History set in stone

Kenosha County Courthouse listed on National Register of Historic Places By Sandra Landen Machaj CORRESPONDENT

Throughout the Kenosha area are many buildings well known for being historically significant. The Kenosha County Courthouse is one of these buildings that have a long history of importance for Kenosha County. The area that today is the county was a favorite of Native Americans because of the fertile land and proximity to the Pike River and Lake Michigan. In the 1830s European immigrants began to make their way to this area from the East Coast, many of them traveling through the Great Lakes. While most of the settlers stopped in the Chicago area, others continued to travel north and found the area that was to become Southeastern Wisconsin. Since many of the new settlers had been farmers in Europe, they – like the Indians who had lived on the land – were grateful for the fertile soil and the presence of wildlife and fish that could be used for food. And so in these early days the primary commercial activity was agriculture. It was not until the late 1800s that

industrial activity began to flourish in the area. The cities and towns of the community began to organize and growth continued. What today is recognized as Kenosha County was actually a part of Racine County. It was not until 1850 that a decision was made to separate the area that bordered on the Illinois state line to the south, the lakefront on the east, Walworth County to the west and the northern edges of the City of Kenosha to the north. The county seat chosen was the City of Kenosha, which had just recently changed its name from Southport to Kenosha. The new county chose to take the name of its county seat and thus Kenosha County was born. Kenosha County built its first courthouse in 1850 but this building was only sufficient to serve the needs of the county for 20 years. A new courthouse was built in 1870. This building was also not suited for the pending growth of the county and within 15 years the need for a larger courthouse caused the community to build its third courthouse in less than 50 years.

Westosha Central cheerleaders earn spot in national competition By Anne Trautner STAFF WRITER

The Westosha Central varsity cheerleaders are on their way to compete in the National High School Cheerleading Championships, to be held at Disneyworld in Orlando, Fla., in February. The squad earned a bid to compete in the national tournament after defeating one other team and winning the division title at a three-day regional tournament in Milwaukee in December. “This is the most prestigious high school tournament to be invited to,” said Natalia Vernezze, head cheerleading coach at Central High School. Westosha Central has never sent a cheerleading squad to compete in the regional tournament before, Vernezze said. “The reason that we went to the qualifiers is because there are really young kids

on my team, and I figured I’d put them on a really big stage right away, that it would prepare us for this year locally. I didn’t expect them to get invited to the tournament in Florida,” said Vernezze. There are 20 girls who make up the varsity cheerleading squad. Six of those are freshmen, six are sophomores, five are juniors and three are seniors. “I would say this is the most talented group that I have worked with because they push each other a lot. They work hard. I mean, we have always worked hard, but they just have more talent tumbling-wise and are able to do some more difficult stunts than we have in the past,” Vernezze said. In Florida, the team will be judged on a 150-second routine. “They have two minutes and 30 seconds to do the best they can and make it through

round one, and hopefully we proceed on to round two, and finals eventually,” Vernezze said. The final round of the Florida competition will be televised on ESPN. Westosha Central’s cheerleaders begin training during open gym in late May or June, and continue practicing about 12 hours a week until their final competition at the end of February, said Vernezze, who also teaches at Wilmot High School. The team won the Southern Lakes Conference title at home Saturday. In addition to performing a routine, the cheerleaders compete in stunt groups, pyramid, dance and tumbling. “The girls are excited,” Vernezze said. “They are an extremely dedicated group of girls who have been working very hard.” In order to go to Florida, the team needs community

support to raise funds for the trip, Vernezze said. The cheer team recently hosted a roller skating night and held a bake sale. In addition, local businesses have donated to the cause, Vernezze said. “This is my 10th year coaching, and this is the most talented group of kids I’ve worked with. We are young, and we can be powerful for years to come,” Vernezze said. “Hopefully we’ll see what Florida’s about and try again and make it to the end.” Donations for the Westosha Central cheerleading team can be sent to the school or at online at www. gofundme.com/irg69w.

