Lake County designated ‘SolSmart Gold’ for advancing solar energy growth Lake County recently earned the highly coveted Gold designation from the national SolSmart program for implementing process improvements that make it faster and easier for homes and businesses in unincorporated Lake County to transition to solar energy. This designation recognizes Lake County for taking key steps to reduce barriers to solar energy growth and simplify the process for the community to install solar systems. For companies looking to expand, a SolSmart Gold designation is a signal that Lake County is ‘open for solar business.’ “We are proud to achieve the SolSmart Gold designation and are committed to supporting solar energy development throughout the community,” said Lake County Board Chair Sandy Hart. “In recent years, we’ve seen more interest in solar energy from many of our residents, businesses, and local governments, and we are excited that it’s becoming a more affordable option here in Lake County.” In 2019, Lake County began to update local regulations to reflect current trends and improvements in solar technology. The Lake County Planning, Building and Development Department, in partnership with 18 local municipalities and with technical support from solar industry experts, convened a regional

Solar Energy Task Force to develop a model ordinance for communities to use in adopting state-of-the-art solar zoning codes. A new solar energy ordinance was subsequently adopted by Lake County and has led to the following improvements to expedite solar power installations in the unincorporated areas: • Certain solar permit applications can be reviewed in one visit to the Lake County Central Permit Facility in Libertyville. • Residents can refer to an online checklist at www.lakecountyil. gov to ensure their application is complete and that it meets Lake County’s requirements for residential solar permits. Once a complete submittal is received by Lake County, residents will receive either their permit, or a request for additional information within three business days. “Solar permitting used to be a lot more complicated”, said Terry Wilke, Lake County Energy and Environment Committee Chair. “I would like to thank staff for all their work to streamline the solar permit application process. Residents that have questions about the permitting process are always welcome to contact Lake County staff for help.” Those who reside in city or village limits that are interested in solar permitting should reach out to their municipality. Bill creating new marijuana dispensary licenses clears House Provision would create two new lotteries for awarding licenses

Legislation revamping the state’s system for awarding marijuana dispensary licenses passed the House last week. The measure is meant to address shortcomings in the 2019 Cannabis Regulation and Tax Act, specifically in regard to a license lottery that was delayed by the pandemic, controversy and legal disputes for over a year. Amendments to House Bill 1443, sponsored by Chicago Democratic Rep. La Shawn Ford, would create two new marijuana dispensary lotteries offering 55 licenses each while addressing lingering concerns regarding the original 75 licenses established in the 2019 law. It passed the House in a 70-33 vote with bipartisan

support, but also bipartisan opposition. Democratic Rep. Carol Ammons, of Urbana questioned whether his legislation accomplished the social equity spirit of the initial marijuana legalization legislation. “My dispensaries in Champaign-Urbana can be owned by a group from other states, taking the resources from Champaign-Urbana to Michigan, Ohio or some other state,” Ammons said. “I don’t do lotteries.” Ford described his bill as the best way to increase the possibility of local Black and brown communities in Illinois getting access to the booming marijuana industry. “I wish I could write a bill that would guarantee that Black people wouldn’t worry about the things that we worry about today, and that there

was justice for all,” Ford said. The 75 licenses initially set by the 2019 law were supposed to be granted by May 2020, but were sidelined by the outbreak of the COVID-19 pandemic. They were later delayed again following backlash over how applicants for the licenses were scored, and pushed back a third time following lawsuits against the state by the finalists of the initial lottery after Gov. JB Pritzker announced applications that did not meet the cut could be edited and rescored. Originally, the process as intended would award licenses in order of applicant scores with tiebreaker lotteries for applicants who received the same score. However, after just 21 of more than 900 applicants received a perfect score to become eligible for

the lottery, a hold was placed on the lottery system. Under Ford’s legislation, the first new batch of 55 licenses would be offered through a “Qualifying Applicant Lottery” which would only be open to applicants who scored 85 percent or higher on submissions for the first 75 licenses. This would provide a chance at dispensary licenses to firms who did not receive a perfect score and were excluded from the initial 75-license lottery, and firms who did qualify for the initial tiebreaker lottery but have not hit the 10-license cap for applicants. The second new batch of 55 licenses would be offered through a “Social Equity Justice Involved Lottery.” Those eligible must have scored 85 percent or higher on their sub-

