Dekalb County Revenue Commissioner, Tyler Wilks, announced several retirees and resignations from his Rainsville office. Wilks stated that it will take some time to replace these employees and train new ones. He stated that it was his decision to open the Rainsville office only on Tuesday and Wednesday effective June 24- September 30. The office will reopen and operate on normal hours beginning October1.

DeKalb County Commission President Ricky Harcrow advised that the Commission pays for the rental of Schools will have 1:00-2:30 PM each day.

Rainsville Implements Sewer Rate Increase

By Marla Jones Managing Editor marla@southerntorch.com RAINSVILLE, Ala.-- (Full video online) The Rainsville City Council held their regularly scheduled meeting on Monday, June 7.

The City of Rainsville will be partnering with the Section-Dutton Water Board for billing sewer customers.

Mayor Rodger Lingerfelt

informed the Council that the Water Board calculates the sewer bill according to water usage. The minimum rate of $22.00 will increase to $26.38. Lingerfelt stated that sewer rates have not increased in sixteen years, despite the USDA advising the city five years ago to raise the rates.

Lingerfelt went on to state that letters will be mailed out in the coming weeks

explaining the billing increase to Rainsville citizens.

The Rainsville Sign Code Ordinance which passed on 3-15-2021, authorized the City Council to set a fee for sign permits. On Monday night , the Council passed Resolution 06-07-2021 (A) which set the fee for sign permits at $25.00 per sign.

Dekalb Awarded COVID Funding

This award will go

to Cullman, Dekalb, Madison, Marshall and Walker counties as part of more than $40 million that was allocated to Alabama. The monies are part of a special Community Development Block Grant program funded from the federal Coronavirus Aid, Relief

By Marla Jones Managing Editor marla@southerntorch.com DUTTON, Ala.-- A two-car vehicle crash on Saturday claimed the life of a Dutton man.

According to Alabama Law Enforcement Agency (ALEA), 89-year old Jessie Calvin Mount was fatally injured when the car he was driving struck another vehicle that was backing out of a private driveway.

The juvenile driver of the second vehicle was not injured.

The crash occurred on Alabama Highway 71, approximately two miles south of Dutton.

The accident remains under investigation by the ALEA.

Congressman Aderholt Encourages Checking Passports

Washington, D.C. — Today, Congressman Robert Aderholt issued a reminder to make sure your passport is still valid before booking international travel. Also, applying for a new passport or a passport renewal can take six weeks or more.

“As the COVID-19 pandemic is coming to an end and vaccinations increase, more international destinations are opening back up for American tourists.

News reports indicate people are booking trips at a record pace.

But my office is also

seeing a lot of people who have booked a trip and realize at the last minute their passport has expired.

The passport offices are currently seeing an influx of emergency requests, which means not all emergency requests can be met before departure date. I encourage anyone

considering international travel to make sure they check their passport to make sure it is still valid. And if you don’t currently have a passport and want to travel overseas, apply for your passport now!”

A few points to keep in mind about passports:

The passport application for a new passport, or a passport renewal, takes approximately six weeks, and in some cases longer.

As a general rule, passports must be valid for six months beyond the date the traveler will exit the U.S. So, make sure even if your passport is still valid today, that it will still be valid six months beyond your scheduled plans.

If you request an emergency passport, because of the current influx of requests, there is no guarantee it can be processed in time.

Music on the Mountain Returns

RAINSVILLE – Northeast Alabama Community College (NACC) officials are excited to announce the return of Music on the Mountain after the COVID-19 pandemic forced the cancellation of last year’s event. Music on the Mountain will be held on Friday, August 6 th , at 7:00 p.m. in the Tom Bevill Lyceum on campus. This year’s musical event will feature award-winning American bluegrass band Dailey & Vincent.

Music on the Mountain has been providing entertainment for the local community for quite some time and has become a treasured community event. “We are very thankful to be able to host Dailey and Vincent this year for

Music on the Mountain,” said Chasley Brown, Event Planner at NACC. “It is something we really missed having on campus last year, and we are very excited to have everyone back on campus.”

“We had to cancel Music on the Mountain last year because of COVID-19, so we are very excited about having it this year,” stated NACC President Dr. David Campbell.

“Music has a great heritage in our area, and we love to celebrate that heritage here at Northeast. Come out with us for what promises to be a great evening!”

Dailey & Vincent, award-winning American bluegrass band, has released nine albums since 2007. They have

won 13 awards from the International Bluegrass Music Association and 23 awards from The Society for the Preservation of Bluegrass Music of America. They have received two Grammy Award nominations: one in 2011 for Best Country Performance by a Duo or Group with Vocal and the other in 2013 for Best Bluegrass Album for their album “The Gospel Side of Dailey & Vincent.”

