Don’t worry, it’s just a drill

Active shooter training exercise held in Bristol By Gail Peckler-Dziki CORRESPONDENT

It was like the gathering of the clans – the public safety clans. On April 1, more than 19 agencies came together to conduct the “school active shooter” full-scale exercise at several different sites. The exercise was planned and hosted by Kenosha County Emergency Management and funded by a homeland security grant through the State of Wisconsin. The drill started at the Kenosha County Center, and then moved to Bristol Grade School. Bristol and Salem fire and rescue were both involved. Students from Westosha Central High School volunteered as “victims.” “We want to improve the initial interaction between fire and rescue with law enforcement so we can get to the victims as quickly as possible,” explained Bristol Fire Chief Pete Parker. Salem Fire Chief Mike Slover added, “The various fire and rescue and law enforcement agencies have been working together to improve communication. We work together very well and this exercise gives us an opportunity to improve interagency communication.” When multiple agencies work together at the scene of any emergency, a unified command is created and an exercise like this one gives various local agencies the opportunity to further develop the skills and relationships needed to improve on past successes. The sooner rescue can get to victims, the more lives that will be saved. One way to do that is continually improving interagency communication. Any time there is a fire or larger-scale emergency, multiple agencies will arrive on the

scene. Each agency has limited resources and each agency has something to offer. The exercise began with a simulated call to 911 dispatch about a man in the district office, shouting and threatening people. The simulated call disconnected when the man pulled a gun. As it proceeded, the simulation included another phone call from a caller describing events as they occurred. The unified command post was then formed and plans put into place for victims. In addition to the agencies already mentioned, other involved agencies were Wisconsin Emergency Management; KCSD and Central Dispatch; Bristol and Kenosha Police Departments; Wisconsin State Patrol; Pleasant Prairie, Somers, Paris and Twin Lakes Fire and Rescue; Silver Lake Fire; Kenosha County Medical Examiners office; Bristol School District; Aurora Medical Center and United Hospital System. After the drill, Parker explained that various agencies in Kenosha County have been working together for the past several years on the pieces that make up a full-scale disaster response. “About two years ago,” he said, “the area fire chiefs and the Kenosha County Sheriff’s Department started talking about coordinated responses and communication and ways to improve those.” The effort has been funded by a federal grant through the state of Wisconsin. Getting away – in seven easy steps

It starts as a slight twinkle in the eye, nothing more than a spark of an idea, the beginning of grand plans. Vacation: It’s more than a word. It’s a destination. The typical vacation lasts about a week, but the trip itself is frequently a multi-stage event. Stage one involves planning and can go on for months – years even. Where to go? By land or by sea? What to do? Which attractions are most attractive? How many frequent flyer miles? Who gets to ride shotgun? The options and ideas are just the beginning of the fun. Vacation: it’s more than a word. It’s anticipation. The planning stage continues until roughly the day before the start of your seven days off the grid, when stage two – or imminent planning –

fit the vibe and mojo of any given vacation day. And we haven’t even touched on accessories. Vacation: it’s more than a word. It’s calculations. The packing stage could go on and on (and on), were it not for stage three – leaving. Like packing, leaving can be an elaborate and arduous process involving turning off lights, unplugging the coffee maker, closing windows, flushing toilets and cramming five overstuffed suitcases into the trunk of a mid-sized car. Leaving is often a déjà vu-like experience as you remember something you forgot and need to turn around and return home to grab said item before leaving again. Sometimes the déjà repeats itself, much to the chagrin of my husband, who never forgets his purse or

begins. Imminent planning, sometimes called packing, is more complicated than throwing a few pairs of shorts and T-shirts into a suitcase, although the guys I live with don’t agree. Packing is a multifaceted feat involving geometry, the art of clothing compression, knowledge of the color wheel and counting underwear. During the packing stage, one must predict mood, terrain and weather patterns for the entire week so that clothing choices not only fit into the suitcase (length x width x height), but also

sunglasses and is always ready to leave when it is time to leave – and not a second later. Vacation: it’s more than a word. It’s embarkation. Stage four – traveling – varies in length, but is always more harmonious if everyone has a window seat. Sitting in the middle – of a car, airplane, train or bus – is no one’s first (or second) choice, especially if you are the family dog. Traveling is typically accompanied by phrases such as, “Are we there yet?” and “I have to go… real bad.” Especially during a rush hour traffic jam just outside Atlanta. Time ticks slowly. You can’t wait to get there! But first, you must follow the map. Mile by mile by mile. Vacation: it’s more than a word. It’s navigation. Traveling is followed by stage five – arriving.