mission, and must also qualify as a social equity applicant. That means 51 percent of the firm’s ownership must be someone who has lived in an area impacted by the war on drugs for 10 years, have been arrested or convicted of a marijuana crime eligible for expungement, or be a member of a family impacted by the war on drugs. Another lottery of five licenses for medical cannabis dispensaries would also be open to applicants who were eligible for the social equity or qualifying lotteries. According to Ford, based on his conversations with the Pritzker administration, the new scores for amended applications will be released and the initial lottery will be completed following the passage and signing of HB 1443.

“As a state that values making our laws reflective of our diverse communities, we must ensure that social justice is at the center of everything we do,” Pritzker said in a statement praising the passage of the bill. Ford celebrated the passage of the bill in his own statement released following the House vote. “Instead of allowing the wealthy few to maintain control of this new industry, let’s give people in areas that have been left behind a real opportunity to start a local business that is owned and operated by members of the community,” he said. HB 1443 now heads to the Senate, where the General Assembly has until the May 31 legislative deadline to pass it with a simple majority.

MCSO reaffirms commitment to citizens with mental health conditions through pledge The McHenry County Sheriff’s Office is excited to announce that they have completed a pledge to reaffirm their commitment to assisting those with mental health conditions in the community. The pledge is part of an initiative called the One Mind Campaign started by the International Association of Chiefs of Police (IACP), a professional association for law enforcement that provides training, technical assistance, and recruitment services. To be considered for such, law enforcement agencies must commit to a series of promising practices to ensure successful future interactions between peace officers and persons with mental health conditions. The Sheriff’s Office evaluated their existing standards of mental health response, which qualified them for the One Mind Campaign. Their

strong partnership with local mental health organizations, such as the McHenry County Mental Health Board, current policies that address officers’ response to mental health situations, and agency-wide mental health response training all met or exceeded the criteria necessary to qualify them for the pledge. All deputies have received training in mental health awareness with approximately 30% of all deputies completing Crisis Intervention Training, which develops deputies’ response to calls that involve individuals with mental health conditions such as depression, addiction, or an intellectual disability. This training includes education on various de-escalation techniques as well as live role-play scenarios of officers responding to persons in need of mental

health assistance. By being proactive in their response to citizens with mental health conditions, the Sheriff’s Office continues to strengthen their high quality of public service in McHenry County. “The Sheriff’s Office is proud to join the other 11 Illinois law enforcement agencies who have completed the One Mind Campaign pledge,” said Sheriff Bill Prim. “We recognize the impact that mental health conditions have on individuals, families, and communities and will continue to work with our partners to reaffirm our commitment to those with mental health conditions.” For more information about the One Mind Campaign, visit the IACP’s website at https://www.theiacp. A Zion man, who skipped out on the final day of his trial, and who hasn’t been seen since, was sentenced in absentia to 19 years in prison Wednesday, May 26 on drug and weapon charges. Brian A. Yarbor was arrested on September 3, 2020, following a search of his home that turned up several grams of cocaine and a Brian Yarbor loaded .40 caliber semi-automatic gun that had been reported stolen in Zion weeks before. Yarbor was charged with manufacturing and delivery of cocaine and unlawful use of a weapon by a felon, and had faced a sentencing range of 6 to 30 years. Yarbor posted bond and was freed from jail prior to his March 2021 trial. While Yarbor attended the first day of his trial, which comprised of jury selection, opening statements, and testimony, he did not appear the next day to hear closing arguments. Yarbor was also not present when the jury announced its guilty verdict. After the verdict, Lake County Circuit Judge Daniel Shanes issued a warrant for Yarbor’s arrest. The trial was the first in-person jury trial of 2021, and jurors were socially distanced under Covid-19 safety measures. Judge Shanes sentenced Yarbor to 19 years in prison, to be served at 50 percent. The warrant remains active as Yarbor failed to appear for the sentencing and remains on the lam. Assistant State’s Attorney Donald Tyer prosecuted the case, and State’s Attorney Eric Rinehart praised Tyer for his work under difficult and unusual circumstances. “I’m proud of our team on this case, and Mr. Tyer in particular. He was able to successfully try this case to a jury under tough pandemic conditions,” Rinehart said. “Separate from the underlying weapons offense, Mr. Yarbor’s decision to evade the courts during the sentencing phase of this case further justifies a lengthy prison sentence,” the state’s attorney said. Because Yarbor was out on bond when he disappeared, prosecutors said he cannot be charged with escape. If he is found, Yarbor will be placed under arrest and transported to the Illinois Department of Corrections to serve his sentence.

