Despite requests from residents living on Hillside and Harden streets and the St. Stephen Lutheran Church, the Antioch Village Board said no to speed humps at its Oct. 5 meeting. Instead, the solution recommended by Village Administrator Jim Keim, is to stripe the road. The belief is by narrowing the lanes; drivers will be more uncomfortable and use highways 173 and 59 instead. This type of traffic calming measure has worked elsewhere. Depot Street was striped and received a bike lane some time ago and that was deemed a success by village officials. In a post-meeting interview, Village Board Trustee Ed Macek – a proponent of traffic humps – said police have also patrolled Depot more frequently. The police have patrolled Hillside for the past two weeks and have written 60 speeding tickets.
An earlier traffic study showed that 1,100 cars a day pass through Hillside and Harden, which is about 500 yards long. Additional information presented at the meeting showed that more than 10 crashes per year occur at the intersections of Hillside and 59 and Hillside and 173. The cost of putting in traffic humps and striping is $1,200 for each street. One concern regarding the traffic humps is that they might interfere with snow removal.
Fire committee In a separate matter, the board approved a restructuring of the purpose and renaming of the joint public safety committee as the Joint Fire Committee. This committee has voting members from both the fire district and the Village Board with advisory members from Antioch Township. It is tasked with acting as a liaison between the village,

When residents call 911, they don’t necessarily think about all that goes on behind the scenes – they expect first responders to arrive as quickly as possible to provide help. The public doesn’t see that depending on where their call originates, it could go to one of 19 dispatching centers across the county. Over the last several years, Lake County along with fire, police, municipal and other public safety leaders have been discussing opportunities to consolidate many centers into a few regional 911 centers. A newly created task force will meet for the first time this week to advance this initiative. “In 2014, we convened our first Lake County Leaders Summit and subsequent roundtable meetings with local leaders,” Lake County Board Chairman Aaron Lawlor said. “The number one issue that came out of those discussions was the need to evaluate 911 consolidation. “Our public safety partners from across the county are working collaboratively to shape the future of 911 in Lake County,” he continued.
“This presents tremendous opportunities to improve quality, efficiency, and provide cost savings.” Lawlor will serve on the 911 Emergency Dispatch Task Force along with fire, police and municipal leaders. The first meeting took place on Sept. 23 at the Division of Transportation in Libertyville. “Through this effort, I hope to demonstrate an effective way to advance government consolidation,” Lawlor said. “It has been done successfully elsewhere, and I’m confident we can do it here. This is the first step.” Regional consolidation will impact multiple agencies from various jurisdictions across the county, including Lake County government, the Sheriff’s Office/911 dispatch, emergency telephone system boards, fire departments and districts, police services, public safety answering points, cities, villages and other stakeholders. Because this is the group’s first meeting, a timeline for developing recommendations has not yet been determined.

The McHenry County Department of Health will host a series of flu shot clinics this month, including one in Johnsburg. “While it may only be October, it is not too early to think about the flu or to get a flu shot,” said Pam Morzos RN, Director of Nursing for the county health department. It takes about two weeks after vaccination for antibodies to develop in the body and provide protection against the flu, according to health officials. The timing of flu is very unpredictable and the severity can vary from season to season. According to the Centers for Disease Control and Prevention, seasonal flu activity typically occurs from October to May and being vaccinated is the first, most important step in protecting against this serious disease. Everyone six months and older should get a flu vaccine each year, according to the CDC, and it recommends that people be vaccinated against the flu soon after vaccine becomes available, by October if possible. The health department clinics are scheduled for various times at various locations
throughout the county. They are are available to adults and children 9 years and older. Thank you for the goldfish, I think like us. We could deal with just one tiny fish. How much could he eat and poop? Problem was, our situation was about to multiply. My kid is a critter magnet, and the apple doesn’t fall far from the tree. I’m a bit of a sucker for them myself. It seems other moms don’t share my weakness. A few of my son’s friends also won fish at the carnival but they knew better than to take them home. Before long, a second carnival “prize” showed up at our doorstep. And then another. And another. Apparently other moms have mastered the word, “No,” better than me. That is how we went from zero goldfish to four in less than an hour. I’ve

