/or cargo bikes used for transportation and delivery? While I am not opposed to rebates for electric vehicles, I also believe this is essentially a subsidy to wealthier households. What about those who can’t afford an electric car? I am the only candidate in this race that has come out in favor of transit-oriented reforms beyond just providing EV incentives and more charging stations. I strongly support funding for bikes and other forms of transit. I myself own and ride an electric scooter to work (which is charged through my solar panels).
