DeKALB COUNTY, Ala. — The DeKalb County Commission held its regularly scheduled meeting on Tuesday, January 12.

At the meeting, Director Anthony Clifton of the DeKalb County Emergency Management Agency (EMA) announced through the CARES Act, the EMA was able to purchase several LUCAS devices. These devices will aid in CPR for ambulances, fire department, and rescue squads throughout DeKalb County.

Doufexis, a Plainview graduate and former vice president at Southern Torch, will serve as Tuberville’s Senior Advisor and State Coordinator. Doufexis

previously served as the Chief Operating Officer of Go Native and Digital Media Director on Tuberville’s U.S. Senate campaign. He is married to Ashley Doufexis and they have one daughter. “Ashley and I have been fortunate to play a small role in reshaping the political landscape in Alabama for the last decade,� said Doufexis. “And I couldn’t be more honored to serve Senator Tuberville and fight for the people of Alabama in

Circuit Judge Andrew Hairston administered the oath to swear in Dr. Jason Barnett for his second term as DeKalb County Superintendent of Education. Barnett ran

unopposed for re-election during the November 3 General Election. “I am proud to know someone like Dr. Barnett is here taking care of our children and one day will be taking care of my children,� stated Judge Hairston. “It is an honor to be sworn in for my second term,� stated Dr. Jason Barnett. “I love what I do and I am proud of the last four years and what

Zaxby's Manager U.S. Space Command HQ Headed to Alabama Shot in Scottsboro

SCOTTSBORO, Ala. — On Monday, January 11, Scottsboro Police Department received a call regarding a shooting at the Zaxby’s on John T. Reid Parkway.

Officers reported that when they arrived on the scene, the manager had been shot after going out the back door of the business to speak to a former employee.

The former employee fired several shots at the victim, hitting him at least once before fleeing on foot. The manager was transported to a local hospital and is listed in critical condition.

The suspect was identified and led police to a home located on Veterans Drive in Scottsboro. Reports state that the suspect appeared to barricade himself inside. The home caught fire, and the Scottsboro Fire Department was called to put the fire out.

After a search of the home burned in the fire, the remains of an adult male were discovered. The body has been sent to the Alabama Department of Forensic Science for an autopsy.

This is an ongoing investigation with limited information being released at this time. Jackson Blaze will update as more information becomes available.

HUNTSVILLE, Ala. — After a nationwide search for a full-time location, the Air Force has selected Huntsville, Ala. to be the home of the U.S. Space Command Headquarters.

According to a statement from Governor Kay Ivey (R-Ala.), she joined officials with Redstone Arsenal and the City of Huntsville late last month to give a final pitch to Pentagon officials. The command is currently running out of Peterson Air Force Base in Colorado. “I couldn’t be more please to learn that Alabama will be the new

home to the United States Space Command,� said Ivey. “Our state has long provided exceptional support for our military and their families as well as a rich and storied history when it comes to space exploration...the Redstone Region is the most natural choice to become home to such an important mission for our country.�

DeKalb County Engineer Ben Luther updated the Commission on funding expenditures for 2020 for the Rebuild Alabama Act. Rainsville to Host COVID-19 Vaccine Drive-Thru Clinic

RAINSVILLE, Ala. — The Alabama Department of Health (ADPH) will hold a drive-thru clinic to administer COVID-19 vaccines to the approved groups next week.

The clinic will be held on Monday, January 18 at the Northeast Alabama Agri-Business Center in Rainsville. The groups able to receive the vaccine at this time will be healthcare workers and public safety first responders, ad well as citizens over the age of 75, per the orders from Governor Kay Ivey last Friday.

plans to return to DeKalb County on a monthly basis until all the population has had an opportunity to receive the vaccine or until it becomes available at local pharmacies and physician offices.

According to information provided by ADPH, this clinic will be a first come, first served basis until supplies have

been exhausted. There will be a 15 to 30 minute wait time following injection to monitor any adverse reactions, which is a precaution with all vaccines.

The DeKalb County Health Department will also begin to schedule appointments for the same populations covered under Gov. Ivey's orders beginning

on January 18 by calling (256) 845-8710.

As of Monday, January 11, the Alabama Department of Public Health reported 87,138 administered doses of the COVID-19 vaccines from both Pfizer and Moderna. Alabama was allocated more than 250,000 doses of the vaccine, which excludes allocations to Federal programs administered in the State of Alabama.