Silver Lake considering alternate police options CORRESPONDENT

Silver Lake Village Board members want to know what village residents think about the possibility of contracting with the Kenosha County Sheriff Department for policing services. The board held a public hearing on the matter Tuesday at Riverview Grade School. Sheriff David Beth will give an overview of his department’s proposal for police services in the village. According to Trustee Rog-

er Johnson, who chaired the April 1 Committee of the Whole meeting in the absence of Village President Sue Gerber, the board has met with Beth in closed session previously and several Silver Lake police officers have also talked to Beth on their own. The village’s annual police budget now stands at $339,900. The 2014 budget was $442,000, according to Silver Lake Clerk/Teasurer Terry Faber. The last time the board

went into closed session, Trustee Pat Dunn suggested that the village have an open meting regarding this possibility. “We don’t want to leave the public out of the process,” he stated. That’s when the board decided to hold the public hearing and began to develop ground rules for an orderly meeting. Silver Lake Village Attorney Rob Mulcahey, from Michael Best and Friedrich, commented, “Having ground

The Village of Paddock Lake has contracted with the Kenosha County Sheriff’s department now for 34 years. Judging by the remarks by Village Administrator Tim Popanda, it’s been a good 34 years. “We have access to a professional department that we can call on for any numbers of things,” Popanda said. “And we have been very happy with the service.” “When we began the contract,” he said, “the village paid $94,548.” The current contract costs the village $261,579 a year, a rise of over 2.5 times the original contract amount 34 years ago. In the past five years, Popanda said that the cost has risen one percent a year. “We conducted a survey several years ago,” Popanda said, “and our residents reported that they are happy with the service we receive from KCSD. They reported feeling safe when walking around in the village and that they are satisfied with the amount of times they see patrol cars driving through the village.” There are times that the village requires additional officers. During trick or treat hours, the village has two squad cars and a bicycle patrol at no additional cost. And there are additional officers in the village during July fireworks and bike parade – all at no additional cost. The village has two squads on duty for 16.5 hours a day. The officers enforce village ordinances and enforce speed limits, which is important in a village with a high schools and a major state road running though it. “If the board asked me what it would cost for the village to replicate the service we receive from KCSD, including equipment,” Popanda said, “the calculations I have done show an annual cost of figure of over $650,000 a year.

Local teacher receives marine study fellowship Rehana Ftacek of Westosha Central High School has been selected by the non-profit organization Ecology Project International to participate in an eightday Marine Education Fellowship in Costa Rica. She will spend April 18-25 on the fellowship. Ecology Project International is a field science and conservation organization that partners scientists with local and international students and educators in ecologically critical environments in

Costa Rica, the Galapagos, Belize, Baja Mexico and Yellowstone. Since 2000, the program has brought more than 6,000 American and Costa Rican students to their field site on Costa Rica’s Caribbean coast. During the fellowship, a small group of selected U.S. teachers will experience the program for themselves. On this year’s third annual fellowship, Ftacek will participate in a modified version of Ecology project International’s Sea Turtle Ecology Program. She will be

immersed in Costa Rica’s diverse ecology and will spend three days at a leatherback sea turtle preserve, all while learning about education in the field and how it can be used to enrich every classroom. The group will also meet with Costa Rican teachers and students for a day of cultural exchange. Shooting suspect charged with attempted murder A 23-year-old McHenry, Ill., man is charged with first-degree attempted homicide and burglary in connection with a shooting in the Town of Salem March 30. Justin Diedrich fled the area of the shooting and was later found at a business in Lake County, Ill. – about eight miles from the shooting scene. Diedrich has yet to appear in court to face the felony charges. He was hospitalized under guard in Illinois and was expected to be extradited to Wisconsin once he is released, according to a Keno-

