School Board considers referendum, suing City for TIF funds

Collins recommends referendum to finance construction

By Dan McLeister
 FOR THE ELMHURST INDEPENDENT

School Board members of District 205 discussed a possible referendum to finance construction and mentioned the idea of suing the City to release Tax Increment Financing (TIF) funds. Future storm water projects with the City are part of the situation. Jim Collins, vice president of the Board, spoke at a recent meeting. “It became clear to me that the City, at least at this point, has no intention of releasing that money,” he said. Collins has been attending the annual Joint Review Board (JRB) meetings of all local taxing bodies located within the TIF District for the past six years beginning in 2009. Board member Chris Blum said he thinks this a political question, not a legal one. “No one has the desire to see two governmental entities suing one another, as strong as the case may be,” he said. “Unfortunately, the City doesn’t have to ask the community how to spend the money, but we do. If the taxpayers have an issue with that, they should call their City Councilman. There needs to be political pressure exerted on the City to live up to their promises. Otherwise, I think we need to put a referendum on the ballot.” Blum, the chairman of the Board’s

Finance Committee, noted that he and Chris Whelton, assistant superintendent of finance, have talked with Tom Trosien from the City Finance Department about the School District’s five-year plan of using TIF releases to fund capital plans. Up until two years ago, this was acknowledged, according to Blum. “As a matter of fact I think last year, there was a release--the first one—that funded part of our capital

plan,” he said. “I have said for years that if we don’t have the money, we’re going to have to issue a referendum. “So, if the City would rather use the money to build a new train station than to improve its schools, as you heard the community ask us for tonight, that’s their prerogative, but then it is our duty to ask the taxpayer for our own revenue stream, I’m sorry but that’s where it is going.” “I disagree that it’s their preroga-

tive; this has been a long-time community expectation,” said John McDonough, also a Board member. “The total release after the break-even point was the arrangement [then-Mayor Thomas D.] Marcucci personally described when he appeared before the Board in 2004. I was there that night. I took notes. I’ve been keeping track of this thing. The intent was to totally release.” He said that approach was articu-

lated in the Intergovernmental Agreement (IGA), which says the City “guarantees” that the releases shall at least equal the real estate tax receipts that the School District would have received if the TIF had not been extended, according to McDonough. McDonough said that would be clear violation from the language of the agreement. “The language does not allow in any reading, by any stretch of the

imagination, to not have the release because of storm water needs. There’s no argument that could be made for that.” “We need to work on this issue before we can work on any other storm water agreement,” said Board President Shannon Ebner. “We really can’t move forward with another project until we somehow settle this current issue with the TIF release.”

Correction

The police report in the December 29 issue of the Elmhurst Independent incorrectly indicated that Kyle J. Perrone was issued a citation for possession of cannabis and possession of drug paraphernalia. It also stated he was charged with no valid driver’s license. Perrone was only issued a citation by police for failure to reduce speed to avoid an accident. The corrected police report is as follows: Kyle J. Perrone, of Elmhurst, was issued a citation by police for failure to reduce speed to avoid an accident. Eric T. Winters, 37, of Berkeley, was cited for no valid driver’s license, possession of cannabis, and possession of drug paraphernalia. He was taken to the station and released on bond on December 19.

New jobs program available for SNAP recipients ILLINOIS NEWS NETWORK Openings are still available for a pilot program the Illinois Department of Human Services (DHS) and Department of Commerce and Economic Opportunity (DCEO) say is meant to provide job training for people who receive government food assistance, in order to help them become more selfsufficient and less reliant food stamps. The program is called Employment Opportunities, Personalized Services, Individualized Training and Career Planning, or EPIC. It focuses on adults without children who are able to work but currently get benefits from the Supplemental Nutrition Assistance Program (SNAP). DHS Communications Director Meredith Krantz believes the program will have a meaningful impact. “It includes education and training, and it’s an opportunity to build on some existing SNAP education and training programs that will help us to test new strategies that will determine the most cost effective ways to help SNAP recipients gain and retain employment so they can eventually become self sufficient,” she said. Krantz added that the training puts participants

in line for quality careers like “architecture and construction, health sciences, law, public safety, corrections, manufacturing. So these are jobs that have a lot of potential.” DHS and DCEO have joined 23 communitybased organizations for the program. According to a statement from the state, the Illinois Community College Board and the Illinois Workforce Innovation Board are also working on the program. “We are proud to be collaborating across state agencies and with local partners to implement innovative programs like EPIC that have a meaningful impact on the lives of Illinois residents,” DHS Secretary James Dimas said. Illinois received a $21 million grant from the federal government for the pilot. The program began in March; it could last up to three years. At that point, the state will evaluate longterm effects of the specialized services for EPIC participants. More information, along with a list of participating counties, is available online at ILEPIC. com.

