Ivey Announces Plan to "Reopen Alabama" By Zach Hester Reporter zach@southerntorch.com

ALABAMA — At a press conference on Tuesday, Governor Kay Ivey (R-Ala.), in coordination with State Health Officer Dr. Scott Harris, announced her plans to reopen Alabama's economy after climbing COVID-19 infections caused the state to "stay-at-home" for the majority of April. Ivey stated on Thursday, April 30 at 5 p.m., the State of Alabama will enter a "Safer at

Home" order, a less restrictive measure than the "stay-at-home" order, which will expire on Thursday. The "Safer at Home" order will still require social distancing, and allow the focus to be placed on both personal health and economic health. The order, which comes as Alabama sees a "stabilization" in new cases, will include the following measures: • All retail businesses will be allowed to reopen with a 50% occupancy and six feet between customers

During these difficult times, some people are wondering where their next meal will come from. People are looking for support and Mark Young is no stranger to helping the community. Young has served dinners for Thanksgiving and Christmas for those who have no place to go, for many years out of his own pocket. In March 2020, Mark Young and his ministry started running his food truck to help feed those suffering during this time. People are greeted with a smiling face and signs with uplifting scriptures as they receive their meal. Young serves hot meals on Tuesday and Friday. The food ministry has served more than 1,000 meals weekly since the pandemic. The ministry also offers supplies for anyone that needs extra help during this time. Young has friends who donate food to his ministry weekly and has support from some local churches. “I have some to walk up to me and hand me $100 or $40, even $20. I still have to go into my pocket but it’s a blessing� said Mark Young. “I am feeding over 1,000 meals a week and its growing with less money BUT God!!!� Mark Young is a humble man who would never ask for assistance. RAINSVILLE, Ala. — The DeKalb County Board of Education held their regular monthly meeting, via Zoom on Thursday, April 23. Funding, Representation at stake for Jackson Co. in Census By Dylan Smith JB Managing Editor dylan@southerntorch.com

SCOTTSBORO, Ala. — According to the U.S. Census Bureau Jackson County currently holds a 51.1% response rate in household census participation, which is lower than both the state and national rate. Data received from census respondents will be used in the allocation of billions in federal dollars. Local education programs, crucial

services, and infrastructure items are tied directly to this funding. Emergency services, highways, school lunches, SNAP benefits, mental health services, Medicaid, and Head Start are all items that are funded using census data. Participation is also crucial concerning economic development as industry uses census statistics to determine where to bring business. These numbers also assist in determining where new health clinics

are needed. Alongside collecting information for funding purposes, population data determines the reapportionment of congressional representation. As it currently stands, Alabama is in jeopardy of losing at least one congressional seat. It is possible that without the full participation, Jackson County could potentially lose out on critical federal dollars that shape the future of our

community. In order to preserve funding for essential services and maintain Alabama’s representation in Congress, it is incumbent upon each and every citizen to take a few minutes and complete the census questionnaire. JSCO to Resume Google Gives $25,000 to Normal Hours in May Jackson County Relief Fund

By Jackson Blaze Staff JACKSON COUNTY, Ala. — The Jackson County Sheriff’s Office (JSCO) will return to normal office hours on Friday, May 1. The office will be open at its regular hours from 8:30 a.m. to 4:30 p.m. “We have implemented new guidelines of service for our office and ask that everyone adhere to them when conducting business in our main office or investigations,” the JSCO said in a statement. No more than two (2) individuals will be allowed into the main office at one time and no more than one (1) in investigations. “We ask that if you do not have official business do not enter our offices,” the statement continued. “Also, if you are feeling ill or have a fever, do not visit the Jackson County Courthouse.” The Courthouse main hallways will have lines formed with markings six feet apart and customers will be required to wait there until space is available in the office where they wish to conduct business. Pistol permit issuance and renewals will be available in the JSCO’s main office. For required documents and pricing for pistol permits, please visit the Jackson County Sheriff’s Office website. “We appreciate everyone’s cooperation and patience during this time. Any updates made will be posted,” the statement concluded.

