More than a third of the bills for local ambulance service in the past year remain unpaid three months after the service according to Antioch Fire Chief John Nixon. His summary of income collected and the open balance in the past year shows $522,771 paid and $879,557 uncollected as of April. Nixon, along with Paramedic Billing Services representative Kim Fuller, gave the Antioch Village Board a full report on the past year at the June 10 Committee of the Whole meeting. Between May 2014 and April 2015, The Antioch Fire Department and First Fire District 1 combined to answer 973 EMS calls in the village and 582 calls in the fire district. The gross amount billed was over $2.1 million. More than $1.3 million, or 66 percent, was billed for calls from the village and included both village residents and non-residents. About 34 percent of the total came from calls in the fire district at nearly $750,000 and included fire district residents and non-residents. Non-residents are billed at a higher rate and most of these
are vehicular crashes. Income received from bills in 2014-2015 was $522,771. Collection of the amount billed stands at about 40 percent. Fuller said that with the introduction of the federal care health law, or Obamacare as it’s commonly known, insurance companies are much slower to pay. “And it depends on who gets the bill to the insurance company first,” she explained. “The bill that arrives first will be part of the deductible,” Fuller said, “and the deductibles are much higher since the law changed.” Getting the insurance information is also an issue. And while Antioch EMS rates stand between $1,000 and $1,200, Nixon reported that Medicare or Medicaid only pays about $400, the allowable federal amount. Nixon also said that while Medicare pays more quickly, the department waits for the Medicaid dollars that come through the state. More than 28 percent of unpaid invoices are over 180 days. Invoices that are current less than 30 days are just over 24 percent of the total and those between 31 to 60 days are 15 percent.

Summer Arts and Crafts Faire is this weekend On Saturday and Sunday, the Antioch Chamber of Commerce will host its Summer Arts and Crafts Faire in downtown Antioch. Area residents are invited to bring their families and enjoy browsing among unique handmade crafts while children enjoy some fun. The summer Arts and Crafts Faire is at the intersection of Main Street and Depot Street in downtown Antioch.
This outdoor faire features artisans from around the Midwest. Father’s Day weekend is always the date for this popular event, so the chamber encourages people to bring their fathers. Activities for children will run from 11 a.m. until 3 p.m. There will be face painting, balloon art, a chance to meet Cha Cha (Rainforest Cafe mascot), Kids “Paint Our Town� activity (Antioch Fine Arts Foundation), Kids’ Fun
Fair (NorthBridge Church), Save-A-Pet (looking for a home), and UnderDog Rescue (looking for a home). Kenosha County Sheriff David Beth temporarily adopted 15 calves during an animal abuse investigation on the Schmeckel farms in the Brighton and Paris Townships. While cleanup and testing was underway, the calves began showing signs of improvement. “They’re doing very well,” Beth said last week. Beth said the calves range in age from about 2 months old to 6 or 7 months old.
The older calves were in decent condition, but the younger ones were in very poor condition when they first came into his care, he said. Many of the younger ones had rashes on their skin and were missing hair, but now the hair is beginning to grow back and the rashes are being treated, Beth said. He said other farmers would not be likely to take the cows because they were in poor shape and, if sick, could potentially contaminate other cows.
The farm where the calves were living was less than a mile away from his farm, and he happened to have a small pasture that wasn’t being used that was easily closed off from other animals, Beth said. “It wasn’t really a hard decision,” he said. Beth’s children went outside everyday to pet and feed the cows, he said, so they seem to be more social now as well. The calves will now be in the care of Peter Schmeckel, the father of Jeffrey Schmeckel.