AL 117 reopens after emergency repair HUNTSVILLE — The Alabama Department of Transportation advises motorists that Alabama 117 between Mentone and Valley Head is now open, following the first phase of a $1.4 million emergency repair project to correct a landslide.

A 300-foot-long section of the highway on the side of Lookout Mountain was reconstructed as part of the project, which included stabilization of the slope with a rock buttress. Wright Brothers Construction is the contractor.

Motorists are advised to expect

rough pavement and temporary striping, as final paving and striping are not complete. A second phase of the repair will be ongoing until about mid-July.

Please expect intermittent singlelane closures and delays.

The section of highway was closed to traffic in early April following heavy rainfall that led to destabilization of the slope below the roadway.

Steve Marshall Announces Campaign to Continue Defending Law and Order as Alabama’s Attorney General

MONTGOMERY, Ala.-- In February of this year, Alabama’s senior U.S. Senator Richard Shelby announced that he will retire when his term expires in January 2023.

U.S. Rep. Mo Brooks and Montgomery business woman Lynda Blanchard, both Republicans, have announced they are running for the seat.

Katie Boyd Britt, who has been mentioned as a possible Republican candidate in the race, resigned her post as president and CEO of the Business Council of Alabama (BCA) last week causing speculation that she will throw her hat into the political ring.

Her resignation was effective June 4, according to a press release from the BCA. The resignation stated that this will allow her to “pursue other opportunities.”

Britt, an Enterprise native, previously served as Shelby’s Chief of Staff.

She took the position as President and CEO of the BCA in 2019. She holds a law degree from the University of Alabama.

While Britt has not made a public announcement of her intention to run, this week she filed a statement with the Federal Election Commission declaring her candidacy for the U.S. Senate.

By Steve Flowers We are all looking forward to next year’s gigantic political cavalcade. The 2022 elections in Alabama will be momentous.

We will have an open U.S. Senate seat along with seven congressional seats, all running under new district lines. We have a Governor’s race along with all the other Constitutional offices.

All 105 state representatives and 35 state senators will be running for reelection under new district lines. All 67 sheriffs in the state will be on the ballot, as well as all 68 probate judges. All these races are on the cusp of beginning or have already begun.

However, we will have a mayor’s race in Birmingham this summer. The August 24 mayoral race in the magic city is shaping up as a Donnybrook. It is shaping up to be a rematch from four years ago between former mayor William Bell and current mayor Randall Woodfin. Four

years ago, young Randall Woodfin defeated then mayor, William Bell, the old fashion way. He outworked him.

Woodfin went door-to-door in one-on-one campaigning in every precinct in Birmingham. He appears to have done a good job as mayor.

He will be tough to beat.

However, if anyone would do it, William Bell would be the one.

He looks very distinguished and mayoral. In fact, I have often thought that if Hollywood were scripting a movie of a mayor of a city like the movie “Boss” with Kelsey Grammar, who played a Chicago mayor, that Bell would be the perfect actor.

There are at least two other significant candidates vying to be Birmingham’s mayor, LaShunda Scales and Chris Wood, which may place Bell and Woodfin into a runoff.

We have already had several special legislative elections throughout the state this year. Former

Alabama House Member, April Weaver, won the Republican State Senate Primary for Senate District 14 on March 30. This senate seat was vacated when Cam Ward departed the Senate to become Director of the State Board of Pardons and Paroles. The district encompasses a good portion of Shelby County and all of Bibb and Chilton. It is a very Republican district.

Therefore, Ms. Weaver’s victory is tantamount to election.

She will face a token Democrat in the July 13 general election. Her triumph was extremely impressive. She garnered 82% of the vote against two opponents. She will be an effective senator for Central Alabama.

In an open state House seat in Shelby County, U.S. Army Veteran, Kenneth Paschal won the GOP Primary for House District 73, winning the Republican primary for a State Legislative district in a special election in Shelby County. Paschal won a close race over Leigh

MONTGOMERY, AL – Before a crowd of supporters gathered in Montgomery Thursday, Steve Marshall announced the kick-off of his campaign to earn a second term as Alabama’s 48th Attorney General. Speaking on the lawn of the Attorney General’s Office, Steve Marshall pledged to finish the job he started to fight violent crime, root out political corruption, and defend Alabama’s sovereignty against the Biden Administration’s overreach.

“On January 12, 2018, I stood across the street on the Capitol steps to acknowledge the mandate that I’d been given by the people of Alabama, as their Attorney General, to defend Alabama’s sovereignty and to protect her people. I have come to work every day since, fighting with everything I have, to deliver on those directives.”

Marshall referenced his Office’s ongoing fights against progressive criminal justice policies that threaten public safety, as well as his aggressive number of high-profile corruption investigations and prosecutions. Several of these cases have trial dates set for this summer.