Hotline ready for off-road bike trail conditions Kenosha County Executive Jim Kreuser recently announced that the 6.2 miles of the Silver Lake Mountain Bike trail is open for winter biking. A trail conditions hotline, (262) 857-1876, to relay the open or closed status of the trail has been put into service. Conditions are also posted on the Kenosha Off-Road Bicycle AssociationFacebook page. People are asked to check on conditions before going to the trails. All double- track hiking/biking trails and single-track trails are being groomed by volunteers from KOBRA. Volunteers from the group built the trails. Work on expanding the trails will continue as weather permits. Double-track trails are open to standard mountain bikes, hikers, snowshoeing, cross-country skiing and dog walkers. Single-track trails are open only to snow bikes (fat-bikes) or bikes with tires wider than 3.7 inches. KORBA volunteers are donating their time to

Apple Holler launches coat drive for Frostyfest

Most people empty their closets when spring cleaning comes around, but Apple Holler of Sturtevant is asking guests to do so a bit early this year as a way to give back to the community. The local farm is organizing a coat drive to benefit Love, Inc., a nonprofit agency based in Burlington that helps families in need. “With Wisconsin winters being what they are, we don’t want anybody to be cold,” said Sheri Gavin of Apple Holler. “We thought this was a nice way to give back. Everybody has a coat that they’re not wearing in their closet, so why not donate to where there is a need.” To kick off the coat drive, Apple Holler is hosting Frostyfest, an event focused on winter family fun.

Frostyfest will be held Jan. 24 from 10 a.m. to 3 p.m. The cost is $7 per person, and includes horse-drawn sleigh rides, marshmallow roast and warming campfire, hot apple cider, interactive story-telling, visits with Frosty the snowman, cookie decorating and other winter-themed events. People who bring in a clean, reusable coat will receive half-off their entry cost for Frostyfest. For those who are unable to attend Frostyfest, Apple Holler is still accepting donated coats each day through the end of February. Families donating one or more coats will receive a certificate good for a six-pack of apple cider donuts and each person will receive a cup of cold or hot spiced apple cider. The coat drive was inspired by One Warm Coat, a national organization

that connects volunteers with agencies in need of donated coats. Apple Holler chose Love, Inc., because the nonprofit organization “does a lot of good in Racine County,” Gavin said. Apple Holler is between Racine and Kenosha, off I-94 at exit 337 on the west frontage road, just north of the highway KR exit. Apple Holler is a family farm, restaurant, bakery, country store, gift shop and apple orchard, and features a variety of entertainment activities, including dinner theatre, children’s programs, barnyard animals, catering, outdoor play areas, hay wagon rides, horse-drawn sleigh rides and fall apple and pumpkin festivals. “The two proposed routes represent the options the project team members believe best meet state routing and siting criteria based on impacts, costs, constructability, operation and maintenance,” said Mary Carpenter, senior local relations representative. The electric transmission system in the area is vulnerable to low voltages and power outages and can no longer adequately support the lower-voltage distribution system. ATC studies indicate that the project would strengthen the electric transmission system to meet the growing use of electricity. This estimated $72 million to $92 million project would provide system redundancy and allow for maintenance outages when repairs are needed. The Spring Valley-North Lake Geneva Electric Reliability Project was introduced to the public in early

2013. Since then, the ATC project team has been gathering field data and public input, as well as evaluating community and environmental impacts to determine the most suitable route options for a proposed transmission line and substation. Preliminary transmission line corridors and routes were presented to the public during open houses in January 2013, and again in March 2014. If state regulators approve the project, construction would begin in 2017 to meet an in-service date of 2019. Paddock Lake and Salem worked together to develop a route that satisfied both municipalities while allowing for the project to move forward. ATC accepted the changes requested by Salem, Village Administrator Tim Popanda explained at the Dec. 9 Committee of the Whole meeting, but didn’t change a thing in Paddock Lake.

