How Illinois can jumpstart a heartland manufacturing revival Blue elected officials in U.S. Senate Whip Dick Durbin, vice presidential candidate runner-up Sen. Tammy Duckworth, and a House Dem top player in Congresswoman Cheri Bustos. The latter two are wanting to be re-elected next year. Why allocate really big manufacturing and research dollars in RED states, where most private investment has been going? Illinois has all the pieces in place. It is a natural. So, here in a nutshell is my proposal for the Quad Cities (QC), which my district neighbored when I was in the Illinois House decades ago. QC leaders have been in discussion with the flagship University of Illinois to come to town, and the university is interested. The U. of I. at Urbana-Champaign (UIUC) is home to one of the world’s leading computer science and electrical engineering campuses. For example, UIUC annually wins more National Science Foundation grant dollars than any university campus in the nation. And UIUC engineers and scientists are at the forefront of computer chip design. John Deere, and Caterpillar down the road in Peoria, need both licensed engineers and engineer technicians. And America badly needs to catch up in the computer

chip design and manufacturing competition. Our nation has outsourced this function, and now wonders why, and of what we can do about it. The U. of I. already has collaborative engineering programs with community colleges. Students start at the community colleges and have the opportunity to move on to the four-year bachelor’s program in engineering at UIUC. In Black Hawk College, the QC has one of the oldest and most solid community colleges in the nation. Black Hawk and UIUC could use the existing collaboration model, locating a new UIUC junior-senior engineer program in the Quad Cities. The Rock Island Arsenal is also a big player in the QC. Since the Civil War, the Army has operated a munitions manufacturing plant on the two-square-mile Arsenal Island that lies, literally, in the middle of the Mississippi River, between Illinois and Iowa. But employment at the Arsenal has dwindled from a high of 13,000 to about 5,500, and the future of America’s defense is no longer in bombs. Leaders at the Arsenal and in the QC understand this. They have the space, and are looking for new missions, before the facility might one day easily be absorbed into other, much larger Department of Defense operations.

For example, I propose a really big, transformative, federal-state-private-sector partnership that would create a cutting-edge, computer chip manufacturing and research facility on Arsenal Island, which straddles the Illinois-Iowa Quad Cities. “But how are the stars aligned, Jim?” you might ask. I respond: The Biden infrastructure plan includes $50 billion or more for a desperately needed American manufacturing and research renaissance. Illinois is a natural place for such a rebirth. We have in the University of Illinois, Northwestern University, the University of Chicago and other research centers probably the greatest concentration of engineering and computer science firepower of any state, with perhaps the exception of Massachusetts and California. As the heart of the onceproud manufacturing heartland, now called a Rust Belt, we still have a strong tradition of workforce excellence. Further, Illinois has been an embarrassing laggard overall in economic growth; our population has been declining. And — Illinois is a BLUEBLUE state, with powerful

Weekly connection

Bus driver, coach, and friend

There have been some pretty amazing men in my life over the years. I think of my teachers, coaches, pastors, uncles, and grandpas for sure. But the two most important men have to have been my Dad and my Father-in-law. A few weeks ago, I wrote about the example of character and faith that my Dad was and is to me, and for that I am so very thankful. Yet there is another man who has been a huge part of my life as well since the time that I was about 15 years old, and that man is my father-inlaw. Not only did he raise an amazing daughter who has been my soul mate for the past 35 years, but he has been one of my best friends as well. I remember the first time we met. I was in high school and he was our bus driver to

many of our ball games. He always had a great interest in athletics because he was a great athlete himself. I heard stories of how he used to drag half the opposing football team across the goal line because they couldn’t bring him down or how he would dominate on the baseball field. He was indeed a tremendous baseball player and had it not been for an arm injury, he may well have had a career in professional baseball. When he drove the bus to our games he didn’t just sit on the bus and read like many drivers do, no, he

was all in with the team. He would genuinely be excited when something good happened on the field, and he had a pat on the shoulder when things didn’t go so well. I remember him being in the locker room with us for the pregame speeches and in the dugout keeping the book for our baseball games. He would give advice to us. He would tell us to keep our head in there, to keep our swings level, to keep our eye on the ball all the way to the catcher’s mitt and to pick up the spin on the ball when it comes out of the pitcher’s hand to determine if it was a fastball or curve. He even came to practice after his school bus route and threw batting practice from time to time for our high school team. Later, I played ball for him in Wisconsin’s very

own Home Talent Amateur Baseball League for almost 20 years. He has been a part of that league for over 70 years. Yes, that’s 70! We made some amazing memories winning a bunch of championships in the 80’s all the way up through the 2000’s and his passion and knowledge were a big reason it happened. Where do you find this ageless man today? Well, I can proudly say that he is the pride of the little town of Woodford and that he’s still sitting behind the steering wheel of the school bus where he has been for the past 59 years. Not only does he drive his own daily student route, but he also still drives for the varsity sports teams just like he did when I played some 40-plus years ago. the years, and I appreciated their commitment and efforts for the students. Now when I drive, I try to say good morning and good-bye to every student when I pick them up or drop them off. For some kids it’s the only time they will ever hear anyone speak their name in a friendly way all day. Many of the kids say thank you as they get off the bus. It’s pretty great to hear that from them. I learned from the best that being an encouragement to kids goes a long long way in helping our community be a better place. The Apostle Paul says in his first letter to the Thessalonians chapter 5 verse 11; Therefore encourage one another and build each other up! Until next week, God Bless!

Mrs. Black Hawk because of their love for the kids and athletics at the school. There are some things in life that a person just has to stop and marvel at, and Dick Schliem is one of them. When I retired from a 30year teaching career, I didn’t envision myself doing much more with education. Maybe an occasional day of substitute teaching might be in the cards or perhaps I would continue to coach for a while I thought, but I certainly had no intention of driving a school bus. When I was asked a couple years ago to consider getting my license to help out, I went ahead and did. I must say that I find it to be very enjoyable. When I was teaching and coaching, it was my custom to thank the drivers after a trip to a ball game. We had many conversations over