Something didn’t smell right at the Twin Lakes Village Board’s special meeting on June 4 – and that’s no metaphor. The board approved a local man’s request to harbor a domesticated fox at his residence in their meeting May 18, but the details have carried over into a new conversation. Rita Meyer, neighbor of Richard Chapman, expressed concern at the June 4 meeting over the potential effects the fox will have on her own property. “To have a den that close next to our property would really be a nuisance,” Meyer said at the meeting. Some of her biggest concerns were the potential aggressiveness of the fox once it gets older, as well as the potential odor. To illustrate the second point, she brought in a box with a blanket inside from an area facility that raises foxes. The potent smell was similar to that of a skunk. Meyer said this is because foxes spray to mark their territory. Since her property is adjacent and they do not use air conditioning in the summer, she said, she is concerned the odor would affect her and her family when they are there. In addition, she is concerned the fox would become aggressive around 10 months old, she said. “Just because it’s born in captivity doesn’t make it domestic,” Meyer said. Chapman had said previously that the fox is going to be raised around humans to ensure it will be domesticated and friendly. Meyer also said she observed some issues with the rules the board had given Chapman previously, including the height of the enclosure, the material used, having a top for it and the location of the enclosure on Chapman’s property. “I was not consulted and I never had a say,” Meyer said. “I’m really opposed to
having a fox den adjacent to my property.” Village President Howard Skinner had Chapman on the phone during the meeting and requested if Chapman would move the den further away from Meyer’s property, to which Chapman agreed. He will move the pen toward Indian Point, he said. Meyer said she still had concerns about the fox and requested it be kept on a leash so it would not approach her or her grandchildren when they come to visit. “Let’s not make this too difficult,” Skinner said. Skinner requested Chapman keep the fox on a leash. Chapman agreed and also said he will have the fox litter box-trained and will maintain the pen to eliminate odor. Village Administrator Jennifer Frederick said the son of one of the village employees has a friend who owns a fox from the same facility Chapman plans to obtain his, and reports no issues with aggression or odor. Chapman previously received approval to keep the fox at 614 Indian Point Road, which happens to be his father’s address, and he built an enclosure for it in the yard. When police visited Chapman to ensure the rules were being followed, officers discovered the enclosure was also partially on the property next door, 1111 Rosebud Avenue, which is actually Chapman’s residence. Furthermore, it was Chapman’s intention to have the fox indoors at the Rosebud address, which is another reason why the board needed to extend approval for that address in addition to the Indian Point Road address. The Village Board approved the motion to extend the authorization of the fox to the Rosebud address, along with the provided stipulations. Chapman will have a month to move the fox pen and ensure all the rules set by the board are in order.

Looking to lead Muscular dystrophy doesn’t slow down Burlington’s Jacob Smith
L
ike most other teens, By Jennifer Jacob Smith dreams Eisenbart one day of owning STAFF WRTIER a car. And as a fan of most action films, it’s not hard to understand why he wants a Camaro – one just like from “Transformers,” one that is yellow and black, just like Bumblebee. “He has a dream of one day being able to trade in his power chair and get a Camaro,” his mother, Bobbi, explained. Added his father, Kerry, “When they find a cure, he’s trading in that power chair for the Bumblebee Camaro.” The cure Jacob needs? One for Muscular Dystrophy, which he was diagnosed with as a young child. In the years since, Jacob has
fought hard for that cure, moving up from a local spokesman to that of state spokesman for Wisconsin for the Muscular Dystrophy Association - better known as the MDA. That has fueled yet another dream for Jacob – one he can work on while he waits for a cure. “He wants to be national ambassador,” Bobbi said. “He wants to help people. “The more awareness is raised, the more money is raised, and the more people he can help.” Jacob said it “feels great” to be an ambassador. “It’s fun and I get to help people,” he said.
A devastating diagnosis
For the first few months of Jacob Smith’s young life, he was a normal, happy infant. But then, as Bobbi explained, he started missing normal childhood milestones. “He never crawled. He got up on his hands and knees and rocked,” Bobbi said. “Then he got a cold, and he stopped getting up on his hands and knees. He started doing the army crawl everywhere.” Bobbi and Kerry decided to take Jacob to his pediatrician, who they said knew immediately something was wrong and sent them to the Children’s Hospital of Wisconsin. From there, though, it took doctors six months to make the diagnosis of spinal muscular atrophy type 2 – known as SMA Type 2. Jacob was just 14 months old when the diagnosis came on April 17, 2002. His parents were stunned. As Kerry recalled thinking, “this doesn’t happen to us.” “That’s something that happens to someone else,” he said. “You never expect you’re going to be that family.” Added Bobbi, “All your dreams for your child change.” What muscular dystrophy means for Jacob is different for almost every other child diagnosed, because it is SMA SUBMITTED PHOTOS Hi-Liter Type 2. New boating laws are now in effect Boaters on local waterways face a series of new laws in 2015, according to the Lake County Sheriff’s Office. Among the new laws are: • Watercraft Towing: SB1479: Senate Bill 1479 requires any watercraft towing a person to display a bright orange flag at the highest point of the boat’s helm. The flag must be visible from all directions and continuously displayed. • Watercraft Seizure SB3434: Senate Bill 3434 allows for the seizure and forfeiture of watercraft used in the commission of repeated specified offenses including operating under the influence of alcohol, drugs, intoxicating compounds or combination thereof.
• Mandatory Boater’s Education SB3433 (effective Jan. 1, 2016): Senate Bill 3433 requires all persons born after Jan. 1, 1998, to take and pass a boating safety course validated by the Illinois Department of Natural Resources and hold a valid boating safety certificate before they can operate a motorboat with an engine over 10 horsepower. “Know the laws and obey the laws – they’ll keep you, your family and friends safer on the waterways,” Sheriff Mark C. Curran, Jr., said. In addition, Curran reminded people, “Boaters love the adventure and fun of a day spent on the water. However, accidents can happen quickly – so don’t just carry a life jacket – wear it!”

