Highway 199 Expressway

Citizen teams continue to refine alternatives

L

ocal efforts to improve safety on U.S. Highway 199 in Grants Pass continue, following a winter of one-on-one meetings with project stakeholders from Grants Pass and Josephine County.

Tasked with developing design alternatives last fall, citizen teams forwarded two eastern designs that included frontage roads as a way to reduce congestion and increase safety.

The Draft EA will also examine the natural environment such as any significant impacts to rivers, streams, plants and animals. The design alternatives are part of the Highway 199 Expressway project from the South “Y” interchange (the intersection of Oregon Highways 99, 199 and 238) and west to Midway Avenue. This section of U.S. 199, currently designated as an Oregon Department of Transportation Safety Corridor, has a higher crash rate than the statewide average for similar highways. Earlier this spring, the citizen teams were back reexamining some previously dismissed concepts and examining new ones. “We heard from the public, as did the team members, and we would all feel comfortable revisiting some of these conceptual designs as well as try to look at new ones,” said Project Manager Debbie Timms. The teams were briefed in May on a new design called ‘Concept C’ which provides an access road from Allen Creek road to the Josephine County Fairgrounds and YMCA. The Citizens Advisory Committee asked the management team to further refine the concept, match it with property already in public ownership, and bring it back to the committee. An Environmental Analysis (EA) will be used to formulate project alternatives and reach a preferred alternative. Construction is scheduled to begin in 2009. The $12 million project includes a $2 million federal earmark. “We’ve heard from the City of Grants Pass, Josephine County and businesses with frontage on the highway,” said Timms. “If the frontage road concepts continue into the EA, we have said it wouldn’t be constructed until after a future study on the South ‘Y’ is complete.” The teams broke the highway into two different sections: an urban section—from Tussey Road west to Willow—and a rural section—from Willow west to Midway. Once the teams forward the build and no-build alternatives, the conceptual designs

Stakeholders celebrate start of $70 million project

A

lmost 45 years ago, former Oregon Transportation Commission Chairman Glenn Jackson of Medford dedicated Interstate 5 at the Barnett Road interchange. So it was fitting that another OTC Chair from Medford, Stuart Foster, led a group of local, city and state officials during the May 23 dedication of the largest state highway project to begin construction in the Rogue Valley — the $70 million South Medford Interchange Project — since I-5 was built.

Foster, Medford Mayor Gary Wheeler, the chairs of the Rogue Valley Area Commission on Transportation and the Transportation Advocacy Committee were among a group of more than 40 local stakeholders at the groundbreaking ceremony. After seven years of development, the $70 million project moves into the construction phase. Not surprisingly, the population growth in the Medford area was unforeseen when the interchange was built in 1963. “Medford had about 30,000 people then and it was a rural community. Now, it’s an urban community and it’s time to build an urban interchange,” said OTC Chairman Stuart Foster. “This interchange will allow traffic to move better in south Medford, and allow Medford to grow as a community and as a regional commercial center.” Wildish Standard Paving of Eugene is the prime contractor for the project, which may take three to four years to construct. A joint venture with the City of Medford, the project is designed to improve safety and congestion. The centerpiece of the project is construction of a new interchange 1,900 feet south of the existing Barnett Road exit (exit 27). The new interchange design is called a single point urban interchange (SPUI), which handles large volumes of traffic. The City of Medford is contributing $15 million toward the project. “This is quite simply the largest project many of us have ever worked on,” said ODOT Area Manager Art Anderson.

Public invited to attend STIP meetings in Medford

I

f you ever wondered how major state transportation programs receive their initial funding, now is your opportunity to learn about the process and share your opinion.

The public is welcome to attend two upcoming meetings to review the Oregon Department of Transportation’s short-term capital improvement program, known as the Statewide Transportation Improvement Program (STIP). The program provides project funding and scheduling information for the department and the state’s metropolitan planning organizations. The public is welcome to attend either of two STIP events in Medford on Friday, June 16. The Medford Rotary will host a noon presentation at the Rogue Valley Country Club, 2660 Hillcrest Road. ODOT will host an open house at the Jackson County Library, 205 South Central, from 2 to 3:30 p.m. “We place a high value on public input to help us prioritize transportation projects,” STIP Coordinator Mike Baker said. “The Rogue Valley has been very active. The level of public interest and involvement in state transportation projects is significant.” While the STIP is a four-year funding program, federal regulations require the program to be updated every two years. The program is developed through the coordinated efforts of ODOT, federal and local governments, Area Commissions on Transportation, tribal governments and the public. The Rogue Valley Area Commission on Transportation recommended five modernization projects for funding in the 2008-2011 STIP for Jackson and Josephine counties. The projects are: • Oregon 62 at Coker Butte Realignment, (Medford), $5.9 million; moves Coker Butte Road and realigns Crater Lake Avenue;