At the time of press, DeKalb County was rated as a "moderate" risk for spread of COVID-19. As of Tuesday afternoon, the county had reported almost 7,500 total cases.

Ivey Expands Vaccinations AL Legislature

COVID-19 Vaccine Now Free to 75+ & First Responders Announces COVID

MONTGOMERY, Ala. — On Friday, Governor Kay Ivey (R-Ala.) announced the expansion of vaccinations to new groups across the State of Alabama.

In this new phase of vaccinations administered by the Alabama Department of Public Health, Alabamians over the age of 75, as well as first responders and law enforcement officers, will be able to receive their first doses of the COVID-19 vaccine beginning on Monday, January 18.

Appointments across the state will come on a first come, first served basis.

"I appreciate the swift work of ADPH to establish a system to efficiently provide our limited resources of vaccine to as many Alabamians as possible,"

stated Ivey. "It is critical for everyone to remain patient; demand is high, and supply is low. ADPH and their partners are working around-theclock to assist as many people as they can."

According to data from the Centers for Disease Control, Alabama, along with many other states in the Deep South, are showing the slowest vaccination rates in the entire country. The states with the lowest vaccination rates include: Alabama, Arizona, Georgia,

Kansas, Michigan, Mississippi, and North Carolina.

Regardless of these numbers, ADPH continues to pursue vaccinations for health care workers and nursing home residents, who are most at-risk for contracting COVID-19.

"We recognize that demand for vaccine exceeds supply," stated State Health Officer Dr. Scott Harris. “While there is still an insufficient amount of the vaccine supply, we want to maximize our

resources to help protect Alabamians at high risk.

County health departments are working with their local points of distribution to assess what their vaccination reach has been. Decisions about the next groups to vaccinate are made at the community level with community engagement. If the very high-risk population has been covered adequately, providers can then begin vaccinating people in the other priority groups.�

At press time, COVID-19 vaccinations were available locally at the DeKalb County Health Department and DeKalb Regional Medical Center for those who meet the qualifications.

Changes for 2021

By Zach Hester, Reporter • zach@southerntorch.com ALABAMA — The Alabama Legislature's upcoming session will look a little different due to changes caused by the COVID-19 pandemic.

In order to comply with statewide health protocols, citizens will have limited public access to the 2021 session. Masks will be required in all public places while visiting the State House, as well as temperature checks, visitations by appointment only, and social distancing.

"We are doing all we possibly can under these difficult circumstances to protect the public, our staff, and our members, while opening the government for this session with an open, transparent process," said Pat Harris, Secretary of the Senate.

The State of Alabama's legislative website, www. legislature.state.al.gov, has been upgraded to allow the public to view and engage with the legislative process virtually. Neither galleries for the House or Senate will be open.

The 2021 session of the Alabama State Legislature is expected to begin on February 2.

INSIDE THE STATEHOUSE Alabama Might Lose A Congressional Seat, but Maybe Not

By Steve Flowers Political Columnist www.steveflowers.us MONTGOMERY, Ala. — It has been speculated for several years that Alabama could lose a congressional seat after the 2020 Census. It was thought to be a foregone conclusion. However, in recent days, the U.S. Census Bureau estimates indicate that we might dodge that bullet. They say we are on the cusp and if we have had a good count, we could keep our current seven seats in congress.

This will be extremely beneficial for Alabama if this miracle occurs. We have a very heavy laden Republican congressional delegation. We have six Republicans and one lone Democrat. We have two freshmen Republican congressmen, Jerry Carl

in the 1st District and Barry Moore in the 2nd District. Both of these men will be reliably Republican votes.

Congressman Robert Aderholt is our most powerful and senior member of congress. He is entering his 25th year in the House of Representatives and is the ranking Republican on the House Appropriations Committee.

Congressman Mike Rogers is beginning his 17th year in the House and has just become the ranking Republican on the Armed Services Committee. If the

Republicans win the majority in the House in the 2022 elections, then Aderholt and Rogers will become the chairmen of these two prestigious and important committees.

Our lone Democrat Terri Sewell could be our most important member as we enter 2021. She is in the House leadership and is widely admired and respected within the Democratic caucus. The Democrats hold the majority in Congress as well as the White House, which puts her in the catbird seat.

If we do lose a seat, it will be a difficult task to reshape the state’s districts. If that occurs, this is how I see it shaking out.