“As you have witnessed in all parts of this state, my Office is fighting crime and corruption at an unprecedented level, and we have no intention of slowing down.”

Marshall also touted his record of fighting federal overreach from the Biden Administration.

“This year, defending Alabama’s sovereignty has taken on a whole new meaning under an administration that cares little about the individuality of our fifty states. I’ve sued the Biden Administration to fight for energy independence. I’ve sued the Biden Administration to remove burdensome mandates on federal grants. I’ve sued the Biden Administration to ensure that our cattle farmers aren’t forced to pay taxes on the emissions of their livestock. I’ve sued to stop the census bureau from counting illegal aliens for purposes of apportionment, and I’ve sued to stop the national archivist from ratifying the defunct Equal Rights Amendment.”

Marshall concluded, “We are in a fight—for the sovereignty of our state and for the safety of our citizens. It is a fight that I gladly take on each morning when I walk up the stairs of this building and join the men and women hard at work inside. It’s a fight that I’ve been privileged to fight for you—the people of Alabama—for the last four years, and one that I look forward to continuing for four more years as your Attorney General.”

There is a special election for state House District 78 in Montgomery to fill the seat being left vacant with Kirk Hatcher moved up from the House to the Senate.

There are several low-profile constitutional offices beginning to percolate for 2022. State Representative, Wes Allen, has announced and is running hard for Secretary of State. He is perfectly suited and qualitied for that office.

He is in his first term as a State Representative from Pike and Dale Counties. However, prior to that he served 10 years as Probate Judge of Pike County, where he successfully oversaw elections.

Wes is a native of Tuscaloosa where his daddy serves as a State Senator.

A successful Birmingham businesswoman, Laura Johnston Clark, is eyeing the State Auditor’s race. She was born and raised in Dothan and began her business there. She has deep and extensive family roots in the Wiregrass. Her father and mother and older brother are legendary and revered. She has been extensively involved civically in Birmingham for close to two

decades. She is an integral part of next year’s World Games, which will be held in Birmingham.

The current occupants of the Secretary of State and state Auditor’s offices, John Merrill and Jim Ziegler are term limited. So, these two offices are wide open.

2022 is going to be an exciting election year.

Michael Posey, DeKalb County Emergency Management Agency Deputy Director, informed the Commission that a $500,000 (no match) grant had been obtained. This grant will build storm shelters in the Cartersville and Kilpatrick area.

Fred Couch of Alabama Scenic River Trail (ASRT) addressed the Commission regarding the need for more campsites along the river trail. The Alabama Scenic River Trail currently has over 200 campsites on their website, www.ASRT. me. These sites are large enough to accommodate two tents or 6 hammocks for usage up to two days.

Couch advised that DeKalb County ranks #2 in the State of Alabama for tourists and that there was a great need to provide campsites within the County.

Two properties near the Bucks Pocket area, along the South Sauty Creek, have been located that, according to Couch, are perfect sites. He asked the Commission to help him locate the owners.

On May 30 th , 2021 officers arressted Charles Edward Jackson of Rainsville for 5 counts of unlawful possession of controlled substance, 3 counts of illegal possession of prescription drugs, unlawful possession of marijuana, possession of drug paraphernalia, and distribution of controlled substance. The rainsville police department received information that jackson was selling Illegal drugs.

Members of the Rainsville Police Department, Ft. Payne Police Department, and the DeKalb County district attorney’s office major crimes unit worked together in a joint effort to

campsites. The Alabama Scenic River Trail will provide a free listing on their website, provide an ASRT sign asking patrons to “Please leave it better than you found it” and provide funding for access to land from the creek.

Tom Broyles, of the Dekalb County Road Department gave updates on the current road closures. Work has been completed on several roads in the County that were washed out. County Road 34, along with County Road 1004 are now open. County Road 453 is anticipated to reopen next week. County Road 641, east of Mentone, should be completed soon, depending on the weather. County Road 835, still remains too wet to work on and that road project is on hold, until the soil dries.

DeKalb County Engineer Ben Luther presented the Commission with the ALDOT Funding Agreement for CR 26 and CR 83. This is a standard funding agreement for Federal Aid resurfacing projects.

Emily McCamy, Director of the Council on Aging, gave an update on their food assistance programs.

In April of last year, the Council served 411 people for a total of 9,317 meals. Due to

increased funding through the CARES act, the center was able to serve 755 people with 23,585 meals last month.

Senior Centers across DeKalb County are reopening. Dance classes, including ballroom and round dancing at night and line dancing in the day, have resumed.

CRIME locate and arrest Jackson. An operation led to Jackson selling illegal drugs to a subject in the presence of law enforcement officers.