Health Department reports Upcoming happenings case of drug-resistant TB McHenry County Department of Health reports that a person from India, infected with a drug-resistant form of tuberculosis, visited family and was treated for the disease in McHenry County. The patient has since been transferred out of state for care. Individuals who were in close contact with the patient have been interviewed and are being monitored. Tuberculosis is not easily transmissible but the rare form of TB is resistant to many of the most powerful anti-TB drugs, officials said. According to the World Health Organization, developing this form of TB is usually a sign of a patient receiving inadequate clinical care, information, counseling and material support to complete a full course of treatment. Tuberculosis is spread through the air by an infected person when coughing and sneezing. People who are nearby may breathe in the TB bacteria and become infected. TB is not spread by shaking someone’s hand, sharing food or drink, touching bed linens or toilet seats, shar-
ing toothbrushes or kissing. This is the first time health department has identified a case of this type of TB in the county. The department works closely with the Centers for Disease Control and Prevention, the Illinois Department of Public Health and local public health partners through its surveillance system to identify and monitor reportable infectious diseases in McHenry County. In 2014, five active cases of TB and 57 people with latent, non-infectious TB were treated. MCDH’s Tuberculosis Clinic, located in Woodstock, provides chest x-rays, diagnostic studies, laboratory services and medication to any McHenry County resident in addition to outreach to those populations at high risk for developing TB. If you think you have been exposed to someone with TB, contact your health care provider or the health department to see if you should be tested. Sales people must register with county Beginning July 1, door-to door solicitors working in unincorporated Lake County will be required to carry a registration per a new county ordinance. The ordinance applies to all those seeking purchases or orders for items or services. Registration will expire on Dec. 31 of each year and must be renewed by solicitor. To register, each solicitor must provide: • Valid government-issued photo identification; • Name, address, and date of birth; • Signature; • Name and address of represented company; and • Product or service to be solicited . There is no fee for the certificate of registration. There
is a small cost for replacement certificate copies. In-person registration must be completed with the Lake County Clerk, 18 N. County Street, Room 101, Waukegan, Monday through Friday, 8:30 a.m. to 5 p.m. A certificate of registration

Miller Road widening project in FY2016. • $23 million for rehabilitating and replacing the County’s aging bridges. • $12 million for roadway safety improvements. The program is the financial and planning tool required by state statute to inform the development of the annual budget consis-
tent with the county’s 2040 Transportation Plan and the county’s strategic plan. It contains a list of major improvements anticipated within five years, an estimate of revenues which will become available during that period, and states the work the county intends to undertake with respect to planning, design, construction, maintenance and other related efforts. The five-year program aims to implement the goals set in the 2040 Long Range Transportation Plan, which include mitigating congestion, improving safety, promoting mobility for all, providing transportation choices, preserving the environment and linking transportation and land use. The 2015-2019 Transportation Program can be viewed and downloaded at the McHenry County Division of Transportation’s webpage. Upcoming happenings Richmond-Burton alumni banquet is July 11
For the 119th year, the Richmond-Burton Alumni Banquet will be held for past graduates and attendees. The banquet will be held Saturday, July 11, at Maravela’s Banquet Hall, Route 59, Grand Ave. and Washington St., in Fox Lake. Cocktails begin at 6 p.m., with dinner at 7 p.m. This year there will be dancing from 9:30 to 11 p.m. Reservations are being accepted now at Associated Bank in Richmond, or by calling Linda Poehlein at (815) 347-5982 or Katherine Turk at (262) 767-9379. Anderson Chocolate to host outdoor party
The second annual outdoor gathering of Anderson Chocolate fans is June 27 and 28 in Richmond from 10 a.m. to 6 p.m. “Our free party will be on the lawn of the candy shop (10301 N. Volleyball camps offered for grades 3 to 12
Registration is underway for McHenry County College’s newest sports camp – the ScotStars Volleyball Camps – offered June 22 to 25, with an all-skills camp for boys and girls entering grades third through fifth and for girls entering grades sixth through 12. The volleyball camps will take
place in the air-conditioned MCC gym in Building A. The college is located at 8900 U.S. Hwy. 14 in Crystal Lake. The camps are coordinated by the MCC volleyball coaching staff. Campers will be grouped by age and/or ability whenever feasible. The camp provides instruction and valuable review in an educational environment that is affordable and close to home. Participants will learn age-appropriate skills, the mental aspects of the game, strategy and improve self-confidence. Campers and parents should arrive 20 to 30 minutes early on the first day of camp (Monday, June 22) to receive orientation information and to fill out a required parental waiver form. Volleyball camps range from $40 to $55, depending on the age/skill level.