Let us begin with our Democratic district held

by Congresswoman Sewell. Our state population is over 30% African American.

Therefore, the U.S. Justice Department will not allow you to terminate our dedicated Democratic African American district. In fact, they would like to see two, but it cannot be accomplished.

Ms. Sewell’s 7th District will become the 6th District and will

encompass a large portion of the state. It will begin with Birmingham and get the metro African American areas of Jefferson, Tuscaloosa, and Montgomery and will also have to pick up the rural counties north of Mobile, which has traditionally been in the 1st District. She will represent the entire Black Belt and will pick up the counties of Clarke, Washington, Wilcox, Monroe, Escambia, and Butler.

The Black Belt is losing population. The population of the State of Alabama is moving northward toward Huntsville. The current 6th District, held by Republican Gary Palmer, will become the new 5th District. It will basically remain unaltered, as the strongholds of Jefferson and Shelby Counties have kept pace with the national population growth.

The Huntsville 5th District of Republican Mo Brooks is where the growth is in the state. It will shrink geographically to essentially be a Huntsville/Madison County, Limestone County, Morgan County, and GOP district.

Our Senior Congressman Robert Aderholt will retain his northwest and north-central Alabama core constituency, including Walker, Cullman, Marshall Counties, and all the Sand Mountain area. He may go into Huntsville.

He may also like to retain his 4th District number.

Mike Rogers’ 3rd District will become the new 2nd District. It will keep his home area of Anniston and Calhoun County, as well as the growth areas of Auburn, Opelika, and Lee County.

This is where you start dissecting the current 2nd District. The populous counties of Elmore and Autauga, along with the suburbs of East Montgomery/ Pike Road, must go northward to Mike Rogers’s new 2nd District. The 1st District of Mobile and Baldwin

remains the 1st District.

Baldwin has grown extensively, and these two counties make up a congressional district.

Therefore, new Congressman Jerry Carl will be safe.

I guess you folks in the Wiregrass, and especially Barry Moore, are wondering where you go. The counties of Houston, Dale, Coffee, and Covington either go into the new 2nd District by drawing an arrow through Henry, Barbour, Macon, and Russell and making a super east Alabama district; or, depending on the census count, you draw an arrow through Escambia and pull Dothan and the Wiregrass into the Mobile/Baldwin 1st District.

Wherever the Wiregrass goes, it will make that district even more super Republican.

It is the most conservative Republican area of the state. It will be interesting to see.

This, of course, is just my prognostication. The state legislature will draw the lines next year after all the census figures are counted and revealed.

ALABAMA — In response to the global COVID-19 pandemic, TVA began administering the Community Care Fund in April 2020, which provided matching grant funds to support and partner with Local Power Companies (LPCs) to meet needs in their communities.

As the pandemic continues, TVA anticipates its impacts will continue to affect the Valley through Fiscal Year 2021. As a result, TVA added additional funding to the matching grant fund to be applied for by the LPCs. Sand Mountain Electric Cooperative proudly announces the second phase of our partnership with the Tennessee Valley Authority and the Community Care Fund.

Together they are providing $20,000 to the Community Action Agency of Northeast Alabama (CAANEAL) to help members with utility bills and food during this continued crisis. This amount is in addition to the $20,000 that was provided to CAANEAL last spring.

DEKALB COUNTY, Ala. — The Fyffe Red Devils defeated two County rivals this week.

The Red Devils defeated the Plainview Bears, 65-58 in a nailbiter on Saturday night.

Micah Johnson and Parker Godwin led the Red Devils with 17 points for the night.

Brody Dalton had a double-double with 15 points and 10 rebounds. Tate Goolesby had 8 points, 7 rebounds, and four assists.

Luke Smith led the Plainview Bears with 18 points.

Cole Millican had 14 points and Dylan Haymon had 13 points for the night.

“We played a tremendous defensive game the second half,” said Fyffe Head Coach Neal Thrash. “Our rebounding was solid and we played just good enough to pull out a win.”

On Tuesday night, the Red Devils defeated the Sylvania Rams, 51-38.

Brody Dalton led the Red Devils with 15 points and 10 rebounds. Parker Goodwin had 14 points and Micah Johnson tacked on 12 points. Tate Goolesby had seven assists.

“Sylvania really got after us but we settled down and played better as the game went along” Thrash stated. “We need to be ready to play every night and we weren’t ready tonight and that’s my fault.”