Upon notification of the death, Antioch Police and the Lake County Coroner’s Office responded to both the hospital as well as the scene for the death investigation. It was learned through the initial investigation that the employee had falled approximately 20 feet from a lift in the warehouse area of the business. The deceased, 66-yearold Jose Perez-Rodriguez of Waukegan, was pronounced at Advocate Condell Medical Center on May 25. On May 26, 2021, an autopsy was performed. The preliminary autopsy results indicate that Mr. Perez-Rodriguez died from multiple blunt force injuries as a result of the fall. The investigation into his death is ongoing by the Lake County Coroner’s office and the incident remains under investigation by the Antioch Police Department.

Lake County Sheriff’s Telecommunicators issued a regional alert to other law-enforcement to be on the lookout for the offending vehicle. A short time later, the vehicle was spotted in the area of Route 45 and Brae Loch Road, Grayslake, by a Grayslake Police Officer. Grayslake PD alerted sheriff’s deputies of the offending vehicle location and sheriff’s deputies quickly responded. Due to the high-risk nature of the offenses, sheriff’s deputies conducted a ‘high-risk traffic stop.’ Sheriff’s deputies began communicating with the driver/offender and instructed her to exit her vehicle with her hands raised. The driver, Katrice Brown, 35, of the 1400 block of West Park Avenue, Libertyville, exited her vehicle and was immediately non-compliant. She was not following the instructions of sheriff’s deputies and she began yelling, “shoot me” and “kill me” to the sheriff’s deputies. The sheriff’s deputies on the scene recently attended inhouse ‘high risk vehicle stop’ and ‘de-escalation’ training. They were able to communicate with Brown for several minutes and worked together to calm her. After several minutes of de-escalation techniques, Brown was taken into custody without force being used. The victim, a 28-year-old woman of Libertyville, was still in the vehicle. Sheriff’s deputies summoned an ambulance and she was transported to an area hospital with significant injuries from being struck by the vehicle and dragged. She is expected to recover.

This is similar to a previous scam where the offender was pretending to be a sergeant with the Lake County Sheriff’s Office. At that time, the offender identified himself as ‘Sergeant Bennett’ and informed the caller they had an active warrant for their arrest. The scammer provided the victim with the victim’s name and address, making the victim feel that the caller is a police officer. These new cases are similar, where the caller is claiming to be Sergeant Michael Cope. The caller is ‘spoofing’ their caller identification number to make it appear they are actually calling from inside the Lake County Sheriff’s Office. The scammer orders the victim to purchase gift cards and provide the gift card numbers/pins to the scammer in order to satisfy the warrant. The scammer has also asked victims for their social security numbers, banking information, and other sensitive information. These types of scams are becoming more and more common, where scammers impersonate members of a local law-enforcement or government agency to prey on their victims. After reviewing the facts and circumstances of the incident the Lake County State’s Attorney’s Office approved the following charges for Brown: Aggravated Battery with a Deadly Weapon, Aggravated Assault with a Motor Vehicle, Two Counts of Aggravated Domestic Battery, and DUI – Alcohol. Sheriff John D. Idleburg said, “This incident again shows the true professionalism of all of our staff. From our Training Division who have made it a priority to focus training efforts on de-escalation before resorting to force – to our telecommunicators who were able to obtain critical information from the 911 callers and calmly disseminate that to the sheriff’s deputies – to our sheriff’ deputies who responded and utilized de-escalation techniques rather than force. This was an incident that could have ended much differently if it were not for our trained, dedicated, and professional staff who worked together to resolve this incident safely for everyone involved.” Brown was held in the Lake County Jail pending an initial court hearing on the morning of Friday, May 28.