sha County Sheriff’s Department press release. According to the release, the sheriff’s department responded to the report of a shooting at the 22000 block of 121st Street in Salem. Fire and rescue both responded for a man with a gunshot wound. The man said he had been shot by one of two assailants. The shooting victim said he had gotten a gun, and that one of the assailants may have been shot. Officers searched the area for several hours, and also informed residents of the sit-

uation. The sheriff’s department stressed that the incident appeared to be targeted and isolated, and had no reason to expect random violent acts. When found, Diedrich denied any involvement in the shooting, according to authorities. The Kenosha County and Lake County Sheriff’s Department then shared information, which led to the arrest. Both charges against Diedrich are felonies, and are listed on the Wisconsin Circuit Court website with modifiers for use of a dangerous weapon and habitual criminality.

One of the participating units in the active shooter drill had an unusual 75-year background. The Scout Leaders Rescue Team – which started following a train wreck in Kenosha in the 1930s – is based out of the City of Kenosha but supports fire and rescue efforts throughout the entire county. Members come from Kenosha, Racine and Pleasant Prairie. Cliff Johnson, Scout Leader Rescue board vice president, has been with the group for 43 years and said the group is on MABAS – the Mutual Aid Box Alarm System. That system first appeared in Wisconsin in 1987 when the Village of Pleasant Prairie joined. As of June 2012, there are 42 established Wisconsin divisions who share MABAS with the 62 divisions established in Illinois. The mission of the Scout Leaders is “to provide first aid service to local area functions that draw large crowds where medical emergencies might occur; to provide rescue and recovery at water related incidents; to provide mutual aid rescue

services to other affected agencies.” Scout Leader Rescue provides contracted emergency medical services for any event, for any desired time length. The group also provides emergency medical services on a back-up basis, and mutual aid to Kenosha County any time they are needed. Often, Scout Leader Res-

By Sandra Landen Machaj CORRESPONDENT Imagine stepping back into the glamour of the early 1900s when electric railroads and trolleys served many cities in our nation – a time when trolley tracks ran down the streets and the brightly colored trolley cars carried residents and visitors throughout the city; a time when the clanging of the trolley’s bells could be heard warning motorists and pedestrians of the approaching trolley. If you are visiting the City of Kenosha, you do not need to imagine. Visitors may hop aboard one of the seven refurbished trolleys that service a two-mile circular route in the historic Harbor Park area and enjoy a ride that will travel to the Metra station, the museum complex and through Harbor Park with its view of Lake Michigan. The current electric streetcars or trolleys made their reappearance on the streets of Kenosha in the beginning of the 21st century on June 17, 2000, with the ceremonial dedication of the new Transit Center and streetcar line. The memorial ribbon was broken at 11 a.m. on that date by the maroon and cream streetcar 4610 known as the Toronto under the piloting of Richard Lindgren. Lindgren had been a motorman for the original Kenosha Electric Railway in 1932. Rides were given to the public immediately after the opening ceremony

but it was not until two days later on Monday, June 19, 2000, that the trolley line was officially open to the public. As the streets for the new Harbor Park Development were completed on the land previously used as the American Motors factory, the tracks were laid in the new pavement. Overhead the 600volt direct current electric line provides the electricity needed for the trolleys. Initially five historic streetcars were obtained, all authentic 1951 Presidents’ Conference Committee cars that had operated in Toronto, Ontario and Philadelphia prior to being refurbished, repainted, and relocated to Kenosha. Two additional cars were obtained bringing the current fleet up to seven cars. Each car is painted a different color to represent the legacy of streetcars in cities throughout North America. The car representing the Toronto streetcar system is painted maroon and cream, the Chicago car is green, the Cincinnati car yellow and green, Pittsburg red and cream and the Johnstown (Kenosha) train is orange. George Ponsolle, 86, of Chicago, was riding the Kenosha Trolley recent and recalled trolley service in the past. He remembers riding the “green hornet” trolleys on the west side of Chicago back in the 1930s. “Trolleys were a good way to get around the city,” he said. The trolley driver on the yellow and

