Treasures and Treats drive a success St. Ignatius of Antioch Episcopal Church sponsored a food donation drive and Halloween treat distribution in their parking lot on the afternoon of October 31. The purpose of the drive was two-fold: To collect “kid friendly” food for families with children who are living in situations in which they do not have to refrigeration and stoves, and to provide a free, safe and fun option for Halloween Trick-or-Treat for the local community. The food drive benefits

PADS (Providing Advocacy, Dignity, & Shelter) which assists many Lake County residents who are experiencing food insecurity due to homelessness. At the event at St. Ignatius they were able to collect 256 “kid friendly” items. Church members and volunteers dressed for the Halloween event and enjoyed a day of beautiful weather. St. Ignatius Church is located at 500 Depot St., Antioch, IL.

With graduated tax failure, ‘there will be cuts, and they will be painful,’ governor says ‘Everything is on the table’ in addressing fiscal challenges By Jerry Nowicki CAPITOL NEWS ILLINOIS

Backers of a graduated income tax constitutional amendment conceded defeat for Gov. JB Pritzker’s marquee policy proposal which was projected to bring in more than $3 billion annually to state coffers. With 98 percent of precincts reporting, voters had rejected the amendment by a 55 percent to 45 percent margin. The Associated Press called the race

In the coming days I’ll be talking with the leaders in the General Assembly about our path forward. But here’s what we know for sure: I promised to be a governor who balances the budget and pays the bills that my predecessor left behind. I promised to make sure that our kids get a good education, that we invest in job creation and that we build a better future for Illinois. There will be cuts, and they will be painful.” The failure of the amendment marks the end of a fight led by Pritzker which began legislatively in April 2019 and even before that politically when Pritzker was running for governor in 2017 and 2018. Pritzker spent $58 million of his own personal fortune to promote the amendment, while billionaire Republican donor Ken Griffin, the state’s wealthiest person and founder of the hedge fund Citadel, dropped more than $53 million into an

for the “No” camp, as a large number of outstanding mail ballots were almost certainly not enough to make up for the deficit of approximately 500,000 votes. In his daily COVID-19 briefing in Chicago Nov. 4, an agitated Pritzker lashed out against the Republican Party, warned of cuts to public safety and human services and said several other options were on the table for addressing state budget deficits that have been ongoing for decades. “Illinois’ fiscal problems haven’t gone away. We now sit at a crossroads,” Pritzker said. “Our state finances still require fundamental structural change.

effort to defeat the tax change. The governor had billed the graduated income tax proposal—which would have imposed higher tax rates on higher income earners—as the best of three options, the others being a 20 percent increase to the state’s flat tax or 15 percent across-the-board cuts to state spending. But he has also frequently warned that discretionary spending has already been reduced drastically in several areas in recent years due to a two-year state budget impasse in which the state racked up a $16 billion backlog of unpaid bills. As of Nov. 4, the Illinois Comptroller’s office estimated that backlog at $8.3 billion. “My predecessor, Gov. Rauner, tried to drag the state underwater with painful and draconian cuts that in the end were blocked by both Republicans and Democrats,” Pritzker said. “His approach devastated high-

er education, child care, human services, and hollowed out state agencies like those that manage public health and unemployment benefits, all while adding billions of dollars of debt on to our bill backlog.” The impasse occurred beginning in July 2015, lasting 736 days, after lawmakers allowed a temporary income tax hike to expire which decreased the individual income tax rate from 5 percent to 3.75 percent. That reduced state revenues by about $4.5 billion, but in the absence of a state budget targeting cuts in spending for two years afterward, the state continued to spend at a rate far outpacing revenues. As a result, many agencies, public schools and universities all eventually saw drastic drops in funding as obligated state expenditures took precedence. “If you set aside federally protected programs, court ordered obligations and our bond and pension debt, we would have to reduce discretionary spending in our state by approximately 15 percent,” the governor said. “That’s 15 percent fewer state troopers. That’s 15 percent fewer students going to college, 15 percent fewer working parents receiving child care assistance and 15 percent less money for your local public schools, which likely means that your property taxes will increase. “You could call this the republican approach option to raise revenue within our current regressive flat tax system and impose a higher flat tax which falls disproportionately on the working poor and the

middle class.” Complicating matters is a global pandemic that has ripped a hole in state finances. Even before COVID-19 redefined the state’s revenue picture, Pritzker had pegged the state’s structural, year-after-year budget deficit at about $3.2 billion. Considering lost revenues due to COVID-19 and associated economic restrictions, that deficit could exceed $7 billion with the graduated tax’s failure, Pritzker predicted in April. In September, Pritzker directed state agency directors to prepare for cuts of up to 5 percent for the current fiscal year and 10 percent next fiscal year, which begins July 1. On Sept. 24, Lt. Gov. Juliana Stratton said lawmakers “will be forced to consider raising income taxes on all Illinois residents by at least 20 percent, regardless of their level of income” if the graduated income tax fails. That would push the current tax rate to about 6 percent, and would require a simple majority vote in a Legislature dominated by Democrats as well as a signature from the governor. The state’s path forward could include some combination of cuts and tax increases, as well as borrowing from the federal government’s Municipal Liquidity Facility program which was authorized in the state’s budget for fiscal year 2021. “Everything is on the table,” Pritzker said. Pritzker has also frequently urged the federal government to pass a COVID-19 stimulus