– my son, not the fish. To say he likes critters is an understatement. Coming home with a goldfish? It was his lucky day! I wasn’t feeling the love. I’d sworn off fish as pets years ago, after three large tanks and many births, deaths and countless instances of parents eating their young. Fish can be complicated, barbaric beings. That said, our current situation seemed simple enough for fish aficionados
seen fish multiply before, but never like this. We looked for a larger bowl. We put in some rocks and de-chlorinated water. We tried to make the tank homey for our new pets. It took some effort, but we got the four musketeers settled in their new habitat and I remained optimistic that our fish situation was a temporary one. I figured they’d be belly up and ready for the flusher in short order. How healthy could four carnival goldfishes be? In a word: Very. Apparently carnival life is a great start for goldfish. One might think they would be squished together in large numbers in small tanks all swishing and swashing as the carnival travels from one town to another.
Our goldfish flourish with swishing and swashing. They’ve completed the twoplus hour car trip with us to the lake three times now and we haven’t drowned a single one. It’s been a couple of months, and our fish are thriving. I feed them twice a day. When I do, they congregate at the top of the water in anticipation of their goldfish flakes. I don’t want to brag, but as goldfish go, I think they are at the top of the intelligence meter. They have voracious appetites and are growing bigger. In short, they show no sign of going belly up anytime soon. We’ve even committed the universal gesture of permanent pethood. We’ve named them: Big Goldy, Little Goldy, Brownie and Spot.

This is an open letter to the Carnival Guy who “awarded” my kid with a goldfish at the local fair this past summer. What can I say? Thank you doesn’t even begin to cover it. Everyone knows that nurturing, feeding and otherwise sustaining any and all household pets (including goldfish, salamanders and tree frogs) is at the top of every mom’s job description. didn’t think you would ever get to my letter.” I entered the small trailer and was able to see their whole living quarters with one look around. It was an older trailer that had seen many better years. The quarters were cramped but at least they had a roof over their head and bunks to sleep in. The woman saw me looking around and probably noticed the sadness on my face because she said, “I know it’s not much but it’s better than being on the street.” I told her, “I agree, but we are going to make sure you and your daughter get into a place you not only can afford but one you will be able to call home.” We sat at the booth style kitchen table to talk about the situation she and her daughter were in. Even with the less-than-ideal housing situation, she politely asked me if I would like some tea or a cup of coffee. I declined both but thanked her for her hospitality. The woman said, “Well, I haven’t been living like this my whole life. I used to have a home and a yard and even family. Now everything and everyone except my daughter is gone.” I noticed the tears about to come down her cheeks as she wrapped her arms around her thin waist and looked down in her lap. I asked about her family and she shared they had all passed. She had been an only child so there were no siblings. The only family member left was her cousin who let her use the trailer. The woman said, “I am so grateful she let me use this trailer but she wants us out of it now. Her husband does not want us here and complains to both me and my daughter’s faces. He is not a nice person and it is best I get my daughter away from here.” I did not need her to elaborate further as I could see there were some further complications to this housing situation. I needed to see her budget to figure out what rentals they could afford on their own going forward. The mother showed me both her and her daughter’s income. They could be fine in a reasonable rental if they were able to establish utilities in their name and get help with their first month’s rent and security deposit. I asked the woman to see the car she was making payments on. We went outside to the driveway, and I looked over the car. It was in good shape so it made sense for her to continue with the car payments. We helped her with her overdue car payment as well to help with their fresh start. I asked the mother where she would most like to be. After discussing both her daughter’s school and their job locations, we decided on the best area for their rental. I promised to return the following day after

Dear readers, Over the years we together have helped people living in cars, vans, tents, trailers, parks and even on park benches. It is not easy being homeless anywhere, but it is extremely tough for the homeless in Wisconsin. There are very limited resources to help those that are homeless get back into stable housing once more. All months are hard to be homeless, but winter is the worst. As the bills pile up and income becomes smaller, it is harder and harder to catch up. This woman and her daughter were unable to catch up on their past due bills, much less start fresh with a new rental and utilities. Our special kind of assistance would be needed to get them both on the right path to ending their homelessness and returning to stable housing. These women are what I refer to when I mention the working poor. There are so many people who go to work each day in America who do not have a stable housing situation to return to at the end of their work day. Most people are not even aware their fellow employee may only have a car or motel room to sleep in at night. At least if you have a motel room, you have a clean bed and the benefits of a bathroom. I went to the address given to me in the letter of request. There I found a small home with a smaller trailer set back next to the garage. I had a feeling the rundown trailer was where this mother and daughter were living. I walked around to the side of the trailer and could see one person inside. I hoped it was the mother I would find here as I knocked. The woman looked out the window and I could see it was indeed the mother inside. She smiled and opened the door wide. “Is that you W.C.? I didn’t think you would come. I’m sure you have so many people asking for help. I