Once the exchange occurred, officers then moved in on Jackson and placed him under arrest. A search warrant was then executed at the residence which led to the discovery and siezure of multiple types of illegal drugs and narcotics. Chief michael edmondson stated, “ it is our goal to put a stop to the distribution of illegal drugs in our city and we will put every person in jail that we catch doing so. I’m proud of how all agencies involved worked together to accomplish this goal”.

On June 2, 2021, the Rainsville police department arrested Malik Dino for the offense of soliciting of providing support for an act of terrorism.

This arrest comes after a lengthy investigation which lead to the discovery of his involvement with a terroristic organization that he provided support to. The investigation is still on-going. Dino is currently being held at the DeKalb County jail.

World Elder Abuse Awareness Day to be observed on Tuesday, June 15, 2021 Alabama's Response to Elder Abuse The elderly population and disabled adults in our state and communities have the right to feel safe and to be treated with dignity and respect.

Unfortunately, this is not the case for every elderly individual and disabled adult in our state. Based upon reports from the previous years, thousands of elderly individuals and disabled adults have been and are being abused, neglected, and exploited in Alabama every year.

In an effort to promote elder abuse awareness, agencies, organizations, communities, and professionals around the world will unite on June 15th to observe World Elder Abuse Awareness Day. The national theme for this year's observance is "Using the Past to Re-Write the future." The nationally recognized color to represent elder abuse awareness is

purple. We are asking each community member to please wear purple throughout the month of June.

The Department of Human Resources (DHR) is responsible for investigating reports of abuse, neglect, and exploitation regarding the elderly and disabled adults. In FY 2020, DHR investigated approximately 10,566 reports of suspected abuse, neglect, and exploitation of vulnerable adults statewide, which included elderly individuals and disabled adults.

DHR is requesting the assistance of all community members to help with protecting our vulnerable citizens as they have contributed so much to society. If you suspect an elderly person or an adult with disabilities is being mistreated, please contact DeKalb County DHR at 256-844-2700 to make a report.

"In some cases, elderly and disabled adults are dependent on relatives and others for their care and at times they are isolated. Hence, they are at greater risk for abuse, neglect, and exploitation", said Dekalb County Department of Human Resources (DHR) Director Denise Raines.

"Unfortunately, victims are most often abused, neglected and exploited by persons who are known and trusted by the elderly person or disabled adult", added Ms. Raines.

DeKalb County Department of Human Resources Director, Denise Raines stated "community partners can help by reporting suspected abuse, neglect, and exploitation and by assisting DHR with arranging services to protect those individuals that cannot protect themselves. Our community partners are essential to assisting DHR in providing for the safety of the elderly population and disabled adults."

RAINSVILLE – Northeast Alabama Community College (NACC) is the first Community College in Alabama to provide free laptop vending machines, giving students greater access to technology and more flexibility when on campus.

A new “Tech It Out” kiosk is now located in the Student Center at Northeast. Retrieving a laptop from the automated kiosk system is quick and easy. A student agrees to NACC’s Terms and Conditions, swipes their student ID, punches in their code when prompted, and out pops one of the 12 Dell laptops. The kiosk system, made by LaptopsAnytime, has two easyto-access rows of devices which slide in and out of the slots vertically.

“We are very excited to be able to offer this service to our students,” stated NACC President Dr. David Campbell. “Our Educational Technology Director, Mrs. Patricia Falk, keeps us ahead of the curve in educational technology that benefits students. Computers and

computer programs, of course, have become indispensable parts of education these days.

Mrs. Falk and her staff continuously seek out new, innovative ways to serve students.”

The fully charged devices are available for short-term checkout (not to exceed 48 hours) and can be used anywhere on campus. When done using the computer, the student will return the laptop back to the kiosk.

The kiosk, in turn, readies each laptop for the next series of users by recharging and wiping its contents. NACC also offers long-term laptop rental in the library.

Students may check out the laptops in the library for an entire semester.

“We are excited to be the first Community College in Alabama to offer this innovative service. We wanted to increase access to technology, and when we became aware that this could be done in an unmanned, 100% self- service manner with full accountability, we reached out to Laptops anytime who provided

guidance and became a willing partner,” said Patricia Falk, NACC’s Educational Technology Director. “The overall goal is student success. This one-of-a-kind kiosk helps us provide convenience to students without burdening our staff. And it ensures availability and flexibility for those that need a laptop when they need it.” Each laptop runs typical programs, like Microsoft Office, and allows internet connection through the college’s Wi-Fi network. Jonathan Ruttenberg, Co-Founder & VP, LaptopsAnytime, said this Northeast is the first Community College in Alabama to utilize this service, but they are in 40 states and every continent except Antarctica. He said the company’s kiosk system can handle up to 30 devices. Ruttenberg noted, “NACC is a forwardthinking organization that we are looking forward to working with. At the end of the day, while unique and powerful, our kiosks are only as good as the people who are managing them.”