green car referred to it not only as the Cincinnati trolley but said that to him it is the “Green Bay trolley because it exhibits the beloved Green Bay Packers’ colors.” The starting point for the Kenosha trolleys is the Transit Center on 54th Street, just east of 11th Avenue. The trolley travels west to 11th Avenue then turns south, stopping at the Metra station. At 56th Street it turns east with stops at the County Building, Dinosaur Museum, County Courthouse, Post Office, the Kiwanis Clock, and at the Museum complex, it curves around at Harbor Park’s Ring Road to return on 54th Street traveling west with a view of Lake Michigan, the Navy Park, and the Southport Light Station before returning to the Transit Center. This current trolley system was not the first electric railroad in the City of Kenosha. Just as electric railways were a prominent means of transportation in many cities throughout the country in the early 1900s, Kenosha was one of these cities that depended on electric railways for transportation. The Kenosha Electric Railway, a street railway, began service in February 1903 and was originally owned by the Binney Safety Car Company. Binney did not retain ownership of the line throughout the entire time that the railroad serviced the city, but the name seemed to

stick even though there were new owners. The Kenosha Electric Railway provided service to the city until February 1932 when the railway was replaced with electric trolley cars. Kenosha was one of the first cities in the United States to use a color-coding system for their transit routes, making it easier for passengers to recognize the correct trolley for their journey. With the arrival of more private automobiles, the use of the electric trolley cars diminished and the line ceased serving the city until its return in 2000. Pleased with the use of the trolley system, the Kenosha City Council voted 16-1 to include funding for extending the current system, pending approval of the new routes being considered. Last September the City Council voted to approve a north- south extension that will incorporate the existing east-west loop. While the trolley is a fun experience for visitors to Kenosha, it is an important form of transportation for Kenosha residents. For the more than 400 families that make their home in the Harbor Park condominiums, the trolley provides transportation to the train station, other buses and to work. The trolley is $1 for adults and children over 13, 50 cents for children from 5 to 12 years and free to children under age 4. An all day pass is available for $3.

Dear readers, This past month has brought many requests for assistance. We have been working hard to keep up with the need that is so great in our communities. There have been some questions about poverty in our beautiful southeast Wisconsin/northern Illiois area. People have asked me “How can there be poverty when I see so many large homes and jobs available in the newspaper?” My answer to that is the people we are helping may not be able to work. They may be living with a disability that prevents them from the labor required for a job, or it may be a single mother with children who will have to pay most her paycheck from a minimum wage job for child care and gas, or it may be a senior citizen who is not able to work any longer. Many senior citizens do continue to work past retirement age if they are physically able. That helps many seniors get by when they do not have enough saved for retirement. What about those that have become disabled or are just incapable of working any longer? Do we leave them to suffer in silence when they have to choose between rent, utilities, and food or prescription medications? When I get asked about the lazy welfare people taking advantage of our government and our charities, I find myself defending the poverty stricken. So much attention is given to the small percentage of abusers that should be focused toward those truly in need. After all the years I have been providing assistance, I have a very good idea when someone is trying to get a hand out and when someone is truly in need of a hand up. Ninety-nine percent of the requests we receive are from our fellow creations in desperate need or a referral from the group of churches, schools, social workers, etc. that we work with. These trusted people that refer the poverty stricken to The Time Is Now to Help see the needs of their parishioners, students and clients first hand. They know when they are hungry, cold and nearly homeless. We often help in emergency situations. These are usually brought to our attention by a referral. A family recently displaced due to a fire was referred to us by another organization that could not afford to provide emergency shelter and assistance with food, clothing and other daily necessities. We together provided shelter for the family and their pet in a motel, clothing, toiletries and food. This assistance helped them get by until they found a new rental.