some research and to bring the payments that would get their budget back on track. The next day the mother and daughter went together to look at two of the rentals that were available. They decided together which one would work best for their needs. When I went to visit them at their new rental, I noticed they did not have beds and little furniture. When we had discussed this earlier, the mother told me she had her household items and furniture in her cousin’s garage. She did not know until she went to move that her cousin’s husband had let most the furniture get ruined in his garage by leaving the door open and letting it get rained on. Her mattresses had gotten moldy, and her couch was destroyed. It has always been my intention to not let people live in these kinds of conditions. I immediately ordered two mattresses to be delivered to their apartment. The mother and daughter both tried to say they were fine and we had done enough for them already. They both said, “We have been sleeping on those hard bunks for months so sleeping on

Dear W.C., My teenage daughter and I have been homeless since May. We are living in a trailer a family member is renting us for cheap but it is getting too cold and she wants her trailer back now. It was only supposed to be temporary until I got enough money saved for a security deposit and first month’s rent and I paid off an old utility bill. I lost my job last winter and was out of work for three months. By the time I got my new job, I was so far behind I could never catch up. The outstanding utility bill will keep me from getting utilities in any rental I find until it is paid in full. My car payment is behin,d but it is the only belonging I have been able to hang on to. My daughter is embarrassed by how we live but has her own job that helps to pay for her clothes and food. Her father left when she was an infant and has never paid any child support. We are two women alone in the world except for my cousin who begrudgingly lent us her trailer.

He said Obregon is also a crack cocaine addict with a far different personality when he is on drugs — which may hinder a peaceful resolution if law enforcement finds him while on crack cocaine. While Beth said he believes Obregon is enjoying the thrill of the chase, the widening awareness of who Obregon is and his affection for the area is helping law enforcement close the net around him. Chase begins The hunt for Obregon began Oct. 2 when the black Ford Mustang was stolen from 38th Street in Kenosha. Deputies then engaged in a high-speed pursuit of the Mustang, with Obregon believed to be behind the wheel. Deputies ended the chase because it drew close to Union Grove – at about the time students from Union Grove Union High School were dismissed from a homecoming pep rally. Late Oct. 3 and into Oct. 4, authorities believe Obregon was responsible for two convenience store thefts – a “smash and grab” burglary at the Countryside gas sta-
tion and convenience store at Highway C (Wilmot Road) and Highway 45 and an armed robbery that took place a short time later at the Speedway store on Highway 50 and Interstate 94. Sheriff’s deputies pursued Obregon, who they believe was driving a stolen Ford SUV, following the Speedway robbery. The vehicle crashed near the 1600 block of Highway MB (136th Avenue) and Obregon apparently escaped on foot. A short time later, a resident of the area reported that a new, white Ford Transit cargo van had been stolen from the vicinity of the crash. Authorities had another encounter with Obregon Oct. 6, with that chase ending in a Town of Brighton cornfield. Beth said officials have received hundreds of tips from residents during the search. “We’re taking everyone’s assistance,” he said. Anyone with information about Obregon’s current whereabouts is urged to call the Kenosha Sheriff’s Department at (262) 605-5100. Beth said Oct. 7 authorities planned to “saturate” the northwestern Kenosha County with law enforcement officers in an effort to find and capture Obregon – a suspect in the homicide of Tywon Anderson, whose body was found in a Town of Paris cornfield Sept. 26. A news conference held on Beth’s farm in the Town of Brighton Oct. 7, came less than 24 hours after another high-speed chase ended in another cornfield. As Obregon managed to elude law enforcement once again, Beth offered details on how it happened. Beth said Obregon seems to be turning off the vehicle’s lights while driving into a cornfield, and using his knowledge of the back roads and farm paths through fields to evade the searches. Beth said that chase of Obregon started in Racine County, but ended in the familiar territory of the Brighton area. “This isn’t anything new for him,” Beth explained. “He knows where he’s going at this point. We don’t.” Beth stressed that apprehending Obregon remains a priority, and he is utilizing numerous offers of help – including manpower from other area departments. He said he and his department – along with Racine, and the Kenosha police, and others – have put in numerous hours and were