Several criminal justice reform laws take effect in new year in Illinois ILLINOIS NEWS NETWORK New legislation taking effect January 1 will reform how criminal records are expunged in Illinois, as well as allow released inmates to work in more professions in spite of their records. State Rep. Barbara Wheeler (R-Crystal Lake) said House Bill 5017 will give juveniles convicted of low-level crimes a chance to get their lives back on track before they get too far off course. “It allows these kids who may have made mistakes to have a clean slate, get education, get employment, know that their mistakes in the past aren’t going to follow them through,” she said. The bill automatically expunges certain records from a juvenile’s record instead of the long, sometimes costly process of youths doing it themselves. Wheeler said the bill is a partner bill to House Bill 6328, which affects

adult record expungement. “They have an opportunity to move on with their lives,” she said. House Bill 5973 amends current law, allowing people with low-level, non-violent offenses to get licenses through the Illinois Department of Financial and Professional Regulation to work in a number of professions they wouldn’t otherwise. One of the bill’s sponsors, State Rep. Margo McDermed (R-Mokena) said it’s about giving people a chance to follow their calling.

“We’re looking to increase the tax base here in Illinois,” McDermed said. “People love to be able to support themselves and their families, to buy the things that they want, and to do it by providing a service that they love.” Professions involved include funeral director, construction worker, cosmetologist, hair braider, public accountant and real estate agent. The bills are part of Gov. Bruce Rauner’s plan to reduce the state’s prison population.

A meaningful reward

Never underestimate the power of a single piece of paper – especially if the paper in question is a (genuine and authentic) Certificate. My first grader came home with such a document this week. He brings papers from school just about every day. They are crunched and bent to fit inside his backpack. His Certificate was neither creased nor folded. It was held, with great care and attentiveness, in his little hands, where he could keep it safe from the crowding and crinkling hazards lurking inside his backpack. “It’s a Certificate! I got a Certificate at school today!” he practically shouted on his way in from the bus stop. He threw his backpack down on the floor and couldn’t get his coat and shoes off fast enough. He literally ran into the kitchen and thrust the paper in front of my face so close that I had to take a step back to read it. “What do you have here?” I asked using the interested mom voice that I’ve spent years perfecting. “I dunno,” he admitted with the honesty of a 6-year-old. “But it’s signed by the principal!” He finished with a flourish. Certainly any paper signed by the principal has got to be important and overflowing with good news – unless it’s a paper about a violation, detention, suspension, expulsion, unacceptable bus conduct or getting kicked out of the do-it-right club. Luckily, our paper was none of these things. “It’s a Certificate of Attendance,” I said, smiling back at his eager face. “Good job!” He grinned, pleased with himself, before running off, presumably to tell his brothers. I heard the phrase “Certificate of Attendance” ringing throughout the house as he spread his good news. At dinner, his accomplishment was the talk of the table. “Did the principal ever give you a Certificate?” he asked his brothers.

And to his sister, “Do they give out Certificates at the high school?” Then he turned to my husband and me. “Were Certificates invented yet when you were little kids?” We found a place of honor for the Certificate on the bulletin board next to his bed. We positioned the pins carefully next to the paper, without piercing it, so the Certificate would stay put without being ruined by a pinhole. Bedtime came too soon like it always does on special days that you don’t want to end. I tucked him in, with the Certificate hanging on the wall beside him. “You sure had a good day,” I observed. “Yep,” he agreed with a sigh. “I got my Certificate of Attendance.” His eyes were getting heavy as sleep crept up on him. I brushed the hair on his forehead and was glad that he had a good day where he had the chance to reflect on his accomplishments. His eyes were nearly closed, but then he opened them and looked at me earnestly. “’Cept there’s just one question about my Certificate,” he said. “What’s that?” I asked, adjusting his covers. “I was wondering,” he mused. “What’s attendance?” Jill Pertler is an award-winning syndicated columnist, published playwright, author and member of the National Society of Newspaper Columnists. In my opinion The New Year looms before us with memories of years past and contentment for future and now Did you get everything on your Christmas list? Remember the days of getting the Sears Christmas catalog and having to wait your turn among siblings to slowly flip through the pages and jot down your wish list? Ah, memories. Even as a newlywed, I remember getting the JC Penney and Sears holiday gift catalogs in the heat of July. I wouldn’t pick out dolls or record players, but I would sigh over pretty home furnishings and other items that caught my fancy. We no longer get those fat tomes of pretties tossed on our doorsteps or shoved in our mailboxes, but I still get a few magazines and catalogs brimming with beautiful things. It is calming for me to sit and quietly peruse, no matter what time of year. It’s not about wishing I had those things anymore. I’ve had and still have plenty of pretties. Getting lost in the pages simply takes me out of my head and plops me in to a state of appreciation. “Oh, look at that! Oh yes, I like this!” I talk to myself and sometimes dogear the pages to return to again. As much as I love the simplicity of condo life, a fabulously appointed old home with charm and character (and a fairy tale forest) can never be totally ruled out. My love of old homes and