• US 199 Expressway Upgrade Unit 2 (Grants Pass), $4.5 million: improves highway from Allen Creek east to Tussey; • Grants Pass ‘South Y’ Environmental Assessment, $600,000: studies solutions to operational and safety problems; • Interstate 5: Exit 14 bridge widening (Ashland), $1.5 million: provides signals, sidewalks and roadway lighting to overpass replacement; • Interstate 5: Exit 19 bridge widening (Ashland), $1.5 million: provides signals, sidewalks and roadway lighting to overpass replacement. Each modernization project would receive matching funds from local jurisdictions or from the Oregon Transportation Investment Act. The public review period for the 2008-2011 draft STIP, which contains over $2 billion in projects and programs statewide, will be finished at the end of June. The 2008-2011 draft STIP is available online at the ODOT Web site for public review at http://www.oregon.gov/ODOT/HWY/STIP/. The STIP is available in both a searchable format and a downloadable format online.

“The contractor was able to snip the old bridge out and get the new one operational on schedule, just before the start of the summer tourist season,” said Project Information Specialist Gary Leaming. “We appreciate people’s patience on this and, thankfully, we have some good alternate routes.”

The contractor will continue working on the roadway alignment that makes the movement to and from Hanley Road (Highway 238) the through movement between Medford to Jacksonville. Motorists coming from downtown Medford on West Main Street will not have to stop enroute to Jacksonville. During the first phase of the project last year, adjacent Jackson Creek was realigned away from Highway 238. “In its former state, Jackson Creek next to the highway looked like a ditch,” said Region Environmental Coordinator Jerry Vogt. “However, it is a fish-bearing stream we would like to enhance.” About 1,700 feet of streambed was moved 30-40 feet north of its current course. Boulders and root wads were anchored in place in the fall, and winter rains flooded the new streambed. Surprisingly, the floods washed in gravel and other fine aggregates that provide good fish habitat. According to Vogt, ODOT worked with the Oregon Department of Fish and Wildlife to develop and improve the creek habitat. When completed this fall, Oregon Highway 238 will feature a gentle curve and no stop sign where the interchange exists today. The route from West Main Street will include a stop at the new, realigned intersection. “Drivers on Highway 238 will see the benefits of this project immediately,” said Leaming. “The road will be safer and much easier to travel.”

SEVEN OAKS INTERCHANGE BRIDGE REPLACEMENT, SAFETY UPGRADES UNDERWAY Work started earlier this spring along Interstate 5 exit 25, the Seven Oaks interchange. Traffic volumes are growing at the Seven Oaks interchange. While the interchange remains fairly rural in nature, it is attracting more traffic, especially trucks hauling freight and aggregate.

According to Oregon Department of Transportation Project Leader Tim Fletcher, the bridge is being replaced because it is structurally deficient due to cracking.

“ODOT is taking this opportunity to widen the bridge to accommodate three lanes on I-5 as well as improve the structure’s alignment for safety,” said Fletcher.

In addition to building a new bridge, the $24 million project modifies the southbound off-ramp. The configuration allows traffic to go beneath the overpass and loop back toward Rogue Valley Highway (Oregon Highway 99), where the connection will be signalized. “This new configuration will allow a safer turning movement for motorists, but it will also provide more vehicle storage, especially for trucks,” said Fletcher. “Currently, vehicles are impeded by trucks headed toward White City.”

According to Fletcher, an interchange management plan currently under development will evaluate the interchange operations and identify both interim and long-range actions to protect its function and the public’s investment. Two existing I-5 bridges over the Central Oregon and Pacific Railroad will also be replaced as part of the project. The construction phase for these bridges begins by building a new southbound structure between the existing bridges. Once the new structure is complete, northbound I-5 traffic will be moved onto it while replacement of the existing northbound bridge starts.

Safety is another concern on the corridor. Crash rates from Poplar Drive to Delta Waters Road and from Corey Road to Antelope Road exceed the statewide rate, primarily because of the volume of traffic and roadways and driveways located between those points. SCHOOL ZONE SPEED LIMIT LAW WILL CHANGE WITH SIGNS, SEASONS It’s late spring, the season Oregon children are finishing another year of school and heading into summer vacation, but drivers still need to follow speed limits in school zones. House Bill 2840 from the 2005 Legislature will change the law in some school zones, as of July 1 this year. During the summer, signs will be replaced in zones affected by the law change in time for the next school year beginning in the fall. “Both before and after any signs are changed, drivers need only remember to follow the 20 mph speed limit when and where the signs say,” said Sue Riehl, Youth Program Manager for the Oregon Department of Transportation’s Safety Division. Oregon law will continue to require drivers to slow to 20 mph in school zones where flashing lights indicate children may be arriving at or leaving school. What will change over the summer is that if a school zone has no flashing lights, the 20 mph speed limit will apply from 7 a.m. to 5 p.m. on days when school is in session.