Fox Lake, Ill., Police Lt. Joseph Gliniewicz was shot and killed with his own weapon following what appeared to be a struggle, investigators in the case said Oct. 1. Authorities are continuing to investigate the case as a homicide, Commander George Filenko of the Lake County Major Crimes Task Force told those gathered for a press conference in Fox Lake early this month. “There were indications there was a struggle at the crime scene,” Filenko said, however, he did not expound on what those indications were. County task force considers consolidation of 911 call system roundtable meetings with local leaders,” Lake County Board Chairman Aaron Lawlor said. “The number one issue that came out of those discussions was the need to evaluate 911 consolidation. “Our public safety partners from across the county are working collaboratively to shape the future of 911 in Lake County,” he continued. “This presents tremendous opportunities to improve quality, efficiency, and provide cost savings.” Lawlor will serve on the 911 Emergency Dispatch Task Force along with fire, police and municipal leaders. The first meeting took place on Sept. 23 at the Division of Transportation in Libertyville. “Through this effort,
I hope to demonstrate an effective way to advance government consolidation,” Lawlor said. “It has been done successfully elsewhere, and I’m confident we can do it here. This is the first step.” Regional consolidation will impact multiple agencies from various jurisdictions across the county, including Lake County government, the Sheriff’s Office/911 dispatch, emergency telephone system boards, fire departments and districts, police services, public safety answering points, cities, villages and other stakeholders. Because this is the group’s first meeting, a timeline for developing recommendations has not yet been determined.
Community briefs County offers free vehicle charging stations
Lake County has installed electric vehicle charging stations at its county facilities, which are free for public use. These stations provide electric energy to recharge plug-in electric vehicles, including all-electric cars, neighborhood electric vehicles and plug-in hybrids. Electric vehicle owners must have a ChargePoint membership to access the county’s charging stations. Owners may charge your electric vehicle for free at one of these locations: • Lake County Health Department, 3010 Grand Ave., Waukegan • Lake County Central Permit Facility, 500 W. Winchester Rd., Libertyville These charging stations may be used no longer than two hours. Visitors who park beyond that limit may have cars towed at the owner’s ex-

When residents call 911, they don’t necessarily think about all that goes on behind the scenes – they expect first responders to arrive as quickly as possible to provide help. The public doesn’t see that depending on where their call originates, it could go to one of 19 dispatching centers across the county. Over the last several years, Lake County along with fire, police, municipal and other public safety leaders have been discussing opportunities to consolidate many centers into a few regional 911 centers. A newly created task force will meet for the first time this week to advance this initiative. “In 2014, we convened our first Lake County Leaders Summit and subsequent

Spring Grove congregation offers outreach, worship Correspondent
The little white church on the corner of Blivin and North streets in Spring Grove is home to St. Andrews, an Anglican Community. It may look small, but folks there have big hearts. The church is five years old and has nestled into the community. “We thought about what we could do – and do it right,” explained the Rev. Scott Keenan, the rector father of the parish. Once a month, church members make lunch for the Northern Illinois PADS (Providing Advocacy, Dignity, and Shelter) program. The lunches are held in a larger facility, at St. Joseph Catholic Church in Richmond. Every Thanksgiving, the church provides holiday meals for Pioneer Center group homes. St. Andrews parish also contributes food to the Helping Hands food pantry. In September, people brought breakfast food. St. Andrews has also teamed up with several other McHenry County churches to fill Manna Packs for the non-profit, Christian agency, Feed My Starving Children. The volunteers will handpack meals specifically formulated for malnourished children, and those meals will be shipped to distribution
partners. Feed My Starving Children meals have reached nearly 70 countries around the world since the group began shipping food packages in 1994. Numbers aren’t the main concern of St. Andrews, Keenan said. “We want to be a family and care for each other and the community.” “We look for small pickets to fill,” he said. Keenan explained that St. Andrews is part of the ancient faith based on the Benedictine Community rule of life of faith, pray and service. Lisa Keenan, Scott Keenan’s wife, is an important part of the congregation and the community. “That’s the beauty of the married priesthood,” Scott Keenan commented. He works full-time at St. Andrews and said that his wife plays an important role in scheduling and making sure the priest is where he needs to be, when he needs to be there. St. Andrews offers the community a traditional expression of the ancient faith every Sunday morning at 9 a.m., with adult education to follow at 10:30 a.m. A contemporary service, still offering the rich, historical liturgy is offered once a month at 6 p.m. on Sundays. Historical Society plans docent training The McHenry County Historical Society is hosting a docent training session at 10 a.m. Wednesday, Oct. 28, at the museum, 6422 Main St., McHenry. All volunteers need is an interest in history and a willingness to share it with others. The society provides training, as well as a docent guide. Established in 1963, the society’s members, staff and volunteers have a 52-year track record rich in preservation, education and entertainment contributions to McHenry County. Staff members focus on local culture, organizational and family history. They collect and care for notable artifacts and participate in the activities of like-minded organizations throughout McHenry County. Docents chaperone students or visiting groups as they tour the 1843 Gannon log cabin, 1895 West Harmony School and the 1870 historical museum. Those interested in attending should reserve a spot by calling