decorating is just part of me. I wander around online and look at beautiful places and am glad I don’t have the upkeep. A taste is enough. There is something about the start of a new year that sends us backward in our thoughts too. I remember fondly the ghosts of Christmas past but I don’t long for those days. My sons didn’t use a catalog to make their Christmas lists, which were always pretty simple; money, gift cards, the latest gaming system. Back then I was a strict stickler about video games and now I love how my grown sons talk to each other nearly every day as they play games online across the time zones. Bonds form in all kinds of ways, including computer games. List making can still be a good thing. With the advent of the new year, my Prince and I make lists of where we want to go along with being open to what lies unexpectedly ahead. We plot and plan our days off and vacations and “big” events knowing that just hanging

out and being happy is enough. Playing GLAM Scrabble with friends, taking a hike in the woods, walking the Womanspace labyrinth, getting a pedicure, a fine glass of wine with my beloved….those are not things we put on a wish list but they are things that matter and that last. I look forward to kayaking the lake in the summer as much as our upcoming Valentine trip to Paris. My outlook for the year ahead is that it will be even better than last year. Every year builds on the successes and lessons learned of the past and we only go forward. I know more professional milestones are to come and I will delight in the joy of them. I know my honey and I will grow closer and share new experiences. I know we will enjoy time with our offspring. (I like that word even if it sounds like our kids are zoo exhibits.) Other than that, 2017 is a wide-open canvas. My artist hubby and I will paint more on it, figuratively and literally. I love this time of year, looking back and looking ahead, and being perfectly happy right now. (Kelly Epperson wishes you joy and happiness in 2017. Local artists exhibit at EAG Winter Members’ Show Artists from Elmhurst and other Chicago-area communities are participating in an exhibition of their works during the Elmhurst Artists’ Guild 2017 Winter Member Show, running from Jan. 8 through Feb. 17 in the EAG Gallery at the Elmhurst Art Museum, 150 S. Cottage Hill Ave. The opening reception, which is free and open to the public, is being held in the gallery Friday, Jan. 13, from 7 to 9 p.m. All of the artwork is judged by a prominent area artist or gallery owner, and prizes are awarded to winning entries during the opening reception. The exhibit features over 50 oil, watercolors, acrylics, photos, ceramics and sculptures in many distinct and unique styles. Most pieces are for sale, with a portion of the proceeds benefitting the Guild and the Elmhurst Art Museum. EAG member Cherylyn Gnadt’s entry is Domestic Nuance, a mixed-media piece consisting of a myriad of layers, starting with paint and paper, then applying digitally manipulated and merged personal photography. She says of her work, “Every layer and inclusion is personal reflection, but the message of perseverance is universal.” It is part of a series entitled “Looking In & Letting Go,” reflecting her interactions and observances over the last five years. Another entry into the EAG Winter Member Show is by Carol Hamilton. Her piece, Breathe, is an encaustic diptych,

Artist Carol Hamilton is pictured above in her studio with her four-legged muse. Hamilton is among the members of the Elmhurst Artists’ Guild to have a submission in the EAG Winter Members Show, which opens Jan. 8 at the Elmhurst Art Museum. which colored pigments are added. Hamilton’s abstract paintings are inspired by “the floating world of

transience and impermanence and the mystery of what lies beneath,” according to the artist. “I want them to be a vehicle for contemplation,” she said. found in nature and the reflection of one’s own being during quiet moments in nature preserves. The exhibition can be viewed during regular Museum hours, Tuesday, Wednesday, Thursday, Saturday and Sunday from 11 a.m. to 5 p.m. and Friday from 11 a.m. to 7 p.m. The first Friday of each month is the Museum’s free admission day. IC Catholic Prep boys basketball team gets two wins at own tourney