Just prior to the November election last year, a group of Silver Lake Village Board members and village employees volunteered their time to improve the village hall meeting room, according to board President Sue Gerber. “It took a weekend to paint, move furniture and add some other features to the room,” Gerber explained after the last Committee of the Whole meeting, held Jan 7. The arrangement of the room was changed, with a

new podium placed lengthwise rather than on far end. The two long walls were painted green; the two short walls were painted yellow. Decorations on the podium are painted green to match the walls. Two white columns were placed on the sides of a picture with the Silver Lake insignia. The U.S. flag and Wisconsin state flag are alongside the columns. Gerber explained that she is hearing impaired and often had difficulty hearing anything from the far end of the meeting room. “Now, everyone is much

closer and its easier for me to hear,” she said. Silver Lake Clerk-Treasurer Terry Faber said changing the layout of the room also benefitted voter flow during the election. “It was easy for voters to come in the large door, move through the lines and then out the smaller door once they were done,” Faber said. “And we had no lines out into the street.” According to Gerber, the funds for the materials came from drug forfeiture monies received by the Silver Lake Police Department.

‘Father’ of planning Harland Bartholomew was an American Urban Planner who became known as the “Father of American city planning” in the age of the automobile. He began to design and redesign cities following the principles of the City Beautiful Movement. The City Beautiful Movement, inspired by the World’s Columbian Exhibition in 1893 with its great White City, began to flourish throughout the country in the late 1890s and early 1900s. Bartholomew’s plan to redesign the City of Kenosha using principles of the City Beautiful Movement coincided with the need for a new courthouse. Land was selected by the Kenosha Board of Supervisors in 1922 as a site that would work with the

beautification of the city. Construction began in 1922 with the building being completed in 1925. The buildings consisted of the three-story courthouse with a three-story jail behind it. The building was built in the neoclassical style, which was in the early 1900s. Joseph Lindl, Albert Lesser and Charles Schutte were the architects who designed the building. It is faced with gray Indiana limestone in an ashlar motif, meaning the building stone has been squared and finished to give the structure a very neat look. This building included a raised basement. A cornice decorates the building above the first floor. The main façade of the second and third floors contains a colonnade of 18 freestand-

In this area there is a recessed balcony with windows that have a rounded arch and a balustrade. The National Park Service maintains a listing of buildings that have been registered as having historical significance. On March 9, 1982, this building was placed on the National Register of Historic Places. In 1989 when the Civic Center Historic District was established, the courthouse and jail were listed as contributing properties. The courthouse is at 912 56th Street. Since 1925 the business of Kenosha County has been conducted in the historic building.

Riverview School District Administrator Jon Schleusner has high expectations for the planned remodel of the school. “When we are done with this project,” Schleusner said, ‘this will look like a new school.” Riverview, a K-8 school in Silver Lake, has worked with Nexus Solutions – the same group that has served Westosha Central High and Lakewood Grade schools in updating heating and cooling systems, lighting, security and other energy and maintenance efficiency measures. The Riverview project is set to address many of those issues, including energy and water conservation. Also addressed will be parking lot improvements and roofing needs. The energy efficiency project started last year. A major challenge has been tying together the multiple additions and renovations done in the past. There are 11 that have been done since the first part of the building went up in the 1940s. Necessary asbestos abatement was conducted during Christmas break and should be completed during spring break, along with other parts of the project that will not interrupt student education. conducted during the 2015 summer break. Schleusner said the work will start shortly after school ends and should be done sometime in August, early enough to replace all furniture and equipment to be ready for students to start. The district is working with Silver Lake village officials to possibly use the building purchased by the village for the library as administrative offices over the summer. Riverview will hold summer school classes at Wilmot High School. The back staff parking lot will be repaved and reconfigured, with a better traffic flow pattern developed for buses to drop off and pick up students. A safer student drop-off and pickup area will be created on Prosser. More parking will be created at the southwest corner of the school. A gate will be installed that will allow access to parking in back of the building for special events. The project cost is estimated at about $6 million and funded by a $6.9 million bonding. Schleusner said the district hopes the project will be tax neutral. According to Nexus estimates, the district should see a utilities savings of over $400,000 and an operations/ maintenance savings of over $260,000 over the life of the 20-year loan.