McHenry County’s 28th Annual Autumn Drive is set for Oct. 16 to 18 from 9 a.m. to 5 p.m. each day, rain or shine. Local farms are offering fall produce like pumpkins, honey, jams, soaps and vinegars, as well as Tastefully Simple products. Participants have the chance to experience tractor rides, petting zoos, hayrides and even pumpkin and apple launchers. There will also be opportunities to pick apples right from the trees or pumpkins in the fields.
Many stops include crafters selling pottery, jewelry, lawn ornaments and dozens of other crafts. Astronomy program offered
The Lake County Astronomical Society will offer an Astronomy Under the City Lights programs in Antioch Monday. The program will be held at Antioch Public Library, 757 N. Highway 83, on from 7 to 9 p.m. Rain/cloud date make-up is Tuesday. Utilizing powerful telescopes, amateur astronomers from LCAS will share views of the moon, Jupiter and the Beehive Cluster from outside the library. These telescopes can magnify the view of the moon and planets as much as 200 times their normal size. Sheriff’s Office hosts Kuwaiti National Police The Lake County Sheriff’s Office recently hosted a daylong training session of Kuwaiti National Police Officers. Members of the Kuwait National Police Force are attending Northwestern University Center for Public Safety’s Overseas Training Project on Traffic Enforcement and Traffic Engineering for Kuwait. On Oct. 5, a group of 18 Kuwaiti national senior police officials and six senior engineers spent the day with the Lake County Sheriff’s Office, as well as the Lake County Department of Transportation, speaking with engineers and traffic manage-
ment specialists. When the delegates arrived, they were greeted by Sheriff Mark Curran, Undersheriff Raymond Rose, State Representative Ed Sullivan, Lake County Board Chairman Aaron Lawlor, Lake County Board Vice-Chair Carol Calabresa and Lake County Board Member Audrey Nixon. During their training with the Sheriff’s Office, the Kuwaiti Officers heard from the Sheriff’s Highway Patrol Division, Sheriff’s 911 Communications Center, Lake County Emergency Management Agency, Lake County I-Passage and Lake County Department of Transportation.
The Kuwaiti officers received a hands-on feel of how Lake County government addresses best practices for traffic education, engineering and enforcement, in an effort to improve traffic safety. Kuwaiti officers were provided a practical look at managing large-scale traffic events and traffic flows, which ties into their two-week academic visit at Northwestern University Center for Public Safety. “I think it’s great we have officials from another country visiting the Sheriff’s Office and Lake County government facilities to look at our state-of-the art systems,” Sheriff Mark Curran said

Gretchen Patti, a member of the Skokie Valley Astronomers, will give a presentation to the members of LCAS and guests. The topic is: “Neutrinos: The Exploration of Almost Nothing.” The program will be held at the Volo Bog State Naturalization Area, 28478 Brandenburg Road, Ingleside, from 7:30 to 10 p.m. The regular business meeting begins at 7:30 p.m. (open to public), with the free public program starting at about 8:30 p.m. Neutrinos exist in mind-boggling numbers, yet they almost don’t exist at all. They have no charge and negligible mass, they rarely interact with anything and they are devilishly hard to detect. This talk outlines their history and what is know about them, as well as the unknowns and theories. It also discusses current neutrino research and recent developments in the field. After the program, if the
weather permits, members of the club will set up telescopes in the parking lot to view the night sky. The public is invited to join in on