According to a recent U.S. Chamber poll, our country is in danger of forever losing 1 in 10 businesses if the economy continues as is. Looking forward, we are in danger of losing 50% of our country’s small businesses, in the event that our current situations continue for

another eight weeks. None of us want to stand around and watch that happen, so our community has banned together using local resources to help save struggling businesses as we continue to move forward in building a better community. Google initiated the fund with a donation of $25,000 and Regions Bank recently offered an additional $8,000. Those interested in donating to the Small Business Relief Fund can go to the website and click the Donate Now button or mail checks to the Mountain Lakes Chamber of Commerce at 407 E. To continue funding businesses as online applications are completed, we will need much more funding to be able to help as many businesses as possible. “It is our commitment to do everything possible to help our small

When an EF-5 tornado passed through Rainsville, the wind peak was greater than 200 miles per hour and with a path measuring 33.8 miles long and ž miles wide, killing 35 people in the area and 238 across the state, according to the National Weather Service. Nine years later, the memories of the storms still linger in the minds of everyone.

This week, Governor Kay Ivey announced the end of Alabama's "stay-at-home" causing many on my Facebook page to question whether or not this is the time to leave "our safe place." For most Americans, being indoors has provided some sort of comfort in these trying times of COVID-19, but regardless of your feelings on lifting the restrictions caused by this virus, we all have a safe place that's available to us no matter where we're at. OPED: A Local Family Physician's Perspective

I became a family physician because I wanted to treat people not diseases. That notion has never been more true than it is now. Americans are sitting back and accepting “professional� opinions and “advice� in regard to this pandemic. We are watching our families struggle to pay bills, keep their jobs, maintain their businesses, and deal with the stress and fear of the unknown. No one has the perfect solution for a novel virus that is also a pandemic; however, I can tell you that shutting down businesses and cities while stopping life as we know it is not the answer at this point. No one here is saying social distancing and quarantining for a time wasn’t necessary. We needed to prepare for the worst, hope for the best, and collect more data on the virus, including mortality rate, incubation, transmission, etc. We now have sufficient data and we

know the current treatment is actually worse than the disease. We have watched New York City and other cities get turned upside down. Even through this, New York City shows a mortality rate (<1%) similar to influenza. We have also watched Sweden stay open and go against the status quo, with the exception of large events (concerts and sporting events). The results are very similar to other countries in regards to the infection rate. What does this say about “shelter in place� and quarantining efforts? In any other virus (measles, influenza, Zika, Ebola), we tell the vulnerable and symptomatic patients to quarantine, and this virus should be no different. Let's get back to focusing on

FORT PAYNE, Ala. — From the Office of DeKalb County Sheriff Nick Welden: A man is in custody after leading a deputy on a chase while on a bicycle. The subject, Byron Gentry (46 of Bryant) was located after a chase into a wooded area and found to have an outstanding warrant for Domestic Violence. He was further charged with Resisting Arrest and Attempt to Elude. Over the last week, the DeKalb County Sheriff's Office (DSCO) apprehended several other people during both chases and traffic stops. The following people were arrested: • Joshua Loudermilk (29 of Fort Payne): Criminal Mischief 1st Degree, Resisting Arrest, Assault 3rd Degree, Possession of a Controlled Substance, Attempt to Elude, Criminal Mischief 3rd Degree, Reckless Endangerment (x3), Possession of Marijuana 2nd Degree, and

Ivey encouraged employers to take reasonable steps to keep workspaces to ten persons or less, disinfect office spaces, common-sense hygiene, and continue telework where possible. She also said hospitals are no longer expected to see a surge. Pastor Jay Wolf, Ivey's

personal minister, stated houses of worship must reopen in gradual motion, just like the economy. He stated that "at this time, Alabama does not meet the guidelines to reopen houses of worship" according to guidelines provided by the Centers for Disease Control (CDC). "The threat of COVID-19 is not over," Ivey stated. "Folks, we must continue to be vigilant in our social distancing... better days are ahead of us, I'm sure of that." As of Tuesday morning, Alabama had 6,580 cases of the novel coronavirus out of 74,359 tested. The Alabama Department of Public Health reported 241 deaths due to COVID-19 and 900 Alabamians have been hospitalized with the virus since March 13. In DeKalb County, there are 75 positive cases of COVID-19 out of 881 tested. Two deaths have been reported in the County.