American Transmission Co. is hosting a final public open house on Tuesday, Jan. 27, for the proposed Spring Valley-North Lake Geneva Electric Reliability Project. The open house gives area residents and other stakeholders the opportunity to review the proposed substation location and preferred and alternate routes for the 25-mile, 138-kilovolt transmission line from southern Walworth County to western Kenosha County. Area woman works to provide a safe haven for monarchs By Gail Peckler-Dziki

hings always look different today than they did when you were younger. But if you suspect that you see fewer Monarch butterflies now than you did some years ago, you might be right. The solution lies not, however, with the butterflies but with what many consider weeds. Milkweed, to be specific, since milkweed is the only host plant for monarch caterpillars. Milkweed is named for its milky sap and there are about 140 known species. The monarch uses several species native to the Midwest as a host plant for caterpillars. They are the orange Asclepias tuberosa or butterfly weed, the pink to purple Asclepias incarnata or swamp milkweed and Asclepias syriaca or common milkweed and the white Asclepias verticillata or whorled milkweed. Without these plants in proliferation, there will be no Monarch butterflies since these plants are what the caterpillars eat. The No. 1 problem is pesticides, according to Judy Grasser. “Farmers spray and we spray pesticides. While we might spray for aphids, the pesticides will kill everything,” she explained. Keeping an eye out Grasser watches for ways to protect the butterflies, and notices changes. Milkweed also grows along streets and roads. When grass cutting is done, milkweed goes with it. “Last year there was a lot of milkweed growing along Highway 50,” Grasser said. “I saw it one day and when I drove by the next, it was all gone. Monarchs need the milkweed. They lay eggs on it and when the eggs hatch, the caterpillars eat the leaves.” The host plants are good for the eggs and caterpillars, but a butterfly garden needs nectar plants also. The butterflies drink that nectar. A successful butterfly garden should have perennial plants, which come back year after year but flower for a short time and annual plants. Those must be planted every year but will bloom for an entire season. If the eggs escape the pesticide, there are many other predators that eat the eggs like dragonflies, ants, ladybugs and the praying mantis. That’s one big reason to capture the eggs and bring them inside to hatch and pupate, Grasser said. Monarch life cycle Butterfly eggs are tiny and the female attaches them to the leaves of the host plant, Grasser explained. These hatch into caterpillars. Monarch caterpillars molt four times. Each time the caterpillar grows; it sheds it skin. The chrysalis is the stage where the transformation from caterpillar into butterfly occurs. There are four generations of Monarchs each season. The butterflies one sees in the spring have returned from the great migration to Mexico. The butterflies of this generation live nearly a year. They lay eggs and when those eggs hatch, they become Monarchs that live for about four weeks. That generation hatches another crop of Monarchs that also live for about four weeks. The Monarchs that hatch from that group

migrate to Mexico in the fall and return the following spring. Early interest Grasser started her butterfly hobby in 1968 when she and junior high school friend made forays into the fields across from their homes in Shiller Park, Ill. Grasser still has her collection of more than 20 different butterflies and moths that they discovered living there. “This was before the Internet, of course,” Grasser said. “So we would get on our bikes and ride to the public library to find out just what we were discovering.” That early interest lay dormant until 2005 when Grasser became interested again – this time in black swallowtail butterflies. She noticed them flitting through various plants outside her home. The species likes parsley, dill and Queen Anne’s Lace. Grasser found eggs and took them inside. She ended up with six black swallowtail butterflies. In 2014, Grasser said she was painting outside and noticed a Monarch female flitting and she found the eggs. She brought them inside and put them in a clear “critter keeper” and raised 16 butterflies. “Butterflies have their own personalities,” Grasser said, “and the black swallowtails take off as soon as you release them. My first Monarch was a male and they are territorial.” “Male butterflies have a small dark spot on their wings, which is where the pheromones are located. When I released that first butterfly, he stayed on my garden and he attracted females,” she said. “He chased off other insects like dragonflies.”