Changing an outlook

B
urlington High School senior Hegeman Tiedt knows all too well how dangerous driving a vehicle can be. On New Year’s Eve of 2014, his friend Samantha Russell died when her pickup truck flipped in a crash on Highway 50. Russell was pinned under the vehicle, while her passenger, Kayla Brown, needed months to recover from head and facial injuries. So when BHS teacher Troy Everson approached Tiedt to ask the senior to participate in the “Forever Changed” program at the school, he and his mother, Heidi, definitely had some reservations – not just because of Hegeman losing his friend in the crash, but because of health issues (ulcerative colitis that led to two strokes) with his father. The end decision? “We both agreed that if, in some way, it could impact Hegeman’s classmates, or anyone that saw it or was a part of it ... we both said it would be worth it,” Heidi explained. The mock accident and afternoon assembly that followed Sept. 30 at BHS was the second in two years. The high school hosted the same program in 2013 around the time of junior prom, all with the idea of impressing upon teachers how dangerous a distracted – or drunken – driver can be. Five BHS students – Tiedt, along with Arden Peterson, Josh Insor, Corine Aydelotte and Daniel Rummler – participated as victims in the simulation, which involved one drunken driver and one texting driver. While the other four students survived, all with varying degrees of injuries (some life-changing), Tiedt was the student who “died” in the crash. Seeing the fallout
It wasn’t until Heidi was in the BHS gym in the afternoon that the true impact of the day hit home. BHS wrestling coach Jade Gribble read a eulogy for Hegeman, and Heidi had one as well. As she stood in the dimmed lights, even knowing that her son was, in fact, alive didn’t seem to help much. Hegeman also “read” a letter he had left for his parents, trying to communicate how much he would miss them. One of the sentiments was how much he would have liked to hug his mother just one last time. Everson made that happen after Hegeman finished, calling him out from behind the bleachers so that he could reunite with his mother. That, for Heidi, was the hardest part. “I couldn’t get to him fast enough,” she said. “Up until that point, I could keep telling myself, ‘this wasn’t real, this wasn’t real, this wasn’t real. “When I saw him crying, it was real,” she added. “I don’t think I have ever wanted to hug him more in my life. “The reality of possibly not being able to do that again, in that moment, hit me.” Everson said that was the point. “When you get in your car, there are no more do-overs,” he said, adding the message resonated with many students. “The afternoon is meant to be an emotional presentation,” he said. “Our students received the message really, really, really well.”

Students earning an associate degree from Gateway Technical College will have a new option to achieve a bachelor’s degree, and even earn credit toward a master’s degree, as part of a partnership announced with Wisconsin-based Herzing University. Degree Up provides a student-centered educational op-
portunity for Gateway students. Following completion of their Gateway associate degree and application to Degree Up, students can pursue credits from Gateway and Herzing at the same time. The agreement allows them to take additional courses through Gateway, which would apply to the Herzing degree.

In the first part of the simulation, a two-car crash scene, using actual crashed vehicles, is staged on the school grounds. The crash involves a driver under the influence and another on a cell phone. Students act as crash victims, complete with “injuries.” Police officers respond to the collision and assess the situation. Local emergency medical services dispatch fire trucks and ambulances. The teen victims are treated according to their injuries. Flight For Life may arrive on the scene to airlift a critically injured victim. The police perform a field sobriety test, and the student is frisked, placed in handcuffs and driven away in a squad car. A fatality is staged at the scene, and the local medical examiner arrives. The deceased student is placed in a body bag and taken away in a hearse/ medical examiner vehicle. The students then return to their classes, except for the student actors. In the second part of the simulation, the students reassemble in the afternoon and the student actors appear on stage with their injuries. The students view a video about the effects of drunk driving. A trauma program staff member then describes the impact of each injury to the individual. A parent of the “deceased” student writes a letter about what life will be like without his or her child, and the “deceased” child writes a letter about what he or she would miss in his or her life. The Silver Lake Village Board unanimously approved a contract with the Town of Salem for firefighting, fire inspection and rescue services at a special meeting on Sept. 24. Under the agreement, Salem will provide the village with fire and rescue service 24 hours a day, 365 days a year. The town will also provide wages and benefits for personnel, maintain equipment and provide training. The Town Board will have to also approve the agreement before it will take effect. The annual fee paid by the village to the town will be $160,000, which will be reduced by $37,000 for 10 years for the purchase of equipment form Silver Lake. The town will also reduce the annual fee and additional $6,000 to cover rent for fire station use. The agreement is in effect until Dec. 31, 2025. After that, the contract will be renewed annually on identical
terms until one party gives the other a written notification of non-renewal intent. Trustees Carolyn Dodge and Roger Johnson were absent. Dodge had to work that night and, as a member of they Silver Lake Rescue Squad, could not have voted on the item anyway. The town will enter into an agreement with the Silver Lake Rescue Squad for the balance of 2015. The town has the right, but is not obligated, to contract with SLRS for the provision of rescue services in the Village after Dec. 31. According to Village President Bruce Nopenz, the 30-year contract that the village had with SLRS expired some time ago and the village and SLRS have been operating on a monthto-month, handshake agreement since. The 15-minute meeting was not without drama. Nopenz announced that it was a Village Board meeting and no public comment would be taken. But some in the nearly 40-member audi-