Austin Reed, Cheng both score 18 points in win over Phoenix Military

By Mike Miazga CORRESPONDENT

It was a tale of two halves for the IC Catholic Prep boys basketball team at its own holiday tournament in Elmhurst. The Knights won their first two games in the tournament, but dropped their final two contests to finish 2-2 and in fourth place. IC Catholic Prep opened play with a 59-35 win over Noble Muchin Prep. The Knights led 16-8 after the first quarter and 33-14 at halftime. IC Catholic Prep outscored Noble 17-11 in the third quarter and 22-10 in the fourth. The Knights then recorded a 71-65 win over Phoenix Military. IC Catholic Prep led 18-11 after the first quarter and 44-30 at halftime after scoring 26 points in the second quarter. The Knights were outscored 13-9 in the third quarter and 22-18 in the fourth quarter. Kevin Cheng led the Knights with 18 points. Austin Reed also had 18 points, while Amari Reed had 15 points. Tony Gaudio and Alex Meurer each had six points. Austin Reed had 11 rebounds, three assists and two steals. Cheng had four rebounds, five assists and three steals. Amari Reed had five rebounds, five assists and four steals and also hit 7 of 8 free-throw attempts. Meurer had four rebounds and three steals. The Knights then lost 64-61 to Evergreen Park in the semifinals. Austin Reed had 17 points, 12 rebounds and three assists and also hit three 3-pointers. Cheng had 14 points and two assists and sank 5 of 6 free throws. Meurer had 13 points and five rebounds. Amari Reed had seven points and six rebounds and made 3 of 4 free-throw attempts. Gaudio had six points and three rebounds. IC Catholic Prep then lost 67-62 to Elgin St. Edward in the third-place contest. “We had a disappointing finish to the tournament,” said IC Catholic Prep coach TJ Tyrrell. “We started out well with a couple of good wins. Against Evergreen Park we struggled against their 6-9 player. He played a solid game and we didn’t do a good job containing him. We were down most of the game and our kids showed some good resiliency fighting back instead of folding when they had a few runs on us.” Evergreen Park went on to win the tournament title.

IC Catholic Prep trailed by 12 points at halftime and eight going into the fourth quarter against St. Edward. “We made some mental mistakes,” said Tyrrell. “We weren’t up to speed down the stretch and were not cohesive. It was a tough loss and a tough way to finish the tournament.” Tyrrell, however, is far from pushing the panic button with his team. “This showed we still have a lot of work to do as a team and the good news is we still have halfway to go with the season,” he said. “We are going to keep moving forward.” Tyrrell saw plenty of individual positives in the tournament, particularly from Meurer.

“Alex has done an outstanding job for this team,” he said. “He’s averaging 10 points a game and is doing all the little things. He plays extremely hard and is very coachable and is an outstanding teammate. I’m very proud of Alex and the job he’s doing for this team.” Amari Reed also continues his development for the Knights. “Amari has played solidly for us and is starting to gain momentum,” said Tyrrell. “We’ve seen good things from him. Austin Reed and Kevin Cheng are two other players who have led us in scoring throughout the season.” IC Catholic Prep will bring a 10-4 mark into Friday’s non-conference

York. They are a good team and the game is at their place. It’s a hostile environment. It will be a great experience for us. We’ll see some pressure and a raucous crowd and that will only help prepare us for the playoffs.”

The most significant change from the original recommendation is dropping the maximum number of pitches in a game from 115 to 105. “This was a collaborative effort that goes a long way toward making high-school baseball in Illinois safer,” IHSA Sports Medicine Advisory Committee member Dr. Preston Wolin said. “I want to thank the IHSA board, the Sports Medicine Advisory Committee, the Baseball Advisory Committee and all the people who were indispensable in this process for their efforts.” The IHSA board reviewed the pitching limitation recommendation in the fall and chose to present it to the IHSA membership for feedback during the association’s town-hall meetings in November. “Kudos to the Baseball Advisory

and Sports Medicine Advisory committees for working together on behalf of student safety,” IHSA Executive Director Craig Anderson said. “We believe the NFHS and its state association membership have been leaders in this area in all sports, but ultimately the high-school season encompasses a short window. We hope youth and travel baseball organizations will follow our lead to help protect these pitchers and their arms.” The IHSA is developing a process for schools to submit their game-bygame pitching counts via the IHSA website, which will be presented to coaches and school personnel prior to the season. The board confirmed that a violation of the policy could result in forfeiture and that all violations of the policy will be reviewed by the executive director on a case-by-case basis.