If the professional arborist you hired to remove a tree drops it on your house instead of your lawn, it’s too late to confirm the company is insured. “Disreputable companies are renowned for ripping gutters off, breaking fences and bird baths, and even dropping trees on houses,” Andersen said. “Then they typically fold up and leave, never to be seen again.” Disreputable companies tend to: • Solicit work door-to-

door; • Demand payment in advance; • Advertise topping; • Sell jobs without producing a written estimate or work order. When looking for a reputable company, start with the arborists listed in the phone book or on the Internet. Don’t place much emphasis on the size of the Yellow Pages ad or complexity of the website – some of the most reputable firms rely almost entirely on word-of-mouth advertising. Look instead for what the ad or Website says about the company – number of years in business, professional affiliations, licenses, accreditation and certification. Avoid companies that advertise topping, an injurious and unacceptable practice. Consumers should be aware that the credentials of someone calling himself or herself an arborist can vary widely. Don’t just hire someone with a chain saw who knocks on your door. Look for the company displaying the credentials of a professional. When you meet with the arborist: • Ask to see current certificates of liability and workers’ compensation insurance, if applicable. • Ask for local references, and check on the quality of their work and level of ser-

Mother tries to get by with abusive son Dear W.C., Can you please help my friend? She is a senior citizen whom I feel is being taken advantage of by her son. He stays at her apartment without helping to pay rent or utilities. He eats her food and then leaves her with nothing. She is on a very small fixed income but her son has no problem taking what little she has. I worry when he takes her car without her permission to go out to bars. I hear him come home drunk as my friend lives in the apartment down the hall from me. He is loud, and I hear him shouting at his mother. The management has already told him he is no longer welcome in our apartment complex, but he does not care. They are now threatening to terminate her lease. I don’t know what to do. Is there anything you could do to help my friend? Dear readers, As you all know, I get very upset when I hear of any of our fellow creations being taken advantage of or mistreated. I especially get disturbed when I hear it is a senior citizen, a child or the handicapped – those who cannot fend for themselves. When there is alcohol or drugs involved, it always makes the situation worse. I called the concerned friend to set up a time when we could plan an intervention. She was excited to hear from me and told me her friend had been praying for help

The friend agreed to meet me at the door of the secure apartment building so I could knock on the door of the senior woman’s apartment. Several hours later, I found myself at the door of her apartment. When I knocked I heard a faint, “Be there in a minute.” The door was opened by a senior woman who looked to be in her late 70s. When she saw her friend standing next to me, she anxiously welcomed us in. When I told her who I was and why I was there she said, “I know who you are. I do read the newspaper on occasion. My dear friend here convinced me I needed to meet with you.” Once we were seated at a small table in the even smaller apartment, I pulled out her friend’s letter and read it aloud. The elderly woman looked ashamed and had tears in her eyes. I told her, “There is nothing to be ashamed of. This is not your fault.” The senior woman wiped her eyes and began to share with me all the troubles she had been having with her adult son. The woman said, “I don’t