tirement income. “It is clear that Illinoisans do not trust this legislature and this administration to spend more of their precious tax dollars without restraint,” Illinois Chamber of Commerce President and CEO Todd Maisch said in a statement. “We believe we’re on our way to hearing from the electorate that Illinois needs a lot more than tax increases to fix our economy. Illinoisans have made their voices heard and want a plan for rescuing our state that is not just raise taxes, raise taxes and raise taxes some more.” Pritzker addressed pensions and trust in government as well. “I’m going to continue to make sure that we’re paying the pensions that are owed to people and that we don’t tax retirement income. I will stand Foursquare against any tax on retirement,” he said.

Legislative Democrats have thus far not shown an appetite for such reforms, however, and three-fifths majorities in each chamber of the General Assembly would need to vote on the measure before it could be put to voters. The opposition campaign also centered on the trustworthiness of state politicians and the possibility that the amendment would make it politically easier to raise a retirement tax on portions of the electorate, even though that was never proposed and the amendment would not have changed the vote threshold needed to tax re-

Some who lobbied against the amendment, including libertarian-leaning think tank Illinois Policy Institute, which was once closely tied to Republican former Gov. Bruce Rauner, have suggested the results demonstrate a need for structural pension reform. Annually, payments to the state’s pension liabilities— which exceed $137 billion— account for 20 percent or more of the state’s operating budget. That’s more than $8 billion total general revenue fund spending that will go to the state’s five pension funds this fiscal year. But reforms to the pension system passed by lawmakers in

Once accomplished, Hike Lake County finishers can turn in their logs to receive a free dog tag for any fourlegged hiking companions and a free zipper pull or commemorative shield. “Each year, the set of Hike Lake County trails is different. The variety of trails showcases the array of habitats and ecosystems found in Lake County,” said Buckardt. “Participants might visit a restored wetland, a gorgeous woodland, a stunning prairie or a preserve with all three habitats.” As the challenge trails change each year, so too does CLC’s outdoor spaces. “We’re going to keep adding to the Living Lab Trail. Husemoller says you don’t even need to drive onto campus to access the trail. “We’ve done these extra trail connections and signs. We see more people from the neighborhood with their dogs walking through, people are out here on the weekends. It’s a real resource for the whole community.” Those connections also hook the campus and trail users into with the larger trail network of Lake County which includes an autumn challenge to area explorers. The annual Hike Lake County through Lake County Forest Preserves is currently running until Nov. 30. “All trails are well-marked and easy to follow,” said Nan Buckardt, education director for the Lake County Forest Preserves. “Participants discover new preserves while spending time outdoors. College of Lake County’s (CLC) Living Lab Trail may be found on the college’s Grayslake campus but it is open to all who wish to stroll its pathways. “People don’t know that we have an arboretum or a campus farm,” said David Husemoller, sustainability manager for CLC. Signs along the trail also offer an educational component. “There’s three layers to the trail; what’s going on here at CLC, in our community and around the world.” For instance, the apiary, which is a collection of beehives, was welcomed to the trail in 2016. At the college, students studying agriculture tend the hives and harvest the honey while the bees help to pollinate the nearby campus farm. In the community, bee populations are in distress but can be helped by people planting a variety of native species. And around the world bees are so important to farming, in-

Sheriff’s Office announces traffic safety campaign results Lake County Sheriff’s Deputies arrested two impaired drivers and issued 50 seatbelt and child safety seat citations during the recent Halloween traffic safety campaign. Law enforcement agencies throughout Illinois participated in this effort to save lives by getting impaired drivers off the roads and more people buckled up. The enforcement campaign took place from October 17 through November 2. Extra emphasis was placed on enforcement during late-night hours, when statistics show the most unbuckled and impaired driving fatalities occur. The recent law enforcement campaign was made possible by federal highway safety funds administered by the Illinois Department of Transportation and is part of the statewide Drive Sober or Get Pulled Over and Click It or Ticket campaigns.

Investigation continues in fatal motorcycle crash

A 29 year-old Belvidere man sustained fatal injuries after a single motorcycle crash that occurred in unincorporated Marengo. On November 8, 2020 at 11:58 a.m., The McHenry County Sheriff’s Office, Marengo Police Department, and McHenry County Conservation District Police responded to the scene of a one-vehicle motorcycle crash in the 25000 block of River Road in unincorporated Marengo Township. Preliminary investigation indicated that a 2015 Harley Davidson motorcycle had been traveling eastbound River Road when for unknown reasons it failed to negotiate a curve in the road. The motorcycle left the south side of the roadway, struck a fence, and overturned. The driver was ejected from the motorcycle and found to not be wearing a helmet. He was pronounced deceased on scene. The crash is suspected to have occurred during the overnight hours from Saturday, Nov. 7 into Sunday, Nov. 8, 2020. We would encourage anyone having information regarding the circumstances that led to the crash to contact the McHenry County Sheriff’s Office at 815–338-2144. The investigation is ongoing by the McHenry County Sheriff’s Major Crash Investigation Unit and the McHenry County Coroner‘s Office.