know what has happened to him. He used to be such a good son, but now all he does is take whatever he can from me.” I listened as she shared all she had been through over the past several months. The elderly widowed woman went into detail about her son’s drinking and how his personality completely changed when he drank. He would swear at her, push her aside, take her purse against her will, and take what little money she had in her purse and her car keys. When she told him no he would yell at her, “Shut up.” She continued, “When I told him to keep his voice down so he would not disturb my neighbors, he would get louder and swear and yell. I told him several times I would not have enough to pay my utilities because he was taking what little I had, but he would ignore me. When I started hiding my money outside my purse, he would violently search my apartment, breaking things until he found it.” She began to cry profusely. Her friend went to her side to console her and so did I to calm her. I reassured her this cruelty would not continue. At that point, I told her I needed to confront her son and asked her if that would be OK. She nodded her head yes saying, “Please.” I asked if I could take a look around, and the woman told me to go ahead. When I found a nearly empty refrigerator and cupboard, I asked the woman about her food situation. The woman shared what she lived on, and it was barely enough to cover rent, utilities, gas for her car and food. When her son stopped by for the first few weeks after her Social Security arrived each month and ate the food she had budgeted for, used her water to shower, turned on all the lights, left his dirty clothes lying all over for her to wash and a sink full of dirty dishes, used the gas in her car, and stole her money to go to the bars, it left her without enough money for the remainder of the month. I could not believe how selfish her son was to put his own mother in this position, yet I knew this was often the case with drug addicts or alcoholics. When they are in the throes of their addiction, they do not think about how their actions affect those who love them. I asked the mother if she had asked her son to stop his behavior. She said, “Many times, but he becomes more and more obstinate about it. He will not listen to me any longer. Even when he makes me cry, he keeps shouting at me.” I asked if she would mind if I had a conversation with her son. Her reaction was, “Would you do that for me? I do not know what

else to do. I do not want to become homeless.” I reassured her I would be in touch with her son and let him know his actions were no longer acceptable. I also told her I would encourage him to get into a program to help him recover from his addictions. We went over the woman’s bills. Her rent and utilities were both overdue. I told the senior woman we would help her with these late bills as long as we were able to finally stand up to her abusive son and tell him he would no longer be taking anything from his mother. He would not be eating her food, sleeping on her couch, leaving all her lights on, driving her car, stealing her money – none of this would be allowed, especially the physical and mental abuse that would stop today. The woman grasped my hand and asked, “Will you help me?” I told her I would. I asked for the son’s cell phone number and the senior woman gave it to me. She listened to me as I talked to him. After I gave him a lengthy introduction, I asked if he was available to meet me at his mother’s. He hesitated and told me no. I confronted him with all the details of the abuse of his mother as I was informed by the neighbors, the management and his own mother. He was very quiet as I caught him in a sobering moment. I informed him he would no longer be welcome to use his mother’s apartment as a drunken crash pad, use her gas and damage her car, eat her food, and all the other abuses he had been doing to his mother. The senior woman looked frightened as I spoke with him on the phone. I told him, “I and others, including the authorities, will be checking on your mother several times a day. If your abuse happens one more time, I will make sure you are prosecuted.” The son was silent until I was done. I asked him if he would be willing to enter a rehabilitation program. He answered, “I am not ready for any program. Don’t worry, I won’t be bothering my mom anymore,” and hung up the phone. We helped this senior woman to pay her overdue rent and utilities. We also provided food, gas for her car and a much-needed repair to her brakes. The woman was so grateful. I and others checked in on the very grateful elderly widow mother several times a day for weeks. When I asked if she had heard from her son, she said she had not. The senior woman was very saddened by this but knew her son needed to deal with his addiction before he was in her life again. I spoke to the friend who had requested our assistance for her friend,

and she confirmed the son had not been to his mother’s apartment. The senior woman was again helping her neighbors with rides to the doctor or grocery store now that her son was not taking her car and her gas. Several months later when I spoke to the senior woman, she was happy to share her son had called her and finally decided he needed some help. He was attending meetings almost daily to help with his addictions and had a change of heart. The woman even tearfully shared her son had apologized several times for his behavior. I made a special appointment to see the son before he actually saw his mother. To my surprise, he was very open and actually thanked me. I pray for his continued sobriety and for all those who are struggling with addictions to find the strength to stay clean and sober. You can be assured that together we will continue our mission in the new year. We will continue providing our much-needed assistance to our fellow Americans, removing their pains of poverty.
